I. EXECUTIVE SUMMARY 1. Overview

The drainage and wastewater treatment construction project in Dong Xoai Town, Binh Phuoc Province is the completely private technological infrastructure for constructing rainwater drainage and domestic wastewater treatment system, in which is the domestic wastewater treatment plant with capacity 10.000 m³/day.

Project location Proejct location is at Dong Xoai Town, Binh Phuoc Province (see H-1 in Annex). The drainage line is located along current roads, domestic wastewater treatment plant at Tan Xuan Ward.

Work items of the project - Rainwater drainage: New construction of rainwater drainage sewer line D600-1.200

length 12.906 m. - Domestic wastewater drainage: Construction of domestic wastewater drainage lines by

pipes uPVC D200-400 length 69.490m. - Domestic wastewater treatment plant capacity 10.000 m³/day, including: Ditch for trash

rack installation, Horizontal sand sedimentation tank, Anaerobic biological lake, Casual biological lake, Antiseptic tank, Chemical house, control room and auxiliary works..

- Domestic wastewater is treated in compliance with QCVN 14:2008/BTNMT - Column B, before discharging into receiver source Dakrip stream.

Total investment: 387.689.400.000 VNĐ - equivalent 19.098.000 USD Capital Source: World Bank (69,54%)) and counterpart fund from Vietnam (30,46%).

2. Purpose and feature of the EIA The purpose of the EIA is to identify and predict the environmental and social impacts direct, indirect and can potentially cause by the project and proposed mitigation measures to ensure sustainable development of the project EIA addresses the issues necessary for the appraisal of the WB, including environmental impact assessment (EIA) and construction environmental management plan (EMP) complies with the procedures and operational policies OP / BP 4.01 of the World Bank, identifies mitigation measures to minimize the impact caused by the project, providing the results of public consultation done by the WB’s BP 17.05 The main environmental issues of the project related to impacts on surface water quality, hydrology, groundwater quality, air quality; heavy metals in soil, solid waste and other impacts such as landslides and land subsidence, natural biodiversity. Main social problems of the project involves the construction site clearance for processing plant and entrance on land acquisition out of 59 households, of which 9 households have resettled; daily life, business of households, the traffic situation, the people's travel, urban landscape construction on sewage lines, security and order local area neighboring the camp Human; economic benefits from the projects back households.

3. Analysis of Alternatives This project brings enormous benefits to the environment, contributing to the socio-economic development in Dong Xoai Town, as well as Binh Phuoc Province through the resolution of flooding, storm water drainage, and collection and processing urban waste water The drainage system was selected as its own drainage system in line with urban which is not completed with drainage system, as well as unique natural, economic, social and local conditions, Source of investment. Drainage basin was calculated, divided into four basins based on the current status of natural storm water drainage, water distribution lines and natural terrain elevation of the drainage area. On that basis, the layout of the storm drain lines, drainage waste water pipeline along existing roads

Numbers of waste water pumping stations are five stations, were calculated, based on the selected drainage basins and the depth of buried pipes to ensure the pumping stations are not placed too deep, the minimum number and optimal water pumping wastewater treatment plant. Wastewater treatment technology is selected on the basis of optimal plans based on input wastewater quality, wastewater quality output discharged into receiving Source Location for waste water treatment plant is selected on the basis of optimizing the position can be as far from the factory to the nearest residential area 300 meters, located at the end of the monsoon, almost no requirements to receiving Source for high quality surface water for living purposes, consistent with the planning, subjects affected by land clearance and resettlement is the smallest.

4. Environment condition Climate Binh Phuoc’s climate has the character of tropical monsoon that divides separately into 2 seasons. 90% the rainfall volume of the year. Both the operational regime of the drainage system in the operation stage, work construction task in the construction stage are under affection of this climate regime.

Geology Dong Xoai Town is in the terrain of low hill and lowland, undulating, reducing the high volume from North to South, changing from 75.0-100.0 m, having many little springs and flumes.

Work Geology Ground layer at the construction area is the Basaltic clay layer, brown-red, firm and ductile, convenient for the construction.

Hydrology Dakrip is the receiver source of treated water from the water treatment plant. The width of the spring is tight at the upstream and is expanding gradually to the dwonstream; along the banks luxuriantly grown plants, weeds obstructing the current. At the plant construction location, the spring is about 6m wide, 2m deep incomparison the the bank; capacity in the flood season is about 11.55 m³/s with the depth of the water level is 1,5m; dry season capacity is 1,47 m³/s with the depth of the water level is 1m.

Noise and air quality The result of measurement, analysis of air samples in the project area and comparison to National Technological Standard for surrounding air quality (QCVN 05:2009/BTNMT) shows that the air quality stays within the acceptable limit. The result of measurement, analysis of noise level in the project area and comparison to National Technological Standard in residential, public area (TCVN 5949:4998) shows that the noise level stays within the acceptable limit

Surface water quality The result of measurement, analysis of spring’s and lake’s water samples in the project area and comparison to National Technological Standard (QCVN 08:2008/BTNMT) shows that the surfacewater of springs has signs of pollution by Norm BOD5, COD, suspended solid, Florua and not fit for irrigation, maritime breeding and domestic use; in which, is Dakrip. Currently, the surface water got polluted by domestic wastewater of people discharged to these springs.

Undergroundwater quality The result of measurement, analysis of water samples at specific points of the construction in the project area and comparison to National Technological Standard (QCVN 09:2008/BTNMT) shows that the undergroundwater quailty stays within the acceptable limit.

Domestic wastewater quality Fromthe survey, analysis result of domestic wastewater at centralized discharging point, households, manholes in the project area and comparison to National Technological Standard for domestic wastewater (QCVN 14:2008/BTNMT) shows that the domestic wastewater has Norms such as BOD5, Coliform exceed the limit. Domestic wastewater needs to be collected and treated in compliance with QCVN 14:2008/BTNMT - Column B before discharging.

Heavy metals in soil Roll out the collection, analysis of soil samples at the specific points of the project area and comparison to National Technological Standard regarding accpetable limits for heavy metals in soil (QCVN 03:2008/BTNMT) shows that they heavy metals components in soils stay within the limit.

5. Socio-economi condition Population Dong Xoai Town includes 05 wards and 03 communes, according to the statistical data of the TPC in the Year of 2009, the population growth rate is 2.87%, in which: natural growth rate is: 1.47% and mechanical rate is: 1.4%. According to the statistical data, the population of Dong Xoai Town as in Expansion Planning is 100,720 people (Year 2009); estimate to Year 2020 is133,655 people.. The affected households by land acquisition for wastewater treatment plant construction and entrance route are 59 households, in which, are 9 resettlment households.

Ethnic Kinh Ethinic is the major component of the project area; besides, there are ethnic groups as follows: Tày, Thái, Hoa, Khmer, Mường, Nùng, Giao, Chăm, Mnông, Xtiêng,... according to the statistical data of the Ethnic and Religion Desk of the Province in 2006,, Dong Xoai Town has 977 households of ethnic groups. The land acquisition and resettlement of the project do not affect those groups.

Drainage and submergance status Dong Xoai Town locates on the slopy area, with springs and lake, facilating for natural drain. Drainage line (the rainwater drainage sewer line with domestic wastewater to the manholes) is not invested properly, has been built according to the progress of routes construction so the drainage altitudes are not synchronous, results in partial submergence at 2 point as follows: - 1st point: intersection of NR14 and Phu Rieng Do Road, submerged area about 3.1 ha,

affected households around 158 households. - 2nd point: alley next to Tân Hoàng Long Company, from NR14 long to Phú Riềng Đỏ,

submerged area about 6.4 ha, affected households around 422 households. The project will invest and construct the private drainage system, solve the submergence, drain rainwater, collect and treat domestic wastewater.

Communication Accoring to the socio-economic survey, 99% of the households owns TVs facilitating project info propaganda to the community.

6. Environmental impact assessment Any purpose of any impact, both environmentally and socio-economically is to identify and predict all the impact that may occur when implementing the project, thus, given the measures of eliminating or minimizing necessarily for their impact to the project area is the smallest. The most importantly potential impacts of the projects are summarized as follows:

Investment preparation stage Issue: land acquisition and resettlement. Impact: change in community structure, life activities, families’ income. Mitigation measures: Select the plant construction area at the sparse residential area, propagate and encourage people, implement adequately the policies on land acquisition and resetttlement. Study of supplementary impacts: impact analysis and mitigation are solved more in the resettlement compensation plan.

