Very often it is a tragic event that prompts a family to memorialize a loved one by setting up a fund in the Wabash Valley Community Foundation, but doing so can also be a very positive step for family members.
Such is the case with the family of Peter Anthony Duong, 19, who died September 9 when he was hit by a car on the Indiana University campus in Bloomington. Peter Anthony’s family has established a scholarship fund in their son’s name with the Community Foundation.
Peter Anthony’s father, Dr. Peter Duong, explained,
“When we were at the funeral home, we were in shock. There were so many decisions that had to be made, and one was the obituary in the paper. We didn’t really want people to send a lot of flowers, and someone suggested something more meaningful – that we remember Peter Anthony by awarding a scholarship.”
Lisa Duong, Peter Anthony’s mother, said a friend who was with them at the funeral home had experience with the Community Foundation and said she would make the initial contact. “The Foundation made it very easy to set up the fund,” Lisa said, and because of this they were able to get information about the scholarship into Peter Anthony’s obituary.
“So many people ask you what they can do to help,” Lisa explained. “A fund like this lets people do something that is really lasting.”
“The people at the Foundation are so helpful,” she said. “They explain everything, but you can decide what the requirements
of the scholarship will be for the recipient. I wanted this to go to someone who excels in literature and languages, and goes to South High School; someone who gets very good grades like Peter Anthony did.”
Peter Anthony was just beginning his sophomore year at I.U., and his dream was to go on to medical school. He had received several scholarships for college, including the Ambrose and Miriam Rubey Scholarship from the Foundation.
Lisa emphasized that starting a scholarship in Peter Anthony's name had just seemed right. “He was 19, so for someone coming out of high school who is close to his age, this could give them the opportunity to pursue their dream, to finish what he couldn’t.”
His father added, “We have learned that tragedy is unavoidable, but if you can help someone as a result of a tragedy, to give hope to young people, it’s a wonderful thing.”
Lisa said Peter Anthony had a contagious smile, a contagious laugh. He had a passion for many things – his friends, tennis, dancing (he loved hip hop), languages, music and learning in general. He had earned honors and volunteered in the community, and he had found a way to balance it all. “Peter Anthony did so much in his life,” his mother said. “He touched so many lives, and I think even more when he passed. Just to be able to have this fund in his name – it’s everything. It’s forever.”

The Board of Directors of the Wabash Valley Community Foundation celebrated a successful 2009 at its Annual Meeting on September 23 at the Country Club of Terre Haute. At that meeting, the following new officers and board members were selected.
For the Wabash Valley Community Foundation, new officers are: President, Jacqueline Lower; Vice President, Lant Davis; Secretary, Char Doerr; and Treasurer, William Olah. Members new to the board include Fred Nation, Don Ritter, Randy Stevens, M.D., and David Wulf. Board mem-bers renewing their terms are Jacqueline Lower, Alane Meis and Richard Vining.
The affiliate community foundations also elected officers and board members.
For the Clay County Community Foundation, new officers are President, H. Michael Lawson; Vice President, Sam Glover; and Secretary, Sue Ridenour. Clay County’s representatives to the Wabash Valley Community Foundation board are Mike Lawson and Joyce Emmert. New
board members include Randy Collins, Kandice Brown and Bryan Husband. Board members renewing their terms are Jerry Anderson, Mary Brown, Brian Deakins, Sam Glover, Scott Hill, Jan Howell, Jim Romas, Lucy Strauch and Matt Weber.
For the Sullivan County Community Foundation, the new officers are President, Troy Orwig; Vice President, Jean McMahan; and Secretary, LeAnne Daniels. Sullivan County’s representatives to the Wabash Valley Community Foundation board are Brandi Floyd and Jean McMahan. Newly elected to the board are Clay Arnett and Darrell Wesner. Board members renewing their terms are Jan Gill, Dr. Allen Lueking, Jeff Salyers, Howard Unger and Ruth Ann Wood.
Thanks go to the following retiring board
members: from the Wabash Valley board, David Bolk, Mary Ann Carroll and Jerry Einstandig; from Clay County, Pat Wilkinson and Paul Sinders; and from Sullivan County, Bryan Burkhart.

PreparationOne day ahead, crank up the heat at the Clay County 4-H Fairgrounds to take off the slight chill from the early October evening.
Turn the 15 board members and other community volunteers loose to set up tables and prepare the pavilion, shelter, roaring bonfire and 60+ item silent auction table.
The next evening, unlock doors at 4:30 p.m. so over 200 people can work their way through the Texas-style BBQ dinner. Throughout the evening, let children know about the supervised games and prizes reserved just for them, while the adults challenge each other to games of cornhole.
Gently interrupt the festivities at 7 p.m. to celebrate the Foundation’s mission to provide “For Good… For Ever…” by asking nine worthy community service groups to come forward and accept checks totaling over $40,000. For added zest, ask each group to briefly share how the proceeds will help them serve others.
With that “For Good…For Ever….warm and fuzzy feeling” still energizing the evening, joyfully resume all previous activities, and a couple of hours later close the bidding on the hugely successful silent auction, and let the winners collect their treasures!
Let the celebration take its course, not worrying about it cooling, as the warmth of the evening will sustain all the good works far into the future!

The end of the year may be the last time donors over the age of 70-1/2 will be able to give to charities from an Individual Retirement Account without paying taxes on the distribution.
In 2009, there are no required individual retirement account minimum distributions for people over the age of 70-1/2. Last year, the IRA charitable rollover extension was put into effect as a retroactive expansion of the Pension Protection Act of 2006.
That act allowed individuals over the age of 70-1/2 to donate up to $100,000 per year from their IRAs to charities without paying taxes on the distributions. But the year is coming to an end, and so far there has been no extension.
At 70-1/2, investors are required to pull funds from their IRA. The $100,000 exemption allows individuals to avoid paying taxes on the money while contributing to the community. The IRA custodian writes the check directly to the charitable organization.
Beth Tevlin, Wabash Valley Community Foundation executive director, said, “The IRA distribution legislation was extremely valuable to individuals and to the Foundation and nonprofits. For some, it made the difference in whether that person was able to continue supporting his or her favorite charity, with more of the donation going to the charity rather than to taxes. The Foundation has benefited from several of these donations.”
The first time the tax break was effective was in 2006 when the Pension Protection Act became law. Congress took it a step further, passing legislation in early December 2008 eliminating all minimum requirements. This provision also expires at the end of the year.
