INTRODUCTION:-

Broadcast Engineering Consultants India Limited (BECIL) an ISO 9001:2015, ISO 27001:2013 and ISO/IEC

20000:2012 certified, Mini Ratna, Central Public Sector Enterprise of Government of India was established

on 24th March 1995. BECIL provides project consultancy services and turnkey solutions encompassing the

entire gamut of radio and television broadcast engineering viz; content production facilities, terrestrial

transmission facilities, satellite and cable broadcasting facilities in India and abroad. It also provides

associated services like building design and construction related to broadcasting, human resource related

activities like training and providing man power. BECIL also undertakes supply of specialized

communication, monitoring, security and surveillance systems to defence, police and para-military

departments. BECIL has its head office in Delhi and corporate office in Noida. The regional office is in

Bangalore.

Over the years, BECIL has consciously groomed and developed a team of in-house, versatile and dedicated

engineers and also cultivated and harnessing a vast reservoir of professionals drawn from various fields of

broadcasting industry which includes public and private broadcasters, defence and cable industry.

Through this network of resourceful technical professionals, BECIL has established it pan India presence

to serve the needs of the industry.

BECIL is exploring business in the areas with less or no internet connectivity. Since BECIL is already into

examination business, it would like to empanel agencies for examination business in remote areas with

no-internet facility.

2. SCOPE OF WORK

BECIL is looking for empanelment of agency and make rate contract for commercially off-the-shelf solutions,

customized, implementation and configuration of solutions as per BOQ and specifications mentioned in this

document. The system solution so offered by the parties should be a user friendly and trouble-free

product/solution.

Wireless Tablets based exams testing innovative methodology computer based testing has emerged as unique

way to test large no. of students. The need to test students is continuous and requires lots of resources if it needs

to be done manually.

The digital age has simplified the life of society and helped mankind in achieving greater efficiency with lesser

efforts. Testing a large no. of students is a technological challenge if the internet services are not proper and

centers for testing are distributed over large geographical stretch so wireless tablet methodology evolved as a

result of market strategy.

The bidder's scope of work will cover Delivery of Readymade Software Package, Installation, Configuration,

Requirement Analysis, Customization, Training, Trial Run, Implementation Support till Go-Live, Documentation,

and Post Go-Live Maintenance till warranty period, as specified in various clauses in this document. Competent

technical expert should be deployed at customer site for smooth implementation of the project.

4 QUALIFICATION CRITERIA

4.1 QUALIFICATION CRITERIA

The bidder should be a company/ firm registered in India. The registered bidder should be operating in India

for a minimum of 3 years, having registered office in India. The Bidder should be registered with appropriate tax authorities such as Income Tax, Service Tax/GST etc.

and should submit valid certificates of registration with these authorities. The bidder must have authorized and globally accepted software certifications i.e. ISO-27001, ISO 9001 for

the software or Services. Bidder should be able to furnish a copy of latest Income Tax return (ITR) Bidders are neither allowed to join hands to participate in the tender nor allowed to submit multiple bids. In

case of detection of such, their bid (s) is/are liable to be rejected. No consortium will be entertained by BECIL. The bidder shall hold the full responsibility of the contract. Any consortium formed by the bidder at his end which was formed either to gain entry into the agreement with BECIL or during the project for the execution of the agreement will be at the sole risk and responsibility of the bidder and would lead to rejection of tender or termination of contract with penalty.

The Bidder shall not subcontract the awarded contract or part thereof without written consent of the BECIL of Delhi.

The bidder should not have been blacklisted in the past or otherwise debarred ever in the past (suspended on a holiday period, contract terminated prematurely for failure to comply with Terms and Conditions, EMD or Security Deposit Forfeited or adjusted against any damages or compensation payable) by any Government of India/State entities /PSUs/PSBs/Autonomous body under Central /State Departments or any other Government Body in India. (Provided undertakings)

The bidder must be engaged in at least five E-governance projects out of which at least two projects should be for any State/Central government

The bidder should be able to support the entire solution (PAN INDIA Presence) on a 24 x 7 basis. Bidder should have capabilities of Video Surveillance of CBTs (Please provide an undertaking for the same) The Bidder should have at least 30 persons working on pay roll of the company (Please provide an

undertaking for the same) The bidder should also have an average annual turnover of rupees more than one crore during the last three

years preceding the current financial year from Examination related services. The contract shall be on “End to End basis” that is from Concept to End Mile Delivery and the bidder should

have all relevant facilities and logistics available to execute the successfully the work. The Bidder should have appropriate digital technology, hardware for conducting Computer Based Test and

software, dedicated connectivity, trained proctoring staff, adequate security measures and due diligence etc. Bidder solution may also contain features such as Manual and Digital Based Scrutiny, Online Counselling, On

Screen Marking to cater digital age solutions in the spirit of Digital India. 5. EVALUATION OF THE BIDS

Technical Evaluation- Technical Bid will be assigned a maximum of 100 points. Bidders with Technical score of 70 and above will be eligible for the opening of the financial bid. All other financial bids will not be opened.

