TheCountywillusetheanticipatedresourcesoftheCDBG,HOMEandESGprogramstofundtheprojectsidentifiedinthe2016OneYearAction

Plan.Inaddition,theCountyanticipatesthatwiththeFederalHousingFinanceAgency'swilldirectFannieMaeandFreddieMactobegin

allocatingfundstotheHousingTrustFundandtheCapitalMagnetFundpursuanttotheHousingandEconomicRecoveryActoof2008.Begining

in2016itisexpectedthat65%ofthesefundswillbeallocatedtoHUDandultimatelytoStatesandparticipatingjurisdictions.Thesefunds,80%

Basedontheprojectactivitiesfundedin2014and2015,thecurrentbalanceoffundsavailable,andtheanticipatedawardof

$806KinPY2016,theCountyprojectsitwillcommit$850Kto$1MMduringPY2016.

ThenumberofHOMEassistedaffordablehousingunitsyieldedbyfutureprojectsdependsinpartontheamountoffunds

leveragedagainsttheCounty’sHOMEloans.Forexample,theCountyprovidedfundingforaseniorcitizenhousingprojectin

BellevillethatwasprimarilyfundedbyotherfundingsourcesbutyieldedahighnumberofHOMEassistedunits.

HandinhandwiththeexpansionofCaseManagementfundinginitiativescomesagreaterabilitytoservethosewhoare"chronicallyhomeless",arefamilies(withandwithoutchildren),veterans(andfamilies)andunaccompaniedyouth.Thecoordinatedassessmentwillbecriticalinordertogettheseclientstothemostappropriateprogramsswiftlysothattheycanbeserved.TheCoCalsohasamembershipcommitteethatiscommittedtohavenongrantfundedcommunityassetscometothetabletoassistwheretheremaybeagapinexpertiseandexperiencedealingwiththesepopulations.TheVA(VeteransAssociation)andDCP&P(formerlyDFYS)bothhavecontactpersonsinwhichcometomeetingsandalsoareavailabletohelpagenciesandclientsnavigatethroughtheirownindividualsystems.Inadditiontheserelationshipsarecriticaltoconnectingclientstoservices.AnyonewhoisrunninganESGfundedprogramisrequiredtoutilizeanyandallresourcesnecessaryinordertofullyservetheclient.

TheDivisionofHousingandCommunityDevelopmentisamemberoftheComprehensive

EmergencyAssistanceSystem,whichisacommitteethatoverseestheEssexCountyContinuumof

Care.ThetaskoftheCEASandCoCistoidentifyhomelesspopulationsthatmeetHUDsdefinitionof

homelessnessandalsothosewhoareimminentlyandpotentiallyatriskofhomelessness.Another

taskoftheCoCandCEASistodecidehowfundingsourcesandcoordinationisadministered

betweentheshelterproviders,theirfunders,andtheirclients.Utilizingpolicyandprocedureand

governanceguidelinestheseentitiesoverseethedisseminationoffundingofallsourcesandarethe

stewardsoftheirowndataontheirpopulations.NewJerseyhasaHomelessManagement

InformationSystem(HMIS)thatismanagedbyNJHousingandMortgageFinanceAgency(HMFA);

thissystemisthesoleco-locatedsourceofdata,andisreportedonanannualbasisdirectlybackto

HUDandtheStateofNJ.

TheDivisionputsoutanRFPonayearlybasisforourESGfunds,whichiscollectedandscored

internally.AtthatpointtheCEAScommitteehastheirownexecutiveboardthatwillmeetinorder

toevaluatetheCounty'srecommendationandeitheragreeormakesuggestionsonchangestothe

plan.FromtheretheentireplanisbroughttothefullCEAScommitteefortheirconfirmation,and

theCountywilldoit'sownregularcitizenparticipationprocess.Fromthereweenterintocontracts

withsub-awardees.

TheCoCcomplieswith24CFR576.405(a),andisworkingtowardsalargercontingentofhomelessor

formerlyhomelessindividualsparticipatingintheplanningprocess.TheCoChastaskeditsown

membershipcommitteewiththeoutreachportionofthistask.

5. DescribeperformancestandardsforevaluatingESG.

Asofrightnow,HUDhasnotprovidedparticularperformancestandardsandgoalsfortheESG

program.WehaveindependentlybeenworkingonstandardsandgoalswiththeCoC,especiallythe

monitoringandevaluationsubcommittee.HMIShasanumerousamountperformance

measurementmetrics,andwecurrentlyoperateaperformancemetricsystemthatoperateswith

percentagesinabovethe80%percentilerangeinallcategories.Thesecategoriesincludedata

quality,zipcodequality,housingutilizationrates,averagelengthofstay,etc.
