Introduction

Every year the Education, Audiovisual and Culture Executive Agency (EACEA) publishes Compendia of

all projects selected for funding under the annual Call for proposals of the Erasmus+ Programme. The

present publication is dedicated to the projects awarded in 2014 under the centralised actions of the

Key Actions 2 (KA2): EPALE National Support Services (NSS).

The Compendia are part of the Executive Agency's contribution to a better dissemination of

information about on-going projects and networking among project coordinators. In the Compendia

you will find a short description of each project, the contact details of the beneficiary and the grant

awarded. Please also note that project descriptions included in this Compendium are provided by the

applicants at the application stage. For further information you may use their web sites.

In order to complete the picture, below you will find a brief overview of the aims and objectives of

the KA2, EPALE National Support Services (NSS).

EPALE (Electronic Platform for Adult Learning in Europe) is designed to become the reference point

for adult learning in Europe, providing a collaborative space for the sharing of policy, news,

experience, pedagogical material and good practice in the field.

The platform will offer European as well as country-specific information and resources, bringing

together under a single roof information on adult learning policy at European and national levels, on-

the-ground practice examples as well as learning resources for adult education staff.

Under the broader policy priorities defined in the Europe 2020, the ET 2020, the renewed European

Agenda for Adult Learning, the Re-thinking Education Strategy and the Opening Up Education

Communication, EPALE aims to achieve the following objectives:

Improve the quality of adult education in Europe through the internationalisation of adult

education organisations and the professional development of their staff;

Host Communities of practice in the various fields of adult education and between all

stakeholders, such as teachers or policy makers, including the National Coordinators for the

implementation of the European Agenda for Adult Learning;

Facilitate the creation and sharing of open educational resources to be used when teaching

adults, including on the use of new technologies;

Support strategies and activities to increase participation in adult education;

Increase knowledge and raise awareness on the importance of adult education;

Provide networking opportunities for adult education stakeholders for developing and

carrying out joint projects, including with support of Erasmus + funding.

Under the present call 30 NSS were selected and finally funded.

Description: This project was elaborated in response to and in support of the European Commission initiative for improving thequality of adult learning, establishing a powerful pan-European sector for adult learning and creating opportunities forprofessionals in this field to reach all adults by establishing a new multilingual community – Electronic Platform for AdultLearning in Europe (EPALE). The National Support Service (NSS) will join efforts for the purpose of achieving totalsuccess with the National Focal Point for implementation of the European Lifelong Learning Programme, the NationalAgency Erasmus + and the National Coordination Group for Lifelong Learning.

A launching information day, regional workshops in Southern and Northern Bulgaria, and a national forum at the end ofthe project will be organized for raising the public awareness about EPALE and encouraging the representatives ofvarious concerned parties to commit themselves to the Platform.

A survey will be conducted for the identification of the stakeholders, which will also include identification of resources(research, up-to-date materials, good practices, etc.), which the institutions and organizations have at their disposalregarding the five main EPALE themes, as well as identification of the needs for a specific content, in order toguarantee that the provided information will be updated. As a result, a national contact network BG – EPALE will be setup.

It is envisaged to organize at least 3 discussion panels in suitable online forums within thematic or social networksincluding the questions under EPALE main themes, which are brought to the fore as important for Bulgaria in thenational survey.

The NSS will assist in developing the Platform in content aspect, by creating and maintaining a resource library,keeping a regular news column and event calendar related to adult learning in Bulgaria, issuing an e-bulletin.

A competition will be organized to motivate the Platform’s users in terms of forum activeness and content quality, whichwill cover the five main EPALE themes.

Description: EPALE will be the main instrument for fostering internationalisation of adult education based on the use of electronictools and modern technologies in Lithuania. There are no more platforms which could offer and enhance internationalonline cooperation among adult education providers in Europe.The main priorities of the Lithuanian NSS will be as follows:

•To increase awareness on the importance and quality of adult education in Lithuania (especially in the regions)through promotion of EPALE portal activities;•To encourage networking of adult education institutions and adult educators in Europe;•To foster development of e-partnership projects and creation of adult teaching/learning materials using newtechnologies and innovative methods;•To promote EPALE for Erasmus+ adult education sector’s key actions as online based tool for collaboration amongdifferent adult education stakeholders.

Target groups:

•Adult education providers (institutions, adult educators) working with low-skilled, unemployed, Migrants, (ex)prisoners, seniors, volunteers, people with disabilities at regional, local, national level•Public authorities responsible for adult education: National Coordinator for the European Agenda for Adult Learning(hereinafter – National Coordinator), local authorities education centres, leaders of adult education centres.In order to disseminate information about EPALE platform and its possibilities as wide as possible and reach maximumnumber of identified target groups, special attention will be given to communication and cooperation with umbrellaorganisations having strong networks in Lithuania, such as Lithuanian Association of Adult Education, Lithuanian AdultEducation Centres Leaders Association, Association of People with Disabilities, Association of Local Authorities inLithuania, Association of Libraries/Museums, Lithuanian Universities Continuous Studies Institutes Association,Universities of the Third Age.

