Executive Summary

The Southern Transport Development Project is the first controlled access expressway to be implemented in Sri Lanka. It is of 125.57 km in length between Colombo and Matara and four (4) traffic lanes is constructed with domestic and foreign funds. The JICA funded section Package 2 extends 31.675 Km from Dodangoda to Kurundugahahetekma.

The Environmental Impact Monitoring and Mitigation of the project is carried out in accordance with the Environmental Action Plan prepared based on the Environmental Management Plan. The construction activities affected the environment are asfollows,

(1) Embankment filling and compaction(2) Rock excavation/Blasting(3) Excavation and, removal of unsuitable soil and back filling(4) Sub base, base course and pavement lying(5) Construction of Underpasses, bridges, culverts and drains(6) Slope protection and other miscellaneous works.

The following items were monitored during the implementation of the project.(1) Hydrology and Drainage (2) Surface water Quality(3) Air Quality (4) Noise & Vibration(5) Waste disposal(6) Social Impacts

The hydrological and drainage impact such as soil erosion of embankment, sedimentation, water stagnation, flood and earth slips have been monitored in the project area. Several irrigation channels, cropland, and low lands were silted due to prevailing sudden heavy rain during the month of May.

The quality of Surface Water was analyzed once in six months period to check whether any impact would happen to the quality of surface water due to the project activities. Surface water qualities were measured in 06th April 2010 from Welipanna Ganga at 45+500 Km, Dikduwa Ela at 46+540 Km, Stream / Culvert (to Welipanna Ganga) at 50+340 Km, Stream / Culvert (Downstream Bentota Ganga) at 50+400Km, Stream / Culvert (Downstream Bentota Ganga) at 51+900 Km, Bentota Ganga at 53+300 Km and Elpitiya Ela at 61+270 Km.

According to the analytical results of the surface water bodies, EC take higher values than to previous water quality monitoring data while the Total Coliform levels takelower values. However, it cannot be concluded that these changes had happened due to the effect of the Highway construction activities.

Analytical results of Treated Wastewater Discharged from the Concrete Batching Plant at Ch. 49+500 (RHS) shows, that, TSS complies with the maximum permissible level while pH value increases slightly.

pH in water discharges from CVC locations comply with the General Standard for Discharge of Effluent into Surface Water Bodies, stipulated by the CEA.

According to the work carried out through the period, the possible air emission sources were dust from the vehicle movements, operation of crusher plants, asphalt plant, concrete batching plants and removal of dust before laying Asphalt.

The watering of the pilot road and local road crossings have been continued to control dust, which is one of the main contributors to air quality deterioration. In addition, the vehicle speed within the site is limited to 30 Km/hr. Temporary dust barriers have been provided closure to houses near the ROW.

The Employer, the Engineer, the Contractor, and the regulating agencies (GSMB & CEA) have set up controlling methodologies for controlling the blasting impacts. A blasting monitoring committee, which includes a field officer from the RDA, monitors each blasting and the committee monitors whether the contractor is carrying out the blasting according to the conditions of the mining license and the Environmental Protection license.

During the reporting period, GSMB monitored 924 blasting. Number of 26 Air blast over pressure measurements have exceeded the approved limits during this period. None of the Ground vibration measurements were exceeded the limits.

Compaction monitoring was carried out on public complaints basis in order to determine whether the noise and vibration levels exceed the recommended level at the nearest residential locations.

Above results reveals that, 17 numbers of Ground Vibration level measurementsexceeded out of 81 measurements.

High vibration levels were generated due to high capacity machines used to maintain required density of the layer, utilization of more machinery in shorter distance and, the material used for compaction. In particular, this situation is common in residencies, which are situated closer to the ROW. To overcome this problem, the Contractor can use low capacity machines in high frequencies especially, when construction activities were carried out closer to residential areas. As a mitigation measure, construction works have been limited to daytime. In the case where it has not been possible, to limit vibration levels due to the requirements for satisfactory construction the Contractor has paid Inconvenience payments to the affected people.

A total number of 209 new complaints have been received during the period from January to June 2010, and, the contractor has resolved 170 complaints during this period. The highest number of complaints received during the reporting period is, 47numbers due to blasting. Next to this, the highest numbers of complaints are respectively 35 incidents related to vibration and damage due to compaction, and 33due to soil erosion.

