Subuhia sprcading up the Gteenmount slopes

wiscly for the needs of the communityin the futurc.

Some of the principles which need tobe considered. and the ?rpproachcs beingused. arl ] covered in the fol lowing pages.

Landscape and land formsDecisions about land usc should not

be undertaken wilhout an [deqLlateknowledge of the land. i ts relat ive suit-abi l i ty for each possible use and theinteractions between alternative fornrsof land use. As the arer under discussionis very large. i t is desirable to subdivideit into a number of relat ively homo-geneous units. This has been done.f irst ly on the basis of landscape tndsecondly on the basis of vegetation.

The landscape approach. used by theC.S L R.O. Divi. ion of Soi l Re'carch inmappilrg of the Helenir and Coll ic Rivercrtchmcnts. is based on topographicposit ion and shape of the landscapeunits. I t is assumed that these. in turn.reffcct the distr ibution of soi ls and ol 'r ege re l i on . More de t r i l ed m i rnn ingbascd on site-vegetation typcs has beencarried out by thc Forest Departmenton a smaller scale in several key areas.

reptilian fauna. These habitats are notunique and similar habitats are to befound in the deep river valleys andmonadnocks to be discussed later. Thearea offers many very attractive views(in a State remarkable for its paucity ofhills) and is popular with recreationists, whether motorised or on foot.

In the Perth Metropolitan Arca thereare obvious conflicts between quarrying, urban spread and aesthetic values. Inparts of the farming area, the hills areperiodically ravaged by fire. These arerelatively localised in area and, over thel€ngths of the scrap, the curr€nt andforeseeable conflicts a.e few. Manyrepresentative sites have been preservedwithin the National Park system. thoughthe reserves tend to be small. The mainvalue of the ar€a appears to be as arecreational rcsource especially on landwhich is publically controlled.

Recreational development within thefarming properties appears to be anobvious avenue for the future.

The monadnocksSeveral peaks rise above the lateritic

Dlateau of low relief. These residuals(or monadnocks) of an older, higherplateau provide natural observationposts, and have been utilised for manyyears as sites for fir€ lookout towers. This unit is probably best r€presented byMounts Cooke (580 m), Randall (500 m),Vinc€nt, Cuthbert and Eagle Hill, whichform a chainjust to the east olthe Albany

f Swamps are the main habitat fol

Highway. Others include Mount Dale(550 m) and Mount Solus (570 m), twofire lookouts w€ll known to the recreatingpublic.

Apart from the typical lichen, moss, angiosperm ecotypes of the rock facesthemselves, the predominant eucalyptsinclude marri and wandoo, with butter-bark and jarrah as minor componentsin the vegetation. The rock faces providesuitable habitats for a vadety of reptilesand many birds are found in the

quokkas and othet small marcupials.

surrounding shrubbery This land unit iswell suited for recreation. Visitors maychoose from either the mor€ passiveforms (picnics, views) or highly activeforms of enjoyment (bushwalking, rockclimbing). Th€ monadnocks providesome of the most spectacular views tob€ had within a relatively short distance(80 km) of Perth.

This unit has many similarities withthe scarp unit but where the latter islargely cleared and held as ptivateproperty, the monadnocks are mostlyforested and held as State Forest.

This land unit is most important forits recreatiolal and conservation values. It is of minor value for most economicactivities.

Th€ swamp units !rMinor development of swamp

associations is found on the fringes ofmost streams, but is best developed inbroad, gently sloping valleys. In thewestem swamps, the main trees arebnllich (Eucalyptus megacarpa), black'b]utt (Eucalyptus patezs) and floodedgum (Eucalyptus radis); which occureither in pure or mixed stalds, withunderstorey of swamp banksia (Ban,tsialittorulis) and a tall shrvb (Agonis l,nearF

foliq). 'fhe soils range from silty to

sandy loam alluvium and are oftenbrightly coloured. These swamps tendto act as soaks for much of the rainfall, and use much water during the summer.Clearing for agriculture or destruclionof vegetation by disease can greatlyincrease the water yield.

The swamp is the main habitat for

The plateau is not greatly suited foreither agriculture or pine plantat ionsdue to poverty of its soils. It is also lesssuited for recreation and fauna con-servation than the val leys.

It appears to contribute little to thetoral streamflow as the bulk of the rain-fall is stored in the very deep soil and rstranspired during the summer nonths.Parts of the underlying saprol i te arevery sal ine and clearing may lead tocxcessive stream sal inity.