The NSS will put effort to have a dialogue with the National Coordinator and other national, regional and local educationauthorities and promote the benefits of EPALE portal and adult educators’ participation in international projects.Furthermore, EPALE experts’ network will be established in order to foster closer adult education providers networkingon regional level and bringing EPALE platform closer to the adult community of various special target groups’. The NSSwill work in collaboration with the EPALE experts who will help to distribute information in regions.Main activities:•selection and training of experts;•information campaign during the Adult learning week in cooperation with Lithuanian Association of Adult Education;•organisation of information seminars in all Lithuanian regions;•creation of national sub-webpage, competition/award event.

Description: The Danish NSS for EPALE will work to establish EPALE as one of the primary sites for adult learning in Denmark.

The objectives of the Danish NSS are:• to bring EPALE to the Danish adult education community in all forms• to motivate the adult education sector to engage with, contribute to and participate in EPALE• to support the Central Support Service in delivering quality content to the platform

In order to achieve this we will do the following:• We will establish a reference group with members from all major stakeholders in adult educationin Denmark that will meet at “mini-seminars” 3 times in this contract period.• We will arrange a high profile conference on adult education in order to launch EPALE in Denmark.• We will arrange “coffee-meetings” with local and regional multipliers all over Denmark.• We will invest considerable resources in participating actively in the daily life of EPALE, in developing and animatedebate on the national sub-page, answer question, identify stakeholders and content and invite contributions.• We will integrate EPALE in all relevant activities by the Danish National Agency. And we will integrate the relevantactivities of the National Agency in EPALE.• We will provide support for multilingualism and translations.

This strategy and the activities outlined below aim at accomplishing the following goals:• Create awareness of EPALE in Denmark• Engage stakeholders and make them contribute to the platform• Attract existing beneficiaries and new users to EPALE

However please note that we continuously will adjust objectives, key messages, resource allocation and plannedactivities in accordance with observed results and feedback from the Commission, the CSS and in particular thestakeholders.At the time of writing we have for instance not had time to evaluate the results of the EPALE survey conducted by DGEducation and Culture and the EPALE Central Support Service which we just received today.

Description: Main priorities:Main priorities will relate to the promotion of the EPALE to the adult education national community through variouspromotional events, production of content to be added to EPALE and cooperation with CSS in relation to overalldevelopment of EPALE. Target groups:Primary target group will be all formal and non-formal adult education organisations, teachers, trainers, managers,scholars, representatives of public authorities responsible for education and employment of adults. Some activities willalso target the general population, individuals and professionals who are working in fields of education, career guidanceand employment of adults.Main activities:Activities will include organization of EPALE promotional events, as well as promotion of EPALE at the other events.These activities will be accompanied by promotional videos, promotional materials, promotional advertisements andelectronic newspaper. Activities will be undertaken in order to identify content to be added to EPALE (focus group, deskresearch, meetings with adult education stakeholders), and to motivate users to participate in EPALE. Most relevantnational content will be translated to English.Activities will also include registration in the EPALE, participation in the discussion groups and usability tests, helpingthe CSS to answer queries, provide support to users, updating the EPALE national page, editing/checking resourcesidentified by the CSS, attending the events organized by CSS.Main outputs and results:1. Kick-off and final conference, 12 regional promotional events, 6 promotional events within the Lifelong learning weekorganized2. Description: The Electronic Platform for Adult Learning in Europe EPALE is a new initiative funded by the European Commission. Itaims to become recognised as the authoritative resource for the European adult learning community. It will be open toall adult learning stakeholders: teachers, trainers and volunteers, as well as policy-makers, researchers and academicsinvolved in adult learning.EPALE will deliver a range of distinctive features, making it the significant help for quality development of adult learningin Europe: a European calendar for events and training courses relevant for adult education, a library of resources,blogs on topic issues and thematic discussions around important adult leaning subjects. The site will offer interactivenetworking, enabling users to link with others all around Europe, engage in discussions and exchange good practice.News feeds and feature articles by leading experts in adult learning will ensure that the latest adult education policy anddebates are accessible to EPALE users. EPALE will be multilingual, so users in any Member States can make full use of the site and its many resources. It isgoing to be an open membership site meaning that users can connect with other adult learning professionals,practitioners and volunteers throughout Europe. Each participating country will contribute information, events, resourcesand multilingualism. The EPALE National Support Service in Poland (NSS-PL) will manage the national pages of the EPALE site, will carryout the tasks described in the call for proposal: - to support the general implementation of EPALE by working with CSS; - to contribute to European communication activities organised by CSS and implement national ones;- to network with adult education stakeholders in Poland; - to gather resources to feed the common platform and to contribute to the development of the content proposed on theplatform;- to promote the platform and to encourage and monitor registration and active participation by the adult educationstakeholders in Poland; - to develop Polish versions of European resources and English version of Polish resources.