According to the observations made during the site inspections by Management Consultants (MC), Supervision Consultant (CSC) and, RDA further improvements were done at the site. Joint weekly inspections of the CSC with the Contractor, Joint inspections, and monthly meetings such as Public Complaints Resolving Monitoring Meeting (PCRM) have helped to sort out some of the problems at the site.

Objective of the Report:

As per the National Environmental Act of No 47 of 1980 and the subsequent amendments, projects of this nature require Environmental Impact Assessment (EIA). The EIA of the project approved on July 23, 1999 for a period of 3 years and the validity extended on April 08, 2002, August 03, 2005, and July 23, 2008 respectively until July 22, 2011. The CEA chaired monitoring committee approved the project Environmental Management Plan (EMP) on March 16, 2007, which included Environmental Impact Monitoring and Mitigation Plan of the project and it provides a framework to minimize the adverse environmental impacts in three defined phases of the project viz. preconstruction, construction and operation.

Pursuant to the project Contract Documents VolI-1/3: General, implementation of the Environmental Management Plan (EMP) (Relevant to construction phase of the project) is an obligation of the Contractor.

In addition to above, pursuant to the Conditions of the Contract Document Volume II, the Contractor should take reasonable steps to protect the Environment on and off site, resulting from pollution and noise or other causes arising as a consequence of his methods of operation to avoid damage or nuisance to comply with all provisions in the loan agreement. Furthermore, the Contractor should follow the required conditions of the Central Environmental Authority (CEA) for the project. Contactor should also submit Environmental Monitoring Reports monthly to both the Engineer and the Employer for review.

In addition to the above, the Environmental Construction Clauses included into the Contract Documents Vol. III-Specifications is an obligation of the Contractor.

The objective of this Bi-annual Progress Report is to detail the Contractor’s actions to comply with his above obligations and other regulatory requirements in the country to mitigate adverse environmental impacts owing to construction and to provide the Employer’s review/comments on the effectiveness of such actions the Contractor.

1.2. Monitoring Over View:

The Management Consultant (MC) prepares this Bi-Annual Environmental Impact Monitoring Report on behalf of the RDA, based on the Oriental ConsultantsSupervision Consultant’s Monthly Environmental Impact Monitoring and Mitigation Reports, and, field observations carried out by the MC.

This report covers the period from 01st January 2010 to 30th June 2010.

The structure of the report is briefed below.

2.2. Relevant Method Statements:

In accordance with the Clause 7.2 (d) of the Contract Documents Vol. II- Condition of Contract, Contractor prepares Construction Documents (Method Statements) with sufficient details to meet the construction, environmental, safety regulatory requirements etc. and submits for Engineer’s review and comments before commencement of works. If the Engineer notifies the Contractor that such Construction Documents fails to comply with such requirements, shall be rectified, resubmitted and reviewed.

In addition to above, the Contractor submits daily work schedule and Request for Inspection Forms (RIF) for the Engineer’s inspection of his works. In such inspections, Engineer confirms the construction works are in accordance with the Contract Documents, approved Method Statements and other requirements etc. Furthermore, Engineer conducts follow up monitoring/ actions to verify Contractor’s compliances.

2.3. Statutory Permits:

The permits (such as Environmental Protection Licences, EPL and Environmental Approvals issued by the Central Environmental Authority and Mining Licences issued by the Geological Survey and Mines Bureau), issued for the relevant period are given in Table No. 06.

2.4. Environmental Document Submission:

The Contractor has prepared an Environmental Action Plan, as an environmental supporting document and submitted to the Engineer. It contains the Environmental Impacts Management Action Plan for air quality, solid waste, and hazardous materials, water quality and ecosystem, noise and vibration control, erosion control, waste excavation and disposal and safety and occupational health.In addition to the above, the Contractor prepares and submits following environmental documents to the Engineer in accordance with each work schedule. The Contractor submits such documents once and/or updates depending on the period of the activity.

2.5. Environmental Meetings and Inspections:

The environmental meetings and inspections held during the reporting period with a brief description of the outcome/s are given in the Table No.08 and 09, respectively.

3.2. Environmental Monitoring Locations:

3.2.1. Surface Water Quality Monitoring Locations (Surface Water Bodies):

Because of construction works, and, materials and machineries used for bridge and culvert construction and paving works, the deterioration of surface water quality can occur for earth emerges, siltation and erosion.