Construction stage Issue: construction of the drainage line. Impact: landscape, urban transportation; income of business households. Mitigation measures: implement reasonably, at schedule; traffic distribution, people propaganda. Issue: construction of the wastewater treatment plant. Impact: solid waste from the construction leftovers, residual land of foundation pit; grabage. Mitigation measures: contact the construction leftovers, residual land of foundation pits receivers.

Operation stage Issue: operation of the wastewater treatment plant. Impact: bad odor in the domestic wastewater; amount of biomass sludge. Mitigation measures: The location of the plant is away from the residential area, spray odor killer to the wastewater, equip mask for operating worker; contact te profesional units to dredge, process periodically the biomass sludge. Issue: manhole dredge, pumping wash the rainwater drainage sewer, wastewater drainage sewer. Impact: odor, sludge. Mitigation measures: inform publicly the action plan, organize to dredge, pumping wash rationally, equip mask for workers, srpay antiseptic to eliminate the odor, contact frofessional unti to treat the sludge.

7. Environment management and monitoring program The objective of the enviroment quality monitoring program in waste water treatment plant of Dong Xoai Town, Binh Phuoc Province is the continuous monitoring info on environment quality morphs by the activities of the treatment plant in order to timely discover negative impacts to the environment and propose prevention, mitigation measures the pollution. In addition, the environment quality monitoring also ensure the safe operation for the wase water treatment plant. To ensure the assessment of environmental and social Impact be effective, the implementation unit and project management agencies need to comply with the management and environmental monitoring program that has been proposed Implementing organs: PMU (Binh Phuoc WS&D Co.,Ltd), Consulting Contractor , Construction contractor. Monitoring organs: Department of Resource and Environment of Binh Phuoc Province, Department of Resource and Environment of Dong Xoai Town, World Bank (WB), community and the internal monitor of the implementing unit.

8. Public Consultation Public consultation of the project was done in two times, including answering questions in the socio-economic survey public consultation.

Scocio-economic survey to households (interview- answer the questionaires) from June 22 2010 to July 5 2010, the questionaires contain 56 questions, total of interviewed households is 1.272 households. (acounting for 5% of the total households) Public consultation meeting on October 4, 2010 at implementation meeting room of Dong Xoai TPC with the present of representative of households whose lands were reclaimed for the wastewater plant and entrance, and the representative of the local government.

Public consultation result Percentage of households who want the project to early implement and put into use for them to be connected to wastewater systems accounts for 94,3%. People of all households as well as local authorities attended public consultation meetings were agreed, households support the project; implement as rolling method, not to prolong cause loss of landscape and environmental pollution.

9. Information Disclosure The guideline for drainage and wastewater treatment system in Dong Xoai Town project establishment is posted publicly on website:. Both important meetings regarding project implementation, report of project components are broadcasted by the BTV and BR and posted online on website: http://www.bptv.com.vn. Scocio-economic survey, community consultation were carried out in order to propagate info to the community. Info about resettlement compensation plan is posted on the APB of the communes’, wards’ PCs. During the construction stage, at the site is the public info table contains: name of the project, name of the package, employer, design consultant contractor, construction contractor, monitoring consultant contractor, total investment, capital etc. In compliance with the WB regulations, the final EIA will be displayed at the Centre of Development Info of Vietnam at Hanoi and Infoshop at Washington DC.

II. POLICY, LEGAL, AND ADMINISTRATIVE FRAMEWORK 1. Vietnamese Law

Legal framework and regulation regarding environment of Vietnam recently have been implemented on board scale and inculde: - Environment Protection Law 52/2005/QH11 approved by Socialist Republic of Vietnam

on November 29 2005. - Water resource law approved by Congress of Socialist Republic of Veitnam on Term X,

session 3 on May 20 1998. - Fire protection and prevention approved by Congress of Socialist Republic of Veitnam

on TermX, session 9 on une 29 2001 and officially valid from October 04 2001. - Decree No. 80/2006/NĐ-CP dated August 9 2006 of the GOV regarding detail

regulations on instruction for implementation of articles of Envrionment Protection Law. - Decree No.21/2008/NĐ-CP dated Frebuary 28 2008 of the GOV regarding amendment

some articldes of the Decree 80/2006/NĐ-CP dated August 9 2006 09/08/2006 of the GOV regarding detail regulations on instruction for implementation of articles of Envrionment Protection Law.

The drainage and wastewater treatment construction project in Dong Xoai Town, Binh Phuoc Province is the completely private technological infrastructure for constructing rainwater drainage and domestic wastewater treatment system, in which is the domestic wastewater treatment plant with capacity 10.000 m³/day Connection households (beneficiaries) expect in the year the plant is put into use (2017) to be: hosueholds and the year the plant fully works (2020) to be: households. The households are directly affected by the drainage lines construction in the construction stage are: hosueholds.. The affected households by land acquisition for wastewater treatment plant construction and entrance route are 59 households, in which, are 9 resettlment households.

2. Project location The project location is at Dong Xoai Town, Binh Phuoc Province (H-1 in appendix). The drainage sewer line is located along existing routes Tan Xuan Ward, construction area 8,23 ha.

3. Scope of the project Study scope of the project includes urban area and Expansion Planning scope of Dogn Xoai Town: - Central area: Ward Tan Xuan, Tân Thiện, Tân Bình, Tân Phú, Tân Đồng and

communes Tiến Thành, Tiến Hưng, Tân Thành. - Expansion scope: Communes: Thuan Phú , Đồng Tiến, Tân Phước, Tân Hưng. Stage I to 2020: the project will study on the scope of central area of Dong Xoai Town includes wards: Tân Xuân, Tân Thiện, Tân Bình, Tân Phú, Tân Đồng and communesTiến Thành, Tiến Hưng, Tân Thành. Area of the study in sategeI is over 1.600 ha with total beneficiaries is 133.655 People.

Treatment process line

Process line description Waste water from the pumping station is transferred to receiving shell; install trash rack paralelly in the receiving shell to remove coarse waste: packaging, the twigs, leaves, animal bones from wastewater. Then the wastewater is brought into vertical sand sedimentation. Here the type of sediment gravity such as sand, gravel, metal fragments, ... will be settled by means of centrifugal and gravity. Waste water continues to be introduced into anaerobic lake, casual lake and stabilization tank. Wastewater will be treated by methods of natural biochemical. Anaerobic bacteria consume organic matter, sediment from the dredging of the lake will be carried away for burial. By biochemical methods using natural retention time in the lake so long after the wastewater through the application process quite well, but water quality is not stable depending on the waste water input and the season. Raw trash salvaged from trash rack will be collected and definitely transported to landfills. Sand from sedimentation tank is separated from wastewater by the separator, then collected and transported to sanitary landfills.

IV. ANALYSIS OF ALTERNATIVES 1. Without the project

Drainage line (the rainwater drainage sewer line with domestic wastewater to the manholes) is not invested properly, has been built according to the progress of routes construction so the drainage altitudes are not synchronous, results in partial submergence at 02 point as follows: - 1st point: intersection of NR14 and Phu Rieng Do Road, submerged area about 3.1 ha,

affected households around 158 households. - 2nd point: alley next to Tân Hoàng Long Company, from NR14 long to Phú Riềng Đỏ,

submerged area about 6.4 ha, affected households around 422 households.

Dong Tien Spring run across Dong Xoai Town, is the rainwater receiver and dranage. The Up-tream is 800m long, cross section of the flown is reduced by waste of people living along the spring; plants and weeds without being reclaimed so the drainage capability of this section is congested, results in submergence to people here whenever come heavy rains. The current calculated domestic wastewater volume is 4.800 m³/day without being collected and treated but discharged directly to rainwater drainage sewer, causing the pollution of the surface water environment, odor in the air. Along with the socio-economic growth-rate, the wastewater volume will increase to 10.000 m³/day by the year of 2020. Urban domestic wastewater is not collected and treated typically before discharging to environment will cause more severe pollution, affect peoplse’ health, constrain the socio-economic growth-rate. If the project: construction of drainage and wastewater treatment system in Dong Xoai Town isn’t implemented, the submergence in the area will prolong and generate other submergence points when expanding the traffic routes to develop the town. The results of it in the future will be very immense and unpredictable; thus, lead to consequences in socio-economic restrain, population and social security, tourism and investment attraction etc

2. With the proejct and option analysis This is the environment treatment project, in particular, the project will invest in construction of the private drainage system, solve the submergence, drain rainwater, collect and treat domestic wastewater.

