Began as ONR 6.2 Effort to Investigate the Strike Forecasting “Interactive Information Model”
• Data Collection and Analysis
– Data from four “experiments”:• Two ashore under simulated conditions
• Two on USS CARL VINSON, one during COMPTUEX
– Data includes:• Real-time domain expert observations
• Time stamped recording of key events
• Video tapes and screen capture
• Initial Results
– Compiled into Tech Report
• Provided foundation for the FNC Project

Issue Being Addressed:
Current tactical forecasting tools and processes do not provide accurate, timely planning support.
– Forecaster has many missions to support– Too much data to analyze– Tools that don’t work together– New technologies (mesoscale models) are
not utilized effectively– Information displayed to warfighter is not
easily understood
Objective:Develop, evaluate and transition environmental effects visualization capability with a warfighter focus (Become a HF Mission Effects Service)
– Produce forecasts that support tailored application of limited combat resources
– Present the right information: on time and accurate at every decision point

• EVIS mission effects products can be found via natural language searches
• EVIS uses the system to make other METOC products searchable, such as the Battlefield Update Brief (BUB) Weather Impact brief developed by OWS 18

• In cutting edge technology effort, a large program gives you access to a large pool of talented people, different approaches
• May be diverted from initial goals of the project in order to meet goals of the overarching program
• Requirement to use the standards of the larger program can reduce creativity
• Using open standards as they are still being developed causes increased complexity of the project
• A realistic focus on security requires more work than most people expect
• Limiting access to tools is counter-productive
