Pro"otions are in te nature of gifts wic a #erson as a rigt to refuse. A$toug !ras"o was under a #er"anent a##oint"ent, se acce#ted te #ro"otion to 1P. <aving done so,se ad aandoned or given u# er for"er #osition. Fen se acce#ted te te"#orar% a##oint"ent, ineffect, se aandoned er rigt to securit% of tenure.
