Ukai Thermal power plant is complying ash percentage (%) as per latest MOEF & CC office memorandum no.Q-15017/40/2007-CPW, dated 26.8.2015. As per memorandum, power plant shall be supplied with, and shall use, raw or blended or beneficiated coal with ash content not exceeding thirty-four (34 %) percent on quarterly average. Details of sulphur and ash contents in the unit no-6 coal during half-yearly report are as per below table.

III)

A stack of 275 m height shall be provided with continuous online monitoring equipments for SOx, NOx and particulate. Exit velocity of flue gases shall not be less than 20 m/sec.

A stack of 275 mt height is provided with real time online monitoring equipments for SO2, NOx and particulate matter (Details as per below table). Exit velocity of flue gas is above 20 m/sec. Stack report of NABL approved lab - M/s. Sidhee Green Excellance Pvt.Ltd.is attached as Annexure-1.

IV)

High efficiency Electrostatic Precipitator (ESP) shall be installed to ensure that particulate emission does not exceed 50 mg/Nm3.

High efficiency Electrostatic Precipitator is provided for unit no. 6 with Collection efficiency of 99.897%. Detailed parameters of ESP & Stack emission for last six month is as per below tables.

V)

Low NOx burners shall be provided.

Over Fire Air system (OFA) and Lower Over Fire Air system is provided for reduction of NOx emission instead of low NOx burner. Avg. result of NOx is 281 mg/Nm3 (during April-17 to Sept-18 (within limit against standard limit 300 mg/Nm3. Reports are attached as per Annexure- 1, which are measured by NABL approved lab.

VI)

Space provision shall be kept for retrofitting of FGD, if required later.

Space provision is kept for retrofitting of FGD. E-tender for EPC for FGD floated & technical bid is opened on 17.07.2018. Technical scrutiny in progress. CPCB directed to install FGD on or before March 31, 2022.

VII)

Adequate dust extraction system such as cyclones / bag filters and Water spray system in dusty areas such as in coal handling and ash handling points, transfer areas and other vulnerable dusty areas shall be provided.

Details of bag filters at dust extraction system as under:

• Total no of location: 03 (1 for each of 2 bunkers + 01 for crusher house) Bag filter Make: Dust vane, Type-DCPJ-3600-59-2010.Capacity-12400 m3/h.

• Total Nos. of Bags:- 58 nos. in each for 2 bunkers + 264 nos. For crusher house, Bag Cage Type:- Snap type, Bag cage make:- Mukharjee Engg.

• Bag Filter Control:- BF-200 micro processor based sequential timer (version- Firmware 2, Bag filter Control make:- Micro System & Controls, Kolkata.

• Pre tippling overhead sprinklers are provided in WT and on various conveyor

belts. Fire hydrants spray nozzles and sprinklers are provided at various location of coal handling unit 6, coal stack yard to avoid generation of fugitive dust.

• Dry Fog dust suppression and Dust extraction system is provided for control of fugitive dusting in coal unloading and transfer areas.

VIII)

Fly ash shall be collected in dry form and storage facility (silos) shall be provided. 100% fly ash utilization shall be ensured from day one of the commissioning of the expansion plant. The bottom ash shall be disposed off in the ash pond in the conventional slurry mode.

GEHO SLURRY SYSTEM

Two nos. of Fly ash silos having 1000 MT capacity each are provided for dry fly ash collection. 100% fly ash utilization is ensured from day one of the commissioning of the expansion plant. Details of last three years of utilization is as per below table.

IX) No ash pond shall be created for this expansion project. Existing ash ponds shall be used for disposal of bottom ash.

No ash pond is created for unit no.06-expansion project. Existing ash ponds (attached picture) are being utilized for disposal of bottom ash.

X)

Closed cycle cooling system with cooling towers shall be provided. COC of at least 5 shall be adopted and the effluents shall be treated as per the prescribed norms.

Closed cycle cooling system with cooling towers is provided. COC of at least 5 to 5.5 is being adhered and the effluent plant is provided to treat effluent as per the prescribed norms.COC for April – Sept. 18 is as per below table:

XI)

The treated effluents conforming to the prescribed standards shall be re-circulated and reused within the plant. There shall be no discharge outside the plant boundary except during monsoon for storm water. Arrangements shall be made that effluents and storm water do not get mixed.(areas),storm water details

The treated effluent conforming to the prescribed standards is reused in coal plant area and ash handling plant.Effluent Treatment plant is provided with API oil separator, TPI oil separator, Flash mixer, Flocculator, Lamella clarifier & Central Monitoring basin (Picture attached). Treated effluent is reused within plant and there is no discharge in outside the plant. Different drainage system for Effluent and storm water is provided. Effluents and storm water are not mixing. Storm water drain diagram is attached as per below picture.

XII)

A sewage treatment plant shall be provided and the treated sewage shall be used for raising greenbelt / plantation.

