INTRODUCTION

1. Objectives of Environmental Protection Commitment Report

The aims of Environmental Management Plan (EMP) report preparation are as following:

- Build a data source of and assessment the current environmental conditions in the project areas.

- This will help the Project Owner (Hanoi UTDPMU) and Hanoi DONRE set up the supervision and monitoring tools for the Hanoi UTDPMU to reduce and prevent negative impacts to the environment in the course of construction, as well as form the basis for assessing the situation after Project completion

2. Legal Basic

The EMP of the project has been prepared following the Environmental Safeguard Policy of the World Bank and the Regulations of Vietnam Government, as detail:

CHAPTER I BACKGROUND OF THE PROJECT

1.1 Name of Project

BRT realignment Project - section: From Khuat Duy Tien - Nguyen Trai To Khuat Duy Tien and Le Van Luong interchange – Le Trong Tan (Ha Dong) – Yen Nghia Terminal - BRT component – Hanoi Urban Transport Development Project.

1.2 Project Background

The BRT realignment from Khuat Duy Tien - Nguyen Trai To Khuat Duy Tien and Le Van Luong interchange – Le Trong Tan (Ha Dong) – Yen Nghia Terminal have been designed in order to reducing conflicts of transport models and encroachments on the Khuat Duy Tien - Nguyen Trai intersection, which is suffered from heavy traffic congestion. The realignment project also aims at to reduce the traffic volume in Nguyen Trai Street (National highway 6). Beside, Le Van Luong extension have been constructed, therefore, the surface of street meet the technical requirement of BRT route, it is main that realignment project will be resulted in reduction of the construction cost.

With the total length of 14.2 km (excludes section around Giang Vo- Kim Ma - Giang Van Minh), the entire BRT is divided into 4 sections: Section 1: Giang Vo - Lang Ha; section 2: Le Van Luong - Le Trong Tan (at Quang Trung intersection); section 3: on Quang Trung road ; and section 4: from the junction Ba La to Yen Nghia Bus station. .

The realignment project is section 2 with starting point at intersection of Khuat Duy Tien – Le Van Luong and ending point at Yen Nghia existing bus terminal, with the total length of 9,566.91m (see figure 1.1), and new construction of Yen Nghia Depot within the existing Yen Nghia Bus Terminal. The project passes through a number of new or under construction urban areas.

Project Area: Within the scope of new BRT realignment component, the proposed routes shall be passing through 2 urban districts of Hanoi as follows:

- Thanh Xuan District: Thanh Xuan Bac ward

- Tu Lien District: Trung Van ward

- Ha Dong District: Van Phuc, Quang Trung, La Khe and Yen Nghia wards

1.3 Scope of the Project

BRT Realignment, section: From Khuat Duy Tien - Nguyen Trai To Khuat Duy Tien and Le Van Luong interchange – Le Trong Tan (Ha Dong) – Yen Nghia Terminal – BRT component – Hanoi urban transport development project include five main activities:

construction of BRT stations; Replace road structure at BRT station; Cement concrete separator between BRT and other lanes; overbridged for pedestrian and Traffic organization. The total length of the project is 9,566.91m, goes on the existing street of Le Van Luong, Le Trong Tan (Ha Dong), Quang Trung, and NH6, it includes four main sections as details:

- Section from existing Yen Nghia Bus Terminal to Ba La intersection (on the NH6) with total length of 1.500m. The current cross section width of the street B = 9-10m, but this section is under planed to improve to B = 56m with 3 car lanes and 2 mixing lanes, and also proposed private lanes for BRT at the centerline of the street.

- Section from Ba La intersection to Le Trong Tan street with total length of 1,025. 53m. The current cross section width of the street B = 44m, road side width is 6.5m and centerline separator width is 2m. BRT lane is proposed at the center of the streets with width of 3.5m.

- Section from Quang Trung – Le Trong Tan intersection to Le Trong Tan and Le Van Luong intersection with total length of 1,355.3m, current cross section B = 42m and separator width is 5m. BRT lane is proposed at the center of the streets with width of 3.5m.

1.4. Project Component

1.4.1 BRT Stop Stations

There are about 12 BRT stop stations have been proposed along the routes for every average 700 meter. The location of the stations are proposed at the centerline of existing streets of Le Van Luong and Le Trong Tan. There are some deference in term of specifications between BRT Stop station at Le Van Luong and Le Trong Tan street.

- Station size is 4x30.25m, step board length: 10.39m, station floor elevation higher than pavement elevation 0.65m, station height: 3.1m, top of the building: 4.55m.

1.4.1 Replace road structure at station location

The road surface will be replaced at the BRT stop stations with the asphalt concrete structure by the hard concrete structures with the layer as follows:

+ 25cm of Cement concrete M300 + Layers are separated by Polyethylene + 15 cm of lean concrete foundation M100

1.4.2. Structure of curb (Cement concrete curb)

BRT lane should be separated from other normal traffic lanes. To achieve that, the used curb is Cement concrete M300, the height of Curb from the road pavement is 20 cm. Curb length = lm, between the adjacent curb will be a long gap of 15 cm for drainage purposes. The curb has characteristic the curb face inside which adjacent to the bus lane is tilted about 45 ° to the lanes. This feature has proven to be beneficial to the operation of the bus.

1.4.3. Improving road surface at the section from Ba La intersection to Yen Nghia terminal

The exsiting cross section B = 9-10m, the Cat Linh – Ha Dong Urban Sky Train project has improve road surface to the width of 14.1 m, the projec will expande left handside of Ba La – Yen Nghia section to 3.5m with the same surface structure of Sky Train lane.