The main competit ion for the landis between jarrah production forestryand bauxite mining. Belbre the latteris extended to the projected scaleenvisaged by the mining companres.there is a real need for a detailed studyof i ls effects on lhe srl ini t) and turbidityof the streams

Eastern val leysJust as the eastem part of the uplands

differs from the western part in the heightand density of vegetation, there arealso differences in the valleys. Thefurther one fol lows a major val ley up-stream. the broader and shal lower rrtends to become. As a result, there arefewer rock outcrops, and the soils tend tobe older and deeper. The change in vege-tat ion is even more pronounced. Theplace of marri and blackbutt is increasingly taken over by wandoo, whichforms rather open, and only moderatelytal l forest. Where the val leys areparricularly broad. f lat and poorly drain-ed, the val ley f loor is either completelytreeless, or only carries vefy open standsof paperbarks (Melaleuca preissiana),flooded gum (Eucul)'ptus rudis) andswamp banksia ( Bnr k.ttu lit tr..rrlis). From

L Jarrah regenefttion, 53 years oM,east of Dwellingup

sometimes subdivided on the basis ofcolour into mott led and pal l id zones.Slopes are gentle and by far the bestdevelopment ofjarrah is to be observedon these sit€s. To date, these fine standshave been only slightly affected byP hy t o p ht horo c inwmom i.

The height. density and structure ofthe forest is determined by the climate. In the moist weslern zone the stands mayexceed .15 m in heipht and 4{J m2 ha inbasal area, and have a second storey ofsmall trees such as bull banksia (Bazksrcgrundisl and sheoak (Casuarina lru-seriona\. By contrast forests on similarsoils in the dry eastem zone tend to beonly 20-25 m high and often have basalareas of only 20 m'/ha. The secondsrorey of small trees is largely mis! ingand even the shrub storey is very low, giving the forest a very open appearance.Powder bark \$andoo (Eucall'plut ttc-c?/(,r,.e) sometimes mixes with jarrah onthese srtes.

Much of this surface is potentiallysuited for bauxite mining. This involvesopen cast mining which varies from2 to 9 m in depth. All of the State Forestsnorth of Collie are currently held undermineral lease for bauxite by Alcoa,Alwest and Pacminex companies. Re-vegetation of the mined-over site withtrees and shrubs is ilcluded in theagreement between the State Govern-ment and the companies.

their most extreme form (leached, dry, grey sands), they carry a low woodlandof banksias (Banksia attenuata, Banksgmenziesiil and Christmas Iree (Nuytsiu

foribunda). The shrubby understorey rsrich in heath-like plants of the familiesProteaceae, Epacridaceae and Myrta-ceae, many of which have beautifulflowers. It is this variety of ffowers thatis necessary for the honey possum(Tarsipes spencerae) found within thistype. Where the sands arc somewhatless leached or less dry, an open jarrahwoodland with a heathlike shrub under-storey replaces the banksias. Botanicallythis is one of the richest components ofthe Darling Range system. So far it hasnot been greatly affected by diebackchiefly because it occurs in isolated andout-of-the-way places. The site ispossibly too dry for the disease to becomereadily established, but many of thespecies occurring in it are highly suscep-tible. So fa. there has been only a minorconversion of this low quality forest topine plantations. Investigations areunder way to ensure that the short periodwithout tree cover does not affect thequality of the water resource.

Dissected slopesAlthough mild slopes tend to pre-

dominate in the eastern half of theforest, in areas such as the headwatersof the Helena and Dale Rivers, thereverse applies. Here th€ creeks cutsharply into the flanks of the uplandplateau creating a broken pattem ofvalleys, breakaways and ridges; withoutcrops ofgranitic and epidiorite rocks.

Th€re is a corresponding diversity in thesoils, which range from the lateriticgravels on the remlants of the oldsurface, to pale clayey soils formed on thekaolinitic zone, shallow grey-brownsandy loams developed from granite andstony red loams developed fromeDidiorite.

The veg€tation ranges from jarrahforest on the lateritic gravels throughwandoo woodlands o1l the slopes to thefringes of flooded gum and blackbuttalong the creeks. The greatest div€rsityis found around the rock outcroDs where

f Granite sheoak beside a lichen coveted rcck outctop.

there is a change from a thin lichenlayer on the bare rock, through thickshrub thickets and groves of granitesheoak (Casuarina huegeliana) to thewandoo woodland on the deeper soils. The variety of land forms and vegetationcreates a very pleasing landscape, whichis rich in both wildflowers and fauna. Some of the animals found here are theechrdna (Tachyglossus aculeatus), pigmypossum (Cercarlelus con(: innus), trng-tailpossi.Jm (Pseudocheirus percgr ihus) andred-tailed wambenger (Phascogale cal-rrc). The timber production, agriculturaland mining potential of this unit is low.

Resolut ion of conf l ictsThe outline so far has d€scribed the

major land systems and discussed thecurrent and foreseeable land uses ineach. It is obvious that the probl€m ofland use planning in this area is acomplex one.

llhich objectives should be pursued? What is the Iiterio fot success?Should frm la d use plans he ittlple-

How much contol should be exercisedover Ihe respective users? Some forms of land use are unable to

coexist and are mutually exclusive atpresent (e.9. agriculture and pine plant-ations, reservoirs for domestic suppliesand water based recreation). Thes€cuffent practices could well b€ alteredby changes in technology or throughpublic pressures. Other forms of landuse result in strong conflicts of interest(e.g. mining in National Parks or State
