Khabaung protected public forest in Ottwin Township,Minister for Forestry Brig-Gen Thein Aung reported to thePrime Minister and party on annual extended cultivation ofplantations and forest plantation in the natural forest areasas a form of project, establishment of 2,071,446 acres offorest plantation to date, accomplishment of growing1,248,205 acres of teak plantation, establishment of forestsin Bago Division, extraction of forest products from forestplantations, implementation of projects for greening Bagomountain range and arrangements for construction of roadsto extract timber in Bago mountain range area in comingopen season.

Saudis lose out to Russia in oil cutsLONDON, 13 Sept—Saudi Arabia sacrificed billions of dollars in

revenues this year by cutting oil output to prop up the price of crude,only to see Russia snatch a bigger chunk of the market, analysts say.

Now the Gulf kingdom, previously a vigilant enforcer of the cutsby the OPEC cartel that checked the sharp fall in oil prices last year,appears to be expanding its own oil flow again in exasperation.

“The cartel has lost a significant portion of market share in globalcrude production in the last year mostly to Russia,” wrote FranciscoBlanch, a commodities analyst at Bank of America Merrill Lynch, ina note.

TOKYO, 13 Sept—Japan Airlines Corp(JAL) is considering plans to raisearound 250 billion yen (2.8 billion dol-lars) by March next year to help financeits restructuring, a newspaper reportedon Sunday. Capacity is cru-cial in the airline indus-try in the same way thatinventories matter to cardealers and retailers.Too much capacity, andairl ines have to cutprices, just as a depart-ment store stuck withtoo many suits anddresses will hold a firesale. Airlines cut capac-i ty by reducing thenumber of flights or us-ing smaller planes thatcarry fewer passengers.

The Union of Myanmar is a land where over100 national races reside through thick and thin.Myanmar national races by nature prefer to leada peaceful life, minding their own business. Theyjoin hands firmly and harmoniously in wardingoff alien threats in times of alien intrusion, inter-ference in the internal affairs. National racesremain consanguine and cohesive, but neverhesitate to face challenges in times of emer-gency.

In the three aggressive wars the colonialistswaged against Myanmar in 1824, 1852 and 1885,various national races spontaneously strove torepulse the foreign attacks in synchronizationwithout giving any signals to one another to doso. The strong sense of patriotism shown byhighlanders and plain dwellers in the fight againstthe alien intruders went down to the annals of theMyanmar history.

Colonialists were greatly impressed andfrightened by the bravery and nationalistic fer-vour of national brethren united and hypersensi-tive to national causes. Therefore, the colonialistsbegan to exercise the divide-and-rule policy toundermine national unity after 1885 with theconviction that they could secure their colonialrule only with the disintegration of nationalunity.

They considered that only with national disu-nity among the national races was it easier forthem to colonize the natural resource-rich coun-try for a long time. However, in the pragmaticworld, all Myanmar national races remainedharmonious and active together in the fight againstthe Fascists and colonialists to regain independ-ence. In addition, they proved themselves wellresistant to the wedge the colonialists droveamong them, by convening Panglong Confer-

ence, endorsing Panglong Agreement, and show-ing Panglong spirit. When the colonialists had nochoice but to grant independence to Myanmar,they proposed a very clever programme to grantindependence to the people in the plains, but tostill get the national races in hilly regions undertheir rule. However, the people managed to wardoff the scheme with Panglong Agreement andregained independence of the whole Union.

In the course of the post-independence period,national brethren safeguarded the motherland,own races and sovereignty in times of emergencyin which the Union of Myanmar was under thethreat of collapse and loss of independence orsovereignty. Simultaneously, old and neo-colonialists have been resorting to all possiblemeans to break up and exploit the Union ofMyanmar. But, Myanmar people have managedto defend the nation with steadfast awareness anda sense of Union Spirit.

Today, the nation has achieved internalpeace or national unity and put an end to theinternal armed insurgency. As a result, far-flung and border areas, plains and rural andurban areas are now in a position to enjoyequitable development.

The more united the people are and the more

peaceful the nation is with greater development,the greater number of ways and means internaland external subversives resort to. After thenation has seen peace back to normal with cumu-lative development, the government laid downthe State’s seven-step Road Map. Now, the fourthstep has been realized, and the fifth step —multiparty democracy election in 2010 is underway.

To complete the first step, the National Con-vention was convened to lay down principles todraw a State constitution. The convention wasattended by the national race delegate groupmade up of more than 600 representatives fromthe four corners of the nation, the delegate groupof political parties comprising the eight politicalparties of national races and the National UnityParty and NLD party, before they walked out ofthe NC, the delegate group of representatives-elect, the delegate group of peasants, the del-egate group of workers, the delegate group ofintellectuals and intelligentsia, the delegate groupof service personnel, many of whose memberswere national races, and the delegate groups ofother invited persons, the majority of which werefrom national race peace groups. Many of themembers of the eight delegate groups were rep-resentatives of national races.

Throughout its lifespan, the National Con-vention faced a wide range of disruptions posedby internal and external elements with the inten-tion of dealing a devastating blow on the nationallevel conference. They brazenly plotted to launchbomb attacks to kill National Convention del-egates. Nevertheless, the authorities managed toexpose the scheme. National Convention del-egates surmounted all forms of destructive actswith the public support.

And many members of the 54-member Com-mission for Drafting the State Constitution of theRepublic of the Union of Myanmar were legalexperts of national races. Despite assorted de-structive acts, the commission managed to com-plete the process of drafting the State Constitu-tion.

formed with various national races held the ref-erendum in May 2008 for approval of the consti-tution (draft) by overcoming various difficultiesand hardships. Out of about 27 million eligiblevoters from states and divisions, more than 26million cast their votes. Over 25 million voted‘YES’ for the constitution accounting for 92.48percent.