1.4.4. Traffic organization and interchange design:

Traffic organization compliance with regulations of road signs 22TCN-237-01. However, due to Le Van Luong and Le Trong Tan is a new constructed road, the traffic control signs have been taken play and still working very well. Therefore, the projects will insert a number of traffic signs along the BRT lane and stop stations. There will no separated lane for BRT vehicle at the section from Ba La to Yen Nghia. 1.4.5. Yen Nghia Depot Yen Nghia Depot of BRT will be located within existing Yen Nghia Terminal, which some funtional areas as bellow:

- Technical service area: with an total area of 3.928m2 including several activites such as vehicle maintemance, vehicle clean, fuel refilling station;

- BRT vehile rest area: with an total area of 5.740m2 will be service for 50 vehicles - Operator Center: will be some small rooms in the second floors of Yen Nghia

building;.

1.5. Material Supply Sources and Waste Disposal

1.5.1. Construction materials

- Construction stones: taken from Xuan Hoa quarry under Vinh Phuc Province, distance to the site is about 50km or taken from Xuan Mai with distance to the site of about 40km.

- Yellow sand: taken at Chem dock, Red River with transportation distance of 10km.

- Black sand: taken at material gathering area at Day River under Van Con communes, Hoai Duc sub-district, the transportation distance is about 15km.

1.5.2. Waste Disposal:

The proposed waste disposal location is about 20km far from Hanoi City. The project also has been survey and achieve agreement with local authorities.

CHAPTER II

BASELINE DATA OF THE ENVIRONMENT

2.1. Meteorology

Hanoi is located in northern delta region of Viet Nam, which is strongly affected by typical tropical-monsoon weather. The province have two distinct seasons: the dry season that lasts from November to March of coming year and the rainy season that lasts from April to October

a) Temperature The average annual temperature is 23.30C, the highest temperature is 41.5° C. The lowest temperature is 8°C. May is the hottest month when temperatures rise close to 34.7°C while January is the coolest month at around 18.8°C

b) Relative humidity The average annual humidity is 83.0%, the highest humidity is 87%, the lowest humidity is 81%. The relative humidity is higher during the rainy season and lower during the dry season

c) Rainfall The rain season in Hanoi is from April to October. Annual average rainfall is 1676.2mm. The rainy days 142 days/year.

d) Tropical Storm:

Storms occur frequently in Hanoi from June to October. The maximum wind velocity can attain 20m/s, sometimes 40 m/s. Storms bring about generally rains during 1-2 days, sometimes 5-6 days. Rainfall can be more 200mm.

e) Stablity of Atmosphere:

Stablity of atmosphere determinates by wind speed and solar radiation in day and cloudiness at night. In the project area, annual average cloudiness is approximate of 7.5/10. The most cloudy period is in the end of winter, among most cloudy month is Mars with average cloudiness of 9/10, less cloudy months is 4 months at the end of year, so minimum cloudy months is October and November with their cloudiness is 6/10.

2.2. Geological Conditions:

The structure of the ground in Hanoi is metalloid clay, metalloid sand and sand, Alluvia sediments intermittently. Alluvia sediments can be found in lakes and covered with modem sediment with the thickness of 0.5m -6.0 m. The geological structure including layers from up to down as following:

- Layer of mixed clay and mixed clay with mixed sand: This layer is just under cultivate land layer having thickness of 2-1 m. This layer is brown-red, yellow- grey layer of organic mud and sandy mud: This layer has thickness of 10-12m,

and it is brown yellow and light brown, high muddy level and low adherent. The bottom of layer is more sandy and average adherent.

- Layer of sand with small cobble: This layer is discovered in depth of 14-18m, its thickness is approximate 15-50m. This layer is grey yellow, mixed with cobble and gravel, average compactness.

- Layer of big granular macadam: This layer has thickness from 50 to 90m, its principal components are cobble, big granular macadam of 5-100mm, with grey yellow sand.

- Layer of clay and sand in surface combines with even and flat terrain. When it is bargain, underground water appears in surface layer. Layer of sand and cobble in depth of 90m is a most abundant hydrated layer. This hydrated layer concerns closely Red river. In West Lake, the height of underground water level is 6m, and thickness of hydrated layer is 6.0 -12m.

2.3. Social and Economic Condition in the Project Area

2.3.1. Population

The proposed project areas existing residential areas which belonging to the urban wards of Thanh Xuan and Ha Dong districts .The population in the project areas is shown in Table 2.1

2.3.2. Land use

The land use for BRT Component was based on traffic corridors of existing streets of le Van Luong Extension, Le Trong Tan and Quang trung streets therefore the mainly demand of land for this component shall be for proposed BRT stops. However the location of proposed BRT stops will be at the centerline of these existing streets, therefore, no acquired land will be needed for the project. The main dominated land use characteristics

2.3.3. Public Facilities

There are some companies, schools, official building, and residential areas located along two sides of the road. However, this area has been experienced rapidly urbanization, a number of public facilities have also under constructed.

2.3.4 Traffic situation

Intersections on the road

There are about 6 big intersections along the route, see table. However, almost this sections present low traffic volume.

- Grade intersection at the starting point of the realignment project between Khuat Duy Tien and Le Van Luong. This intersection is considered as high potential traffic congestion due to high traffic volume

- High dangerous grade intersection between the proposed route and other residential areas along the route.

2.4 Current status of air quality, noise and vibration monitoring

2.4.1. Air quality status

Monitoring air quality: - Parameters monitored include: - Temperature, humidity, wind speed, wind direction,

PM10, TSP, CO, SO2, NOX.

- Time for sampling: date 10, 11 and 12 – July 2010

- Method and equipment: continuously sampled within 1 day (24 h), every 2 hours, each point measured continuously in a day. Equipment and method for sampling according to current Vietnamese Standard (TCVN): QCVN 05: 2009 National technical regulation on ambient air quality and QCVN 06: 2009 National technical regulation on hazardous substances on ambient air.