Description: The aim of the EPALE National Support Service (NSS) in the German-speaking Community of Belgium is to providestakeholders with information about the formal and informal, vocational and non vocational adult education available viaEPALE, and encourage them to register on the platform, make use of the opportunities offered by EPALE, participateas actively as possible in the interactive opportunities available and contribute to developing the platform. Active use ofall that is offered on EPALE should help institutions and establishments to increase their international presence as wellas promoting the vocational further education of staff working in the adult education sector.To achieve this, the EPALE National Support Service will, on the one hand, put in place a national communicationsstrategy in the German-speaking Community, network with the stakeholders in the adult education sector in thatcommunity and monitor registrations and the participation of registered stakeholders on the platform. On the otherhand, the NSS will work closely with the Central Support Service (CSS). As part of that cooperation, the NSS willsupport the CSS, inter alia by conducting communication activities at a European level, guaranteeing that the platformis multilingual, building up and further developing the platform content and raising awareness of EPALE in the Germanspeaking Community. Priority will be given in the first stage of EPALE implementation to providing advice andinformation to the various beneficiaries.The main target groups are, on the one hand, providers of school-based, SME-centred, agricultural, pedagogical andinformal, non-vocational further education and, on the other hand, the Rat für Erwachsenenbildung (Council for AdultEducation), the Weiterbildungsdienst (Further Education Service) of the German-speaking Community and decision-makers in the field of education policy at ministerial and government level.EPALE will be promoted first and foremost via the communication channels of the National Agency for Erasmus+ at theJugendbüro (Youth Office) of the German-speaking Community. In addition, one to one information and advisory talkswill be conducted with individual adult education providers. Furthermore, the NSS will hold presentations about EPALEat events organised for Erasmus+. A flyer will also be printed to raise awareness of EPALE and this will be sent by postwith a covering letter to all stakeholders in the adult education sector.We will organise lunchtime conferences for adult education providers with a view to encouraging the variousstakeholders in the sector to contribute to developing the platform content.

Description: The aim of the Slovene NSS will be to promote EPALE platform to wider adult education community (target groupsdirectly and indirectly involved in the AE) and to encourage users for active participation.Priorities of the Slovenian EPALE NSS will therefore be the following:- to promote the EPALE platform to wider adult education target groups, - to encourage and motivate adult education teachers, professionals, policymakers, other relevant stakeholders,Erasmus+ NA staff and NSS to contribute to the platform content, - to assist users to successful access and use the platform, - to actively contribute to the multilingual platform,- to establish a national EPALE expert group as a professional and consultant body to the NSS.

The target groups which will be primarily addressed are adult learning teachers and professionals, policy makers,employment officers, counsellors, researchers, regional authorities and media/journal specialised in education. Theywill be targeted either directly or through different associations, networks.

The main activities will be dedicated to promotion, motivation and activation of the EPALE platform and encouragementof users to active participation at the platform – uploading documentation and commenting on EPALE blogs, foras andforums, casting their votes for the most popular contents, resources. The majority of the activities will be in a form ofEPALE platform presentations, its purpose and rationale, held at different events organised by the Erasmus+ NA (NSS)or the National coordinator of the EU Agenda for AE (National Institute for Adult Education). Furthermore, a video aboutthe usage of the platform will be produced as well as video guides, discussions with the users will take place, webinarsand workshops will be prepared.

Concerning the main outputs, results and products, apart from the above mentioned, EPALE platform will consist ofrelevant national documentation related to adult education (policy documents, news, reports, studies, events, projectsand project results). The result of the project will be a well promoted and known platform, developed promotionalmaterial – leaflet and poster of EPALE with the link to the platform, promotional video and video guides how to use theplatform and webinars.

Description: The NSS will roll out a communication strategy to inform the adult education community about EPALE in terms of itspurpose and functionality. To enable this the NSS will engage in a number of activities as follows:• A national launch event will be held in 2015. The launch will target policy makers and practitioners. The launch willfocus on introducing EPALE to the adult education community in Ireland in terms of its purpose and how it will work.The launch will also provide for a discussion forum for participants to suggest themes and content and to considerfurther use of the platform in a national context. Description: The Austrian EPALE National Support Service is located at the Nationalagentur Lebenslanges Lernen (National Agencyfor Lifelong Learning) and thus comes under the umbrella of the OeAD-GmbH [Austrian Agency for InternationalCooperation in Education and Research].The purpose of EPALE is to support the high-quality work carried out in the adult education sector and give freshmomentum to the promotion of exchanges with other European educational establishments and institutions.There have already been a number of remarkable boosts to quality (e.g. the LLL:2020 strategy and the Ö-Cert qualityframework) originating in Austria. At national agency level, particular attention should be drawn to Austria’s coordinationof the QALLL thematic network (Quality Assurance in Lifelong Learning with a focus on VET and Adult Education). Thefindings were presented by a representative of the Austrian national agency to the European Commission’s ‘ThematicWorking Group on Quality in Adult Learning’ and are included in the working group’s final report.At national policy level, the adoption of an Austrian strategy on lifelong learning (LLL:2020) in July 2011 represented amilestone. When rolling out EPALE in Austria, the NSS will take account of national circumstances. The aim is toinvolve the Austrian adult education sector in European activities to an even greater degree than before. The adult education landscape in Austria is highly diverse. The Austrian EPALE NSS plans to set up an Advisory Boardin order to involve all key representatives and reach the target group(s). High priority will be given to promoting EPALEat Erasmus+ and Lifelong Learning events because projects can enliven the platform with attractive content. In turn,possible online partnerships are an interesting way for the projects to consolidate information exchanges. Description: In its role of National Support Service (NSS) for the EPALE platform in Spain, the Sub-directorate General for LifelongLearning (hereinafter referred to as SGALV) aims to play a key role in the growth and development of the platform byparticipating actively in all its tools under the instructions of the Central Support Services (CSS). The Spanish EPALENSS will also engage in exhaustive networking between the potential national stakeholders to contribute to theobjective of the European Commission of turning the platform into the reference point for adult learning in Europe andinto a cooperation space to share education policies, news, experiences, teaching materials and best practices in thefield. The project starts with the creation of a national communication strategy to promote the platform between all the adulteducation stakeholders (policy makers, professional, education and training providers, etc.) who will be identified todesign a directory of stakeholder at local, regional and national level. Besides the dissemination of information to thosestakeholders who the SGALV had contact with previously, it is intended to broaden the directory of stakeholders bymeans of an analysis of the adult education reality in our country and the suggestions provided by the currentstakeholders. Description: EPALE will be launched in Germany with a national launch event. The National Support Service will use variouschannels and activities to raise awareness of EPALE in Germany’s adult education community. Information aboutEPALE will be provided, on the one hand, in online and print publications produced by the NA-BIBB (Nationale Agenturbeim Bundesinstitut für Berufsbildung – National Agency at the Federal Institute for Vocational Education and Training)or by third parties and, on the other hand, at events organised as part of the European Agenda for Adult Learning orErasmus+. With these activities, we are addressing both disseminators and stakeholders in the adult education sectorand teaching staff with experience in adult/further education.

