During his inspection, the minister heard reports on timely announcement for storm news based on internal and external data in the times of storms at the Bay of Bengal and its neighbourhood, forecast on tidal surge at the regions where the storm will hit, by applying computer software, releasing of daily weather news, receiving of earthquake information, river water condition in major rivers of the country and preparatory tasks for flood forecasting presented by Deputy Director-General of Department of Meteorology and Hydrology Dr Thein Tun and officials. People’s DesirePERSPECTIVES

As Myanmar is rich in land and marineresources, natural resources are beingexploited effectively. Perennial crops are being grown inKyauksone, Kyaukgu, Hsisoneganaing andthe mountain tops of Kyaukgu region afterfallow and virgin lands have been reclaimedin Yaksauk Township in Shan State.

National entrepreneurs are allowed toreclaim the fallow and virgin land in theinterest of both the State and the nationalentrepreneurs themselves.

There are four private major farms inIndaw region. It is the region where perennialcrops can be grown according to thefavourable climate and fertile land. This iswhy the private entrepreneurs are permittedto reclaim 32,000 acres of fallow and virginland in Indaw-Kyaukgu region. Now, over4,000 acres of perennial crops have beengrown there.

The perennial crops include orange,macadamia, avocado, pear, coffee, tea, physicnut and mango and others. Seasonal cropssuch as maize, sugarcane, soybean, niger andgroundnut are also grown in the farms.

Income earned from cultivation ofseasonal crops can be enough to cover thecosts of cultivation of perennial crops.

Exploitation of fallow and virgin landin the region not only creates jobopportunities for local people but contributestowards boosting production of crops.

Taleban fighters intensify roadsidebombings, suicide attacks

KABUL, 19 April — Taleban militants fightingagainst Afghan and the US-led coalition forces in anew tactic to terrify people and undermine governmentpopularity have intensified their roadside bombings andsuicide attacks as over two dozen people have beenkilled over the past two days.

Militants in a new wave of violence and an indica-tion of spreading activities in the relatively peacefulNorthern Provinces carried out a car bomb attackagainst the NATO-led peacekeeping ISAF (Interna-tional Security Assistance Force) in Balkh Provinceon Friday injuring two soldiers.

Also on the same day on Friday, a suicide bomberloyal to Taleban outfit blew himself up in Zaranj, thecapital of western Nimroz Province, killing three per-sons and wounding over 10 others.

The target of the suicide bomber, according to pro-vincial governor Ghulam Dastgir Azad was Ministerfor Refugees Affairs Abdul Karim Barahawi but heescaped unhurt.

exploded in western Afghan Province of Herat, kill-ing one civilian and wounding three others on Satur-day, officials said.

“The first roadside bomb exploded in Jabrahil areaof Anjil district at around 7:00 am local time (0230GMT) killing one truck driver and wounding anothercivilian,” provincial police spokesman Noor KhanNikzad told Xinhua.

According to another police official, the secondbomb which exploded by remote control targeted thevehicle of the police chief of the same district.

“The second explosion occurred at around 8:30 am(0400 GMT), wounding two civilians,” Abdul RaufAhmadi police spokesman in southwestern region toldXinhua.

JERUSALEM, 19 April—A Palestinian driver hit andinjured two Israeli police officers with his car nearJerusalem on Saturday, local news service Ynet re-ported.

The policemen were rushed to hospital followingthe incident, which happened near a checkpoint northof the Holy City, and the driver, resident of east Jeru-salem, was immediately detained, said the report.Themotive behind the incident was still under investiga-tion. British boy dies inVenezuela plane crash

CARACAS, 19 April—A 6-year-old British boy waskilled when a small plane carrying British touristscrashed shortly after take off from an airstrip nearVenezuela’s Angel Falls.

The boy was travelling with eight other Britishtourists, including his parents, civil protection di-rector Luis Diaz told The Associated Press on Sat-urday. He said all 10 survivors on board, includinga Venezuelan pilot and co-pilot, were flown tonearby Ciudad Bolivar and were being treated forinjures at a hospital. The boy’s aunt, June Holman,said the dead child was 6-year-old Thomas Horne.