General assessment:

Results from environmental monitoring show that:

- Concentration of CO, SO2 and NOx at three monitoring locations along BRT alignment are still under permission standards QCVN 05: 2009/BTNMT

- Concentration of TSP at three monitoring locations along BRT project exceeded permission standards QCVN 05: 2009/BTNMT, the reasons could be explain for this exceeding is due to surrounding under construction buildings. Both sides of BRT alignment have been experience rapidly urbanization, a several number of urban areas also have been constructing along the Le Van Luong and Le Trong Tan streets which are considered as main air pollution sources in the project area at this time.

- TSP concentration at two last points have exceeded standard about 1.07-2.075 times, the reason could be explained for this result is due to high traffic volume on the road and seriously degradation of road surface.

2.7.2. Noise and vibration

Noise monitoring

- Noisy observation indicators includes Leq, Lamax and L50. The RION Model 2900 (made

in Japan) was applied to measure noise level along the road, and monitoring procedure

complied with TCVN 5964 – 1998, TCVN 5965 – 1995.

Vibration monitoring

- The indicators of vibration are velocity, acceleration, frequency. The 24 hour continuously samples were taken, with the frequency of every 1 hour.

General assessment:

The monitoring results show that that noise levels at all monitored locations are exceeded acceptable standard (QCVN 26: 2010). The reason could be explained as three monitoring locations are at main streets with very high traffic volume at the day and night time.

CHAPTER III

ENVIRONMENTAL IMPACT ASSESSMENT

3.1 Potential Impacts Assessment

The project goes on with new construction street, Le Van Luong street, and the main activities of the project are BRT stations, replace surface structure at the stations, installing the concrete separator between BRT and normal lanes, upgrading the existing road surface of Ba La – Yen Nghia section. The project runs within the existing road, and pass through new urban area, which have been experienced rapidly urbanization process. The biodiversity levels were found to be low and there were no rare species. The dominated ecosystem in the area is mixed vacant land, building construction areas. Since, the subproject will not acquire land for the extension purpose, almost construction activities will be within the existing new construction street. According to result of environmental screening, there are not natural, social and historical sensitive objects have been identified along the MRT lanes.

Due to not acquired land for the project, thus most of environmental impacts of BRT will be considered in tow main phases as construction phase and operation phase. The impacts on environmental condition will be assessed through several steps: environmental pollutants will be quantified and calculated, then pollutant concentration in surrounding environmental will be estimated and the impact receivers will be assessed. However, in general assessment the activities of project will not create any seriously impacts on environment in the areas.

3.1.1 Air Pollutant Emission and Impact on Ambient Air Quality

Sources of impacts

- Dust and air pollutants from excavation activities and small concrete mixing machinery

- Activities of material and waste transport vehicle.

- Activities of construction machineries

- Air and noise pollution during operation phase of vehicles

- Garbage from passenger at the station and on the buses.

Impact on Ambient Air Quality - Low negative impact.

a. Construction phase:

Impacts on air quality in the project area associated with construction stage will include a) dust due to the leveling of ground, excavation activities, transporting of construction materials such as earth, stone, cement, sand, gravel etc., b) emissions from equipment and trucks using gasoline, diesel, kerosene, etc., of NOx, CO, SO2, VOC etc. and c) from concrete mixing and

asphalt melting stations (if any). However, due to the construction works seem to be very minor, thus the impacts on air quality is considered as quite low.

Dust from leveling of ground, excavation activities:

It is estimated that only around 1303.64 m3 of excavated soil and 522.13 m3 of leveling ground will be needed. The leveling, excavation activities only need for two main items of replacement of road surface in the BRT stop stations and upgrading the existing road surface of Ba La – Yen Nghia section. However, BRT stop stations are located in the separator of the existing streets, Le Van Luong extension and Le Trong Tan, therefore, dust released from this activity will not create any negative impacts on surround areas. Item of upgrading the existing road surface of Ba La – Yen Nghia section, the results from approved EIA report of Ba La – Yen Nghia Extension Subproject and environmental screening show that the section located in the vacant land or under-construction areas of suburban area with high traffic volume, dust from upgrading the existing road surface could cause small impacts on vehicle user on the road and some household, small business shops.

Dust and air pollutants from construction machineries/equipment

Dust and air pollutants from construction machineries/equipment heavy depend on shifts and type of machineries/equipment will be mobilized to the site, however, the construction work of the project will not need more equipment and the surrounding sensitive objects along the route is quite small, therefore, the impact due to air pollutants and noise generated from construction machinery has been assessed as quite small and very short time.

b. Operation period

Although, promotion of BRT route in Hanoi is itself a measure to mitigate air pollution problems. There are still toxic gases and dust emission sources caused by operation of BRT vehicle and BRT flow.

For BRT flow, the amount of dust generated by BRT flow moving on the route depends on composition of type and level of accumulated dust on the pavement. Due to complication and nondetermination of emission source, scope of spreading of those pollutants could not calculated by model. After studying the chemical properties of dirty soil in the road, Clark and colleagues showed that concentration of dirty soil on the road depends on the mode of transport but concentration of parameters of dirty soil are limited as the table 2 below:

Development of BRT network will surely bring about potentials for improvement of air quality in the city, when a certain percentage of motorcycle riders shift to use BRT services. However, according to air monitoring results of route, local air quality at intersections is all higher than national standards by 1.2 to 1.5 times. It is then important to have air quality improvement for operating BRT to ensure emission level is lowest.

