    Echo Park is once again at theforefront by holding the first Candi-dates Forum for the 45th Assem-bly seat. On Saturday November19, 2005 a Candidates Forum forthe seat was held at the Echo ParkRecreation Center. The present As-sembly member for the 45th Dis-

    trict, Jackie Goldberg, is termingout and will be relinquishing herseat to the victorious candidate.

    The leading candidates, Christo-pher Arrellano, Gabriel Buelna,Christina Chavez, Kevin deLeon,and Elena Popp, were present. Af-ter each Candidate gave their open-

    ing statement, the Questions andAnswer period began. Questionsranged from Eminent Domain -Property Protection Act, SCA-15,

    the death penalty, Tookie Williams,Transportation - 710 ConnectorExtension, Air Quality, Open Spaceand Commitments.

    Questions from the moderatorand the audience had the Candi-dates really thinking before givingtheir answers. The audience sub-

    mitted handwritten questionswhich were asked to each Candi-date. By the nature of the ques-tions, the Candidates knew theywere in for a ride. The audiencecould be seen hastily writing thecandidates answers. One thing issure, we here in Echo Park remind

    elected officials of their promises.While questions were asked and

    answered, it was soon time to endthe Forum, just as everyone was

    really enjoying it. It was too soon toend, as we were all engaged in ourforum. The feeling in the room wasexcitement for this event and en-couragement for another Candi-dates Forum before the election.

    The election will be held in Juneand we look forward to hosting an-

    other Candidates Forum in theSpring. The Forum had proven tobe both enlightening and interest-ing and all had a wonderful time.We thank everyone for participat-ing, not only the Candidates, butalso the audience for their excellentquestions. A special thanks goes

    out to the Echo Park RecreationalCenter for permitting us to host theForum.

    before, the Echo Park Holiday Parade is back!Starting at 12pm Saturday, December 3, theHoliday Parade will travel down Sunset Boulevardfrom Lucretia to Lemoyne. This year the theme ofthe parade is "Holidays Around the World". TheGrand Marshall of the parade is CD1s CouncilMember, Ed Reyes. Other VIPs scheduled for theparade are Assembly District 45s AssemblyMember, Jackie Goldberg; CD4s Council Member,Tom LaBonge and Council Member-Elect for CD14,Jose Huizar. We have worked LONGhours and have quite a list of participants. We willhave volunteers to do such things as drive theparade vehicles, walk the parade route and keep itmoving, work the sign-in table. We will have

    convertibles for the VIP's and two stake-bed trucks.Its not too late if you would like to volunteer your

    You can be part of the Echo Park Lake countteam, identifying and counting the bird population.What will you see?

    The Lake is a rest and refueling stop forcormorants, ring-necked ducks, ruddy ducks,American widgeons, blue herons, great egrets,Canada geese, and several kinds of gulls and other

    migratory birds. Resident birds include Mallardducks, several types of doves, hummingbirds,blackbirds, and many others.

    The Echo Park Lake count, part of the 106thChristmas Bird Count that is conducted throughoutthe U.S., Canada, many Central and South Americancountries and Pacific islands, helps determine the

    health and diversity of local and migratory birdpopulations. Last years Echo Park Lake count team,one of many fielded by the Los Angeles AudubonSociety, noted about 25 species and over 1,000individual birds. LAAS compiles all local figures andsends them to the Cornell University Laboratory ofOrnithology, which does the master tally.

    The long awaited website for the Greater EchoPark Elysian Neighborhood Council is up, and its a

    hit. Point your browser to www.gepenc.organd take alook. The colorful website has been receiving rave re-views from the community. The hard work of the GEP-ENC, Information Exchange Committee has paid off.This site will become the online communication centerfor the Neighborhood Council.

    Among the features of the well-organized site areMeetings announcements for the GEPENC board andall the NCs standing committees. Within each com-mittees area are the date and time, location andagenda for the committees meetings. According toSteven Arthur, the GEPENC CIO, a key feature of thesite is that each committee chair can securely managetheir own committees postings, which even include anarchive of Minutes for each of the meetings. A NewsAlert feature on the Home page provides announce-ments and details of happenings and postings of infor-mation for the community. The sites main menu al-lows you to link to the WHATS NEW pages where morecomplete articles with photos and other aids are avail-able to provide a newsletter function.