WASHINGTON, 19 April— President Barack Obamasaid on Saturday he would soon announce the elimina-tion of dozens of wasteful or ineffective governmentprogrammes as part of a broad effort to restore fiscalaccountability to the federal budget. Obama, speakingin his weekly radio address, said he would use his firstfull Cabinet meeting on Monday to ask department andagency heads for specific ideas to trim their budgets.

He named two new officials as part of a team ofmanagement, technology and budget experts that willdrive the process of trimming the fat and waste fromgovernment spending. “As surely as our future dependson building a new energy economy, controllinghealthcare costs and ensuring that our kids are onceagain the best educated in the world, it also dependson restoring a sense of responsibility and accountabil-ity to our federal budget,” Obama said.

At least 70 injured in Mexicocommuter train crash

MEXICO CITY, 19 April—An official says at least70 people have been injured in a commuter train crashon the outskirts of Mexico City.

Mexico State civil defence employee Heladio dela Cruz says many injured were being treated earlySunday at several local hospitals but there was no im-mediate information on their condition. Emergencypersonnel were working to remove all the victims fromthe train cars.

Officials say one train apparently ran into anotherSaturday on the recently inaugurated Suburban Rail-way in the State of Mexico, which borders MexicoCity. Photos from the scene showed crumpled traincars still on the tracks.

373 killed over Songkran festivalBANGKOK, 19 April—A total of 373 people were

killed and more than 4,000 injured in road accidentsnationwide during the seven-day Songkran festival,which ended on Thursday.

Interior permanent secretary Wichai Srikwan said3,977 road accidents across the country were recordedbetween April 10-16 — the seven day period considereddangerous for road users during the Songkran holidays.That was 266 fewer accidents than last year.

Mr Wichai said fatalities have risen to 373, fivemore than last year, while 4,332 people were injured,471 less than the previous year.

During the seven-day period, Chiang Rai recordedthe highest number of accidents (145) as well as thehighest number of injuries (164) while Chiang Mairecorded the most deaths (14).

On Thursday alone, the last day of the period, 343road accidents were recorded, and 52 deaths. SuphanBuri had the highest number of accidents (13).

The main causes of accidents were driving underthe influence and speeding, and most accidents involvedmotorcycles.—Bangkokpost

Summit of Americas’ finaldeclaration still at stake

PORT OF SPAIN (Trinidad and Tobago), 19 April—Withat least four heads of state critical of the draft declara-tion of the Fifth Summit of the Americas, it is still un-clear whether all 34 participant countries will sign thedocument and whether its text will remain unchanged.

Among the strongest critics of the draft declarationare Venezuelan President Hugo Chavez, BolivianPresident Evo Morales, Nicaraguan President DanielOrtega, and Honduran President Manuel Zelaya.

The four countries are members of the BolivarianAlternative for the People of Our America, an interna-tional cooperation organization proposed by Chavez asan alternative to the US-sponsored Free Trade Area ofthe Americas (FTAA). Shortly before the summit, thefour heads of state criticized the draft, the result of oneand a half years of negotiations, that it does not addressthe necessary measures to curb the effects of the globalfinancial crisis on the developing countries in the Ameri-cas — a crisis which they blame on the United States.

MOGADISHU, 19 April—Somali pirates attacked twomore vessels on Saturday in the Indian Ocean off theHorn of Africa country, seizing a Belgian dredger butthwarted in an attempt to hold a tanker, according toreports monitored here.

A Belgian dredger with 10 crew members on boardwas hijacked by pirates on Saturday morning, Belgianbroadcaster VRT said.

The government hadset a five-year short-termplan to implement thehydropower plant notonly for contribution tothe economic sector butalso for development ofthe region. Moreover, thepower plant was built toprovide hydroelectricityto townships of Loilem

and Langkho districts fordevelopment of theirsocial and economicsectors and supply surpluselectricity to the entirenation through the powergrid.

