230kV Harelson Substation:Replace 2nd 230/69kV 200MVA auto with a 300MVA

unit

• Harelson 230/69kV substation, located in eastern Baton Rouge, has two 200MVA autotransformers. This substation, in conjunction with Coly substation, serves an area with one of the highest load growths in south Louisiana.

• Contingency: Under peak loading conditions, loss of one of the existing 230/69kV autotransformers at Harelson can potentially overload the other unit by 19% .

• Recommended Solution: Replace 2nd 200MVA auto with another 300MVA unit. The 1st auto will have been in-service by 12-13-2003 (T#2). Substation space constraints prohibited the installation of a third auto.

• Total Estimated Cost: $4.2M 2004 Cost: $700 K

• Estimated In-service Date: 4-30-2004

The 138 kV substations in East Baton Rouge and East Feliciana Parishes are served by 2-230/138 kV autos located at Port Hudson substation. This industrial loop serves approximately 237 MVA.

Contingency: Under peak loading conditions, loss of the Repapco-Port Hudson line can potentially overload Line 368 (Port Hudson-Crown Zellerbach) by as much as 36% in 2004, that portion of line composed of 795 AA and rated at 174 MVA.

Recommended Solution: Reconductor 7.5 miles of Line 368 with a conductor capable of at least 301 MVA or 1260 A.

Chlomal-Jennings Loop Upgrade• The 69kV transmission system between Jennings and Chlomal substations will

serve approximately 73MW of load including the radial from Lawtag substation in 2004. The main "trunk" of these systems are the contiguous segments comprising of Line 13 (Jennings-Compton-Elton), Line 16 (Elton-Tupper-Serpent-Carter), and Line 11 (Carter-Lacassine-Chlomal).

• The other main "trunk" is comprised of Line 14 (Jennings-Lawtag) and Line 12 (Lawtag-Welsh-Derouen-Iowa-Chlomal), which span approximately 29 miles and serve approximately 39 MW.

• These lines are over 50 years old. Their age have manifested in reduced reliability and reduced load-serving capacity. Between 1997 and 2001, an average of 19 outages per year occurred on the northern route (Lines 11,13, and 16). In 2002, 13 outages were recorded.

• Splices have been used to make repairs and they are beginning to fail. The

current loading can potentially cause the 69kV lines to sag into the distribution underbuild that is located along most of these lines. Upgrading these lines is needed to avoid safety and reliability concerns.

McManus 69kV Substation: Replace Cap Bank & Correct Load PF

• McManus 69kV Substation is located north of Baton Rouge in East Feliciana Parish near the end of a 12 mile radial 69kV line. There will be approximately 70 MW of load in the area in 2004.

• Contingency: Loss of Port Hudson to Jackson 69kV will cause voltages less than 0.91 p.u. near the end of this line.

• Recommended Solution: Replace existing 18 MVAr capacitor bank with 1-30 MVAR capacitor bank.

• Estimated Cost: $550K

69kV Line 280 (Five Points -Erath)• The 69kV substations Five Points, Texas Erath, Erath, and LeBlanc in

Vermillion and Iberia Parishes are served by two sources, Meaux and Moril. The load served by the four 69kV substations will be approximately 41 MW in 2004.

• Contingency: Under peak loading conditions, loss of the Moril 138/69kV autotransformer can potentially overload a portion of Line 280 (Five Points to Erath) by 13% in 2004, that portion of line is composed of 4/0 ACSR and rated at 39MVA.

• Recommended Solution: Reconductor 5.01 miles of 69kV Five Points-Erath with a conductor capable of 72 MVA.

• Estimated Cost: $1.3M