Sewage drainage basins In the research phase of the project, the drainage system was selected as the drainage system completely separate. Because waste water drainage systems are gravity systems, so study the drainage basin is one very important factor. Location of treatment plant Wastewater treatment plant is built on farm land areas near Dak Rip stream. The amount of wastewater is the major domestic wastewater in the residential town area. Therefore, wastewater treatment technology chosen by technology waste water treatment project to be located in the area of Tan Xuan commune (see drawings of wastewater). Treatment station in accordance with the planning of Dong Xoai town's drainage approved, ensure the gap to the residents according to standards; ensure the standards and regulations on minimum distance. This position must ensure adequate funds for land to build and raise capacity to phrase II. This position is located away from residential areas with minimum distance up to t ≥ 300 m. The location expected to set pumping stations and sewage treatment stations are nearly guaranteed source of medium voltage power supply for the pump station; treatment station operation. After treatment wastewater source is defined as Dak Rip stream. It is located downstream drainage of Dong Xoai town. Sources should be selected to receive suitable discharge criteria. Occupying area of the station both in 2 stages is 8,8 ha.

Conclusion Via comparative financial-technical results of foresaid techniques, option 3 – using biological-treatment technology with aerobic tank and casual biological tank is proposed to be the selected one. Although this option occupies lots of area, it is suitable for all wastewater capacity, not require lots of devices, is highly durable, suits for local actual condition. Agricultural area of Dong Xoai Town is very large, most of agricultural land is for cultivating rubber trees, therefore the clearance and compensation wil be easier. Biological treatment tank technology ensures to treat wastewater normatively in accordance to Column B - Standard 14:2008, Vietnam Standard and suits the requirements of the donors.

V. ENVIRONMENT BASELINE 1. Natural conditions

Geographical position Dong Xoài Town - the capital administration unit of Binh Phuoc Province, in the Southeastern region of Vietnam, established according to 90/1999/NĐ-CP Decree on 01-09-1999 and located in the Southern of Binh Phuoc Province - has the geographical position as below: - Being bordered to the North by Dong Phu Rural – Binh Phuoc Province. - To the South and Southwest by Dong Phu Rural – Binh Phuoc Province and Phu Giao

Rural – Binh Duong Province. - To the South by Dong Phu Rural – Binh Phuoc Province. - To the West by Chon Thanh Rural - Binh Phuoc Province. Đồng Xoài Town has been divided into 8 administrative divisions, including the wards as Tan Xuan, Tan Thien, Tan Binh, Tan Phu, Tan Dong and the communes as Tien Thanh, Tien Hung, Tan Thanh.

Climate Binh Phuoc’s climate has the character of tropical monsoon that divides separately into 2 seasons. 90% the rainfall volume of the year.

Dry season Total average sunlight hours in the year 2,400 – 2,500 hours, average sunlight hours of a day 6.2 – 6.6 hours. The longest sunglight periods are in less rain months (Ferbuary, March, April; les sunlight periods are in plentiful rainy months July, August, September).

Wind The major wind direction is South-west (rainy season) and North-east (dry season). Average wind speed: 0.4 m/s. Both the operational regime of the drainage system in the operation stage, work construction task in the construction stage are under affection of this climate regime.

Topography Dong Xoai Town is in the terrain of low hill and lowland, undulating, reducing the high volume from North to South, changing from 75.0-100.0 m, having many little springs and flumes. Altitude of the natural topography is the basis the divide the drainage basins of the project area into 04 basisns(details in the Project Decription)

Work Geology Work Geology of drilling pits of the proejct area mainly includes the 02 following layers: Layer 1: Basaltic clay layer, brown-red, firm and ductile, 14m thick. Layer 2: Basaltic clay layer, gray spotted, brown-red, ductile and soft, over 1m thick.

Hydrology Dakrip is the receiver source of treated water from the water treatment plant. The width of the spring is tight at the upstream and is expanding gradually to the dwonstream; along the banks luxuriantly grown plants, weeds obstructing the current.

At the plant construction location, the spring is about 6m wide, 2m deep incomparison the the bank; capacity in the flood season is about 11.55 m³/s with the depth of the water level is 1,5m; dry season capacity is 1,47 m³/s with the depth of the water level is 1m. Average discharging capacity of the plant is 0.116 m³/s, just equal to 1% of the flood season capacity thus not affect considerably to the current flow capacity . Claiming virgin land, wiping out the plants along the banks, mud dredging to facilitae the flow for Dakrip.

Hydro-topography Groundwater source at Dong Xoai Town is relatively diversified, good quality, can be exploited to serve manufacture and life activities. The average depth of the groundwater source is 60 - 100m, capacity 5 - 12 l/s.

Land Land includes 03 mains groups: grey soil, Acrisols, gleysols. Grey soil and acrisols are suitable for plants such as: rubber, cajuput, eucalyptus, bamboo, pepper, coffe and fruit . Gleysols fits for crops and marinetime breeding.

Terrestrial ecosystem Flora Land charateristics of Dong Xoai Town fits: rubber, cajuput, eucalyptus, bamboo, pepper, coffe, fruit and crops. Fauna Includings: animals, birds, insects, reptile... The project only impacts on the flora for clearance of the plant construction site, entrance route and plants along Dakrip’s banks for claiming.

Underwater ecosystem Underwater spieces system includes: Chlorophyta, Bacillariophyta, algea, etc. Floating and bottom animal: larva, insects etc The wastewater collection and treatment project qualifies QCVN 14:2008/BTNMT - Column B before discharging to Dakrip, solving the longstanding surface water pollution, returning the natural water environment, contributing in diversification of underwater ecosystem.

2. Socio-economic conditions Population Dong Xoai Town includes 05 wards and 03 communes, according to the statistical data of the TPC in the Year of 2009, the population growth rate is 2.87%, in which: natural growth rate is: 1.47% and mechanical rate is: 1.4% According to the Adjustment, Planning Expansion of Dong Xoai Town, Dong Xoai Town includes the whole administrative border lines of Dong Xoai Town and some communes of Dong Phú District: Thuan Phú, a part of Dong Tien, Tan Phuoc, Tan Hung of Dong Phu District. According to the statistical data, the population of Dong Xoai Town as in Expansion Planning is 100,720 people (Year 2009); estimate to Year 2020 is133,655 people. Table 5-5. The households are directly affected by the drainage lines construction in the construction stage are: hosueholds.. The affected households by land acquisition for wastewater treatment plant construction and entrance route are 59 households, in which, are 9 resettlment households.

Ethnic. Kinh Ethinic is the major component of the project area; besides, there are ethnic groups as follows: Tày, Thái, Hoa, Khmer, Mường, Nùng, Giao, Chăm, Mnông, Xtiêng,... according to the statistical data of the Ethnic and Religion Desk of the Province in 2006,, Dong Xoai Town has 977 households of ethnic groups.

Environment sanitation Build up plan and establish the environment sanitation test crops to facilities, enterprises at the area. Build up the implmenting plan for environment sanitation campaign creating grean, clean, beautiful urban landscape.

Technical Infrastructure

Transportation Road network in Dong Xoai town has 02 main roads: NR14 and DT741; domestic transportation includes urban asphalt roads link wards to facilitate the convinient travel.

Power supply Project area has medium-voltage lines 15KV, 35KV from Dong Xoai station and lines110 KV, 500 KV across the town. From this transformer station, electricity is supplied 100% for the current demand of the Town.

Water supply Dong Xoai Town is supplied water from the Cam Spring Plant with flow capacity approx. 8,000 m³/day, water supply ration only reachs 22%. Expansion project, capacity upgrade for the water plant is being implemented parallely to this project to properly meet the clean water demand of Dong Xoai Town.

Drainage and submergance status Dong Xoai Town locates on the slopy area, with springs and lake, facilating for natural drain. Drainage line (the rainwater drainage sewer line with domestic wastewater to the manholes) is not invested properly, has been built according to the progress of routes construction so the drainage altitudes are not synchronous, results in partial submergence at 02 point as follows: - 1st point: intersection of NR14 and Phu Rieng Do Road, submerged area about 3.1 ha,

affected households around 158 households.

- 2nd point: alley next to Tân Hoàng Long Company, from NR14 long to Phú Riềng Đỏ, submerged area about 6.4 ha, affected households around 422 households.

The project will invest and construct the private drainage system, solve the submergence, drain rainwater, collect and treat domestic wastewater.

Communication Radio network is expanded , build up the project of 4-level radio at wards, communes; invest, install and put into use 10 non-cord speaker clusters at 8/8 wards, communes, facilitate people to approach mass media means, catch info about economy-cutulre and society- national defence of the Party, The GOV and the local. Accoring to the socio-economic survey, 99% of the households owns TVs facilitating project info propaganda to the community.