Statistical data, specialist information and discussions on topics related to further/adult education will be put on theEPALE platform. The data originate from the close cooperation of the EPALE NSS with both the Deutsches Institut fürErwachsenenbildung (German Institute for Adult Education – DIE) and the Federal Institute for Vocational Educationand Training. On the basis of these discussions and publications, staff at the EPALE NSS and at the DIE will pencontributions for online communities and the interactive areas of EPALE. These will be contributions for discussion foraor blogs or be used as proposals for new topics to be addressed.We will organise seminars on the possible applications of, and the spectrum of opportunities offered by, EPALE so thatall areas of EPALE, especially the interactive ones, can be used extensively by as many people as possible. Theseminars will take place in all regions of Germany and targeted primarily local and municipal educational networks.To encourage users to get involved in the online community and remain involved over the long term, we will establishlinks to the day-to-day lives and working environments of users. The extent to which users find the information providedin EPALE to be interesting, helpful or informative will be reflected in the extent to which those same users are likewisemotivated to participate in discussion fora or to use EPALE as a source of information. Description: The base for all efforts in the SE NSS will be that EPALE is the answer to a European and national demand. The natureof national demand will initially be mapped in close cooperation with existing networks and subsequently in newlyformed networks and reference groups. The result of the centrally performed EPALE survey will be analysed at nationallevel. Questions from the survey will be re-used in the mapping process. The aim is motivating the Adult Education (AE) community to participate in EPALE. The SE NSS is hosted by theSwedish Council for Higher Education (UHR). UHR is a Swedish authority responsible also for Erasmus+,Euroguidance, Europass, Eurydice, Nordplus Adult and several national initiatives. The initial steps will thereforenaturally be to work through existing networks and to form new ones in order to reach stakeholders and actors indifferent sectors and at different levels. Following the general European priorities, the national results of the EPALE survey, and the national Erasmus+ andEuropean Agenda for Adult Learning priorities, focus will be put on basic skills and on transition from education toworking life. Special attention will be paid to the staff category Counsellors in all AE sectors.In order to reach the informal (and not only the formal and non- formal sectors), efforts will be made to reach targetgroups as museums and libraries given the importance of guidance for this group.Cooperation between other NSS hosting EPALE will take a start for early evaluation, sharing of experience andcoordinating/developing future activities. To begin with focus will mainly be on the Nordic countries since there is a longtradition of cooperation in the area of AE. Nordplus Adult with financial support to transnational mobility and projectcollaboration, and the Nordic network for adult learning (NVL), financed by the Nordic council of Ministers. The SE andthe FI NSS will cooperate in providing support for multilingualism and translations as well as peer reviews of thesuccess of EPALE in our countries.The SE coordinator of the European Agenda for Adult Learning together with the contact points for Nordplus Vuxen andNVL will be important partners.In order to enhance the different European initiatives that are taken in the area of AE the SE NSS will make use ofexisting networks and events. The Erasmus+ programme, Euroguidance, The European Agenda for Adult Learning willall arrange seminars and meetings where the adult education community can be reached. UHR together with the SE coordinator for the European Agenda for Adult learning has newly established a network withabout 20 other national authorities being involved in the AE sector in some way, including the Ministry of education andresearch. Actions will be taken by the NSS to complement this mainly formal and non-formal adult education network bysetting up networks and reference groups reaching stakeholders from the informal sector. Description: EPAL will be hosted in EPOS vzw, the organisation that hosts the National Agency for ERASMUS+ in Flanders. Theaim is motivating the field of Adult Education (AE) – especially teachers and trainers- to participate in EPALE in order touse it in their work / professional development. As the EPALE Survey of the Commission in May 2014 indicated that ‘Quality’ and ‘Learning Environments’ are the mostimportant priorities for the respondents in Belgium, EPOS will in this first period focus on these topics. The target groups are all AE providers and stakeholders in the field of the formal and non-formal sector of AE. In theinitial phase EPOS will mainly start with the existing networks and contacts it already has. In order to widen the targetgroups of stakeholders EPOS will put priority on continuous VET and social life. In its activities and strategy EPOS will cooperate closely with the Erasmus+ /Adult Education National Agency, theNational Coordinator for the European Agenda for Adult Learning, the Flemish Grundtvig advisory committee and thecentres Ryckevelde and Alden Biesen.The main activities of EPOS will be the promotion of EPALE and its potential for AE by implementing a communicationstrategy that focuses on awareness-raising, the stimulation of people to register to the platform and to make thembenefit from it. Description: The main objective of the NSS is to establish EPALE in Iceland as an engaging, enriching and user-friendly place for allactors in adult education, and to inform and involve different stakeholders, including adult education staff, providers andpolicy-makers.Key target audiences are adult education staff, Lifelong Learning Centres, Higher Education Institutions, Association forLocal Authorities and Regions, Association of Adult Education Providers, guidance counsellors, enterprises and socialpartners. Target audiences will be identified on the basis of actors identified by the Ministry of Education, Science andCulture. The NSS will also establish an expert consultation group which will support it during the work programme, notleast in identifying target audiences. In addition, the NSS will regularly consult with the National Coordinator of TheEuropean Adult Education Agenda and the National Agencies of Erasmus+ and Nordplus.The NSS plans various activities until end of 2015 and among other things the NSS’s communication strategy willamong other things consist of a launching event, thematic meetings with stakeholders, use of social media,establishment of EPALE ambassadors and dialogues with multipliers, such as social partners and employers.The NSS will participate in the animation of the EPALE platform in different ways. NSS staff, Icelandic EPALEambassadors, and other multipliers will be active on the platform on regular basis. The NSS will also confer activelywith other NSSs.The NSS, in cooperation with the expert consultation group, will identify adult education content to publish on EPALE,such as literature, studies, education material, guidelines and handbooks which exist in Iceland with the experts'consultation group. NSS will motivate users to contribute editorial content in various ways, such as by creating NationalAwards/Quality Labels. The NSS will further allocate time to support multilingualism through translations using bothinternal and external resources.The main results will be: a significant amount of registrations; launch event; printed and on-line information material;active group of experts; a comprehensive directory of stakeholders; contribution to the animation of the platform;Icelandic adult education content published by both NSS and users; considerable amount of translated material.

