Strictly observe traffic rules
to reduce traffic accidents
The number of road accidents have been
on the increase in many nations in the world,
including Myanmar, due to the growing
population and vehicles. As traffic accidents
can cause losses, both social and economic, all
road users—drivers as well as pedestrians—
are required to abide by traffic rules.
The number of traffic accidents and of
people who died or were injured during the
first half of the year 2009 has increased,
compared with the same period in 2008. It was
reported that there were more than 400 road
accidents during the period from January to
June this year and over 100 people died and
more than 900 were injured. In other words,
there is an average of 70 road accidents, 18
deaths and 160 injuries every month.
The study of traffic accidents shows
that the cases of vehicles running over people
is more common than those of crashes between
vehicles. If passenger buses crash or overturn,
it can cause more deaths and injuries.
It can be seen that traffic accidents are
frequently caused by those who drive
recklessly or try to overtake others or drive
under the influence. It must be seen to it that
every driver observes traffic rules, that no
one drives under the influence and that no
one breaks the speed limit for downtown and
uptown areas.
Moreover, slow-moving vehicles and
pedestrians are also required to abide by traffic
rules. Pedestrians should walk on the pavement
or cross the road through zebra crossing or an
overbridge. And owners must also have their
vehicles checked and serviced constantly.
We believe that there will be fewer road
accidents if those concerned often educate
people on traffic rules and drivers, pedestrians
and slow-moving vehicles strictly observe the
respective traffic rules.

Israeli missile defencesystem improved
JERUSALEM, 27 July—The Israel military announcedon Sunday it had conducted a successful high-seas testof the Barak missile defence system.
Ynetnews.com reported the experiment involved asimulated enemy missile targeted at a ship, with theBarak system intercepting the missile. A top-rankingNavy official said the Barak defence system hit anddestroyed the enemy missile.

Sweden: Apartment firekills woman, 5 daughters
STOCKHOLM, 27 July—A woman in her 40s and herfive daughters were killed when they tried to escapean apartment fire in a Stockholm suburb, police andmedia reports said on Sunday.
Three other people were injured in the blaze lateSaturday in Rinkeby, a suburb of the Swedish capital.Police say the victims were found in a stairwell.
The cause of the fire was not immediately clear butinvestigators say they believe it was an accident.
Swedish media reported that the woman and herdaughters, ranging from a baby to a girl in her teens,lived in an apartment above the fire. BEIJING, 27 July—German luxury carmaker Audi AG,which is owned by Volkswagen Group, plans to open anew 100,000-vehicle assemble plant in September inChina to meet growing demand in the world’s biggestauto market, reported on Monday’s China Daily.
The 1 billion yuan plant will be in the northeasterncity of Changchun. It will double Audi’s productioncapacity to 200,000 units a year, the newspaper said,citing Zhang Xiaojun, executive deputy general man-ager of the Audi Sales Division at Sino-German carjoint venture FAW Volkswagen Automobile Co Ltd.
The first two models to roll off the new assemblyline will be the Audi A4L sedan and Q5 SUV. TheA4L is now made at an existing 100,000-unit factoryin Changchun that also produces the Audi A6L sedan.Production of the Q5 will begin at its new plant at theend of this year.—Internet

Benchmark crude for September delivery was up59 cents to $68.64 a barrel by midday Singapore timein electronic trading on the New York Mercantile Ex-change. On Friday, the contract rose 89 cents to settleat $68.05.
Oil has rebounded from $58.78 a barrel earlier thismonth as stronger economic results from the US andChina boosted investor optimism.

WELLINGTON, 27 July— A strong earthquakemeasuring 6.2 on the Richter scale struck the Pacificisland nation of Vanuatu on Monday, the US Geo-logical Survey said.
The quake, occurred at 10:01 am Vanuatu localtime (23:01 GMT Sunday), was centered 30 km westof the Vanuatu capital of Port Villa. It was at a depthof 67.3 km.
No casualties or damages were reported so far.No tsunami warning had been issued by the Ha-

The quake struck at 6:10 am Ja-karta time (2310 GMT) with epicenter at 73 kmsouthwest Bintuhan of Bengkulu Province and at 57km under sea bed, an official of the agency HendraRahman told Xinhua.