The above chart shows that, domestic wastewater in the project area is polluted by organic contents (BOD5, Botanical-animal lubricant) and micro-organism (total Coliform). After the completion, the project will collect and treat this domestic wastewater in compliance with QCVN 03:2008/BTNMT before discharging to the environment. However, during the construction, wastewater of on-site staff treatment measure is a must to mitigate the pollution pressure to the natural surface water.

VI. ENVIRONMENTAL IMPACT ASSESMENT POSSITIVE IMPACT If implemented, The project: construction of drainage and wastewater treatment system in Dong Xoai Town will solve 100% the current submergence and prevent submergence in the future. The current submergece area is solved about 9,5 ha, the beneficiary households are about 580 households. The collection and treatment of wastewater in Dong Xoai Town with capacity 10.000 m³/day as in dischargement standard into the receiving source- Dakrip Spring, will solve the surface water issues and bad odor from daily activities.. Reduce the BOD5 discharging into the enviroment from 2.500 ton/day (250g BOD5/m³ wastewater x 10.000 m³/day) to 500 ton/day (50g BOD5/m³ wastewater x 10.000 m³/day). Create jobs for local labors by takeign part in construction of the project’s work items. Increase the environment protection awareness of the community via socio-economic survey, community consultancy and from the project’s efficiency itself. The efficiency is tremendeous, contributing in increase the living quality via the resolution of pollution; boost economic, social, infrastrusctural development of the project area in particular; reducing the moving-labor to other big cities, creating more jobs for the people in the project area;; attracting investments; ensureing the sustainable development of the town.

IMPOSSITIVE IMPACT 1. Period of preparing for investment

The period of preparing for investment includes the things relating to procedure, project document (eg. Examining and measuring an area of land, surveying geological structure, surveying economy-society, surveying and collecting the document to build investment project,… ), land (compensation, resettlement, land clearance,… ). Therefore, the affecting resources relating to trash in this period mainly begin with surveying and clearing land, resettling.

Borehole: sludge in the boreholes. Quantity of borehole: 18 holes; including: 03 holes with the depth of 30,0 m at the factory-building planned area, 15 holes with the depth of 10,0 m at 5 waste water pump stations and 10 positions on pipelines network.

The waste water treatment factory-building planned area: trees, grass… in the process of land clearance.

Technicians, Engineers… make the survey and collect the documents: municipal wastes. Risks and environment problems As mentioned above, in the period of preparing for investment, the generated source of waste only appears when surveying, collecting the documents and land clearance. The impacts (exhaust fume, dust, waste water, solid waste, noise) to the environment in the period is limited and insignificant. The number of facilities and human resources participating in surveying and collecting the documents is low, if the effects don’t occur more different than what happen as usual, the bearing of environment is able to accept. Therefore, there will be no risk or environment problem other than the effects were evaluated in the period of preparing for investment.

Mitigation measures Choice Waste water treatment plant Ground for the waste water treatment plant is selected according to the principles which minimize the impacts on the environment as below: - Away from the residential area. - Located in the end of the wind direction. - Waste water receiving source after the treatment is not raw water supply source for

surface water treatment plant . - Not in the area of the cultural heritage, protected area. - Ground clearance area is smallest and less of affected households. Basing on the principles above, the location chosen to build the waste water treatment plant is the land located next to Dakrip stream in Tan Xuan ward, Dong Xoai town; construction area is 8,23 ha. Using the joined map method, setting up the drainage line on the sidewalk reasonably to minimize the environmental impact on the households in the implementation process.

Exhaust fumes, dust Exhaust fumes, dust arise from the investment preparation: 12 motorbikes, 1 car, 1 truck, 2 drills, 3 lawn mowers, 2 sawing machines with small load emission, operation time is in the administrative hours (8 hours/day). QCVN 05:2009/BTNMT - National Technical Regulation on air quality do not limit the value of the basic parameters in the atmosphere around 8 hours in average for dust, SO2, NOx, VOC with the limited content CO 10.000 µg/m³ . However, to ensure the safety for the air during the research process, it needs to implement detailed measures as below: Motorbikes: use brand names Honda, Yamaha… with the life 5 years or with the speedometer 60.000 km. These are the products of motorbike manufacturers which comply the emission standard, ensure the environment safety during the operation. Moreover, the quantity of motorbikes used for the research process is small so the generated emissions load is very low, the natural environment can sufficiently bear to this. - Cars, trucks: use brand names Ford, Hyundai who has complied the emission standard,

with the life 5 years, has been certificated to allow the circulation that ensures the environment safety.

- Drill, lawn mower, sawing machine: use brand names Yamaha, Honda,…which is produced to comply the emission standard, with the life 5 years, certificated in quality so they ensure the environment safety.

- Regularly check the machines, avoiding the breaking down and performance the maintenance promptly.

Solid waste Geological mud hole, bentonite clay is essentially the substance does not cause environmental pollution. In the course of drilling, they are collected, poured neatly in the drilling area and drill holes returned after the completion of drilling holes Trees, Grass, ... arising from the work of clearance was gathered into neat piles and contact the Public Enterprise to be transported to landfills, sanitary landfills. Domestic waste of technicians, engineers ... including 34 people with weight 1,73 kg/person.day. This contingent of living in hotels, motels in Dong Xoai. Generated domestic waste is collected in garbage cans of hotels, motels or restaurants. This is the basis that Public Enterprise collect everyday it ensures the environmental hygiene.

Waste water Water losses incurred when performing drilling holes containing bentonite and groundwater; naturally this is not waste water. This water contains mud holes, bentonite clay and bentonite to be deposited to use continuously, deep water is absorbed into the land. The domestic water of the research team is approximately 1,8 m³/day is preliminarily treated by septic tanks of hotels, motels to lessen the impact on the environment.

Noise Noise generated in the preparation of investment from: 12 motorcycles, one car, one truck, two drilling machines, three mowers, two sawing machine with a small noise level because this is a product of advanced countries as described in part 1.1.1, production standards on noise, operating time (8 hours / day) so impact level on residential area is negligible and is in the significant limits on noise under the provisions of Vietnam. However regularly check the machines, avoiding the breaking down and performance the maintenance promptly

Social The drainage and waste water treatment project in Dong Xoai Town is the project that solves the urban water pollution issue, rain water collection and drainage, domestic waste water collection and treatment. Therefore the project is considerably meaningful to urban residences and the local authority. To implement to project properly, in the investment preparation stage, the province needs to inform people via news, radio about this project for them to know and coordinate implementation tasks such as: compensation, clearance and resettlement, socio-economic survey.

The project has relative demand on land revocation: 4.71 ha for waste water treatment plant, 91.46 m² for 5 waste water pumping station and temporarily revoked sidewalks along drainage lines. The compensation, clearance and resettlement issues directly affect to the livelihood, economic income of the affected households, include:

Loss of cultivatable land, income source. Loss of houses, changes in living area. Job changes, new living environment

The location for waste water treatment plant construction is selected to minimize the socio-environmental affection to the people. The revoked land’s area is calculated adequately for de demand of allocating work items; the quantity of the affected households is minimum. Inform the people about the general measure of compensation, support and resettlement; encourage the consent avocation of the people to the project for the clearance task to be convenient, solved as soon as possible. Implement the compensation, support and resettlement rationally; ensure the equality and adequacy, not conflicts about the interests of the project and public benefits for affected households. Inform the socio-economic survey implementation plan, which serves the project, for people to know about the project, avoid panic, suspicion, create the trust to gain the coordination during the survey, ensure the info is precise. The survey implementation staff (socio-economic, topography, geology survey) temporarily resident in the local for about 2 months, therefore, to ensure the security and order, they shall register to the ward, commune police for the temporary residence as the regulations.

Exhaust fume, dust - The generated source of Exhaust fume, dust in the period of construction are:

Land leveling: Dust from roads fly when the vehicles go across; dust from ground and sand fly in the wind when being transferred and in leveling land. The plan-based leveling land, which has the route from uncultivated land in high hill from Tan Loi Commune to Dong Phu Rural, are 80.000 m³. The soil has been transferred from the suppliers to provincial road TL 741 along to red-stone rural road, then, to pathway in project’s area, and finally to leveling land at the constructive planned area of waste water treatment factory.