3.1.2 Noise and vibration

a) Construction phase Noise during the process of construction is mainly from construction machinery, construction transport vehicles and noise from equipment of construction machinery is most disturbing. Construction machinery mainly includes excavator, bulldozer, pavement roller, and mixer and shovel loader. Noise level variation depends on kind of equipment and actual construction activities being undertaken as well as the operating time

Noise weight of construction machinery and equipment 300.1, 31 – 12- 1971 In this projects, the machines, will be mobilized to the site, are tamping machine, roller and mixing machine. The experience from environmental supervision activities of several transport infrastructure projects show that, these machines could cause noise and vibration exceeding Vietnam standards (QCVN 26: 2010 and QCVN 27:2010) and at the distance over 20 meter from working areas. Therefore, it can be expected that construction noise and vibration will cause impacts to sensitive receptors within 20 m away from the sites. As the result from environmental screening show that only several HHs located along the Le Trong Tan, Quang Trung streets and Ba La – yen Nghia section are potential impacted by noise from construction activities.

b) Operation phase

With a convenient BRT system, the project expects to convert a big volume of motorcycle riders to BRT riders, and traffic congestions in the city will be prevented. Moreover, BRT helps reduce noise level by:

- Replacing 2 to 3 small buses with a larger vehicle

- Using quieter engine technologies - Managing the system to produce “smoother” vehicle operations - Employing noise dampening devices and - Encouraging mode shifting from private vehicle to public transport

According to “BRT Realignment FS Report”, the first year when BRT begin operating, 6.000 passengers per day per one direction estimate. The subsequent years, BRT route receive 20.000 passengers per day per one direction. Capacity per BRT vehicle carries averagely 60 passengers. Therefore, the number of vehicles per hour per two directions is as flowing:

Basing on average equivalent noise level of traffic flow under standard condition (table 4), the equivalent noise of the BRT flow is approximately 68 dBA. However, the noise level at a BRT station includes noise generated by all other modes of transport, such as cars, motorcycles and trucks. Moreover, according to environment monitoring result in March 2012, traffic noise in route is higher than the permitted noise level for residential area.

(TDSI, 2005, Integrating Environmental Concerns in Transport Planning) Besides, along the BRT route, there are many building and urban residential area such as Duong Noi, Van Khe urban residential, Park City…. areas are in the process of finishing. When the project goes into operation, the residential buildings and residential areas live fully. Hence, noise mitigation measures are needed for BRT system in addition to other recommendations for environmental impact mitigation. There are two secondary schools and several offices in the both sides of route. However, distance between the centre line of route and schools and offices are quite far as table 5.

3.1.3. Waste Water and impact on water quality

a) Construction phase

The following construction phase activities are known to have direct or indirect impacts on the local water environment:

- Surface water drainage obstructions do ground leveling;

- Operation of construction equipment, construction material transport may cause pollution of surface water due to lubricant oil wastes leakages;

- Establishment of uncontrolled borrow sites next to the road will lead to erosion and suspended sediment entering the watercourse, increasing turbidity levels, as well as being aesthetically/visually unattractive;

- Uncontrolled wastewater from worker camps on the sites.

- Wastewater from maintenance construction machines and equipment

This kind of wastewater contains organic substances, oils and unresolved maters. It is estimated that if equipment maintenance activities have been carried periodically, the supply water volume for each activities as following: i) machine maintenance is 2m3/day; ii) machine cleaner is 5m3/day; iii) machine cool down is 4 m3/day. Due to the very few number of construction machines and equipment are going to mobilize to the site and in the very short time working at the site, thus, maintenance activities intend not carry out at the site, the discharge wastewater from machines and equipment is quite inconsiderable.

- Runoff waster

Rain runoff water will sweep and carry construction material which leading to increase unresolved mater concentration in the watercourses located nearby the sites.

Typically, surface runoff will contain high concentrations of suspended maters, and sometimes leaked oil from construction machinery. And it will leading to increasing concentration of water pollutants such as: SS, COD, oil in the surrounding watercourses. As pointed out by WHO, the pollutant concentration in runoff water will contain about 0.5–1.5mg of N/l; 0.004–0.03mg of P/l; 10–20 mg of COD/l and 10–20mg of TSS/l.

In the content of the project, the leveling and excavation activities are quite limited and material storage in the site seen to be so short and small.

- Impact assessment

The receiver objects are watercourse along the route. There are several ponds along the route, all of them are empty or vacant ponds, the rout also pass through 2 rivers, namely La Khe River and Nhue River, however, the water quality of these rivers is serious polluted. In general, the wastewater from project implementation will not cause any significant impacts on surround environment in the area.

b Operation Phase

The main wastewater from operation phase is come from activities of BRT Depot at Yen Nghia terminal. There are two main types of wastewater need to properly control as bellow:

- Domestic wastewater from operator central of Depot, it is assumed that about 20 staffs will be work at the operator central of Depot, the discharged wastewater will be around 700 litters. The domestic wastewater mostly contains food refuse, undissolved matters, organic matters (BOD, COD), Nitơ, Photpho as well as disease virus. According to statistic data for developing countries of WHO (1993), the pollutant loading in wastewater is referred in the below table.

The calculated results show that concentration of several indicators such as BOD, COD... in the wastewater after treatment by septic tank are still exceed standard of QCVN 14: 2008/BTNMT. Therefore, this kind of wastewater needs to discharge into drain system. - Wastewater from vehicle clean, this kind of wastewater contains organic substances, oils

and unresolved maters. It is estimated that if vehicle clean activities have been carried daily, the supply water volume for each vehicle is 5m3/day, there will be total discharged wastewater for cleaning 50 vehicles is around 250m3/day, which need to be appropriate managed.

3.1.4. Soil waste and its impacts

a) During Construction phase

- Construction waste

Construction wastes including solid, sand, stone which discharged from construction activities. This kind of waste are usually nontoxic and can use for the purpose of fill up for the site of other activities. It is estimated that about 1303.64 m3 of excavated soil will need to be removed from the site to disposal areas.