In view of effective mitigation of the impacts, periodical testing of water quality proposed to identify impacts at early stages of pollution. Parameters and frequencies for water quality monitoring listed in the Environment Management Plan.

Monitoring of water quality is schedule to done in every six month during the construction stage. The base line measurement carried out in August 2001 for dry period and November 2001 for wet period. Surface water quality monitoring measurement carried out in April 2010 for the period of January - June 2010.

Following water bodies are given in the Final Drainage Report (FDR- University of Moratuwa, 2001) as locations for monitoring surface water quality.

4.2. Mitigation Monitoring Methodology:

Mitigation monitoring was carried out by site visits, measuring the levels of ground vibration and ABOP, analyzing the water quality etc. When, non compliances were observed in the site inspections, the Engineer has advised the Contractor to complythose. Identified environmental problems by the Management Consultant in the field inspections were advised the Contractor through the Engineer to take immediate and urgent actions.

(1). Water Quality:

A). Quality of water in surface water bodies

The periodic monitoring of the quality of water in surface water bodies at locations suggested in the FDR has been carried out by the University of Moratuwa.

Water quality monitoring of surface water and ground water carried out selected location along the project corridor started before the project commencement, which considered the base line status. According to the EMP, water quality should measure twice a year during dry and wet seasons.

Table 33 shows the surface water quality measured in 6th April 2010, location mention in the FDR and the report is given in Appendix D.

Discussion

According to the analytical results, EC take higher values than to Base Line Data. However, it cannot be concluded that this change has happened due to the effect of the Highway construction activities. The Total Coliform levels take lower values than to Base Line Data. However, the Highway construction activities did not affect to the Coliform level.

B). pH in water discharged from the CVC areas:

The pH in water discharges from the CVC areas as monitored in the reporing period complies with the Genaral Standard for Discahrge of Effulent into Inland Surface Waters (6.0~8.5). The Construction Contractor has not measured pH in water discharged from CVC areas during April and May due to out of working order of pH measuring equipment.

C). Quality of treated wastewater discharged from the Concrete Batching Plant

Total Suspended Solids (TSS) and pH in treated wastewater discharged from the Concrete Batching Plant at Ch. 49+500 (RHS) was analyzed by the National Building Research Organization (NBRO) in 14th June 2010 and results are given in Table No. 35.

(II). Water Levels:

Water levels were measured at locations suggested in the Drainage Report and in wells vicinity to CVC operation areas during the reporting period and the monthly average groundwater levels at such locations are given in Tables No.36 & 37, respectively. In addition to above the Contractor has monitored the water levels in selected wells in the southern section (in cut and fill areas) and results are given in Table 38.

The variation in the monthly average groundwater levels at areas suggested in the Drainage Report, in vicinity to CVC areas and in selected wells corresponded with the monthly total rainfall. (Please see the rainfall figures – Table No.43).

Discussion

Above results reveals that, 17 numbers exceeding of ground vibration at locations out of 81 public complainants.High vibration levels were the outcome results due to high capacity machines to maintain required density of the layer. In particular, this situation is common in residencies, which situated closer to the ROW. To overcome this problem, low capacity machines can be deployed in high frequencies especially, when construction activities are carrying out in closer residential areas.

In the case where it has not been possible, to limit vibration levels due to the requirements for satisfactory construction the Contractor has paid inconvenience payments to the affected people.

Air blasts over pressure and ground vibration were measured at the rock excavation during the blasting take place. During the blasting activities, the affected parties were evacuated from their houses as permanent and temporary basis according to the GSMB and CEA recommendations (Table 41 & Figure-07).

Discussion

During the reporting period, GSMB monitored 924 blasting. Number of 26 Air blast over pressure measurements exceeded during this period. None of the Ground vibration measurements exceeded.

(VI). Waste Management:

Observations:The issue of improper solid wastes management in the Worker’s Camp and Concrete Batching Plant at Ch. 49+500 (RHS) and haphazard disposal of solid wastes specially works sites at Ch. 62+485, bridge construction site at Ch. 53+000 area and workshop at Ch. 61+900 (RHS). Action:Pursuant to Contract it is an obligation to dispose solid wastes arising out of works and other construction related activities in a manner acceptable to the CEA, Local Authority Government, the Employer or the Employer’s Representative and garbage must be collected and disposed of regularly and in hygienic manner.