Transporting, loading and unloading the materials such as sand, stone, cement, matic … make dust fly in the wind along to roads from expanse, warehouse to construction site; dust from sand, stone, cement when being loaded and unloaded at expanse, warehouse and expanse, warehouse in the construction site. Especially , a maximal number of dust appear when mixing concrete, opening the pack of cement, put the materials into the mixer and making the mixing process.

Exhaust fume from gasoline and diesel engine of the construction machines, electric generators, moving trucks, cars, motorbikes … consists of the components causing the environment pollution such as dust, SO2, NOx, CO, volatile organic compound (VOC)…

The process of construction: dust fly in the wind from the dig soil onto the truck or piled-up soil beside the hole; dust appear when the bricks break by being cut; when using dry cement, when flatting matic; the smell of solvent, paint dust when spraying paint onto the surface of metals, walls…especially dust will be appear so much when drilling and cutting walls, concrete, bricks …, planning and flatting many kinds of wood.

Cooking: cooking with charcoal for a large number of technicians, workers, engineers… also creates Exhaust fume, dust causing the environment pollution.

- According to “Assessment Technique for environment pollution” of World Health Organization (WHO), it can be calculated that each 20-ton truck driving at a average speed of 25 km per hour over 1 km of soil road in dry season will carry 13.5kg of dust.

Source of erosion, landslides, land subsidence During the construction investment time, the source of erosion, landslides, land subsidence include: - The exploitation and excavation in providing land to level will form a deep depression

causes the following: Excavations cliff erosion during construction. A place for gathering water, water volume in the rainy season, rainwater runoff

under the direction of the slope where a depression place cause erosion on water. - Leveling soil is eroded, landslide (especially during the rainy season) if there’s no

measures for drainage, embankments reinforced roof reasonably, it will affect crops and livelihoods of households around.

- The drains are placed in the ground along the roads, at lower depths towards the sluice gates and pumping stations of wastewater. Therefore, the construction placed drainage ditches, pits dug construction of wastewater pumping stations will create landslide phenomena wall excavations, without measures to reinforce walls will affect to: existing background traffic, the categories of public works, the households around. The construction machine located next to ditches, excavations can be absorbed by

Ground water for construction, building is in the aquifer between the Pliocene () at a depth of 60.0 m, maximum flow 230 m³ / day. The exploitation of groundwater for the project will contribute to the exploitation of underground water of the people causing the phenomenon of lowering water tables, causing ground subsidence.

Source of impacts of biodiversity changes The use of construction machines, automobiles, motorcycles, ... gasoline, diesel will make up the NOx, SO2 with NOx emissions, SO2 generated by other sources from industry, local people ... combined with water vapor in the air will form the acid rain caused irreversible harm to plant and animal. Activities wastewater of technicians, workers, engineers, ... along with urban wastewater of Dong Xoai town Xoai are not thoroughly treated, containing environmental pollutants, particularly nitrogen , Phosphorus is a component cause is the extensive maintenance of water and wastewater BOD components significantly reduce DO levels in streams, destroy self-cleaning ability of natural water sources, forming lines dead streams, causing changes in water biodiversity.

The risks, environmental problems During the construction phase, risks, environmental problems can occur following: The risk of fire or explosion can occur due to gas reserves, oil in storage to cater for the building machine, causing serious harm can not be quantified prior to the air environment, life and health personnel and workers directly working in the site and the people around. Project for drainage and wastewater treatment in Dong Xoai town is construction projects separate drainage systems, including sewer collection and storm water drainage, wastewater collection pipeline activities, treatment plants wastewater. The problem of environmental pollution from flooding, rain water drainage, waste water is very serious, so urgent is the people's concerns that the local authorities over time. So, to ensure the progress of construction works and the whole system is critical to quickly solve the problem of environmental pollution and the consequences that it brings. The risk of environmental pollution will be more serious if the construction progress is delayed from the following main reasons: - Procedures of implementation project is delayed from related parties. - Clearance issues is slow, conflict of interest between the people and projects. - The objection of the people because of land requisition of the temporary construction

and drainage culverts affecting business, trade. - The objection of the people because of environmental pollution caused by construction

process. - Weak management capacity of project management. - Weak capacity of contractors. - Problem of providing funds, disbursements, inflation. - Lack of close cooperation, not agreed between the related parties. And other causes of slow progress, …

Mitigation measures

Exhaust, dust Measures to minimize dust generated from the ground leveling process, transportation of the materials as below: - The tank of truck carrying soil, sand, stone, cement…is cover with canvas and is

checked regularly to ensure that canvas is not broken in the transportation process. - Dust bounces when the truck runs on the red stone road from provincial road TL 741 to

the exploitation land. It does not affect to households because it is rural trails, less of houses, on two sides of the road there are many trees that play a role as isolated buffer.

- Everyday, water the ground leveling area that can minimize dust in the wind rolling affecting to the households in the end of wind direction.

- Building the construction fence with the height of 2,0 m around the water treatment plant area to isolate and minimize the impacts which could affect neighbor households.

To minimize the harmful effects of generated dust when we pour the sand, stone materials at the site; cement is unloaded at the warehouse; mixed concrete in the works, workers are equipped with respirators, glasses. Exhaust fumes, dust is mainly generated in the first period of the construction investment by the construction machines, motorbikes, cars,… (please find the details in the table III.9, part 1.2 of the chapter III) with the low emission load, operation time is in the administrative hours (8 hours/day). QCVN 05:2009/BTNMT - National Technical Regulation on air quality do not limit the value of the basic parameters in the atmosphere around 8 hours in average

for dust, SO2, NOx, VOC with the limited content CO 10.000 µg/m³ . However, to ensure the safety for the air during the research process, it needs to implement detailed measures as below: - Cars, trucks: use brand names Mitsubishi, Hyundai, Hino,… who has complied the

emission standard, with the life 5 years, has been certificated to allow the circulation that ensures the environment safety. Technical requirement content, environment safety to cars, trucks is reflected in bidding documents and is assessed as a capacity standard.

- Construction machines: use brand name such as Mitsubishi, Hino, Komatsu, Kobe, Yamaha, Honda,…. which is produced to comply the emission standard, with the life 5 years, certificated in quality so they ensure the environment safety. Technical requirement content, environment safety to cars, trucks is reflected in bidding documents and is assessed as a capacity standard.

- Motorbikes: use brand names Honda, Yamaha… with the life 5 years or with the speedometer 60.000 km. These are the products of motorbike manufacturers which comply the emission standard, ensure the environment safety during the operation. Moreover, the quantity of motorbikes used for the research process is small so the generated emissions load is very low, the natural environment can sufficiently bear to this.

- Regularly check the machines, avoiding the breaking down and performance the maintenance promptly

Food preparation for the technician, workers, engineers,… in the work will not create the exhaust which causes the environment pollution because used fuel is liquefied gases.

Solid waste Soil, sand, stone, ... fell in transit is minimized by covering the tank and is regularly checked to ensure no canvas torn, that scatters soil, sand, stone, ... in the transportation process To the trucks, before get out of the work, they need to be cleaned mud, soil on the wheels. Ditch digging land to make the drain, digging holes of wastewater pumping stations is clean on truck. Soil, sand, stone, concrete,...in the water sewer line is limited by the scattered outside the construction fence exalted 2.0 m. For debris generated during the construction process: organizing sanitation teams who perform the work of clearing, cleaning, contact the Public Enterprise for debris collection and burial or sell to where debris needs to use, but must ensure environmental hygiene, do not scatter in transit. Garbage activities of technicians, workers, engineers ... involved construction will be collected in plastic garbage cans, contact the Public Enterprise to be collected and buried the hygieneically.

Solid waste management plan The most generated solid waste volume in construction stage is from the residual soil of founding excavation for the construction of drainage line with the volume of 46.755 m³. The volume of soil for aggrading the layout plan of the treatment plant is 50.000 m³. This residual soils (46.755 m³), is transported to the plant’s plan to aggrandizement and need to exploit 3.245 m³ from the adjacent soil blank.

The transportation process as follows: - From the construction site of the drainage system line to the site of treatment plant: Ditch for drainage sewer excavation load to the truck seal the truck transfer to the treatment plant water the soil road (if needed) aggrade water-wash the wheels before leaving the site on the way to drainage sewer line construction (proceed). - From the soil bank to the site of treatment plant: Soil bank excavation load to the truck seal the truck water-wash the wheels before leaving the site on the way to the treatment plant site water the soil road (if needed) aggrade water-wash the wheels before leaving the site on the way to soil bank(proceed).