    Other features of www.gepenc.org are FAQs(Frequently Asked Questions) page about the NC in

    English and Spanish. If you want to decide how theGEPENC works you can find the Councils Bylaws, alsoin English and Spanish. Also available are Links to amyriad of sites relating to the City of Los Angeles, theNeighborhood and Other Interests. The Contacts pageprovides an easy way to send emails to reach the GEP-ENC Executive board, your District representatives orthe Chair of any of the Committees.

    The site was developed by SAS Netdesign, a web-site production company that has been successful insatisfying the demand for high quality websites for anumber of Neighborhood Councils. Steven Shmerler,SAS Netdesigns chief says, the GEPENC site was one

    of the most complex sites to create because of theease-of-management requirements requested by theInformation Exchange Committee.

    El Centro del Pueblo received kudos from the Stateof California Department of Community Services and

    Development as part of a regular bi-annual Commu-nity Development Department (CDD) audit. The cityalso recommended El Centro del Pueblos Family De-velopment Network program be filmed in a documen-tary that will portray their FDN as a model program.This filming took place on Thursday, October 27.

    Each year, the Human Services and Family Devel-opment Division (HSFD) of CDD administers approxi-mately $7 million in state block grant funding. Thosefunds, the Community Services Block Grant (CSBG),are part of a national anti-poverty program to providea range of services to address the causes and condi-

    tions of poverty. The Community Development De-partment is part of a national network of agenciesthat administer CSBG funds and the only agency inthe City of Los Angeles.

    During their stay, HSFD staff took the auditors totwo program sites that are funded through the Com-

    munity Service Block Grant. They had a first handlook at New Economics for Women in the downtown/

    Westlake area and El Centro del Pueblo in the EchoPark section of Los Angeles. Both programs are partof the Family Development Network, a group of agen-cies that receive state funding administered by CDD.These programs provide comprehensive services tofamilies including financial literacy, youth advocacy,information and referral, health services, computerlearning centers, English proficiency classes, GEDclasses, sports and recreation programs, after-schooltutoring classes, parenting classes, legal assistanceand licensed counseling.

    At the conclusion of their visit, the monitors gave

    the Community Development Department's HumanService and Family Development Division high ratingsfor efficiency, vigilance in following all guidelines andthe quality or programs provided to communities bycontracted agencies.

    First of all I want to inform everyone thatMaryanne is back from her knee operation. Early inOctober she has a complete knee replacement. Afterseveral weeks of therapy, she has returned to theoffice. Maryanne thanks all of you who sent cardsand greetings while she was recovering. A little note

    from me, Maryanne is now a bionic woman!October is a favorite month for the staff and the

    kids. The staff enjoys planning scary events andshowing scary movies to the kids during this month.

    Michael chaperoned a sleepover with about 12 kids.An unexpected ghoul made a visit around 2 a.m.and literally scared the kids out of their sleepingbags. A few days before the sleepover, Imysteriously received a note indicating that animage was seen in the front windows early thatmorning. The person said the image was silver andsort of floated from window to window. Perhaps itwas the unexpected ghoul making an expected visit?Hmm!!!!!

    Our annual Halloween Party was a huge success.We gave out so much candy that the kids were on a

    sugar high for days afterwards. Actually they had toplay games to receive candy. We also had hot dogs,cookies, cake, and more candy. For those kids who

    were exceptionally skilled at the games, a genuineghost figure was won as a prize.

    Our capoeria class is still going on. We have had afew days off due to illness but we are going strong.We now meet two days a week, Tuesdays andFridays at 5 p.m. Our goal is to be able to performin front of the parents and invited guests in the nearfuture. For those of you who still do not know whatis capoeria, please feel free to come to the center onTuesdays or Fridays and take a peek at our practice.Do you see the picture? It is from one of ourclasses. We will be able to have this program for

    another three months. It not only teaches structureand discipline but also is great for building muscleand losing weight. Now all I have to do is keep thekids away from the candy, cookies, cake and junkfood.