In the overwhelmingly approved consti-tution of the Republic of the Union ofMyanmar, it is stated that the Union will beconstituted with seven regions, seven states,and six self-administered zones. It is also statedthat no part of the Union shall secede from theUnion.

Pyidaungsu Hluttaw, Pyithu Hluttaw andAmyotha Hluttaw vested with the legislativepower will be formed with representatives ofvarious national races elected in constituenciesconcerned. National people from respective re-gions will have the right to be elected for StateHluttaws, Region Hluttaws and self-adminis-tered zone leading bodies. Besides, for nationalraces whose population accounts for 0.1 percentof the nation's total population and they have noregion or state, they will have the right to electone representative each. It can be said that thereis only one union in the world whose nationalraces have more legislative, executive and judi-cial powers than any other nation. That union isthe Union of Myanmar and it is the first of its kindin the world.

Necessary laws will be passed in time forthe 2010 election. Political parties will get regis-tered and canvass for votes. Party candidates andindependent candidates will have to try to win

public votes by presenting their policy programmesand goodwill efforts.

Thus, the road to democracy has beensmooth. However, internal and external elementswith negative view are driving a wedge among thepeople to disrupt the democratic process. Re-cently, there occurred an incident in Kokang Spe-cial Region (1) due to the rapacious acts of U PhonKya Shin and his three accomplices producingweapons and trafficking in narcotic drugs by ig-noring the interests of their union, region andpeople. But the four men left Kokang regionwithin days and the region restored peace andstability.

All the national race peace groups areactively participating in nation-building taskssuch as ensuring perpetuation of the Union andpeace and prosperity of the State and buildinga genuine democratic nation with disciplineflourishing. Despite outside instigation to causedisintegration of national unity, the Myanmar

national people are adhering to the way todemocracy with peace and prosperity. So wewant to say, 'Give up your ill attempt,neocolonialists'.

The announcement released by KachinIndependence Organization on 9 September 2009has proved that the Union and the Kachin nation-als are in oneness. The announcement states that:

"KIO Central Committee members held ameeting on the future of the Kachin people withelders from Kachin regions and national racerepresentatives totalling 324 at MonlawtmonliHall of Laiza on 5-9-2009.

As to the transition processes of KIO un-der the leadership of the Tatmadaw governmentof the State Peace and Development Council, weall attending the meeting approved that we ac-cept the transition in principle since it is thefuture of task of the whole union.

As to the transition processes to be carriedout, the State Peace and Development Councilwhich is the government of the Union of Myanmarand KIO strongly oppose armed clashes with aview to making coordination and discussionsbased on mutual trust at the time of promotingpeace."

It is obvious that they have chosen themost correct and appropriate way for the peaceof the Union and regional development based onUnion Spirit. Dr Ma Nam Tuja's group of KIOand U Za Khun Ting Ring's group attended theNational Convention and chose the democracyroad. Other national race peace groups in unityalso chose the democracy road starting from theNational Convention. We hope that they willcontinue to walk to the 2010 multi-party democ-racy general elections, the fifth, sixth and sev-enth steps of the road map and finally open thedemocracy door together.

38 killed in fire at Kazakhdrug rehab clinic

ALMATY (Kazakhstan), 13 Sept — Officials inKazakhstan say 38 people were killed in a fire at adrug treatment centre early on Sunday.

The blaze broke out at about 5:30 am local time(2330 GMT) and spread over an area of 7,000 sq. feet(650 square meters) in Taldykorgan in the CentralAsian nation’s south, the Emergency Situations Min-istry said. Emergency workers evacuated 40 peoplefrom the building during the fire, the ministry said.

According to a report by the US Geological Sur-vey (USGS), the quake occurred at about 3:47 pm lo-cal time (2006 GMT) approximately 65 miles (100km) west of Caracas, capital of Venezuela, at a depthof 6.2 miles (10 km).

A telluric movement of moderate intensity, whichlasted about 5 seconds, was felt in Caracas, amid ahailstorm that happened to hit the Capital District atthe same time.

The western sectionlinking Liangxiang andZhaikou measured 38.28kilometers and was the lastphase of the Sixth RingRoad construction projectwhich started in December1998. Measuring 187.6kilometers long, the SixthRing Road accounts formore than one-fifth of thetotal mileage of Beijing’sexpressway and covers the

Summary of observations recorded at 09:30 hr MST:During the past 24 hours, weather has been partly cloudyin Magway Division, rain or thundershowers have beenisolated in Sagaing, Mandalay and Ayeyawady Divisions,scattered in Kayin State and Bago Division, fairlywidespread in Kachin, Shan, Rakhine and Kayah States,Yangon Division and widespread in the remaining Statesand Divisions with isolated heavyfall in Mon State. China’s gun salute battalionbraces for National Day festivities

BEIJING, 13 Sept—The gun salute battalion ofthe Beijing Armed Police Corps is rehearsing hardas the 60th anniversary of the founding of thePeople’s Republic of China draws near.

A total of 56 guns stand in two lines. As soonas Geng Qing’an, who is in command of thebattalion, shouts his order, the 112 policemenpresent arms. They have to complete the moves ofunbolting the guns, taking the ammunition andthen breeching it in synchronization in threeseconds. This is a scene which can be seen almostevery day in the battalion’s camp.

The battalion was established in the early March,1984. Then it had only eight manually-operatedguns. The guns the battalion now uses are sixth-generation models, all are automatic. Firing intervalscan be easily regulated.

“The new guns are an encouragement to thepolice officers, but they also entail tougher trainingrequirements,” said Geng.

The armed police have to unbolt a thousandtimes a day, and kneel down in the firing positionanother thousand times.—Xinhua