Description: As the EPALE NSS for the UK, we will help improve the impact of adult learning through the following priorities:-Maximise and widen participation by UK adult learning professionals-Provide and encourage high quality content -Develop synergies with Erasmus+ and the National Co-ordinator for the European Agenda for Adult Learning-Plan for sustainability beyond 2015 by establishing a viable online community

Our target groups will be teachers, trainers, policy makers, academics and other professionals directly involved in theadult learning sector in the UK. We will have a particular focus on ensuring the different contexts and needs of thedevolved administrations of the UK are catered for.

The main activities will cover launch, start up and sustainability phases and will include:-Promotion of the platform to adult learning professionals through a communications strategy which maximises the useof multipliers-Direct (face to face) and digital engagement with professionals and stakeholders active in the sector through a seriesof national and regional events and outreach-Sourcing and generation of high quality ‘hard to access’ UK-based content to submit to the platform themes, library,calendar and blogs -Development of national EPALE awards to recognise high quality contributions-Regular liaison with the Erasmus+ National Agency, National Co-ordinator for the implementation of the EuropeanAgenda for Adult Learning and other National Support Structures

The main outputs will be:-Number of participants in UK EPALE events -Number of UK-based adult learning professionals registered on EPALE-Amount of new material submitted and published on EPALE by UK users-An active and relevant UK national page within the platform-Involvement by stakeholders via the Erasmus+ Adult Learning Consultative Group

The result, by 31 December 2015, will be an active and sustainable UK EPALE community of users that is making atangible contribution to the quality of adult learning in the UK.