- Domestic waste and garbage

Domestic waste and garbage is mostly generated from worker camps, and these kinds of waste are organic waste such as: refuse, paper, carton box... and fecal waste. It is estimated that the waste volume per worker per day is around 0,5kg. However, it is planed that no worker camps will be established at the site, the domestic waste and garbage is estimated that very few.

- Toxic waste

Toxic waste are mostly oil contaminated waste as regulated in the Circular No. 12/2011-BTNMT dated on 14/04/2011 of MONRE, they are included boxes, cans contain asphalt, petrol, fuels, paints....The volume of this kind of waste depend on the number of mobilized equipment/machines, it is quite difficult to estimate, however, monitoring experiences from a lot of construction sites shows that volume of toxic waste is very few.

- Impact Assessment

According to information offered by the designer, during construction excavation of about 1303.64 m3 earthwork will be generated. This amount of waste will be transported to the landfill site for disposal.

The sanitary waste of constructors, workers includes all kinds of food, official, plastic dishware, cup or bag and other paper, cloth or glass waste commodities. This waste volume need to be properly collected.

Hazardous waste: they include carton box, can, tin contain bitumen, paint and oils. Although, volume of this waste is not much, but they are will cause serious impacts on environment. All kind of waste has to be properly collected, transported and treated in order to avoid the dispersion into surrounding environment.

b) Operation phase

Solid waste will be generated at the stations. The amount of solid waste at the BRT stations will be considerable due to concentration of Passengers and ticket selling staffs. According to “BRT Realignment Design Report”, the first year when BRT begin operating, 6.000 passengers per day per one direction estimate. It means that BRT system operates in the first year, at 12 stations will receive 12.000 passengers per day. Regarding Integrating Environmental Concerns in Transport Planning Report (TDSI, 2005), each passenger at bus stations will generate about 0.03 kg solid waste. Estimating total of domestic waste at 12 BRT stations is as flowing:

Besides, there will be a depot will be provided within the existing Yen Nghia terminal, the main functions of this Depot are operator center, fuel refilling station, vehicle storage and vehicle clean area. These activities would daily discharge a small amount of solid waste which need to appropriate management to ensure sanitation condition for whole terminal.

However, it is observed that Depot could utilize the existing collection system of Yen Nghia terminal and made some expansion for further requirements.

3.2 Other Environmental Impacts

3.2.1 Ecosystem impacts

The impacts on ecosystem could be due to land encroachment or living environmental effects. Although, the results from field survey see that there no high value ecosystem along the road section, the dominated ecosystem are vacant land or building areas. Beside, most of activities of the project will be constructed overlay on the existing streets, it is considered that the project will not create any negative impacts on eco system in the project area

3.2.2. Impacts of material supply

Due to the material need of the project is quite small, and most of materials are proposed to be purchased, this environmental impact due to material exploitation is not belong to the project.

3.2.3. Traffic safety

a) Construction phase

Due to the construction activities will be taken place at the center lanes of the existing streets, and about. Currently, the traffic volume on the Le Van Luong Extension and Le Trong Tan (Ha Dong) is not quite crowded, however construction activities will add to the road a number of vehicles, machinery and equipment, as well as will temporary encroachment of road surface, which could lead to increase in traffic accident risks for both workers and road users.

The main traffic conflicts need to carefully consideration is on the section on Quang Trung Street and Ba La – Yen Nghia section. The high traffic risks could be listed as i) Ba La intersection with NH 21A, this intersection is considered as high traffic volume and black pot of traffic accident ii) Plain intersection with Bac Hong – Van Dien railway, the trains pass this intersection every day and around 10 -15 times per day, this railway is only support for goods transport between Van Dien and Bac Hong, thus the frequency of trains depending on the goods volume and demand. Therefore, the train schedule is uncertain which may cause several difficulties regarding to safety during construction phase; and iii) intersection with local/community road including the road go to local communities and Thanh Tay university, new planned urban areas and Ho Chi Minh museum; iv) gates of Yen Nghia bus terminal, with 395 passenger cars and 307 buses per day.

The construction activities will add to the road a number of vehicles, machinery and equipment, as well as will temporary encroachment of road surface, which could lead to increase in traffic accident risks for both workers and road users.

b) Operation Phase

The project will design pedestrian flyover and bus stops properly and reasonably to ensure that passengers can assess easily and safety.

Due to BRT Depot will be located within the Yen Nghia Terminal, and enter gate will be share for BRT and normal buses which leading to increasing number of vehicle entering and exiting the terminal which create high traffic risks for passenger of the Terminal.

3.2.4. Traffic Flow and Pedestrian

It is also estimated that traffic flow and pedestrian could be affected during the construction phase. The impacts could be included as interrupt the traffic flow and pedestrian, conflicts between construction equipment and traffic vehicle. The high risk points of conflict could be listed as the below table

The project will not acquire any area of local land, therefore it is assessed that the project will not cause any impacts in term of resettlement.

3.2.6. Social - Cultural Environment

No significant social issues were observed on the project. There are no cultural/historial heritages have been founded along the route.

3.2.7. Social Issues and Urban Infrastructure

In the operation stage, the Project is anticipated to have positive impacts on the social environment and urban infrastructure. Conflicts between motor vehicles and pedestrians will be minimized and the number of road accidents will be reduced. Adverse health impacts associated with road traffic will be reduced by minimizing vehicular emissions and noise.

Chapter IV

PROPOSED MITIGATION MEASURES

The mitigation measures will be proposed in this chapter to reduce the negative impacts and promote positive impacts.

