Background
• Bilateral Agreement for establishing center of excellence under Debt Swap phase II
• “Sexy” health issues in Indonesia-post MDGs:– Climate change, population, social and economic
changes have impact on human health– The struggle to contain rising rates of non-
communicable diseases

• Challenges for universities on research– Bureaucratic entity, more focused on teaching
than research, research culture is not yet cultivated
– Uncoordinated research activities within university and inter-university

• Gadjah Mada University (UGM) as one of leading institutions in Indonesia has sufficient infrastructure and capacity to accommodate the Research Center.
• For the purpose of social accountability, UGM will assist other universities to uplift their research capacity

• Specific Purposes:– To strengthen researches capacity (human resources,
finance and infrastructure) on Global Health at UGM, UNSOED, UNAND, UNMUL, UNDIP
– To strengthen research coordination and management on Global Health at UGM, UNSOED, UNAND, UNMUL and UNDIP

Purposes• To strengthen collaborative researches on Global Health
between Heidelberg University, Ludwig Maximilians University-Munich, DKFZ, Senckenberg Museum, and University Consortium on Global Health
• To transfer, share and disseminate advances in sciences, technology, knowledge and skills on Global Health issues
• To contribute to the Indonesian Policy Makers on how to tackle global health issues

Purposes• To collaborate in getting research funds from international
agencies• To promote sustainability through equal partnership• To assist the Indonesian Government in achieving MDGs• To promote collaboration with other funding agencies and
partners, nationally and internationally

Program Strategy
• UGM will host the Consortium and will take the lead in developing and running the Program
• The Program will be divided into four phases:– Phase 1: Proposal preparation and start up– Phase 2: Building the foundation– Phase 3: Internal consolidation– Phase 4: Self-financing and self-governance

Phase 1 : 2012-2013
• Proposal Development and start up– Building Commitment between partner
universities in German and in Indonesia and the Directorate General of Higher Education
– Appointment of Core Team– Workshop for finalizing the proposal in Indonesia– Launching joint collaboration and signing of MOU
between Partners

Phase 2 (a): 2014
• Building the Foundation: led by the German partners– Director of the consortium is from German– Vice Director of consortium is from Indonesia– Situational analysis in Indonesia in relation to the
research areas– Developing roadmap researches for each area – Needs identification of human resources,
infrastructures and financing in each Indonesian partner

– Building research networking for each area– Capacity building for human resources
(education, training, workshops, attachment, exchanges, joint supervision)
– Capacity building for infrastructure (procurement of equipment, building, etc.)
– Developing database and knowledge management for researches and expertise in Global Health
– Recruiting Doctoral and Post-doctoral Research Fellows (other funding: Debt Swap Phase I)

Phase 2 (b): 2015-2017
• Building the Foundation: led by the German partners– Building Research Groups in each area :• Group Leader (German)• Research Associates/scientists (Indonesia)
– Running initial research projects – Dissemination of preliminary research results
through publication and international conference

– Establishment of scientific review committee, laboratory security, laboratory database, research quality assessment, Material Transfer Agreement, etc.
– Establishment of career development for researchers and fair remuneration schema
– Providing competitive research grants

Phase 3: 2018-2020
• Internal Consolidation led by German and Indonesian partners– Running research projects by Research Groups
(Group Leader: Indonesia, research associates: Indonesia and German)
– Developing training modules in each area for distance learning programs in other universities in Indonesia and ASEAN

– Providing competitive research grants– Recruitment junior researchers who have finished
their PhDs to join the research groups– Providing Post-doctoral Research Fellows– Developing research proposals – Application of research results to improve quality
of health services