    As I am writing this, the staff is getting ready forCCACs annual turkey dinner. After Thanksgiving,the holiday season will be upon us. Our calendar forthe month of December is quickly being filled upwith activities. CCAC staff and youth want to wisheveryone a wonderful holiday!

    Winter is upon us and before we know it, February will be here and EPIA, will once again participate in giv-ing away free Fruit Trees to members of the Community. The selection of trees to be given out are Apple,Apricot, Nectarine, Peach, Plum, and this year we will be giving out citrus trees of Orange, Lemon, and Tan-gerine. The Give Away is set for Sunday February 5, 2006, at 9:00am., at the LAPD-Stop In, 1572 SunsetBlvd, entrance is on Echo Park Ave. You must call EPIA at 323 882-4835 to reserve your tree(s), a limit of 2per residence, leave your name, phone # and your selection of Fruit Trees.

    As always, a call for volunteers goes out. EPIA will visit the Tree People on Saturday February 4, 2006around 9am to prepare the trees for distribution and here is where your help is needed. If you are able toparticipate in the preparation of the trees, then we would like to hear from you. In addition, on Sunday, theday of the give away, a few volunteers are also needed. Remember, you must call EPIA at 323 882-4835 toreserve your tree(s) and to let us know if you would like to volunteer.

    To those of you who have been recipients of fruit trees in past, we are sure you have enjoyed the fruit yourtree has given you. So friends, start thinking and preparing the soil where you will be planting that tree inyour back yard. As always we are looking forward to hearing from you.

    Echo Park seems to show up more and more in theHollywood spotlight serving as the backdrop foreverything from Volkswagen commercials to the cops-gone-bad flick Training Day. But even we weretaken aback that our hillside neighborhood had madeits way into ABC-TVs Lost a television show seton a deserted island!

    Apparently, one of the characters stranded on theisland is an LAPD cop traumatized by a controversialshooting in Echo Park an experience made real toviewers through the magic of flashbacks.

    SPEAKING OF HOLLYWOOD, a location shoot inElysian Park is working the last few nerves of someEcho Park residents. The third and latest installmentof The Fast and the Furious has brought carchases, revving engines and low-flying helicopters tothe park. The screeching tires after midnight wasextra grating for those within earshot.

    Echo Parks business district took a happy turnthis month when the rooftop sign on JensensRecreation Center rooftop blazed back to life. Thebold green, white and red letterssituated below theworlds slowest-moving bowling ball once againdazzled the pedestrians on Sunset Boulevard.

    Because the sign has been so troubled, we knock

    on wood every time we see it lit up. Still, the ownersof the building deserve praise for their attempt torevive one of the most magical features of ourbusiness district.

    THE 1924 LANDMARK ALSO HAD a starring roleat this years Historic Echo Park Home Tour, as oneof 10 sites that drew 300 people to Echo Park Lake.Equally impressive was the battalion of more than100 volunteers all of whom made it a fun,interesting way to see and experience theneighborhoods on each side of the lake.

    By the way, the lake will get more attention onDecember 1, when the Cultural Heritage Commissionwill decide whether to make the lake a cultural-historic landmark. That nomination was prepared onbehalf of the Echo Park Historical Society.

    WITH THE ARRIVAL OF THEholidays, Echo Parkssocial season has kicked into high gear. But perhapswe can sum it up in a single, abbreviated paragraph.

    Here goes: EPIA Holiday Potluck on December 1.Holiday Parade on December 3. Garage SaleFundraiser at Chicken Corner on December 10. EchoPark Historical Society Potluck on December 10. Andthe Peter Shire ceramics sale on December 11 complete with entertainment and holiday gift boothfrom the Echo Park Animal Alliance.

    See how easy that was?

    AND FINALLY, DARE WE EVEN MENTION theneighborhood council elections? No less than sixchallenges were filed after the balloting on Oct. 29 leaving the results up in the air until the citys Human

    Relations Commission makes a decision.Bad behavior was on full display on Election Day.One particularly low moment came when candidatesoutside Logan Elementary School tried to persuadelast-minute voters that the polls had already closed even though several minutes remained in theballoting. Very classy.