12 people injured in grenadeattack in Guatemala
MEXICO CITY, 27 July—12 people, including 11 po-licemen, were injured on Sunday in a grenade attackreportedly conducted by a local gang for extorting pro-tection money in the southeast of Guatemala City, newsreaching here reported.
The fragmentation grenade was tossed at a group ofpolicemen when they were standing outside the busesof La Union company.
The policemen were guarding the buses after thecompany was blackmailed to pay money to the gang,known as “Maras,” or face killing of its bus drivers.
The injured were immediately taken to a nearby hos-pital.
So far, more than 100 drivers and assistants havebeen killed this year, according to the Guatemalangovernment.—Xinhua
Wildfires in S Peloponneseunder control
ATHENS, 27 July—Three separate wildfires were re-ported on Sunday in the southern Peloponnese, withall three luckily being extinguished towards theevening hours, according to Athens News Agency.
According to the report, a massive fire-fighting ef-fort, including dozens of vehicles, two aircraft andthree helicopters, finally put out the wildfire on Sun-day. It is claiming that more than 350 hectares of for-est and crops have been destroyed.

HANOI, 27 July—Vietnam’s Ministryof Industry and Trade proposed fivemeasures at a recently-concluded semi-nar to boost exports to China, the localnewspaper Vietnam Investment Reviewreported on Monday.
The proposal was made in the con-text that Vietnam has seen trade deficitwith China in recent years.
According to the ministry, the firstmeasure is to build infrastructure to sup-port trade activities at Vietnam’s provinces bordering China.
The other three measures focus on
creating goods delivery system at bor-der gates with China, upgrading thecountry’s market chain at provinces bor-dering China, and making informationon China’s trade policies available forVietnam’s traders.
The fifth measure is to speed up tradepromotion to fully tap the competitiveadvantages of the border provinces, saidHoang.

A 93-year-old Illinois man says heis marrying his third-grade sweetheartafter 85 years apart.
Roland “Mac” McKitrick, 93, ofArlington Heights, proposed to LorraineBeatty, 92, of Georgia, on Tuesdaymorning, about three years after they re-connected following an 85-year lull intheir friendship, the Arlington HeightsDaily Herald reported on Thursday.
“She was my third-grade sweetheartback in 1921,” McKitrick said.“We knew each other for about oneyear. Then, for all practical purposes,we lost contact for 85 years.”
VMen use old trick to steal$120K worth of jewellery

Maung De Doh: : Sometimes, I feel frustrated forbeing a citizen of a small country, Grandpa.
Bagyi Phyo: : Ah, what is happening to you?Your words are out of the context.
Doh: :Since I heard of the words the person whorecently had visited our country said, I amitching to unburden my feelings. So, I comehere with the hope of feeling relieved if Italk about that with you.
Phyo: : Well, let me know what he said.Doh: : He said that it was disappointing because
Myanmar was one of the countries that hadapproved the Universal Declaration of Hu-man Rights first, but failed to respect humanrights. In fact, almost every country hastheir human rights problems more or less.The US, a democracy and human rightspioneer, has committed human rights viola-tion many times, for instance, torturing pris-oners physically, taking photos of two pris-oners with birthday suits placed one uponanother, smothering prisoners tied to planksby placing water pipes into their mouths andblocking their noses with cloths, a methodof torture called waterboarding, detainingprisoners for life without any outsiders tomeet them, without charging them in AbuGhraib Prison in Iraq and Guantanamo inCuba. I wonder why he doesn’t feel disap-pointed for such inhuman acts. I learnt thatin Guantanamo Prison, a well-known pris-oner was waterboarded for 83 times. If aperson is smothered with water, he willsuffer greatly, so 83 times is too much. Itinvaded Iraq without seeking any approvalof the UN Security Council in 2003. Now,the country is completely war-torn. It hasnot risen from the invasion. Hundreds ofthousands of civilians have died, millions ofpeople are homeless, and about 2 millionpeople are staying as war refugees in neigh-bouring countries. Isn’t it human rights vio-lation, Grandpa? He is silent in those cases,but is pointing out Myanmar issue that isnothing if compared with them. Doubtfully,that is in accordance with the UN principlesof non discrimination and justice.
Phyo: : When it comes to State security and stabil-ity, the government sometimes has to re-strict freedom and human rights of an indi-vidual. In the past, the people thought hu-man rights meant social and political rightsonly such as discrimination and suppres-sion of man by man, the right to vote andfreedom of expression. Today, these viewsdo not cover human rights thoroughly. Theseviews are merged with social, economicand cultural rights that are more importantfor the mankind. For instance, the rights tobasic needs, social status, professions, equalsalaries in same work, education, practiceof own culture and traditions and acts forlife improvement. The 1986 UN Develop-ment Declaration says that developmentis human right. The 1993 UN HumanRights Conference said that the freedomof development is a human right that isnot left out, as well as the consolidatedpart of fundamental rights of human be-ings.

