    The figures are staggering. The earths population is expected to

    nearly double in the next 50 years. Hitting 10 billion by the year

    2050. Yet, there will be no increase in the land available for

    By the year 2050, nearly six billion

    people will live in Asia where

    agriculture expertise and

    technology is far behind the

    U.S. and Europe.

    Not only is Asia the most

    populous region in the world,

    but its economy is the fastest

    growing economy during

    the 90s. By the year 2010,

    North America will experience a mere

    2% growth rate but Asias population will Distribution of world population

    We feel that the constant effort to feed a growing

    world population must be balanced by equal

    efforts to protect the earths ecology. After all,

    with ten billion people on the planet every inch

    of land, every drop of water, and every breath

    of air will become more precious than ever.

    Taken out of context, the concept of ten billion

    people means nothing. But, when you stop to

    consider that it took millions of years to reach the

    current total of five billion people, and that its

    going to take just over fifty years for another five

    billion to join us, then you see the enormity of the

    challenge.As the worlds population begins its rapid

    ascent to ten billion, other industries will swing into

    overdrive in order to clothe, shelter, educate,

    provide health services and to feed them all.

    Feeding ten billion people will require increased

    production on the acres currently being farmed.

    New sources of food must also be discovered and

    made viable. A distribution system must be in

    place to get the food to those who need it, quickly

    and efficiently.

    One in five people on this planet suffers the

    ravages of hunger and poverty. Malnutrition

    causes more than 16 million deaths a year. And

    every two and one-half seconds a child dies from

    malnutrition and preventable disease.

    At the dawn of the new century, the world is better equipped than ever to

    move toward eliminating hunger. But, it wont be easy. We have the

    modern systems to alleviate hunger. But, we dont have time to waste.

    Simply stated, if agriculture still

    relied upon the farming methods

    of a quarter-century ago, the

    only way to feed the current world population would be to farm an

    additional 15 million square miles of land. Where would that land

    come from? From the rainforests, from the woodlands, from a host

    of other wildlife habitats. Farmers are the most indispensable

    people on the planet. Sustainable, intensive, high-yield farming

    will save the world environment and can provide shelter for

    families everywhere.

    Our Agenda

    The United Nations, the World Bank, the Asian Development Bank,

    most governments of the world have issued declarations and

    statements concerning the great importance of establishing programs

    for sustainable development. To protect the worlds ecology and

    environment the issue of sustainable development has reached the

    desks of all governments and concerned people. The program, the

    agenda which can be established through implementing the proposal

    set out in the Environmentally Clean

    Communities program is the improvement and

    protection and restoration of the environment

    while providing and establishing a model for

    sustainable growth and development.

    To feed the population which will double to ten billion people during

    the next fifty years all efforts will be necessary to maximize yields

    while at the same time sustaining the environment.

    The program which can be established with the ECC community

    requires the use of 200 hectares of land for100 families. Yields in

    excess of 300 tons of fish per hectare per year can be achieved;

    yields in excess of 30 tons of vegetables per hectare per year can

    be achieved. This will provide the basis for high growth of sales

    and income and profit potential.

    Cooperative ownership provides the basis for the involvement and

    effort of all the people living in our community. On the following

    pages we provide an introduction to what we can achieve.

    The earths population is growing rapidly,

    but the amount of farmable land isnt.

    Our oceans fish population is actually

    decreasing. In fact in 1996, aquaculture

    accounted for nearly 20% of the total worlds fish output. When all

    these factors are taken into consideration, the importance of finding

    alternative food sources, such as aquaculture, becomes that much

    clearer.

    We have developed and used new methods of intensive fish

    production which allow us to substantially increase the ratio of fish

    grown per cubic meter of water; yields of 10, 20 and more kilos per

    cubic meter of water allow us to grow 180 and more tons of fish per

    hectare cultivated. In this way we improve both food and nutrition

    while also producing substantial profit opportunities.

    A century ago the average

    farmer fed about 8 people with

    his labor. Today he feeds about

    212 people and tomorrow the

    figure will be even higher.

    Indoor vegetable production

    utilizing new techniques for growing vegetables without soil, indoors,

    hydroponically, very high yields are possible. On less than five hectares

    it is possible to grow over ten tons of lettuce and cucumbers each in a

    month along with many other types of vegetable and herbs. Techniques

    of intensive agriculture production including drip irrigation, controlled

    use of pesticides and fertilizers, use of compost for soil enrichment, all

    these methods produce higher returns without destroying the

    environment.

    The Lotus represents the

    opportunity to rise up from the

    mud at the bottom to tower in

    the suns light of hope and

    opportunity.

    With water, whether it be fresh,

    salt, or brackish, in regular supply, we can treat it and use it so that our

    community of hope and opportunity can grow and prosper. Technology

    developed during the past thirty years allows us today to use all sources

    of water for the development of our community. With water comes the

    method to raise the fish, to cultivate the agricultural produce, to clean

    ourselves, to promote our health, to improve our health, to increase our

    opportunities and to contribute to the world which supports us.

    Treatment of waste water and solid

    wastes can be done utilizing nature

    as a model. Engineered wetlands

    provide effective and safe treatment

    for waste waters produced both by

    humans and by the use of waters in

    aquaculture. In fact, by utilizing

    natures method we save the waters

    and make it possible to use them

    over again.

    With solid wastes created by human society, we can again copy natures

    methods and create compost and fertilizer for improving soil conditions.