Therefore this matter has been discussed in PCRM meetings and the Contractor has been advised accordingly.

(VII). Rehabilitation of Burrow pits/Wastes Disposal Sites:

The Contractor has started the rehabilitation activities of the borrow pits at Ch. 61+500, 56+100, 54+500 and 40 +200.

(VIII) Air Quality:

No air quality monitoring was carried out during the reporting period. However, fugitive dust emission from the vehicle movement in pilot road, operation of metal crushers, during loading and unloading of aggregates was controlled by wetting. In addition to above the Contractor has provided dust barriers for the public at locations vulnerable to high dust emission due to operation of vehicles on the pilot road, rock excavation and aggregate production (rock crusher plants).

(IX). Rainfall and Hydrology.

The daily rainfall was measured by the Contractor at locations given in the Table No. 42. The rainfall figures in the reporting period are given below (See Table No. 43 and Figure No. 08).

Flood situation was recorded during the reporting period. A heavy rainfall was experienced during the May 2010. Due to exceptional rainfall around mid May 2010 several locations in the project area were affected by flooding. Floodwater had over flowed the pilot road at several locations but caused no effect to the public, however the flood gauges showed the water levels at upstream and downstream were equal.

5.4. Summary of Impacts Monitoring Results:

I. Water quality:

pH in water discharges from CVC locations comply with the General Standard for Discharge of Effluent into Surface Water Bodies, stipulated by the CEA.

According to the analytical results of the surface water bodies, EC take higher values than to previous water quality monitoring data while the Total Coliform levels take lower values. However, it cannot be concluded that these changeshave happened due to the effect of the Highway construction activities.

Analytical results of Treated Wastewater Discharged from the Concrete Batching Plant at Ch. 49+500 (RHS) shows, that, TSS complies with the maximum permissible level while pH value increases slightly.

II. Water Levels:

The monthly average ground water levels at locations suggested in Final Drainage Report and in vicinity CVC areas are compatible with the rainfall.

III. Ground Vibration and Air Blast Over Pressure (ABOP):

During the reporting period, number of 26 Air blast over pressure measurements exceeded out of 924 measurements. During this period, none of the Ground vibration measurements exceeded.

However, 17 numbers of vibrations level measurements were over the permitted levels out of 81 Compactions.

IV. Waste Management:

Solid wastes management in Employees accommodation and concrete batching plant is not acceptable.

V. Air Quality:

Dust emission due to operation stone crusher plants Controlled successfully by wetting and also providing dust barriers at appropriate locations. However frequency of wetting the pilot road to control dust emission due to operation of vehicles on the pilot road shall be compatible with the prevailing weather conditions. The cylos in the Concrete batching plants have been incorporated with dust absorption systems; therefore no records of dust emission during pumping cement into cylos.

VI. Drainage:

Due to exceptional rainfall around mid May 2010 several locations in the project area were affected by flooding. Floodwater had overflowed the pilot road at several locations but caused no effect to the public, however, it is very essential to clean the blocked drainage culverts to prevent any flood impact to upstream land uses.

6.3. Environmental Complaints and prosecution:

Total complaints received up to 30 June 2010 were 948 and actions have been taken for 892 cases. 209 new public complaints have been recorded during the reporting period. The complaints categorized into 14 category and the highest number of complaints received due to blasting, property damage, flood related and vibration. A summary of the public complaints recorded from January 2007 to reporting period is given in Table No. 46.

Chapter 07

7.0. Conclusion

Environmental impacts owing to construction activities of the STDP JICA Section Package 2 were minimized according to the Description of Planned Mitigation Measures given in the EMP. A summary of the effectiveness of the mitigation measures adopted during the reporting period and further action to improve the mitigation measures are given in the Table No.47.In generally effectiveness of mitigation measures adopted during the reporting periodby the Contractor is in a satisfactory level.

1. Hydrology and drainage aspects

Due to exceptional rainfall around mid May 2010 several locations in the project area were affected by flooding. Floodwater had over flowed the pilot road at several locations but caused no effect to the public, however the flood gauges showed the water levels at upstream and downstream were equal.The Contractor has taken action to erect flood gages at locations vulnerable for flooding and started cleaning the blocked drainage culverts.Ground water levels at locations suggested in Drainage Report, at CVC areas and several cut and fill areas in the southern section Ch.54+000 area to Ch.66+000 area have been monitored and the results reveal that no significant drop in the water levels; therefore no need any mitigation measures.