Description: Romania is facing many challenges regarding an increased demand for a better skilled work force, a declining workingage population and a low participation in adult education and training. In order to tackle these challenges and providedifferent solutions, the Romanian National Qualifications Authority as NSS proposed through this project to bringtogether different stakeholders interested in adult education into a virtual world, to help them stay connected, to keepthem informed and motivated in building a ‘single European voice’ in adult learning. Description: The main priority of the Cyprus NSS is to inform the Adult Learning Community in Cyprus about EPALE. Informationabout EPALE and the activities of the Cyprus NSS will be disseminated to policy makers involved in adult education,employment and social inclusion, teachers and trainers, adult educators and adult education providers throughcollaboration with their associations, governmental and non-governmental organisations, competent governmentalauthorities and also through publicity campaigns.In order to achieve the successful dissemination of information about EPALE to the target groups mentioned above, adirectory of stakeholders will be created. For the development of the directory, collaboration will be sought with theNational Coordinator for the EU Agenda on Adult Learning, the Erasmus+ National Agency, the Commissioner ofVolunteerism and NGOs, and the Directorate General for European Programmes, Coordination and Development of theRepublic of Cyprus. These organizations will be informed about events and other activities that are relevant to EPALE’swork. In addition to the development and updating of the directory of Adult Education stakeholders, a national event /conference in order to launch EPALE and the Cyprus NSS, as well as two regional publicity events / information dayswill be organised in order to disseminate information about the platform. The identification will be further promotedthrough all the other events on Adult Learning, Social Inclusion and Employment that the Cyprus NSS staff willparticipate in, in order to promote EPALE. Finally, TV and radio spots, as well as publicity campaigns, will invite adulteducation organizations to contact the Cyprus NSS in order to get involved in EPALE. In addition, the Cyprus NSS will cooperate with the National Coordinator for the EU Agenda on Adult Learning in orderto identify potential stakeholders at local, regional and national level. Moreover, contacts with the Foundation for the Management of LLP Programs (Erasmus+ National Agency) will ensurethat the stakeholders that participate in the Calls and the Events of the Agency will get informed about EPALE. The Cyprus NSS will animate online communities through the EPALE platform via different activities, such as providingcontinuous support to registered users of EPALE.Also, the EPALE platform will be promoted to the wide public through all the electronic channels that the Ministry ofEducation and Culture of Cyprus manages. Specifically, all the material related to the promotion of the platform (calendar of events, seminars, workshops, pressreleases), as well as key resources (pamphlets, leaflets, video and audio spots) that will be available through theEPALE platform will also be disseminated via electronic means. This means, administered and managed by theMinistry of Education and Culture, they will reach a wide range of individuals, ranging from students, adults and othercategories of people. Regarding the identification of adult education content and resources, the Cyprus NSS, will makesure that existing adult education content and resources will be presented on EPALE. The process mentioned above will be communicated to the stakeholders during the information and other events thatwill take place during the lifespan of the project. In addition, a competition among the several stakeholders will run formaterial content/resources that promote specific areas of adult education in Cyprus. A national quality label will beprovided to the successful individual, local, regional or national stakeholders. Apart from the competition, the CyprusNSS will also motivate adult education and training stakeholders to contribute editorial content by highlighting theopportunities and benefits they will gain.Regarding multilingualism and translations of relevant Adult Education content and resources, the NSS staff willcontribute to the European glossary that will be developed by the CSS.

Description: EPALE will be hosted in Dům zahraniční spolupráce (DZS), the organisation that hosts the only National Agency forERASMUS+ in the Czech Republic. The main goal is to motivate the stakeholders (field of Adult Education (AE) – especially educators, teachers andtrainers, experts for the field of adult education - to participate in EPALE and use the advantages for their work,professional development and sharing good practice. Due to the fact that DZS has been responsible for releasing the OECD research “Programme for the InternationalAssessments of Adult Competencies” (PIAAC) we can profit from the experience and results. Therefore we are awareof the strengths and weaknesses of adult skills and competencies in the Czech Republic. Due to that we will be usingEPALE and PIAAC on-line tools to help develop skills of Czech adults. Description: We are convinced that the EPALE platform can play a strategic role in improving the quality of adult learning in Europeand in developing a community in the sector. The need for a reference point on a European level has long since beenfelt and EPALE will fill this gap!So in the start-up and launching phase, our effort will mainly concentrate on “spreading the good new”, with thefollowing priorities:•informing the adult learning Italian community – in the formal, non-formal and informal sectors – of the existence ofEPALE through an ad hoc communication strategy and through all the channels at our disposal, plus others created onpurpose (Italian NA website, newsletter, social network, Indire web site, …);•promoting EPALE at national level, focussing on the following target groups: associations, organisations, publicbodies, universities, local, regional and national authorities involved in adult education;•networking with adult education stakeholders in Italy;•involving the large audience of Grundtvig former beneficiaries in order to promote the EPALE and to contribute activelyto the development of its contents;•co-operating with the National coordinator for the implementation of the European Agenda for Adult learning.