    These methods for treating solid wastes and waste water provide many

    benefits including improved health conditions and environmental

    protection and restoration all leading to sustainable development.

    Low cost housing provides the

    residents of our community with

    another incentive to work and

    participate in all the activities.

    Utilizing construction techniques

    which arose from developments in

    Habitats for Humanity, we can and

    will construct homes in styles which

    are both suitable and affordable.

    Incorporating alternative energy

    systems such as solar, wind, and methane gas conversion, we will

    add to the integration of our residents into the environment and to

    their efforts at restoration. Coupled with clean water, solid waste

    treatment, and intensive farming techniques, our community will

    provide a basis for sustained development into the next century.

    Health Care and improved health conditions will go far to stop the

    spread of disease and will also provide

    the basis, through improved health

    education, for family planning and the

    limit of population growth. With the

    implementation of programs for the treatment

    of water, waste water, solid wastes, new

    housing, progress towards the establishment

    of a better environment, and the provision of

    care from professionals trained in community

    health practices, this will substantially improve the

    quality of life. In Vietnam today an estimated 85% of the population

    dies from the effects of disease spread by poor water-all these factors

    will be improved in our community and, with time and much effort, they

    will be eradicated. This is sustainable development.

    Education. Improved educational

    opportunity. Education and training

    is important for the young people who

    live in the rural areas of the developing

    world. Today, for the most part, they do

    not have the opportunity. Training and

    education is also necessary and required

    for their parents.

    Developments during the past few years in distance education, internet

    education, multimedia education and more present the opportunity to

    bring the most recent educational developments to those who live under

    even the most rural conditions Coupled with advances in tele-

    communications, satellite and wireless communications, there is no

    reason that the residents of our community cannot have the best in

    education and training.

    Slash and burn agriculture.

    When there were less than a

    billion people living on the

    earth this type of existence

    did not cause the problems

    which are encountered today.

    Top soil loss, water pollution, forest destruction, wildlife habitat

    loss, dust storms, uncontrolled fires, flooding-all a result of poor

    and even no environmental protection requirements.

    The sustainable community development which is presented here

    offers a chance for stopping the problems which now exist. As was

    said previously, We have the modern food systems that can help

    alleviate the problem of hunger. But, what we dont have is time

    to waste.

    Environmental restoration.

    Can we do it? We have no choice.

    We must use our best efforts to

    restore and protect the environment.

    ECC communities offer an answer. By

    implementing the plans for this new

    development we provide the basis for

    rural peoples to stop their invasion and

    destruction of the natural habitat. Accomplish this, we can create

    and establish programs for the restoration and improvement of the

    environment.

    EMPOWERMENT. In order to achieve sustainable rural

    development the people must participate, they must be made

    to be part of the solution. It is not possible for any one person

    to answer all the questions concerning the environment, concerning

    the best ways to do things. The people must become involved in

    all aspects of the operation, management and direction of the

    ECC community.

    To achieve this, a cooperative ownership and management of all

    undertakings within the community will be established. This

    method of ownership and management will insure that the people

    whose lives are being affected will bring forth their best talents,

    energies and efforts. This way to own the economic activities will

    also provide the developers with continued participation and return.

    Management and Direction

    An Advisory Board of Directors has presently been assembled

    composed of experienced, dedicated, skilled professionals in

    all aspects required by the undertakings. Please see the Proposal

    Document for information concerning this team of people.

    The completion of the Execution Documents will provide a full

    management compliment for all aspects of this programs

    implementation, development, management and expansion.

    Until now, no-one has established a

    program of integrated sustainable

    development. There are partial models

    such as in Gaviotas or Tara which, while

    successful and praiseworthy, do not

    provide the engine of integrated

    capability and capacities which is truly

    required to drive sustainable development from the drawing boards

    to actualization. Aid and donation programs funded by various

    charities leave unanswered the basic problems of sustainable

    development in countries which need the full integration of

    technology and know-how which is provided in the program

    established by the ECC program. Food supply, clean water, improved

    health, education and training, affordable housing, renewable energy-

    Incorporating and integrating the various services, products and

    technology presents a multi-market of profit-centers. Fish,

    vegetables, spices, housing, power, waste treatments, training,

    education, technology, equipment, technology transfer: all

    provide opportunities for profit, growth and, most importantly,

    models for sustainable development.

    All significant capital expenses will occur during the first three

    years of operation. These expenses include the completion of the

    Execution Documents and Master Plan, the undertaking and

    completion of development, construction, implementation.

    The completion of the Execution Documents and Master Plan are

    estimated to require no more than nine months. Immediate

    undertaking of the implementation phase is estimated to require some

    twelve to fifteen months to complete. Thereafter, another twelve

    months of further development and fine-tuning will bring all aspects

    of this program on-stream and fully operational. The completion of

    the Execution documents will provide a complete analysis. See Chart

    Capital Expense/Cost of Sales/Sales.

    Income from the sale of the houses will occur at the time of

    construction completion and will continue for the length of the

    offered mortgage. These sales will produce the first income stream.

    Second to this will be the commencement of the income streams from

    the sale of fish, vegetables, fruits, spices, medicinal herbs, services

    and other operations of the community. These sales are expected to

    grow significantly commencing in the first quarter of the third year

    and continuing thereafter. Dependent upon the agreements for

    funding which are reached, further growth beyond this initial

    community can provide the basis for significant income growth for

    many more years.The completion of the Execution documents will

    provide a full analysis. See following charts.