4.1 Construction Phase

4.1.1 Mitigation Measure to Reduce Air Quality impacts

The main objectives of proposed measures are in order to reduce air quality impacts from: i) excavation activities; ii) construction machineries and equipment operation; iii) material transport activities

a. Reduce the impacts due to excavation activities, loading and unloading materials

Excavation and demolition at site will be watered to maintain certain moisture levels, and to prevent or minimize dust from air borne . The watering activities have been proposed at least a time per day during the rainy season and twice a day during the dry season in the working areas. The location need to be watered as in the Quang Trung section and Ba La Yen Nghia Intersection, Depot construction location within Yen Nghia termial.

Reduce dust from construction machinery

- The construction machineries and equipment have to be complied with Decision No. 249/2005/QĐ-TTg dated 10/10/2005 of Prime minister, Regulation on Emission roadmap for road transportation vehicles.

- Regulatory maintenance of vehicles and equipment.

- Construction machineries and equipment will not allow moving out of worksite boundary (within the site clearance areas).

d. Reduce dust from material transportation activities

- The material transportation vehicles have to also be following Decision No. 249/2005/QĐ-TTg dated 10/10/2005 of Prime minister, Regulation on Emission roadmap for road transportation vehicles.

- Required measure for dust control including: covering the transportation means; washing vehicle wheels before leaving construction sites, and transporting with suitable vehicle capacity.

4.1.2. Mitigation Measures to Reduce Noise and Vibration Impacts

It is observation at the site, the noise level status in the project area seem to be over allowance standards. The mitigation measures to reduce noise and vibration impacts are proposed as following: a) Appropriate construction schedule, this only apply for the construction activities carry out in the Le Trong Tan (Ha Dong), Quang Trung street

- Priority to mobilize lower noise machines and equipment or facilitating the noise reduction devices and properly maintenance of the equipment.

- Turn off the interrupted machines wherever possible to avoid resonant frequency.

- Use of machines generate noise level over >55 dBA at night (from 22:00 to 6:00) will be strictly forbidden and other noisy activities including heavy truck transportation, loading/unloading, beam lifting and stockpile of the materials will be carried out during the day time.

b) Use the construction equipment with lower noise

Use the construction equipments with lower noise as much as possible during construction; It is expected that if all kind of construction equipments will be lower noise, the noise level reduction could be obtained from 6 dBA to 12 dBA.

Therefore, use the construction equipments with lower noise, the noise level in the resident areas could be within the standard.

Conclusion, in order to reduce the noise impacts in the construction phase from this subproject, the following measures will be taken together for noise control

4.1.3 Mitigation Measures of Water Environment Impacts

o Storage of fuel, chemical substances, paint shall be sited on an roofed areas. Filling and refueling activities have to carry out within and secured by fencing to avoid the leaking out in the environment. .

o On the site, the wastewater from machine maintenance activities will not discharge directly into any watercourse. The collected oil will be deposited in a tank and treated according to Circular No. 12/2011/TT-BTNMT dated 14/04/2011 of MONRE.

4.1.4. Solid Waste Management

- Construction waste: Construction waste will be transported to the disposal site about 25 km far from Hanoi, the location of waste disposal will be clarified and survey during detail design. - Domestic waste:

The domestic waste will be collected as following steps: i) collect at sources; ii) waste divided for reuse; iii) transport and treat properly through an economic contract with Hanoi URENCO. To collect waste at source, garbage cans will be provided at the site.

- Oil related waste They include waste oil from machines, equipment maintenance will be collected, transported and treated properly through an economic contract with Hanoi URENCO, according Circular No. 12/2011/TT-BTNMT dated 14/4/2011 by MONRE.

- Site clearance since construction activities completed

After the construction activities completed, contractors have to carry out site clearance and environmental recovery, such as:

- Transport all unused materials to ensure that the construction activities will not cause any encroachments to surrounding environments;

- Remove all construction machine and equipment, temporary facilities, worksites; - Environmental recovery at the site such as provision of green trees, grass…

4.1.5. Asphalt and hot-mix plant

The concrete for project will be purchased from 2 nearby concrete and asphalt and hot-mix plants, to ensure the environmental protection, the contractors and PMU Hanoi need to check the environmental certification if these plants. The environmental protection requirements will be both aspects of documents and practice on the plants.

4.1.6. Mitigation Measures to Flora and Vegetable Impacts

The following mitigation will be taken during construction: - The green belt occupied in the construction phase will be restored when the

construction is finished. - All construction activities will be carry out within the site boundary

4.1.7. Mitigation measure to reduce traffic congestion and accident

- Provision the traffic signs at the both side of working sites and at main intersections to require vehicles to reduce their speed..

- Also provision the note sign at the sites and in gate way of companies, factories, universities, officers…..

- Avoiding the occupation of street surface during the rush hours;

- Utilizing nighttime to carry out construction activities in the section away from resident areas.

From 2007, all types of on road vehicles must be comply with Vietnam national emission standard (equivalent to EURO 2 standards), and Vietnam government has also set up roadmap for EURO4 and EURO5 application as the big efforts to control pollution from transport means. Therefore, BRT vehicles in the project must be comply with Vietnam National emission standard.

- Periodically road surface sanitation and public awareness raising actions would be taken place for the purpose of air quality maintain. Moreover, the maintenance of road surface, bridge periodically is to limit the getting old asphalt.

- Tree should be planted on the both sides of the road for prevention of dust and reduction of noise for house and building along side.

4.2.2. Noise

To reduce noise level, BRT buses will need periodic maintenance. Bus drivers should restrict horning in areas close to schools, offices, buildings and resident areas at km 0+700; km 0+900; km 1+400; km 7+200. With the specifically designed double glazed noise isolation windows, the noise levels are expected to reduce by about 25-28 dB(A). Those sensitive receptors for which such windows will be installed, the indoor noise levels will be reduced to below the applicable standards and the residual impacts will be insignificant and acceptable. Developing of green belt on the both sides of the road will reduce noise levels in future and avoiding planning new sensitive receptors near route.

