ASBESTOS FACTS1. Asbestos is a naturally occurring mineral.2. Asbestos is an excellent insulator that is not affected by heat or chemicals, and
will not conduct electricity, and will absorb noise.3. In 1971, the EPA declared asbestos unsafe.
4. Asbestos has been determined to cause severe health problems such as asbestosis (scarring of the lung tissues), and cancers of the lungs, esophagus, colon, pancreas, and stomach.
5. Health problems resulting from asbestos exposure can take 10 to 40 years after exposure to appear in an individual.
6. Asbestos must enter the body to cause health problems. This happens through inhalation or ingestion of asbestos fibers.
7. Asbestos fibers can become airborne and a possible health hazard when materials containing asbestos are disturbed or improperly removed.
8. Asbestos is safe and legal to remain in homes or public buildings as long as the asbestos materials are in good condition and the asbestos can not be released into the air.
9. There is no requirement to remove asbestos from buildings or private homes.

•June, 1978 Federal law banned the installation of all sprayed on friable asbestos containing materials (e.g., acoustic ceilings).
•August 25, 1992 The sale of asbestos-containing flooring and roofing felt, pipeline wrap, asbestos/cement (A/C) flat sheet, A/C corrugated sheet, and vinyl/asbestos floor tile was banned.
•August 25, 1997 The sale of A/C pipe, A/C shingles, and asbestos-containing commercial paper, corrugated paper, rollboard, millboard, specialty paper, roof and non-roof coatings, and automotive brake parts was banned.

DOES ASBESTOS HAVE TO BE REMOVED?
At present there is no requirement to remove asbestos materials from commercial, industrial or residential buildings unless the identified asbestos material has deteriorated to the point that it may become air-borne and, therefore, a possible health hazard. Even in a deteriorated condition, asbestos does not have to be removed if it can be repaired or enclosed (encapsulated). Depending on the type of asbestos that is deteriorating (flooring, pipe insulation, etc.) repairs may include wrapping asbestos pipe insulation in polyethylene plastic, or covering flooring material with a non-asbestos flooring material. Some people prefer removal as an option, but repairing or enclosing the asbestos is usually less expensive than removal. If removal is the option of choice, caution must be used by the owner in deciding who will remove the asbestos material.
Friable asbestos is the more dangerous and the most regulated type of asbestos. Removal of friable asbestos should be performed by an asbestos contractor with a Supervisor and workers accredited by the State. Non-friable asbestos is asbestos where the fibers can not easily be made air-borne. An asbestos release will not result simply from touching non-friable asbestos such as floor tile. Non-friable asbestos must be beaten or broken (such as floor tile), cut or sawed (as in sheet linoleum), or sanded (as in the mastic (glue) under flooring). Non-friable asbestos can become friable and a hazard if handled improperly, but normally an asbestos contractor is not required to remove this material unless it is already in a deteriorated condition or will become friable during removal.

Heating Oil Tanks
The OR-DEQ HOT Program handles issues related to:•Tanks storing fuel oil (typically Number 1 and 2 diesel oil) to heat buildings for human habitation.
•Requirements for the voluntary decommissioning of HOTs.•Reporting releases from HOTs and the cleanup of soil and groundwater contamination.•Rules for contractors working on HOTs and the cleanup of soil contamination.
For the purposes of DEQ's program, a heating oil tank is an underground tank used for storing heating fuel for use on site. The heating oil tank is part of a heating oil system that should be maintained and, if necessary, replaced just as roofs, appliances, furnaces and water heaters that require on-going maintenance and are replaced when they are no longer useful. The useful life of an unprotected steel tank is about 20 years.

Why Worry about Mold?Almost every species of mold has the ability to affect human health. The most common health effects of mold are respiratory problems, allergic reactions or cold and flu-like symptoms caused by the presence of spores and desiccated mold floating in the air. A more serious but less common concern is the effect of species of mold that produce chemical compounds that can be toxic to humans, including mycotoxins and antibiotics.

Why Worry about Lead?Health Effects:
Lead may enter the body by accidental ingestion of lead-contaminated items or by the inhalation of lead dust.
Lead is more dangerous for children because their growing bodies absorb more lead. Their brains and nervous systems are more sensitive to the damaging effects of lead. If undetected, children with high levels of lead in their bodies can suffer from: damage to the brain and nervous system, behavior and learning problems, slowed growth, hearing problems and headaches.

WASHINGTON - Contractors will have to take additional precautions when renovating buildings where children could be exposed to lead dust from old paint, the Environmental Protection Agency said Monday.The EPA announced new work place standards for renovations in older homes where children or pregnant women live, and in older buildings that house child-care centers or schools.The standard, which will take effect in two years, require contractors to train workers on dealing with lead paint, post warning signs, contain the dust in work areas, close all vents, keep occupants and pets away from lead-tainted dust, and verify proper cleanup.
"Contractors must be certified, trained and follow safe practices," said James Gulliford, EPA's assistant administrator for prevention, pesticides and toxic substances.The new rules apply to work done in housing, child-care facilities, and schools built before 1978, the year lead was banned for use in housing.While most newer structures do not have lead-based paint, Gulliford said two-thirds of the homes and half of the schools and buildings with child-care facilities built before 1960 contain some lead-based paint.