The hydropowerplant that can generate 54megawatts was one of theheavy hydropowerprojects of the State and itwas built with might andmain during a five-yearperiod. At present,Kengtawng HydropowerPlant was the largestfacility of its kind in ShanState.

In the past, there werethree small-scalehydropower plants in

The construction ofthe plant started in 2003-2004 financial year and itwas completed in 2008-2009. A large amount ofinvestment was put in thetask to generate electricity.Moreover, the govern-ment is undertaking theinstallation of power linesand construction of powerstations for supplying

power to the consumers.To supply electricity

to townships in Loilemand Langkho Districts ofShan State (South), the114-mile 132KV powerline, the 211-mile 66KVpower line, the 75-mile33KV power line and the81-mile 11KV line areunder construction. The132KV power line islinking 73 miles longpower line section fromKengtawng to Namhsanand 41 miles long fromNamhsan to Pinpet. The66KV power line includes82 miles long Namhsan-Loilem-Mongkai section,44 miles long Kholan-Mongnaung section, 33miles long Kholan-Kunhing section and 52miles long Namhsan-Monai-Langkho section.The 33KV power line iscombined with 38 mileslong Mongnaung-Mongshu section and 37miles long Mongnaung-Kehsi section. The 11KV

power line is beinginstalled with 18-milesection from the powerplant to Kengtawng, 32-mile Monai-Maukmaisection and 31-mileL a n g k h o - M o n g p a nsection. In addition,plan is under way toprovide electricity toother States andDivisions through thepower grid.

Thanks to imple-mentation of the powerproject, not onlyKengtawng region butalso the townships inLoilem and LangkhoDistricts get electricity 24hours a day.

Actually, Keng-tawng Hydropower Plantcontributing to the socialeconomic improvementof the local people is amajor drive to developShan State.

government and concertedefforts of the staff underthe Ministry of ElectricPower No. 1. Indeed, thepower plant could be builtas peace and stability wasrestored in Kengtawngregion.

Namtein Creekhas 2325 square miles ofcatchment areas and itscurrent flow rate is 3225cubic feet per second.There has been 53 inchesof rainfall in Kengtawngregion.

KNU made huge sums of money from illegal trade of thenation's natural resources and could strengthen itsmanpower and weaponry by making good use of theconditions in which the Tatmadaw was preoccupiedwith the fight against the growing BCP. In the 1988unrest, KNU could occupy some outposts of theTatmadaw through attacks on Methawaw region. So, theTatmadaw had to launch an 80-day military operation toreoccupy the region. Later that, the Tatmadaw managedto occupy KNU's military bases one after another throughmilitary operations, and that was the beginning of theKNU's downfall. In the meantime, BCP, the strongestforce among the armed groups, collapsed. Since March1989, troops of various national races in the BCP startedto rise against BCP and exchange arms for peace with thegovernment through peace talks. The collapse of BCPhad considerable effect to the national race armed groupsin Shan, Kachin and Kayah states, and 14 of the groupsreturned to the legal fold from 1989 to 1995.

However, KNU persisted in exercising the armedstruggle line. On 28 April 1992, the Tatmadawgovernment announced the unilateral suspension of itsmilitary operations in Kayin State with the aim ofopening the door for peace. Nevertheless, KNUmisjudged the Tatmadaw's intention of regaining nationalreconsolidation and peace, making an unwise commentthat the announcement was due to the government'sdeclining strength. And KNU leaders turned down theolive branch the government had extended to it. Duringthe period of the Tatmadaw's unilateral suspension ofmilitary operations, KNU launched attacks on theTatmadaw for about 100 times. The Tatmadaw wagedjust defensive attacks and continued its efforts for peace.