tion that local people work together fordevelopment of own wards and villages.In western countries also, if a road isblocked by snow, each house removes thesnow on the road in front of it with a senseof duty. But some people, who are in nomood to repair the roads they will takeand say that such work is the concern ofthe government alone, are lodging com-plaints, claiming the government is vio-lating human rights. They say that isforced labour. Well, if so, in their coun-tries, young men are conscripted intoarmy whether they want to join army ornot, when they come of age. Then, theyare sent to Iraq and Afghanistan for mili-tary purpose. None of them is willing tobe sent there, but they are sent under thelaw. If that is not human right violation,and if the citizens are duty-bound to servemilitary duties at risk to life, why don’tthe people have responsibilities for giv-ing voluntary service in the interest oftheir wards and villages?
Another case is the matter of politicalprisoners. If a politician is not to be putbehind bars and on trial for whatevercrimes he has committed, the people willjoin political parties and will do as theywish. Then, what will we have to do withthe expression politicians often say “Noone is above the law”. If they consider it isnecessary for their security, they arrest allsuspects all over the world and detain them inGuantanamo or send secretly to some othercountries and detain them without chargingthem. What are their reasons for those cases?In our country, the accused can enjoy humanrights in accordance with the law. But, intheir countries, all those branded as terroristsare subject to all kinds of torture. So, I won-der why they point out such cases.
Doh: : My feeling in this regard is as a Myanmarsaying that goes “If you point at others witha forefinger, the other fingers remain point-ing at you”. If my memory serves me right,Para (7) of Article (2) of the UN Chartersays that nothing contained in the Chartershall authorize the United Nations to in-tervene in matters which are essentiallywithin the domestic jurisdiction of anyState. And it shall not call on the countryto work out the issue. As it is important, itis enshried at the top of the list. But, thehighest ranking official of the UN made aformal request to meet with Daw Suu Kyialthough a prior agreement had been reachedthat Daw Suu Kyi who was on trial was notavailable in Myanmar, and he had admittedthat he knew that she was on trial. His firstrequest was turned down, but he requestedagain when he called on the Head of State. Inaddition, he demanded the release of DawSuu Kyi who is waiting for a verdict.The trial against Daw Suu Kyi has not been
intentionally created by the government. Ithas emerged because Mr Yettaw, who mighthave been sent to the country by an anony-mous country or organization, illegally in-truded into Daw Suu Kyi’s house and mether. The aim of his meeting with Daw SuuKyi has not been known clearly. He evenleft two chadors and dark sunglasses to herto act herself in disguise. Was it aimed attaking her out of the house? The route Yettawchose to enter Daw Suu Kyi’s house was theditch beside the US Embassy. The placewhere he was arrested is about 25 yardsfrom the house of the US charge d’ affaries.So there are so many points to ponder. Ithink their demand to release Daw SuuKyi immediately by setting aside her casebeing examined by the court means inter-fering in the internal jurisdiction.
Phyo: We have so many things to say if we wantto. As you have said, the Article (2) Para(4) of the UN Charter prescribes “AllMembers shall refrain in their interna-tional relations from the threat or useof force against the territorial integrityor political independence of any state.”The Article (39) says “The SecurityCouncil shall determine the existenceof any threat to the peace, breach of thepeace, or act of aggression and shallmake recommendations, or decide whatmeasures shall be taken.” To solve suchproblems first, without any bias, deci-sions shall have to be made withoutharming the rights of the nations con-cerned. If they do not work, the Article42 says “Should the Security Councilconsider that measures provided for inArticle 41 would be inadequate or haveproved to be inadequate, it may takesuch action by air, sea, or land forces asmay be necessary to maintain or re-store international peace and security.”As you know, however, there was noUNSC’s decision when US invaded andattacked Iraq in 2003. Knowing thatthe UNSC would not approve the case ifsubmitted, it attacked Iraq by fabricat-ing false news. Eventually, the US itselfhad to admit to that. At that time, Ifound no one responsible for the UNsaid a word about the attack. Whenformer UNSG Mr Kofi Anan left officeafter completing his term, he admittedthat the Iraq war was not legitimate asthere was no approval of the UNSC.
Doe: :Another point I am thinking about isthat I doubt whether the repeated de-mands to meet Daw Suu Kyi and releaseher immediately, which can violate theUN Charter and lead to using inappro-priate power in her trial, are of his ownaccord. It is because I happen to thinkabout the Article (100) of the Charter that

