JKSPDC Business Plan
From existing installed O&M capacity of 759 MW,
JKSPDC plans to increase it by almost 5 times to
4488.5 MW by 2020

By 2020, JKSPDC will have at least 8 plants under O&M
with installed capacity above 200 MW
To cater to this rapid growth in the next 7 years, JKSPDC should have effective project execution and proper operations & maintenance of its plants supported by functions like HR, Legal, IT, Finance, Commercial, Vigilance etc.
An Organization Structure aligned to its future needs, a phase-wise Manpower Plan as per the organization structure combined with an Manpower Policy to ensure skilled manpower is available for smooth project execution as well as operation & maintenance

Why Restructuring?
Business Imperatives Structural Implications
► Need to develop the capability of managing Large/Mega Projects (from Concept to Commissioning)
► Setting up Governance Mechanisms for maintaining checks & balances
► Ensuring funding for multiple project execution
► Ready for generating additional funds by external investment and getting listed
► Ensure high capacity index of all operational plants
► Manage multiple PPAs as JKSPDC moves from one customer model to multi-customer model
► Corporate structure should support field structure with overall policy guidance and support in day to day operations
► Structure needs to have a independent focus on identifying & developing new business opportunities
► Creation of structure to ensure timely completion of upcoming projects
► Need for strong focus on O&M for achieving and maintaining high capacity index for running plants
► Need for single point responsibility for managing commercial aspects
► Need to build synergy between various support functions in the organization and create single point responsibility for HR, IT, Finance etc.
Proposed Organization Structure for JKSPDC should take into account existing and future business imperatives and must be scalable in alignment with the organizational growth

Manpower requirement for Mini Power Plants had been calculated basis the actual analysis of JKSPDC plants and their current context. Most of the Mini Plants are in Ladakh region and the norm has been provided keeping that in mind. In future, majority of the plants are either Large or Mega. However, as suggested, reporting of Mini Plants to SDGM (E) and SDGM (C) should be done on case to case basis considering practical and geographical constraints

Interview
Interview committee can decide on the interview weightage. As a guidelines, 50% weightage can be given to assess the Technical Skills and its application, candidate will be asked 10-12 technical questions on his experience and application of technical skills. 30% weightage can be given to assess the Managerial Skills and its application will be asked 8-10 managerial questions on his experience and application of managerial skills. 20% weightage can be given to assess exceptional performance in the past, any accomplishment

At Junior and Middle Management levels, the current designations would be classified into clusters as shown below:
Assured Career Progression for Engineers
► The vacancies will based on defined clusters ensuring intra-cluster promotability
► The intra-cluster promotability will provide for an assured career path to an employee subject to meeting a minimum benchmark performance criteria
► Eligibility for promotion as per government rules and regulations
► Sanction of posts will not be a limiting factor for promotions within a cluster. For example, if you are an DGM, you can reach up-to an SDGM level without any vacancy limitation
► For Engineering Cadre, movement from Manager to AGM, there would be a defined quota for promotion. This is in alignment with the practices followed in other organizations
► Inter-cluster promotions will be based on availability of vacancies and performance for all cadres
► An officer could be given a maximum of two higher pay scales (assuming a service of 36 years)
► First higher pay scale on completion of 12 years of service
► Second higher pay scale on completion of 24 years of service

How employees can join JKSPDC after taking VRS
►Employees may take Voluntary Retirement from parent department in accordance with the provisions of the JKCSR.
►Parent department may pay all terminal benefits due to service rendered.
►Employees join JKSPDC afresh and can be covered by EPF/NPS as the case may be.

Project Allowance
Project Allowance will be given to employees based on Hard and Soft Locations for Projects & Plants Projects Hard Location- 20% of Basic Pay Soft Location- 15% of Basic Pay Plants Hard Location- 10% of Basic Pay Soft Location- 7% of Basic Pay Hard and Soft Locations will be notified by JKSPDC from time to time
House Rent Allowance
Employee to be given an option to keep the family at hometown and the HRA to be provided of that location Bachelor Accommodation to be provided rent free at project site
Performance Related Bonus
A certain defined percentage will be decided by JKPSDC for calculating Performance Related Bonus. Maximum of 5% of the PBT is the government guidelines. This defined percentage will be used to calculate Performance Related Bonus corpus. Out of this PRB Corpus:
a) 50% of the PRB will be given to the employees of the operational Plants where the capacity index is equal to or more than 85%
b) 30% of the PRB will be given to the employees working in the Projects which have achieved the milestones in the year
c) 20% of the PRB will be given to other employees of the Corporate/Regional offices
Health & Accident Insurance
All employees to be covered under Group Accident Insurance Scheme All employees to be covered under Hospitalization Insurance Cover – Empanelled Hospitals upto Rs 1 Lakh
Facilities Entertainment and recreational facilities to be provided at each location
Extension of Service For good performing employees, an employee may be retained in service for two years beyond the age of superannuation to be evaluated through an objective and transparent evaluation system.
Government rules as applicable for deputation will be followed. Employees on deputation to JKSPDC shall, however, be governed by other corporation related allowances.