Whatever it was, the aspect of the Tatmadaw'sbehaviour was never hidden. The Tatmadaw'spursuance of peace with national race armed groupswas based on conviction and benevolent attitude. So,the Tatmadaw government formed the CentralCommittee for Progress of Border Areas and NationalRaces in 1989, and tasks for development of borderareas were effectively stepped up under the leadershipof the Head of State. As a result, the battlefields werelater converted into irrigation facilities andfarmlands. Many hamlets were transformed intourban areas with fine buildings. Getting new roadsand bridges along with schools, hospitals, health carecentres, TV retransmitting stations and autoexchanges, the regions enjoyed cumulativedevelopment. Those facts then came to the knowledgeof the regions with less development where peace hadnot been restored.

The information about gradual development of peaceregions reached the ears of the people of Kayin Statewho are going through real hard times due to the KNU'sarmed insurgency and KNU members of other rankswho are engaged in the Kayin revolution at risk to life forages. In reality, they all favoured peace. However, there

are many leaders in KNU who are opposed to peace andafraid of peace. In addition, there are many lackeys ofexternal elements who are in fear that they would nolonger get foreign assistance and they would lose theiratmospheres if KNU troops are no more in the borderareas, alongside certain elements who are resorting to allpossible ways under the pretext of KNU affairs to messup the Myanmar politics and disrupt the peace process.

So, the government's efforts to make peace withthe whole KNU prolonged unnecessarily. However,the officers and other ranks and leaders of KNU whoare completely weary of the armed conflicts aredetermined to achieve peace.

In the end of 1994, KNU troops under KNU leaders'intolerable oppression and disruptive attempts to thepeace process and Kayin nationals formed themselvesinto the Democratic Kayin Buddhist Organization(DKBO) and joined the Tatmadaw to fight back KNU,thus culminating in the downfall of almost all the KNUmilitary bases in the border areas including itsheadquarters.

DKBO taking a stronghold in Myainggyingumanaged to scale up the momentum of the tasks it wascarrying out in cooperation with the government fordevelopment of local Kayin people. Emulating the successof DKBO, the KNU troops in many other regions havemade peace on their own. They are the group led by USaw Tha Mu He of KNU Brigade (6), the group ofThandaung region, the group led by Phado Aung Sanfrom KNU (Central), Brigade (2) special region group,and the KNU/KNLA Peace Council led by Maj-Gen HtayMaung.

In order to make peace with the government, theyhad to brave a variety of hindrances. They had to risk theirlives and deal with the dangers posed by the groups thatwere not happy with the peace process.

There is disunity between two factions of KNUleaders regarding the peace process: the first that havecome to understand well the genuine goodwill of thegovernment and the other that want to give priority to itsinterests rather than that of the people of Kayin State.The leaders in favour of peace with the government aregood soldiers. They are rural folks as well as soldiers, sothey are open-minded with decisive attitude. They bynature do whatever thing with all their heart and soul,and speak wholeheartedly and bluntly. They are fromKNLA, the military wing. Unlike them, members ofKNU are educated persons from urban areas. They haveincidentally become insurgents due to various reasonsin doing aboveground politics. In the atmosphere ofarmed insurrection, the educated population is so lowthat they dominate office work. Being politicians, theytalk too big. They never put their words into deeds. Theyare skilled at the tactics of politics. They are in a positionto enjoy the benefits from Kayin revolution far morethan any other fellow member. They live a life of luxurywith fine vehicles and residences in Maesot due to theforeign funds. They could send their children to foreigncountries such as the US, Australia and Norway for

academic purposes. So, they want the Kayin revolutionto be never-ending, whereas The KNU leaders-cum-solidiers used to engaging in combats at the risk of lifeand going through hardships including hunger havecome to realize that it is no use of continuing theirarmed insurrection, through which they would nevergenerate a prosperous future of Kayin people.

As a result, KNU leaders split into two factions withrespect to the peace offer proposed by the Tatmadaw in1992. The desire of the KNU leaders-cum-soldiers isthat they can make peace if they could trust the offer ofthe government. The group of politicians has a plan todelay the peace process as long as they can by claimingtheir superficial programmes.