4.2.3. Solid wastes

The waste storage bins shall be located at BRT stations. Waste bins shall be designed with different colors for keeping the nice aesthetics. The collection and treatment methods for this solid waste shall be done by Hanoi URENCO under assigned and management of TUPWS.

4.2.4. Wastewater control

Appropriate system need to propose to collect, treatment wastewater from Depot’s activities, as bellowing

CHAPTER V

ENVIRONMENTAL MANAGEMENT PLAN AND ENVIRONMENTAL MONITORING PLAN

5.1 Environmental Management Plan

Given the variety of environmental impacts and mitigate actions in this EMP have been proposed based on the FS study mostly focusing on construction and operation periods. However, the impacts and mitigation proposed in this EMP could be varied base on the detail construction options and schedules of the contractors. Therefore, as requests of World Bank loan project Site Environmental Management Plan (SEMP) for each contractor package will be prepared before the construction could be started. The contents of SEMP includes parts: i) a drawing of construction site including (a) any sensitive objects (e.g., residential area, hospital, school, religious/cultural structure), (b) worker’s camps, (c) construction material/fuel storage places, (d) temporary toilet places (if any), and (e) haul routes; ii) Detail impacts and mitigation measures proposed by contractor; iii); iv) cost estimates of mitigation measures; and iv) implementation schedule

5.1.1 Environmental Management Organizations

A number of organizations will be involved in environmental management activities during the project construction. These include relevant government agencies, project owners, and other project participants such as contractors. The environmental management organizations involve in and their interrelation are presented in an organizational charge. The responsibilities of each organization are summarized in Table 5.1.

5.1.2. Objectives of SEMP implementation supervision

The main objectives of SEMP implementation supervision to ensure that all proposed mitigation measure in the SEMP and EMP will be included in and compliance by construction activities and during the operation phase. Detail objectives of SEMP implementation supervision could be listed as the below:

- Identifying the chance in ambient environmental quality which have been assessed as well as unforeseeable environmental issues;

- Monitoring the chance in the environmental indicators due to construction activities.;

- Proposing additional mitigation measure, if needed;

- Complying with prepared SEMP.

5.1.3 Contents of SEMP implementation supervision

Two main environmental supervision of contractors including (i) mitigation measures compliance supervision (ii) ambient environmental quality monitoring.

5.1.4. SEMP compliance supervision

The compliance supervision is in order to check and confirm that the relevant parts involving in SEMP implementation will present their responsibilities as defined. The detail responsibility in carrying out mitigation measures have also listed in chapter IV and in table 4.2. The results of environmental supervision and monitoring must be presented in the periodic supervision and monitoring reports.

5.2 Environmental monitoring plan

The objective of the environmental monitoring plan is to verify the prediction of environmental impacts assessment and determine environmental performance and impacts to surrounding area. There are two categories of monitoring as monitoring of compliance and environmental parameters.

The environmental monitoring plan will also provide a basis for project executing agency -HUTDPMU to prepare environmental policies, take additional actions for mitigation as may be necessary and minimize adverse impacts. Environmental monitoring plan will be carried out in both pre- the construction and construction periods.

5.2.1. Environmental monitoring indicators

Monitoring of environmental parameters to assess the environmental impacts due to construction activities. Assessing the environmental impacts are determined through comparison with the results of environmental sampling before construction. Here are detailed environmental monitoring program including parameters, locations, frequency of environmental monitoring. (Table 5.2).

5.2.2. Environmental monitoring cost estimate

Legal basis:

The following documents are used as a legal basis for proposing detail environmental monitoring estimate cost.

• Joint Circular No. 01/2008/TTLT-BTNMT-BTC guiding the estimation of environmental protection under the budget for environmental.

• Joint Circular No. 45/2010/TTLT-BTC-BTNMT issued on March 03rd, 2010 of the Ministry of Finance, Ministry of Natural Resources and Environment guiding the use of environmental business fund.

• Circular No. 44/2007/TTLT-BTC-BKHCN issued on May 07th, 2007 of the Ministry of Finance - Ministry of Science and Technology guiding the construction norms and budget allocations for the subject, science projects and the technology used state budget.

• Circular 232/2009/TT-BTC issued on December 9th, 2009 of Ministry of Finance about the level of revenue collection, payment, management and use of preventive medicine and cost-border medical quarantine.

• Provisional Regulation on methods of monitoring, environmental analysis and data management-the Department of Environmental Protection, Ministry of Science and Technology and MONRE, 1999.

• The existing documents of State, Ministry of Transport and other relevant ministries.

Estimate costs for environmental monitoring program Cost estimate of environmental monitoring program in pre-construction and construction period on BRT route is 67,392,000 VNĐ. Detailing total cost for pre-construction and construction period shown in table 6.2.

Salary of expert implementing the environmental management and monitoring is in accordance with Engineer salary level 9/9 base on Decree 108/2010/ND-CP and Circular 05/2005/TT-BLDTBXH.

5.4. Monitoring report

Construction supervising consultants shall prepare monthly a separate report on the results in process of monitoring the implementation of EMP. This report is submitted for PPMU to comment. After receiving comments’ HUTDPMU, construction supervising consultants improve report and then submit report to HUTDPMU.

The reports of environmental parameters monitoring and compliance monitoring will be prepared by HUTDPMU at least six months per once and be submitted to the World Bank and People's Committees’ Thanh Xuan, Ha Dong district for approval. Based on the findings of the report, the World Bank and People's Committee of Thanh Xuan and Ha Dong district may require project owners to make more environmental monitoring plan and compliance with mitigate measures to minimize environmental impact.