Phyo: For small nations like ours, they have no otherreliable organizations. So we have to continueto make cooperation in accord with the Charterof that organization. There are also good deedsthe UN is doing such as rendering assistanceto poor and troubled regions across the worldand intervention in global peace processes.After our country had experienced cycloneNargis, it rendered us much assistance. Weshould not set aside their gratitude. Accordingto the human nature, there may be differentopinions. It is likely that Mr Ban Ki-moonhimself happened to say so with the aim ofhastily addressing the issues of Myanmar.However, every well-meaning attempt is nothelpful. A practitioner needs to give a suitableprescription to cure a disease. It is not possibleto give a hot medicine to cure a cold-relateddisease. Likewise, it is not possible to give acold medicine to cure a warmth-related disease.If a medicine is not suitable, the disease canworsen. It is necessary to be aware that a
patient can get worse because of thepractitioner.
Doe: :You are right. If we suffer from a disease,some people in our neighbourhood usuallyadvise us to take this and that medicine. Themost important thing for a practitioner is togive a medicine that must be suitable to basicproperties of matter and astronomicalcalculations. Then, the disease will be curedfor sure. Our Myanmar people are polite.We are hospitable to guests and knowwhat duties we should do. As a UN membernation, we will follow the goodwillsuggestions and proposals of a UNSecretary-General in accord with thenation’s prevailing conditions. But theremay be limitations that are unavoidableunder our own circumstances.
Phyo: One suffers from disease as he has not livedon the four basic properties of matter.Similarly, a problem of the human societyoccurs due to misunderstandings. But we cansolve it with patience and goodwill.

field on the star Vega, one

the sky. Using the high-
sensitivity NARVAL

France), a team of
astronomers [1] detected
the effect of a magnetic
field (known as the
Zeeman effect) in the light
emitted by Vega.
Vega is a famous star
among amateur and
professional astronomers.
Located at only 25 light
years from Earth in the
Lyra constellation, it is the
fifth brightest star in the
sky. It has been used as a
reference star for
brightness comparisons.
Vega is twice as massive
as the Sun and has only
one tenth its age. Because
it is both bright and
nearby, Vega has been
often studied but it is still
revealing new aspects
when it is observed with
more powerful
instruments.
Vega rotates in less
than a day, while the
Sun’s rotation period is
27 days. The intense
centrifugal force induced
by this rapid rotation
flattens its poles and
generates temperature
variations of more than
1000 degrees Celsius
between the polar
(warmer) and the
equatorial regions of its
surface. Vega is also
surrounded by a disk of
dust, in which the
inhomogeneities suggest
the presence of planets.
This time, astronomers
analyzed the polarization
of light emitted by Vega [2]

LONDON, 27 July—Ge-netically modified cropsare being grown in Brit-ain for the first time in12 months after contro-versial trials were re-sumed without alertingthe public, a newspaperreported Monday.
Cultivation of a fieldof potatoes designed tobe resistant to pests wasabandoned more than ayear ago when environ-mental protesters rippedup the crop, the DailyTelegraph said.
But, without alertingthe public, the projectnear Tadcaster in north-ern England has been re-started, prompting warn-ings from green groups