The peace process commenced in 1993, and KNUand the government held 10 informal meetings and sixformal meetings for peace. The then Chairman of KNUSaw Bo Mya took part in the peace talks in Yangon inJanuary 2004. On his tour, he witnessed the projects thegovernment was undertaking for national development.So, he agreed to the process for peace with thegovernment. At that time he was at old age. He had apassion to see development of the entire Kayin State.Nonetheless, he no longer had influence over the KNUleaders of young generation, as the saying that goes "Afeeble person is hardly heeded by others". To makematters worse, his health was deteriorating due to hisripe old age. After all, he was removed from hischairmanship on health grounds.

Despite his ill health, Saw Bo Mya worked as muchas he could for peace. He handed over his ongoing peaceprocess to his confidant Major General Htay Maung(Htein Maung) who was capable of serving as a personin charge of the entire KNU. Major General Htay Maungwas very eager to make peace, so as entrusted tasks bySaw Bo Mya, he continued the peace talks with thegovernment on behalf of KNU. Some time later, henoticed that the peace process for the whole KNU wasimpossible for the time being. So, he mobilized as manytroops as he could and celebrated the victory of peaceprocess in Htot-kawkoe on 11 February 2007. At thattime, his party comprised 320—309 members and 11family members. Then, they were followed by othermembers who also wanted to enjoy the taste of peace,adding to the number of members to 1708 — 615members and 1093 family members with 218 assortedarms. They are now carrying out regional developmenttasks in Htot-kawkoe, Nabu Township, KawkareikDistrict.

The group led by Captain Saw Nay Soe Mya ofKNU Special Force (202) recently entered the legal foldin compliance with the wish of his late father GeneralSaw Bo Mya. There might be many other troops whowill come to the peace region like the group of CaptainSaw Nay Soe Mya.

What they will have to do is not so difficult if theyreally want to enjoy the taste of peace. It took onlyeight hours for Captain Saw Nay Soe Mya and hismembers to leave the gathering point in the junglefor Htot-kaw-koe peace region. However, KNU thathas practised the armed struggle line for more than60 years has not been able to complete the peaceprocess because of the hindrance caused by anti-peace leaders.

Anyhow, inspired by the good news about peace,remnant KNU officers and other ranks areabandoning awful KNU. So, in the near future, thewhole Kayin State will be able to enjoy peace fully.

found fetal heart ratessignificantly lower and thevariability of heart ratesduring fetal breathing andnon-breathing movementperiods higher in themothers who exercised.The fetal measures havingto do with the nerveresponsible for heart rate,peristalsis and musclemovements in the mouthalso were higher duringbreathing movements inthe fetuses of exercisingmothers.

“These findingssuggest a potential benefitof maternal exercise onfetal development becauseof the link between fetalbreathing movements andthe developing autonomicnervous system,” May andGustafson said in astatement.

The study also finds that, particularly among men,exposure to smoke changed breathing patterns, raisedblood pressure oscillations in peripheral arteries andshifted control of heart rate toward sympathetic domi-nation.

The sympathetic nervous system produces the “fightor flight” response, which drives the heart and bloodpressure and may cause damage if activated too long,Evans says.

OAKLAND, 19 April—A westward dash to powerelectricity-hungry cities by cashing in on the desert’smost abundant resource — sunshine — is clashingwith efforts to protect the tiny pupfish and deserttortoise and stinginess over the region’s rarestresource: water.

Water is the cooling agent for what traditionallyhas been the most cost-efficient type of large-scalesolar plants. To some solar companies answeringWashington’s push for renewable energy on vastgovernment lands, it’s also an environmental thorn.The unusual collision pits natural resources protectionsagainst President Barack Obama’s plans to producemore environmentally friendly energy.

The solar hopefuls are encountering overtaxedaquifers and a legendary legacy of Western water warsand legal and regulatory scuffles. Some are movingto more costly air-cooled technology — which uses90 percent less water — for solar plants that willemploy miles of sun-reflecting mirrors across theWestern deserts. A new study by marine chemists at MBARI sug-gests that deep-ocean animals such as this owlfish(Bathylagus milleri) may suffer as carbon dioxide

increases and oxygen concentrations decline inthe deep sea.