Waste water The amount of irrigation water on leveling ground of the water plant is estimated to add enough water to ensure the optimal number is compacted so no extra water under his land, sand flow out of the area. For the water to wash concrete mixers, a bricklayer of equipment, maintenance of concrete, water to moisten bricks, cooling water when cutting brick, water to wash the wheels which are sticked with mud before leaving the construction site and types of waste water generated during other construction work, ... is temporarily collected by sewerage system during construction in lake sediments , removing the scum floating before exiting Dakrip stream Load testing of the water tank, pressure testing water lines and drainage of underground water pressure is good quality, after using it contains a very small amount of dirt, inorganic residues should be discharged directly into Dakrip stream. Wastewater of technicians, workers, engineers, ... of about 120 people at peak time with a total volume of about 8.6 m³ / day was the preliminary treated in septic tanks of portable toilets located in the neighboring farms to reduce environmental impacts.

Noise Noise arising mainly in the construction phase from construction machinery, automobiles, motorcycles, ... (see table number. Chapter III, section 1.2) as described in Section 1.2.1, this is the product products of firms in advanced countries are produced by noise standards so the noise level is limited, without affecting residential areas. However, for workers directly working with construction machinery, long-term exposure will have certain influence. Therefore, it should implement measures to minimize adverse effects, specifically as below: Equip for workers ear protection equipments. The construction machines which cause big noises are not allowed to continuously work, stop working 2-3 times/shift, 10-15 minutes/ time. Rotate workers in the operation construction which has large and small noises Regularly check the machines, avoiding the breaking down and performance the maintenance promptly. Rain water runoff Rain water runoff is collected by the sewerage system temporarily during construction to avoid problems of runoff from construction areas, causing erosion, avoid problems of flooding, stagnant water in construction site. Rain water in the holes, digging drainage ditches is pumped for discharge into streams, existing drainage ditch which is near a construction area or completed sewer line construction. Erosion, landslides, land subsidence Digging land which is provided for ground leveling is good quality land with the natural weight capacity of γ 18,5 kN/m³, compressive strength of qu 50 kN/m²; so the holes can be digged under the wall with vertical maximum depth of 2.7 m. For deeper depths, the implementation of digging bevelled roof slopes 1:2 or reinforced with old steel walls is to avoid landslides wall excavations.

The land of ground leveling with the height of 2.0 was designed and constructed under roof slopes 1:2 to ensure stability for the roof, do not cause landslide phenomena, sliding roof cover. The re-established,road return, the existing pavement is done according to design, compacting rollers ensure the tightness k 0,95 and the results before testing to avoid the phenomenon of subsidence, falling after construction. The works of the project is in the big load so the preparation of investment, the unit has done consulting work of geological survey works for full mechanical and physical indicators of soil background as the basis for calculating foundation works during the construction drawing design, ensuring settlement of the works are in permissible limits as prescribed 8,0 cm. During the period of construction, settlement of the work is always monitored by the monitoring measures to be timely when necessary

The phenomenon of climate change The gas generated during the construction project is more significant, contributing to the greenhouse effect, however, as described in Section 1.2.1, they are within permitted limits , bearing capacity of the environment is capable of receiving. Heat generated by the construction machinery will increase the temperature of the region where the machines are installed, however, manufacturers have been calculated and put fuel combustion away from the operator, are cooling, cooling fan or natural wind in order to ensure that engine performance is optimized. Moreover, the construction machines work mostly outdoors so that heat is diffused immediately into the air, does not significantly affect the operation of workers working in the cabin. The heat generated from welding work appears only in narrow range, and impact to the local plumber. To minimize the thermal impact to health, fitted with welding mask, gloves, protective clothing for welders working. Phenomenon of lowering underground water levels Groundwater exploitation for the construction phase with a maximum flow of about 230 m³ / day, this amount of water was much smaller (2.2%) compared to mining potential reserves 10,417 m³ / day of Dong Xoai town. Moreover, region of Dong Xoai town, most of water demand of households supplied by surface water in Suoi Cam lake is handled in water plant in Dong Xoai, so only a small fraction of households who are located far from water supply area can use underground water . Therefore, the exploitation of groundwater for construction is associated with the exploitation of underground water which is exploited everyday of the residents can not be higher than potential reserves so the phenomenon of lowering underground water level can not be occurred in this stage.

Social Publish about the project, construction contractor and the implementation rate via mass communication such as news, radio for people to gain info about the project, avoid the panic, suspicion in the people. Put barrier to isolate the construction site to prevent the impacts of the construction task to the people. Inform the people about the construction plan on the drainage line, for them to have suitable traffic directions, prevent traffic jams. Install warning signs, organize to divide the traffic lane rationally, avoid traffic jams, traffic accident when constructing on the drainage line. Inventory, compensate adequately for the obstruction, affection to business households during the drainage construction process. Implement the construction measure rationally, precisely to the design to void the falling of the digging hole’s edge, which affects to people’s houses. Organize the implementation on schedule; render soon the clear area in front of the people’s houses soon. Register for temporary residence for individuals participating implementation task that stay on site or hostels, hotels to ensure the security and order as regulations.

Clean water for the daily needs of personnel who manage, operate and brass cleaning machines, equipment, tanks, ... is supplied from water supply systems of Dong Xoai Town. So in the operation phase, the project does not impact the phenomenon down to the underground water level.

Source of impacts of biodiversity changes The project drainage and wastewater treatment in Dong Xoai town is a significant project on environmental hygiene, solve problems flooding, urban drainage, waste water treatment achieve environmental regulation before discharging into the receiving source. So the project has contributed to maintain the biodiversity of natural ecosystems project area, creating a healthy living environment, clean, ensuring the health of residents.

Mitigation measures Exhaust, dust, bad odour Bad odour of domestic waste water rises from manholes, sewage pumping stations is to minimize the impact on surrounding households and pedestrians by designing and installating the manhole lid to prevent bad odors Odor of wastewater at the collection pits in the plant is inevitable but odour content is not too serious and only affect to workers who work directly in the operation. - Exhaust , dust is mainly genereated in the operation management period from the construction machines, equipments which are used for dredging, pumping works, generators, motorbikes of the person who manages the operation with the low emission load, operation time is in the administrative hours (8 hours/day). QCVN 05:2009/BTNMT - National Technical Regulation on air quality do not limit the value of the basic parameters in the atmosphere around 8 hours in average for dust, SO2, NOx, VOC with the limited content CO 10.000 µg/m³ . However, to ensure the safety for the air during the research process, it needs to implement detailed measures as below: + The machinery, equipment and dredging, pumping, using products of advanced

countries, are produced in compliance with emissions standards to ensure environmental safety. The machinery and equipment which are completely new products is offered for the project through bidding that provides equipments for proper operation and drainage system. Technical requirement content, environment safety are expressed in bidding documents and is assessed as a capacity standard.

Motorbikes: use brand names Honda, Yamaha… with the life 5 years or with the speedometer 60.000 km. These are the products of motorbike manufacturers which comply the emission standard, ensure the environment safety during the operation.

Regularly check the machines, avoiding the breaking down and performance the maintenance promptly

For Chlorine gas: workers who work directly with the chemical is equipped with labor protection, gas masks, oxygen tanks, outside the office we install the shower faucet to the shower in case there is leakage of chlorine. It is to ensure health and safety for workers. Inside the room, arrange the exhaust fans to ensure ventilation, minimize chlorine gas generated.

Noise For waste water pumps, the turbines stir wing is immersed in water so very little noise generated, not affecting to the working workers . Electricity supply to wastewater treatment plants is national grid from two different sources, ensuring the power 24/24, however, backup generators can operate in case of unexpected incidents causing power outages. Thus, during operation management system of drainage, noise mainly comes from the operation of machinery and equipment for the dredging and cesspool smoking. The number of machines and equipment, motorcycles, ... to serve the dredging and cesspool smoking ( see the table. Chapter III, Section 1.3.1), for the noise level, see the table Chapter III, Section 2.3.1 and as described in Section 1.3.1, machinery and equipment is the product of the advanced countries that are produced with the standards so the noise is limited. However, for directly employed workers, long-term exposure will have certain influence.Therefore, it should implement measures to minimize adverse impacts, as below: Equip for workers the ear protection equipments. Execution of dredging during administrative hours but avoiding peak hours. Informing people about the dredging plan. Frequently check machines, prevent problems and maintain promptly.

Flow-over rain water Rain water flow-over in the plant area shall be gathered by internal rain water drainage system, out to Daktip spring.

