3 Project Modifications

TAP Project Modifications Overview

3.1.1 Presentation of Project Modifications

The present ESIA Amendment report introduces to the ESIA basecase 7 major reroutings and

around 110 minor reroutings. Major reroutings are considered those that extend beyond the

500m corridor studied during ESIA preparation. As such, they are subjected to thorough

investigation, at a level similar to the rest of the ESIA basecase route, in order to make sure that

likely environmental, socioeconomic and cultural heritage impacts associated with the proposed

reroutings are identified and mitigated as appropriate. The following major reroutings are

considered:

Amfitriti rerouting

Kosmio rerouting

Nestos rerouting

Nea Karvali rerouting

Drymos rerouting

Pyrgoi rerouting

Foufas – Eordea rerouting

A brief presentation of these reroutings is provided in this Section, while more details on the

environmental, socioeconomic and cultural heritage baseline of the rerouting areas are given in

Section 5.

A number of smaller changes to the pipeline route have been proposed as the engineering

design is advancing and the engineering team addresses local needs and requests. These

changes are small and lie within the ESIA basecase route corridor that was studied in detail in

the ESIA for the TAP Project. As a result these changes are not considered any further.

Additionally, the project team introduced an alternative method for representing the various points

of the pipeline than the one used in the ESIA which was based on kilometre points (KP). The

reason is that the KP of a given point tends to change when a change in the route takes place

and this can lead to confusions when referring to the specific point. For this reason the use of

intersection points (IP) has been introduced. As its name suggests, an IP is inserted in every

point of the pipeline where its direction changes. IPs are given in a sequential order starting at IP

0-1 at the Greek – Turkish borders (identical to KP 0) to IP 728 in Nea Mesimvria, and from IP

1001 at the same point (Nea Mesimvria) to IP 1315 at the Greek – Albanian borders. The

relationship between IPs and KPs of the ESIA basecase is presented in detail in Annex 4.3 of this

ESIA Amendment Report.

3.1.2 Rationale for Project Modifications

As a result of the major or minor changes to the pipeline route the engineering team had to

reconsider the location of some of the permanent and temporary installations of the Project, i.e.

block-valve stations (BVS), pipe yards and camp sites. These changes are also described in this

Section.

It is important to note that the vast majority of the reroutings (both major and minor) presented in

this ESIA Amendment have emerged as a result of the extensive ESIA public disclosure

procedure and the ongoing stakeholder engagement that TAP is committed to. Stakeholders at

all levels (either as individuals or through their administrative bodies, institutions etc) expressed

their concerns or alternative proposals regarding the Project, which resulted in the reroutings that

have been assessed by TAP and implemented in the pipeline route and are described in detail

herein.

These were put forward through official communication with TAP or during the numerous

stakeholder private and public meetings organised by TAP during the stakeholder engagement

process or the ESIA Public Disclosure. It should be noted that TAP has already held more than

400 meetings at all levels. In line with the company’s commitment, TAP has considered

stakeholder concerns or proposals and, where reasonable and feasible, has accepted them for

implementation.

In fewer cases, route changes have come as a result of more detailed engineering studies that

have necessitated alterations to the ESIA basecase.

In all cases, the proposed reroutings underwent thorough investigation to ensure that

environmental, socioeconomic and cultural heritage considerations are duly taken into account.

Modifications in Pipeline Route

3.2.1 Major Reroutings

3.2.1.1 Amfitriti rerouting

The proposed rerouting spans from IP109 to IP125. It was designed in order to take into

consideration the plans for the construction of a new hospital to the north of the ESIA basecase

and keep a greater safety distance (see Figure 3-1). The planned hospital is now over 650m

away from the proposed new route. The overall length of the rerouting is 3,730m, slightly longer

(374m) than the ESIA basecase.

3.2.1.2 Kosmio rerouting

Kosmio rerouting spans from IP251 to IP289 (Figure 3-2). It was proposed by the local

administration and concerned individuals as they argued that TAP would further hinder the

development of the area, taking into account the impact from the already existing DESFA pipeline

and the road infrastructure. The overall length of the proposed rerouting is 17,324m, 900m

shorter than the ESIA basecase.

