Background
NGP is a government strategy under its priority agenda “Resource Conservation and Productivity Enhancement” to achieve strong positive impact to society and environment.
Background
EO 26 was issued by PNoy last 24 February 2011 mandating DA-DAR-DENR convergence initiative to develop a National Greening Program with other concerned agencies for:
Poverty reduction
Resource conservation and protection
Productivity enhancement
Climate change mitigation and adaptation

NGP shall plant 1.5B trees in 1.5M hectares of lands for a period of 6 years from CY 2011 to 2016

ERDB is tasked to oversee and lead in the production of quality planting materials
Implementing Units
ERDS collaborates with other sectors in the region (DA, DAR, LGU, SUCs, DepEd, DND, NGO and other DENR sectors) and provides the lead role to ensure success

22 DENR Clonal facilities were established to ensure the production of quality planting material and provide a backbone in the implementation of NGP.

DENR has partnered with 27 SUCs to augment the need for the production of quality planting materials. Also, the SUCs have multiple functions (instruction, research and extension) which are needed in the development and transfer of technologies to the different stakeholders.

Initiated to verify existing potential Seed Production Areas nationwide from natural stands, established plantation, previous reforested areas, public lands, etc.
Each province was instructed to identify and validate existing SPAs in natural stands and established plantation except PAs with a contiguous area of 4 hectares.
Establishment and Management of Seed Sources
Seed Production Area (SPA) – or seed stands which provide the primary source of phenotypically superior planting materials. They are not directly linked to the establishment of seed orchards (the advance sources of improved planting materials), but they function primarily as an interim source until progeny tested seeds are obtained from the seed orchards.
Individual Plus Trees (IPT) – If the plantation stand does not qualify for SPA, the widely spaced Individual Plus Trees (IPTs), preferably 25-50 trees per hectare can also be used as seed source. No isolated IPT will be included to avoid the consequences of inbreeding.

ERDB in partnership with the National Research Development Corporation (NRDC) established a four (4) mycorrhizal production facilities mass produce mycorrhizal inoculants.
Mycorrhizal inoculants will help ensure high survival rate and growth of the produced planting materials (from clones, seed and wildings) when outplanted in the field.

Mass Production, Product Promotion and Marketing of Mycorrhizal Inoculants
ERDB and NRDC mycorrhizal production facilities
Initiated to determine the baseline/ benchmark data information on the social, economic infrastructure, biological, physical and spatial components of selected NGP sites nationwide.
Aimed to organize and store gathered information in a databank for future size.
There were 4 components (socio-economic, biological, spatial and physical) that will be handled by the ERDB technical staff.

Data gathering included the use of descriptive designs, conduct of surveys, interviews and other methods to collect necessary information.
All the baseline information gathered on socio-economic, biological, physical and spatial components of the selected NGP sites nationwide were inputted in the database.

For 2013, a total of 16 NGP sites were baselined and reports were already submitted to the Office of the Secretary.
For 2014, a total of 32 NGP sites including mangrove areas and bamboo plantation were baselined.
For 2015, a total of 32 NGP sites including mangrove areas are being baselined.
Establishment of Baseline/ Benchmark Information
DENR through ERDB, partnered with DND in the implementation of the Bamboo Project in support of the NGP. The Memorandum of Agreement was signed in 11 June 2013 at Fort Ramon Magsaysay, Nueva Ecija.
The project aims to produce planting materials of bamboo and establish a plantation within the reserved area of the Philippine Army at Fort Ramon Magsaysay.