6 SUBMISSION OF BIDS

6.1 OVERALL BID CONTENT The bids shall comprise of two parts with following items and others as listed in the Annexure to this

document.

Part-1: Technical bid.

The Bidders shall have to submit their bid documents in hard copies i.e. Offline/Manual submission

Part 1 {Technical bid} and Part 2 {Commercial Bid} in the Department as per the dates mentioned in the Key

Events & Dates. All the bids should be properly indexed, numbered and hard bounded.

Part - 1: Technical Bid

a) Technical Bid should contain the qualification criteria and supporting documents (Datasheets/Brochures

etc).

b) Technical Compliance to the specifications

Part - 2: Commercial Bid

The price would be strictly as per format of the BOQ. The bids not conforming to the format shall be rejected.

6.2 GENERAL TERMS & CONDITIONS.

1. This EOI does not constitute and will not be deemed to constitute any commitment or confirmation on part of

BECIL for any purchase/work order to the bidder'(s).

2. Bidders shortlisted in the aforesaid EOI shall be required to sign an Agreement with BECIL on mutually accepted

terms and conditions. The maximum validity of such AGREEMENT shall be 3 years which may be auto renewed

further on mutually agreed terms and conditions of parties. BECIL has the right to cancel/terminate the

agreement without assigning any reason.

3. The bidder shall bear all costs associated with the preparation and submission of its response to this EOI,

including cost of Demo/Presentation for the purpose of clarification of the offer, if so desired by BECIL. BECIL will

in no case be responsible for these costs. The EOI document duly completed, numbered and signed by the

authorized signatory.

5. Due diligence should be exercised while providing information against the EOI Unnecessary or irrelevant

information will not give any advantage to the bidder. Only relevant and precise information should be provided.

If, any information provided by the bidder is found to be incorrect at any stage, it would render his or her bid

liable for rejection and the empanelment And Agreement shall be forfeited. The EMD will be forfeited.

6. At any time prior to the last date for receipt of offers, BECIL may for any reason, whether at its own initiative or

in response to a clarification requested by a prospective bidder, modify the EOI document and all formats

including annexure by issuing clarification(s) and/or amendment (s). In order to provide prospective bidders

reasonable time to take the amendment into account in preparing their offers, BECIL may, at its sole discretion,

extend the last date for receipt of offers and/or make other changes in the requirements set out in the invitation

for EOI.

7. While this EOI has been prepared in good faith, neither BECIL nor its employees make any representation or

warranty, express or implied, or accept any responsibility or liability, whatsoever, in respect of any statements or

omissions herein, or the accuracy, completeness or reliability of information, and shall incur no liability under any

law, statute; rules or regulations as to the accuracy, reliability or completeness of this EOI, even if any loss or

damage is caused by any act or omission on their part.

8. BECIL reserves the right to cancel this EOI without assigning any reasons. BECIL will not be under obligation to

give clarifications for doing the aforementioned.

9. Upon verification, evaluation / assessment, if in case any information furnished by the Bidder is found to be

false/ incorrect, their bid can be rejected and no correspondence on the same shall be entertained. Based on the

previous experience, performance & capability, eligible bidders will be categorized/shortlisted.

10. The Hardware, Software and other services provided under this RFP shall conform to the standards laid down

in the Scope of Work and Technical Specifications and requirements. The Computer Based Test Application

Software before installation will be subjected to 'Quality Assurance Test' prescribed by the respected client.

11. The security of the system should be foolproof and shall be treated as “not fool proof”, where un authorized

persons being able to access/infiltrate in to the system. The system may be the application software or a process

adopted by vendor/bidder.

12. The vender/bidder shall be liable to pay to the BECIL for any financial losses by way of some of system and

process failure.

13. The empanelled agency aligning the business will be given preference.

14. The qualified agencies will be empanelled at the L1 rate.