Erosion, subsidence, land slide The rain water discharge gate constructed at Cam spring bank, the cross-cut has width of 6.0m and depth of 2.0m, 100.0m away from Cam Spring Lake, thus competent to conditioning a volume of rain water Qmax = 2,54 m³/s without erosion, land-slide. The waste water discharge gate constructed at Dakrip spring bank, the cross-cut has width of 3.0 m, depth of 1.5 m and 500,0 m away from the downstream- where the cross cut has width of 8.0 m, depth of 2.0 m , thus competent to conditioning a volume of active current water 0,12 m³/s (10.000 m³/day) without erosion, land-slide. In the management operation stage, the work items shall be continuously observed to monitor the subsidence to propose treating measures promptly. Social Propagate, educate about the awareness of environment protection for the community via mass communication such as news and radio. Encourage people to participate in the connection into the drainage system, build detritus pit. Manage the implementation effectively of treatment system, frequently check, dredge drainage sewers, manholes, exhaust the septic tank periodically to prevent submergence and blocking. Establish the hotline; give out solving measure timely for the blocking, submergence when there is report from people. Implement well the environment management and monitoring task during the implementation in order to mitigate maximum negative affects to the people. Ensure the labor safety, fire and explosion prevention. Organize for management staff to attend training classes to improve the proficiency, management experience of the drainage and waste water treatment system.

ENVIRONMENTALTROUBLE Environmental risks, problems of the drainage and waste water treatment of Dong Xoai Town project may occur during investment construction and management operation stage. The response measures are proposed as follow:

Investment construction - Fire, explosion prevention:

Comply current regulations of law about fire, explosion prevention.. Locate gas storage distant to the flame, heat source, safe quarantine to site huts,

work items. Signs of no flame at gas storage. Gear up, water pumper, fire extinguisher. Ensure the storage is open. Gas must be stored in fire-proof, break-proof barrel, holder. Train fire prevention and extinguishment for the construction staff.

- Labor-construction safety: Comply current regulations of law about labour safety. . Gear up labor safety items for the construction staff. Safety sign on high and under digging-hole. Comply closely the proposed construction measure.. To the drainage-line: put barrier to isolate to construction site, with signs, divide

traffic lanes. To high density traffic lanes, implement construction at night to mitigate the minimum affects to the people.

Train the labour safety for the construction staff. - Drainage and waste water treatment project in Dong Xoai town is the project that solves

water environment pollution; meaningful to the public service demand about the clean, pure living environment; contributes to boost the socio-economic development when gradually improves the infrastructure. The drainage and waste water treatment is pressing issue of the people and local authority for the past time. Therefore, this project is supported by levels of authority, local people in administrative procedures, clearance task:

- The construction rate is ensured by the following conditions: The human resource of the PMU is staff, engineers with certificate, competence

and experience in project management task of Binh Phuoc Water Supply & Drainage Co.Ltd, as the employer.

The staff of the PMU will be trained, supported technically during the project implementation from the component Technical support of the project.

The contractors are selected by the criteria on technical and financial competence as the regulations of biding of the WB and suits with Vietnam regulations.

The capital for the project is the signed ODA fund of the WB and the counterpart fund of the GOV.

The concerned organizations, units must coordinate closely, solve the problems during the implementation stage..

This characteristic helps the observers not to carry with the numerous samples that wastes time, effort and money for the analysis process but still have the verified, characteristic data for that whole measurament.

- The homogeneity of data: the collected data at different points in different time, must have the comparison-ability to each othe. The comparison-ability of data is called the homogeneity of data.

- The synchronism of data: the data must include adequately info about that element and relevant elements. Thus, have general evaluation for the elements to be mentioned.

- The capability of monitoring stably, continuously and chronologically: Can give out the series of data. Those data will comply with the specific rule and equivalently near function with that change. Base on this function we can know the change of data chronologically.

- Monitoring content: the content is proposed with indentified, important and highly evaluating environment quality evaluation data.

Begins from the manufacture characteristic and waste generating sources of the waste water treatment plant in Dong Xoai, Binh Phuoc Province analysis, the environment quality monitoring program for the surrounding area need to focus on monitoring the following environment elements: - Environment management and monitoring plan. - Monitoring the air environment quality and noise. - Monitoring the water environment quality. Environment monitoring plan Investment construction plan The construction period occurs about 24 months, during this stage the environment monitoring will be implemented as follow: - Data of noise, exhaust and dust: these data will be monitored at 2 areas which are

considered the most affected(treatment plant area and area along the main routes of the town, where the main drainage line runs through), with frequency: 2months/time for the whole 24 months of the construction stage.

- Monitoring point: the environment quality monitoring point’s location during the construction stage must coincide with the points where ground environment data in this report collected.

- Gathering: the gathering of construction waste and soils with labor safety measures will be monitored 1month/time for the whole 24 months of the construction stage Waste of workers also needed to be monitored to collect and treat hygienically.

- Environment monitoring report: during the construction stage, the construction unit prepares and submits the local environment control organization quarterly or when asked in each particular time.

Management operation stage - Monitoring the water quality:

The intake water quality and the treated water quality in the operation stage are implemented to collect samples every once a month with frequent, basic norms in the operation stage. In the 1st month, can collect samples by day to gain secured and reliable data (norms in column (3) TCVN 7222:2002). After that, can collect sample by week or frequency 1month/time and report to Town Environment Department to gain instruction, direction and proposal for treatment, operation with rational and effective capacity.

The observation point’s location during the construction stage must coincide with the points where ground environment data in this report collected, includes the location of intake samples at the centralized gathering manholes and Pista sand sedimentation, the outlet samples at the Dakrip discharge gate.

- Subsidence: Monitor the subsidence in and surrounding the treatment station annually to ensure the quality of works’ structures, frequently check the works’ structure and save contingencies, direct for unusual problems.

- Noise, vibration: monitor the noise norms will be implemented at the waste water transition pumping station and pumping stations within the treatment range with the monitoring frequency is 3months/time.

- Waste sludge properties: monitor The waste norm during the transportation includes: the gathering of sludge will be monitored 6months/time.

- Air content: the air quality is check monthly at the chemicals house area to have emergency response measures in case of the chemicals leakage. The sewer-line network, drainage sewer will be checked to mitigate the waste water leakage to the underground-surface water.

Environment monitoring report in the operation stage will be prepared and submitted the local environment control bureau annually or when asked in specific time by the operation unit. The environment monitoring is presented in table V.2 and VI.3.

Supervising waste quantity and arising sludge In the period of construction: waste quantity and arising sludge are not much, mainly due to the activities of official and public employees directly working in the project area. This waste is collected and transported by Public Works Company. In the period of operation: Sludge dredging manholes, drains, mud tunnels, sludge generated in biological treatment process is relatively large. Therefore, they are required to have a daily supervising program of arising volume to find out and handle problems promptly overloaded. Making economic contracts with Public Works Company for periodical collection, with Investment Corporation Technology Development and Environment of Binh Phuoc to be processed. - Environmental parameters need to be supervised (mainly for sludge)

4. General reporting and information for the EMP Exchange of information It is a request of environmental management to conduct necessary information exchange among different departments and positions. Besides, relative information should be released to outsiders such as relative parties and the public. Internal information exchange can be carried out by means of conferences, internal briefing, etc. However, one official conference must be held once a month. All information exchange should be recorded and filed. External information exchange should be carried out every half or one year. The information exchange with co-operative partners should be recorded in minutes and filed.

Records For an effective operation of the environmental management system, a complete recording system should be established and following records should be maintained: 1. Stipulations of laws and regulations; 2. Permits; 3. Environmental impacts; 4. Training; 5. Check, calibration and maintenance activities; 6. Monitoring data; 7. Occurrence of non-compliance; 8. Effectiveness of rectifications and prevention measures; 9. Information of parties involved; 10. Auditing; 11. Evaluation. In addition, necessary control for various above mentioned records is required, including tagging, collection, listing, filing, keeping, maintenance, query, term of keeping, disposal, etc.

Reporting During the implementation of the project, the contractors, monitoring agency and Project Management Office should keep a record of items including project progress, implementation of Environmental Management Plan (EMP), environmental quality monitoring results, etc., and report to relative authorities. The main contents consist of the following 3 parts: 1) Monitoring agency and contractors maintain a detailed record of EMP implementation and report to Project Office in a timely manner. 2) The content of EMP progress, such as progress and effect of implementation, should be included in project progress reports prepared by Project Office, including monthly, quarterly and annual reports. 3) The annual EMP implementation report should be ready and submitted to the World Bank before March 31 of the following year. The EMP implementation report should cover following contents: (1) Implementation of training plan. (2) The condition of project progress, such as the length of completed pipe network, construction progress of wastewater treatment plant, length of river renovated, etc. (3) Record of possible complaints about the implementation of the proposed project, of the methods proposed to solve them, and of the final result. (4) EMP implementation plan for the following year.