Description: The priority is to develop the Electronic Platform for Adult Learning in the Slovak Republic linked to the ElectronicPlatform for Adult Learning in Europe. EPALE will become a tool to an interactive cooperation between all thestakeholders and relevant subjects in the field of adult learning community. Its priority objectives concern motivation ofall participants, professional and easily comprehensive access to all adult topics within Europe and Slovak Republic,ideas and information exchange concerning adult learning and well-structured access for each user to meet theirexpectations regarding the content as well as receiving feedback for NSS in order to support continuous developmentand sustainability of the platform. On the national level, we plan to present EPALE as a unique tool that is able toprovide the information sharing and improve cooperation support. On the local and regional levels EPALE will stand forthe best tool of information source in the field of adult education of its environment. The target group involves all theparticipating parties in the adult learning sector. These are the ministries, the policy makers, researchers, academics,teachers, trainers, institutes, volunteers, Civil Service representatives, individuals. The multilingual content will providefor easily comprehensible content even to the foreign participants. Therefore we plan to reinforce the cooperation withother countries due good practices sharing.Regarding the activities, we plan to establish the body of National Forum, which will comprise the representative ofministries of the Slovak Republic to cover all topics and themes in the adult learning sectors. Working meeting,workshop and a conference will extend the opportunity to carry out the planned tasks. Via formal approach of all thestakeholders on local, regional and national level we head for establishment of communication system of adult learning.Through building trust in EPALE, raising awareness of efficiency of EPALE, the NSS – National Lifelong LearningInstitute will generate the platform in order to bring all users the network with the perspective of unification, reliabilityand coverage of the issues of the adult learning.The main outputs will be the development of the national communication strategy (The National Forum/Directory ofstakeholders) with the representatives of the ministries, who will develop and support the communication with otherparticipants. The project output will be interactive and multilingual platform of EPALE as the product of communicationactivities and wide contribution of all participants. The NSS will support all the providers of adult education, e.g. thepractitioners, policy makers, individual adult learning professionals, institutions, national associations for adult, media/journalist specialised in education, universities, regional authorities through organisation of meetings, workshops, aconference, distribution of letter, questionnaires, and data evaluation. To enhance the motivation of involvement ofstakeholders and individual to the EPALE the NSS will organise a competition followed by certification awards. Throughthe platform we will provide forums, blogs as well as comments. Moreover, the representatives of the employers’ units,associations and institutes will elaborate the content of the adult education in order to define priorities for actions for theadult learning sector. The sustainability of the National Forum for adult learning in order to establish working system willbe one of the key outcomes on the national level.

Description: The host organization of the NSS, CIMO, is the National Agency for the Erasmus+ programme (alltarget sectors). This ensures that NSS can fully benefit of the expertise and existing contacts of theNA and that in the implementation of EPALE and Erasmus+ plus the synergies can be fully exploited.The priority of the activities of the NSS lies in the implementation of the communication strategy ofEPALE platform during the first activity period. The objective of the NSS is to get the adult educationsociety aware of EPALE and its opportunities and encourage members of this society to register intothe platform and start using it actively in order to develop the professional capacities.The communication strategy covers the whole contract period. The work will start by using theexisting tools and networks, at the same time the NSS will look for new target groups and networks inorder to reach stakeholders and actors in different adult education sectors at different levels.As a link between the NSS and grass root level actors a network of EPALE ambassadors will becreated. Their task is twofold: to spread the information about EPALE among adult educationpractitioners and to contribute to the content production of the platform. The ambassadors will beselected representing different sectors of adult education; the plan is to identify 5 ambassadors duringthe first activity period.The evaluation of the EPALE activities in Finland will be subcontracted with an external expert. As aresult of it the NSS will regularly receive information about the implementation of EPALE in Finland.The target groups for EPALE platform are adult education providers, stakeholders, policy makers,researchers, teacher trainers and media. The big variety of organizations in the field of adulteducation makes the information activities demanding and the information has to be modified indiverse ways according to the target groups.Main outputs and results:- During the first activity period 800 registrations from the Finnish adult education field and theiractive participation in EPALE activities- A successfully working network of EPALE ambassadors- A well operating national content production covering diverse themes and different adulteducation sectors.- A quantitative and qualitative evaluation of EPALE activities in Finland which will serve as a sourceof information for developing the priorities and activities in the future.- New inspiration for the adult education work from news, articles, best practices from othercountries.- A smoothly running translation practice, languages are not an obstacle in getting informationfrom other countries.

Description: Through this project the Directorate for Lifelong Learning (DLLL) aims to play a key role in disseminating informationabout EPALE amongst adult learning stakeholders in Malta. This connecting andsharing of content is particularly relevant when considering the island context and the need to network with theinternational adult learning community.The following priorities have been identified: 1. Implement an effective communications strategy and disseminate information about EPALE to the Maltese learningcommunity with a possibility that this is shared with the international learners. 2. Identify stakeholder, motivate and engage them to participate in EPALE. 3. Support the Central Support Service (CSS) in delivering innovative, quality content originating from Malta. 4. Use the interactive space to network, collaborate and establish relevant European partnerships in the field of adultlearning. Description: The overall objective of the National Support Service for France (NSS-FR) is to participate in the development ofEPALE (e-Platform for Adult Learning in Europe) by, on the one hand, publicising it among the different adult learningactors in France and encouraging them to take an active part in the platform’s activities and, on the other, supportingthe Central Support Service (CSS) to make quality content available in a multilingual, dynamic and interactiveenvironment.It will be NSS-FR’s top priority to make the most of its position within the Europe-Education-Formation-France agency,the national Erasmus+ France/Education & Training agency, the national coordinating body for the European Agendafor Adult Learning and the Europass and Euroguidance mechanisms, along with its steering of the ECVET (EuropeanCredit System for Vocational Education and Training) national team of experts and its monitoring of the EFTLV(Lifelong Learning), Tempus and Mundus programmes to promote EPALE. In return, the French users of EPALE willbecome aware of the opportunities of the Erasmus+ programme.In addition to the bodies already identified in the agency’s mechanisms, the NSS-FR will focus in particular onsupplementing its network of partners and potential contacts in order to attract EPALE users. To this end, NSS-FR willrely on a Steering Committee made up of 10 representatives of major national actors.The primary target group will comprise private and public actors involved in providing general and vocational continuingtraining, focusing particularly on under-qualified adults, especially in terms of access to basic skills. The strategy andresources implemented will be appropriate to the target group.In order to achieve these objectives, NSS-FR will implement the following activities:- promotion, particularly via social networks;- online organisation of communities around EPALE (webinars, thematic forums, newsletter);- specific user support (educational, practical guide);- selection of innovative content;At the end of this initial project, the main outcomes will be:- a directory of the main adult learning actors in France;- the provision of French educational resources on EPALE around each of the five themes, along with information onpolicy developments;- increased awareness and recognition of EPALE among specialist actors;- the creation of an active and dynamic community of French users;- use of EPALE by project owners and Erasmus+ applicants.