3.2.1.3 Nestos rerouting

Nestos rerouting spans from IP374 to IP387 (Figure 3-3) and lies to the south-southeast of the

ESIA basecase. The rerouting runs in parallel to an existing channel and gravel road in an area

of non-private land. It was put forward by the Mayor of Nestos and the Municipality’s technical

department of irrigation with the aim to minimise crossing of private land and damage of the

sensitive irrigation system installed there. The overall length of the rerouting is 14,878m, slightly

longer (700m) than the ESIA basecase.

3.2.1.4 Nea Karvali rerouting

The Nea Karvali rerouting spans from IP394 to IP405 (Figure 3-4). It was proposed by the local

Community (based upon a rerouting suggestion of the Technical Chamber of Greece – Branch of

East Macedonia and Thrace) with the aim to shift pipeline further away from the community of

Nea Karvali which is heavily affected by the existing infrastructure projects (gas pipeline,

tankfarms, Highway etc.). The overall length of the rerouting is 4,960m, approx. 1160m longer

than the ESIA basecase.

3.2.1.5 Drymos rerouting

Drymos rerouting spans from IP677 to IP684 (Figure 3-5). The route was designed to avoid close

proximity to sports installations and to allow more area for future town expansion, following a

relevant request by the Municipality of Oreokastro. The overall length of the rerouting is 3,300m,

slightly longer (271m) than the ESIA basecase.

3.2.1.6 Pyrgoi rerouting

Pyrgoi rerouting spans from IP1136 to IP1144 (Figure 3-6). It was designed to optimise crossing

the apple plantations of the area and minimise damage to agricultural installations, i.e. trees

support, irrigation networks, crop protection netting, etc. The overall length of the rerouting is

4,710m, slightly longer (80m) than the ESIA basecase.

3.2.1.7 Foufas - Eordea rerouting

Foufas – Eordea rerouting spans from IP1169 to IP1196 (Figure 3-7). It addresses requests by

the Municipality of Eordea to avoid crossing an area currently under development for

construction, it allows community plans for small hydropower development in the area and it

accommodates individual requests through route optimisation. The overall length of the rerouting

is 10,755m, slightly (25m) shorter than the ESIA basecase.

3.2.2 Minor Reroutings

A number of other changes to the pipeline route have been introduced to the Project as the

engineering design is advancing and the engineering team addresses local needs and requests.

Their main goal is to optimise the pipeline route and minimise the impact on the affected land.

These changes are small and lie within the pipeline route corridor that was studied in detail in the

ESIA for the TAP project. They are presented in Annexes 4.1 and 4.2.

Modifications in the Location or Design of Project Installations

3.3.1 Block-valve Stations (BVS)

3.3.1.1 BVS design

As explained in the ESIA, BVS are installations that allow the operator of the pipeline to interrupt

the flow of gas in the pipeline in a safe and controllable way and thus to isolate sections of the

pipeline. The building structure of the BVS now comprise small buildings of a total building

surface of about 33 m². They are installed in fenced areas of approx. 700 m².

Details on the building structure of the BVS are provided in Annex 4.4

3.3.1.2 BVS location

The installation of 23 Block-valve Stations is considered under the updated project design. The

locations for many of them are the same as presented in the ESIA basecase, but few needed to

be relocated in order to accommodate the modifications to the pipeline route as described in

earlier sections. The updated BVS locations are given in Annex 4.1, while an overview of the

changes is presented in

Table 3-1 below.

3.3.2 Temporary Installations

Similarly to the BVS, changes have occurred as a result of the reroutings or the advances of the

engineering design to the temporary project installations, i.e. the pipe yards (PY) and the camp

sites (CAMP). The updated locations of these installations are given in Annex 4.1 while an

overview of the changes is given in

Table 3-2 below. For many of them alternative locations have been proposed in order to address

likely availability issues, i.e. cases where the land plot cannot be made available to the project.
