Aim:

To develop indicators and indices that can be used to measure territorial cohesion, complex territorial development, structural issues, territorial challenges and opportunities as well as territorial effects at different geographical levels and types of regions.

Main challenges:

- Find a shared understanding of territorial cohesion (TC) and of means to achieve it.

- Define what to measure and how

- Representing divergence or convergence of territories towards main EU territorial policy priorities.

- Visualizing the regions that diverge clearly from average / target and in what kind of policy priority.

- Classifying the regions by results: new typologies?- Flexible indicators, will follow policy development

- Problem of definition of TC- Diverging goals of TC and means to achieve them- Many possibilities to measure - Find a few understandable indicators (no complex)

representing many goals- Lack of data despite huge number of indicators

(problem of level and coverage)- Follow recent policy development and new

challenges