Description: The Dutch EPALE-NSS will put EPALE as platform in place in The Netherlands, to put it on the map in the world ofAdult Learning. Important objective is to re-contextualise the field of Adult learning in the communication to focus bothon Life Long Learning and the basic skills of adults.Staff working for the NSS, are also involved in the tasks of The National Coordinator Adult Learning and the NAErasmus+ which enables synergy to share expertise, networks, channels and events.Target groups can be divided into three categories: Policy makers, Providers and Practitioners and Research andDevelopment. The communication will go through existing channels and their own networks.The priorities are to create an environment for stakeholders and actors to find each other, collaborate, share informationand learn from each other.The EPALE survey shows that in the Netherlands the majority of people is not satisfied with the current way ofgathering information and material and welcome a platform like EPALE. They will mostly use it for finding and sharinginformation and good practices and are willing to join forums and other interactive components.Main activities are finding and creating content, animating the platform and encouraging members of their target groupto contribute actively and passively to EPALE. A team of ambassadors will be formed with two representatives fromeach target group. The ambassadors will play an active role in promoting EPALE. Through active, regular (and/orscheduled) blogging, posting and commenting the NSS and its ambassadors will help animating the platform.Information meetings for each target group and a starting conference will be organised to promote EPALE. The NSSwill join current cooperative initiatives in the AE field.Content (e.g. weblinks, research, handbooks, manuals, guides, articles, magazines, case studies, conferenceconclusions, meetings reports, teaching material, open educational sources, methodologies to engage learners,examples of projects, etc) will be created or located and put on EPALE, after content check and editing by the NSS.Impact will be monitored by evaluative surveys after all meetings and an interim report. In EPALE, the user will be giventhe possibility to indicate the usefulness of the different content and ask for translation which the NSS will promptlydeliver.

Description: The EPALE Project must be understood in articulation with all the activities and projects undertaken by the NationalAgency for Qualification and Training (ANQEP). In this context, and taking into consideration the referred instruments(among others), ANQEP has been developing activities and projects aiming the production, distribution and promotionof deliverables and outputs for supporting the activity of adult education and training professionals, such as:•European Qualifications Framework – National Coordination Point (Project)Actions, publications and activities focusing on the following objectives, among others: promoting the participation of awide range of stakeholders in the discussions and new developments related with the NQF and the EQF;Stimulating research work and analysis around one of the main issues that are a novelty of EQF compared to other pre-existing systems to compare education and training systems, such as ISCED: the learning outcomes approach.•National Coordinators for the Implementation of the European Agenda for Adult Learning 2014-2015 The methodology of the project is linked to the production of software, based on the already existing program todevelop basic skills and adopted to a model of distance learning.

Taking this in consideration, a great deal of possible inputs to the EPALE platform can result from the deliverables andoutputs of those activities.Thus, our main target group is all the stakeholders involved in adult education: The training centres, schools,universities and researchers, the social partners (trade unions and business associations) and many NGOs, e.g. thoseworking with adults/older people or defending those people´s rights.Therefore our first priority is to make the EPALE homepage known all over the country and to invite as manystakeholders as possible to register and contribute to the content of the EPALE homepage.We will address to all the known schools and training centres by direct email contact (a list of these centres alreadyexists). Furthermore, we will start a nationwide dissemination campaign that includes information about EPALE in radioand TV spots and in newspapers as well as advertisement in public transport as busses and trains and outdooradvertisement on billboards.We will also spread continuous information about the ongoing implementation of the EPALE project inour monthly newsletter with about 20.000 readers all over the country. In addition to that, actual EPALE information willbe available on Facebook.Our aim is to continuously receive contributions from the stakeholders that might be interesting forthe EPALE community and to make them accessible through the EPALE homepage. Thesecontributions may consist in: Research results, theses, scientific investigations, best practiceexamples, media articles, specialist literature.Based on the number of “likes”, we will award a prize for the best contributions posted. Apart from that, the authors of the three most “liked” contributions during the first year will be invited to make apresentation on the nationwide EPALE launching event that will take place in the second half of the project period.By the end of the project it will be published e-book format with the best contribution of each monthof the project lifetime.To drive the discussions on the homepage we will create a blog with at least one new issue everymonth in the beginning (later on 2 proposals per month) and the possibility of a “pro and contra”format.

Thus, the aim of the Project, such as defined, is to reach the maximum number of potential users of the platform in themost impactful way possible, in a way to potentiate its usage and increment potential contributions.

The activities foreseen in the project are also relevant to the setting of the communication channels, the procedures andthe rules between the potential contributors and the NSS.