5. Capacity building The training for environmental monitoring will be executed with different groups, based on the different requirements: - PMU: PMU staff that is responsible for environmental issues will be trained to check the

monitoring and prepare reports for DONRE and WB. - Contractors: will be trained to monitor the implementation of mitigation measures and

write the monitoring reports.

VIII. PUBLIC CONSULTATION 1. The necessity of the community consultancy

Community consultancy is one of the important, indispensable parts in environment and society impacts evaluation reports of the project. To implement this task, the Employer will coordinate with Dong Xoai Town PC, Design Consultant, and Environment Consultant to organize community meetings in the project area. During that consulting meeting, the employer contacts to the people and introduce about the project as well as the Design and Environment Consultant present measures, impacts and the respective mitigation measures for people to know the status, understand the benefits as well as the limits. Thus, receiving the help, support and consensus of the people and the local government via preciously constructive comments recorded during the community consultancy.

2. Purpose of the info propagation and community consultancy This activity is to consult the environmental issues of the project to the community actively, spin-off conflicts with proposing mitigation measures base on the realistic and local insights, utilize the consent support of the people, ensure the project to be implemented on schedule, conveniently and sustainably. The activities will be implemented as follow: - Binh Phuoc Water Supply & Drainage Co.Ltd coordinates closely to PPC and Dong

Xoai TPC, Fatherland Front Committee, ward PCs in the project area. - Share info on imtes, anticipating activities of the project to concerned parties. - The participation of the community through direct communication meeting. Thus, solve

people’s conflicts, propose technic options, rational mitigation measures. - Collect info of demands and recommendations of people, especially the affected ones,

as well as receving info on their reactions about the anticipating policy and activities. - Info propagation, environment consultatncy, compensation and cleareance policy as

well as other relating activities will be implemented simultaneously.

3. Specific content of community consultancy - Recapitulate the main contents of the project, recapitulate the environment impact

evaluation report of the project; - Compile the official document contents of community consultancy, submit to PC, FFC

and ward,commune PCs in the project area; - Proces the info data of recommendation documents of the local authorities.; - Summarize data and analysis of comments and report the results.

4. Results of community consultancy The community consultancy of the project is done in 2 periods, including answering questions in the household socio-economic survey and community consultancy meetings. Household socio-economic survey (interview- answer questions in sheet) is made from June 22th 2010 to July th 2010, the sheet has 56 questions, total household interviewed is 1,272 (representing 5% of total household.). Community consultancy meeting on October 4th /2010 at the meeting room of PC of Dong Xoai Town with the participant of representatives of household whose land and front road are reclaimed to build the wastewater treatment plant and representatives of local government of the project area.

Results of community consultancy The residential community who participate in conslutancy with Group of Environmental and social impact assessment, the PMU, Fatherland Front, PC of wards and communes in the project area. With the result as follows: - Fatherland Front, PC of wards and communes in the project area have the approval of

measures and commitments to mitigate the environmental impacts during project’s construction and operation: dust, exhaust, noise pollutions.

- Recommendations to the Employer to identify the specific landmarks of the repairing and reconstructing sewer lines for citizens to feel assured, support the compensation and site clearance.

- Approval of construction plans for storm water and wastewater drainage system, the project will significantly improve the ecological environment of Dong Xoai Town, as well as complete the infrastructure conditions, meet the development plan of the town at present and in the future.

- No objection to the environmental impact assessment of the project in the process of clearance, construction and operation of the project, agreed with the measures and commitment to minimize the environmental impact during the process of impementation.

The percentage of households who desire to implement the project soon and put into operation for them to be connected to the living wastewater drainage system is 94.3%. Most of the households and local government attended the community consultancy meeting were agreed and supported the project, desired early implementation of the project; while constructing must finish at a given moment, not spanning to cause influence of citizens’ movements, sabotage the urban landscape and cause environmental pollution.

However, they also made comments that the price paid for the drainage needs to be research to match the income of most households in the region and operating funds of the collecting wastewater treatment plant. does not cause environmental pollution. - Representatives of citizens with land acquisition and resettlement at Tan Tra quarter, Tan Xuan commune support the project for the big benefit that brought by the project, is the storm water drainage, flood prevention, wastewater collecting and treatment, solving the problems of environmental pollution, so they are willing to allocate land for the project when the employer made the site clearance and resettlement. And desire the employer and local governments to fully implement the state policy of land acquisition and resettlement, care for their living after resettlement, create job opportunities. - Represenatives of citizens on the drainage lines see the big benefits that brought by the project, is storm water drainage, flood prevention, wastewater collecting and treatment, solving the problems of environmental pollution, so they are willing to support when the project construct the drainage lines through the business households. And desire the employer to construct completely as the schedule so as not to affect trade and business for too long and sabotage the urban aesthetic.

The impact of the project only happen in a short time while constructing, the rest is beneficial impact of the project on environment and socio-economic.

IX. INFORMATION DISCLOSURE The guideline for drainage and wastewater treatment system in Dong Xoai Town project establishment is posted publicly on website:. Both important meetings regarding project implementation, report of project components are broadcasted by the BTV and BR and posted online on website: http://www.bptv.com.vn. Scocio-economic survey, community consultation were carried out in order to propagate info to the community. Info about resettlement compensation plan is posted on the APB of the communes’, wards’ PCs. During the construction stage, at the site is the public info table contains: name of the project, name of the package, employer, design consultant contractor, construction contractor, monitoring consultant contractor, total investment, capital etc. In compliance with the WB regulations, the final EIA will be displayed at the Centre of Development Info of Vietnam at Hanoi and Infoshop at Washington DC.

CONCLUSION The project of drainage and waste water treatment in Dong Xoai Town, Binh Phuoc Province is the construction project of the rain water collection and drainage; waste water collection and drainage; solve the environment sanitation issue; gradually complete the mechanism of infrastructure equipment-item and one of the environment friendly activities.

The general impact of the whole project is positive, satisfies the demand of pople in supplying the drainage and environment sanitation service. And that is the effective mean for management, direction and environment protection task. This is one of the environment friendly projects which are invested in Binh Phuoc, simultaneously offers the people of Dong Xoai Town a synchronous drainage work, contribute to improve the living standard, improve the awareness of the people in envirnment protection. Thus, the project meet the demand of the people about the clean living environment and contributes the justify the city landscpae, attracts tourists and investors to Dong Xoai Town. Those scientific analysis rationales in this report has affermed the construction location and waste water treatment techonology are the optimum options for Dong Xoai Town and ensure after-treatment qualities meet the environment standard. The environmental spin-off during the clearance stage is not numerous, the current land is not the centralized residential area, no important architectural works, as well as tombs graves, pagodas, temples. These are the very convinient condition for the project. The spin-off during clearance, construction stage include: - Exhaust, smoke and noise from transportationand cosntruction means; installation of

sewer system, rain and waste water draiange lines. - Domestic waste water and waste water from construction by the worker in site huts. - Solid waste of workers in the site. The environment impacts of the project include: - Rain water drainage may not be effective, the submergence re-occurs if:

The rain water collection system is broke-down, blocked by soil, sand or wastes. The drains are occupied to build house. Environment, public works protection awareness are not educated frequently, no

proper incentives or purnishments. - The treated waste water may not reach to environmental standards by reasoens:

Dangerous substances in waste water or the treatment process is not throughoutly. There is a need of management and treatment mechanism with for the waste discharging of businesses and manufacturing, commerce facilities in the town.

The waste water transferring pipeline is broke-down or blocked by activities(wastes, road digging, house cosntruction...)

The operation of the waste water treatment plant may also affect to the surrounding air environment by odours from biological process ditches and sludge treatment area.

However, the foresaid environment impacts can be overcome by effective measures: monitor the treatment technology, monitor periodically the waste water quality; check and maintain equipments, machines of the treatment plant, waste and rain water drainage sewer periodically; educate the community... The environment quality monitoring program will be implemented seriousloy by the project management and operation unit with the coordination and instruction of the local environment control organization. The objectives of this program are: manage closely and mitigate the changes of the environment to to bad tendency, as well as ensure the waste water quality meet the current Vietnam standards. With the strict compliance with regulations of the law about environment and proposal of environment pollution mitigation in this report, definitely the cosntruction project of drainage and waste water treatment in Dong Xoai Town will operate well, bring back the positive economic-socio-envionmental results.