Four cousins, mom, three othersdie in NY wrong-way crash
BRIARCLIFF MANOR, 27 July— A family’s minivangoing in the wrong direction crashed into two cars ona suburban parkway on Sunday, killing eight people,including four young cousins and the mother of oneof them.
State police Investigator Joseph Becerra said theminivan was traveling southbound in the northboundlanes of the Taconic State Parkway in WestchesterCounty, just north of New York City, when it struckan SUV and then careened into a third vehicle. Theminivan rolled down an embankment, where it burstinto flames. The minivan’s front end appeared to havebeen almost entirely smashed in, and its shell wasscorched and bent. At least one wheel was blown out.
Fire spread from under the minivan, throughout itsshell, within minutes.
The woman driving the minivan and four of the fivechildren inside it were killed, Becerra said. They werepart of a family from Floral Park and West Babylon,on Long Island.
The children who died were girls ages 2, 5, 7 and 9.The fifth child, a boy, age 5, was hospitalized.

CAMBRIDGE, 27 July — Researchers in Cambridge,Mass, found a link between metabolic and immunologicconditions, they said in papers published 0n Sunday in thejournal Nature Medicine.
They used two over-the-counter allergy medicationsto reduce both obesity and type 2 diabetes in mice. Thepapers explained the medications stabilize a populationof inflammatory immune cells called mast cells.
The researchers also found a white blood cell called aregulatory T cell controls inflammation in fat tissues.Obese people and people with type 2 diabetes have toofew of these cells, the papers said.
“It seems that we’re seeing the emergence of a newbiomedical discipline: immunometabolism,” said HarvardMedical School Professor of pathology Diane Mathis,senior author on one of the papers.

Jupiter’s black eye to be shown offBEIJING, 27 July—NASA’s Hubble Space
Telescope is offering a glimpse at the atmosphericdebris kicked up by the comet or asteroid that hitJupiter in a spectacular collision, according to mediareports on Monday.
Scientists used the telescope on Thursday tocapture what they call the “sharpest visible-lightpicture” so far of the expanding gash. An Australianamateur astronomer, Anthony Wesley, reported thedark mark near the planet’s south pole. Scientists atJet Propulsion Laboratory confirmed the new Earth-size “scar” on Jupiter Monday.
This image shows Jupiter’s impact feature (darkspot) left after the King of Planets collided with anobject. Finding out what the object was, the size andthe velocity in which it hit the gas planet is gong tobe difficult. Whatever slammed into the planet andleft the huge, glowing scar there remains unknown.
Amy Simon-Miller of NASA’s Goddard SpaceFlight Centre estimated that the diameter of theobject that hit the planet was the size of severalfootball fields. The magnitude of the impact eventwas rare, Amy Simon-Miller said.
The space agency said the release of the close-up look at Jupiter’s black eye proves repairs doneon the Hubble in May were successful.—Internet

Old bank notes now exchangeableat Myanma Economic Banks
YANGON, 27 July—It is learnt that old banknotes can be exchanged for new ones provided thatthe note is in specified condition at notes changingcounter of Central Bank of Myanmar at No (198/199) at the corner of Bo Sun Pak Street and StrandRoad and respective branches of Myanma Eco-nomic Bank. Arrangements have been made forexchange of old notes for new ones, ranging from K10 to K 200 notes.

One more infected with New Influenzavirus, a total of seven infected up to now
NAY PYI TAW, 27 July—A man aged 25 whocame back from Thailand by flight TG-305 of ThaiAirways on 16 July was found ill and transferred toWaibagi Specialist Hospital from township HealthDepartment on 25 July. Sample of plasma from thepatient was examined at National Health Labora-tory and found New Influenza A (H1/N1) viruspositive.
Other six family members living together withthe patient are being kept home quarantine. Like-
wise, 244 passengers who were together with thepatient on the same flight were under surveillance.
A total of seven persons have been infectedwith the virus up to now, of them, four were dis-charged from the hospital as they recovered and otherthree are under systematic treatment.
A total of 96 New Influenza A (H1/N1) virussuspects were examined at National Health Labora-tory and seven was found to be infected with thevirus.—MNA