Engineer, MC and Employer to monitor.

Contractor to clean the drainage culverts regular manner to facilitate drainage.Contractor to monitor flood during flood situation both up and down streams until such time of no flood.

2. Water Quality According to the analytical results of the surface water bodies, EC takehigher values than to previous water quality monitoring data while the Total Coliform levels take lower values. However, it cannot be concluded that these changes have happened due to the effect of the Highway construction activities.

Analytical results of Treated Wastewater Discharged from the Concrete Batching Plant at Ch. 49+500 (RHS) shows, that, TSS complies with

the maximum permissible level while pH value increases slightly.

pH in water discharges from CVC locations comply with the General Standard for Discharge of Effluent into Surface Water Bodies, stipulated by the CEA.

Regular removing of sewage from Employee’s Accommodation at Ch. 49+500 RHS is being carried out by the Contractor as per the conditions in the EPL.

3. Air quality All heavy equipment and machinery have been regularly maintained to avoid smoke emissions. Speed limits have been rigorously enforced within ROW.Frequent wetting has controlled dust emanation owing to operation of vehicles on the pilot road. The Contractor has erected several dust screens to cover residencies situated closure to ROW.Necessary action has been taken by the Contractor to mitigate dust emission from the batching plants according to the Conditions in the Environmental Protection Licences issued by the CEA.

Contractor should ensure that frequency of watering the pilot road is compatible with the prevailing weather conditions.

Engineer to monitor.

4. Noise/Ground Vibration

During the reporting period, GSMB monitored 924 blasting. Number of 26 Air blast over pressure measurements exceeded during this period. None of the Ground vibration measurements exceeded.

However, 17 numbers of vibrations level measurements were over the permitted levels out of 81 Compactions.High vibration levels were the outcome results due to high capacity machines to maintain required density of the layer. In particular, this situation is common in residencies, which situated closer to the ROW. To overcome this problem, low capacity machines can be deployed in high frequencies especially, when construction activities are carrying out in closer residential areas.

Contractor should take every action to control vibration due to compaction at locations where general public activities are very close until remaining minor compaction works will over.

In the case where it has not been possible, to limit vibration levels due to the requirements for satisfactory construction the Contractor has paid inconvenience payments to the affected people.Fly rocks generation has been controlled by an appropriate covering method (using heavy blasting nets).

5. Soil erosion/ Surface run off

Contractor’s action on implementing appropriate measures to control erosion and sedimentation is not satisfactory. Grass Turfing activities and constructions of cut off drains, toe drains, vertical drains have been commenced.

The Contractor should take action to adopt effective erosion control measures at every location vulnerable for erosion and maintain silt drains in a regular manner. Engineer to monitor.

6. Slope stability Surface water infiltration into the cut slopes has been minimized by providing cut off drains. Grass Turfing has been commenced on cut slopes to prevent instability.

Engineer and Employer to monitor.

7. Solid wastes management

Haphazard disposal of solid wastes in Concrete Batching Plant and Foreign Employees’ accommodation were observed.

Contractor to implement appropriate solid waste management system in these two locations.Engineer to monitor.

8. Safety precautions for workers and general public.

The Contractor has taken action to prevent trespassing of unauthorized persons by erecting warning banners and to aware, the public on danger of such trespassing by distributing leaflets etc.However, children flying kites on highway is another considerable safety problem.Workers orientation programs have been conducted by the Contractor’s Safety Team.Flagmen have been deployed at every locations where public roads cross the ROW to minimize any traffic accidents.

Joint field investigations (safety patrol) to be conducted to identify shortcomings.

9. Social Impacts

Claims/complaints of the people on construction nuisance/damages close to ROW has been considered and responded by the Contractor. Public Complaints Resolving Monitoring Committee Meetings held to make recommendations for resolving public complaints.

The possible life hazards to people living vicinity to rock excavation locations were minimized by implementing a proper evacuation procedure.

Payments for other property damages such as tea, paddy etc., have been determined by assessments conducted by relevant Governmental bodies, TRI, Agrarian Services Department etc.