Avg. quantity of generation of sewage is very low 26 m3/day during April-18 to Sept-18. By considering the sewage quantity, septic tank & soak pit system is provided at Main power house , ESP control room, ware house, DM plant, FO Pump House ,CWPH, ACWPH, AWPH, CHP MCC1,CHP MCC2, Silo(GEHO), WT MCC Room 1& 2, Coal plant sampling room. However, Considering the quantity of sewage in colony, 2 MLD STP is provided in the Colony. Treated sewage is used for plantation and gardening purpose. Flow diagram of Colony STP is as per below:

XIII) Rainwater harvesting should be adopted. Central Groundwater Authority / Board shall be consulted for finalization of appropriate rainwater harvesting technology within a period three months from the date of clearance and details shall be furnished.

Total 05-No. of Rainwater harvesting structures are developed. UTPS has corresponded with central Ground water Authority vide letter no.CCUT/SES/EFFI/ENV/UNIT6/226,dtd.19.01.2009.However,not responded by central ground water authority.(copy attached as below). Hence, Two nos. of rainwater harvesting structure are in colony and 3.0 (three) Nos. are in Plant area (Near LDO,Near Fire station, & near store) is developed.

Adequate safety measures shall be provided in the plant area to check / minimize spontaneous fires in coal yard, especially during summer season. Details of these measures along with location plant layout shall be submitted to the Ministry as well as to the Regional Office of the Ministry at Bhopal.

Adequate fire fighting system has been provided in the coal yard and other areas of unit no:06 to minimize spontaneous fires in coal yard..Photoelectric buzzering, detector/multi sensor detector, Heat detector/multi sensor detector, LHS cable for cable gallery / conveyors (Fire detection and alarm system) is also provided. Composite layout of fire hydrant, water spray system are provided vide drg no.PE-VO-294-552-A301.

XV) Existing storage facilities for liquid fuel such as HFO and LDO shall be used. No additional facilities for liquid fuel shall be created. Existing Disaster Management Plan should be so modified to take care of the risk management of this expansion unit also. Mock drills shall be conducted regularly as planned.

Existing storage facilities for liquid fuel such as HFO and LDO are being utilized. additional facility for liquid fuel storage area is created. Existing Disaster Management Plan is modified and the risk management of this expansion unit is already updated. A mock drills (on site, off site) is conducted every six month regularly as per standard operating practice under factory act 1948. Latest report copy of off-site mock drill is given below.

XVI) Regular monitoring of ground water in and around the ash pond area shall be carried out, records maintained and periodic reports shall be furnished to the Regional Office of this Ministry.

Ash dyke effluent analysis is carried out every month by NABL & EPA Approved LabLatest report of ground water around ash pond for the month of Oct-2018 is as per below table with MoEF & CC recognized certificate of M/s. Go Green Mechanism ,Ahmedabad Analysis result of around ash pond area is submitted to MoEF& CC-Bhopal regional office in half yearly compliance report.

XVII)

The existing green belt shall be expanded with additional land to take care of the expansion project. The expanded greenbelt shall be developed around the plant periphery preferably with local species. The total area under greenbelt (existing and expansion) shall cover about 1/3 of the project area.

Plantation work is awarded for Rs.83,97,682 to Forest department including tree plantation in the year 2018-19 and maintenance for the year 2019-20 and 2020-21.Total area identified for plantation is 6.5 Hect i.e. Ash Dyke area 5.5.Hect and Colony area 1.0 Hect as per below layout.

XVIII First aid and sanitation arrangements shall be made for the drivers and other contract workers during construction.

XIX) Leq of Noise levels emanating from turbines shall be limited to 75 dBA. For people working in the high Noise area, requisite personal protective equipment like earplugs / ear muffs etc. shall be provided. Workers engaged in noisy areas such as steam & gas turbines, air compressors etc shall be periodically examined to maintain audiometric record and for treatment for any hearing loss including shifting to non noisy / less noisy area.

Noise level at turbine floor is below 75 dBA. Regular monitoring of noise level is carried out in the high noise area and records are maintained. Noise report is attached in below table. If at any stage these levels found to exceed the prescribed limits, necessary control measures are taken immediately. Regular maintenance of auxiliary is carried out. Personal protective equipment like earplugs / earmuff is provided to all employees. Workers engaged in noisy areas such as turbine area, air compressors etc. are periodically examined by our Medical officer & maintain audiometric record.

XX) Regular monitoring of ground level concentration of SO2, NOX SPM and RSPM shall be carried out in the impact zone and rerecords maintained. If at any stage these levels are found to exceed the prescribed limits, necessary control measures shall be provided immediately. The location of the monitoring stations and frequency of monitoring shall be decided in consultation with SPCB. Periodic reports shall be submitted to the Regional Office of this Ministry.

At present regular monitoring of ground level concentration of SOx, NOX PM10 and PM2.5 is carried out every month in the impact zone and records are maintained. Results are given below. If at any stage these levels are found to exceed the prescribed limits, necessary control measures are being taken immediately. Half yearly compliance report is regularly submitted with ambient air monitoring results to Regional Office Bhopal.

Regional Office of the Ministry of Environment & Forests located at Bhopal will monitor the implementation of the stipulated conditions. A complete set of documents including Environmental Impact Assessment Report and Environment Management Plan along with the additional information submitted from time to time shall be forwarded to the Regional Office for their use during monitoring.