If the environmental protection measures and mitigative measures are inconsistent with the actual conditions, alternative mitigative measures will be proposed and those measures also referred the consultation of local environmental agencies the - Division of Natural Resources and Environment of Ha Dong and Thanh Xuan district. CHAPTER VII

PUBLIC CONSULTATION AND INFORMATION DISCLOSURE

6.1. Content of public disclosure and consultation

Hanoi Department of Transportation has issued the letter no. 860/BQL-DA1 dated 14/07/ 2012 about “Get community comments to EMP of : BRT Realignment project, section: Khuat Duy Tien-Nguyen Trai To Le Van Luong interchange – Khuat Duy Tien – Le Trong Tan (Ha Dong) – Ba La – Yen Nghia – BRT component – Hanoi urban transport development project”. This official letter, enclosed with project documents and the summary report of EIA, has been sent to PC and Fatherland Front Committee of Thanh Xuan Bac, of Thanh Xuan District; Trung Van of Tu Lien District and La Khe, Quang Trung, Van Phuc of Ha Dong district for comment and public consultation on EMP of the project.

The HUTDPMU have received the official feedbacks from consulted parties, in general most of comments are agree with contents of EMP as well as arising environmental concern and proposed mitigation measures in the EMP, the detail comments as below:

6.2. Feed Backs of Ward’s People Committee

a) Thanh Xuan Bac Ward, Thanh Xuan district

Thanh Xuan Bac ward’s PC totally agreed with environmental impacts assessment pointed out in the reports. However, to ensure the environmental quality during construction phase, some suggestions could be listed as below:

- Ensuring set up appropriate schedule for noise and vibration generation equipment and vehicles to avoid impact on local people;

- Periodically carry out environmental monitoring to ensure ambient environmental quality in the project areas;

- The transport vehicles must be covered to avoid the spread waste and dust along the transport routes

b) Trung Van commune, Tu Lien district

Trung Van commune’s PC totally agreed with environmental impacts assessment pointed out in the reports. However, Trung Van commune’s PC also request the contractors and HNUTDPMU have to strictly comply with all proposed mitigation in this EMP to ensure environmental quality of the project areas.

c) Quang Trung ward, Ha Dong district y

Quang Trung Ward’s PC totally agreed with environmental impacts assessment pointed out in the reports. However, to ensure the environmental commitment of client, some further recommendation also proposed such as:

- Client has to carry out public announcement about construction time frame of the project before construction activities could be started and client has also provide project information, construction permission to local authorities.

- Client has to ensure the time frame of the project to reduce impacts on local people. Client also need to close cooperate with local authorities to mitigate any further environmental risks

d) La Khe ward, Ha Dong district

La Khe Ward’s PC agreed that project will not create any serious environmental impacts on local environment and local people. However La Khe Ward’s PC also note that the project will be constructed on the existing main streets with high traffic volume, therefore, client need to ensure the time frame of the project to reduce any risks from traffic accidents. Beside, La Khe Ward’s PC also request that proposed ECP will be strictly followed by the Client

e) Van Phuc ward, Ha Dong district

Van Phuc ward’s PC agreed that project will not create any serious environmental impacts on local environment and local people. However Van Phuc ward’s PC give several suggestions for further environmental protection during construction and operation phases, such as:

- Construction activities on the main streets and at the intersection must be scheduled appropriate to avoid traffic accident risks for both workers and vehicle users

- Discharged waste in the construction phase include construction waste, domestic waste and toxic waste must be collected, transported and treated in a properly manners

- Provide appropriate collection system to collect waste at the BRT stations during operation phase to ensure sanitation and environmental condition.

f) Yen Nghia commune, Ha Dong district

Yen Nghia commune’s PC agreed that project will not create any serious environmental impacts on local environment and local people. However, Yen Nghia commune’s PC also could like to note that construction activities on the main streets and at the intersection must be scheduled appropriate to avoid traffic accident risks for both workers and vehicle users and waste need to be collected to avoid environmental pollution in the project areas.

6.3. Respond of Fatherland Front Committee

a) Van Phuc Ward, Ha Dong District, Hanoi City

Fatherland Front Committee of Van Phuc Ward see that the ECP report has been covered all aspects of environmental consideration and assessment and agree that the project activities will not create serious environmental impacts on local people. However, recommend that environmental management and monitoring of the project need to be strictly follow, supervision by contractors, HUTDPMU to ensure the benefits of the project and Fatherland Front Committee of Van Phuc Ward also request that approval ECP report will be strictly compliance by client

b) Thanh Xuan Bac ward, Thanh Xuan district: has no feedbacks from Fatherland Front of Thanh Xuan Bac ward;

c) Trung Van commune, Tu Lien district has no feedbacks from Fatherland Front of Trung Van commune;

d) Quang Trung ward, Ha Dong district: has no feedbacks from Fatherland Front of Quang Trung ward;

e) La Khe ward, Ha Dong district has no feedbacks from Fatherland Front of La Khe ward;

f) Yen Nghia commune, Ha Dong district has no feedbacks from Fatherland Front of Yen Nghia commune.

6.4. Reply and commitment of Client

After carefully consider comments and feedback from local authorities, the HUTDPMU sees all comments, suggestions have been proposed base on the understanding of local situation therefore they are very useful for HUTDPMU in doing environmental management of the project. To ensure environmental protection and proposed mitigation will be complied by contractors, HUTDPMU commitment as following: subject in order to have feasible mitigation measure, details:

- All comments and suggestion from local authorities will be carefully considered for improving EMP of the projects;

- Will advance inform about overall project and construction time frame to local authorities and people in the project areas;

- Will ensure proposed construction time frame of the project to avoid any potential environmental impacts

- Will carry out traffic management on the main streets of Le Van Luong, Le Trong Tan, Quang Trung and Ba La – Yen Nghia to ensure traffic safety for both traffic users and workers.
