5. Financial Upgradation under the MACP Scheme granted to the above officers issubject to inter-alia, the following conditions;

The MACP Scheme contemplates merely placement on personal basis in theimmediate higher Grade Pay l Grant of financial benefits only and shall not amountto actual / functional promotion of the employees concerned.

The residency period (regular service for grant of benefits under MACP Schemeshall be counted from the grade in which an employee was appointed as DirectRecruit.

On grant of financial upgradation, there shall be no change in the designationclassification or higher status. However, financial and certain other benefits whichare linked to the pay/ grade pay drawn by an employee such as HBA, allotment ofGovernment accommodation shall be permitted.

Financial upgradation under the 'MACP Scheme shall be purely personal to theemployee an shall have no relevance to his I her seniority position. As such, thereshall be no additional financial upgradation for the senior employees on the groundthat the junior employee in the grade has got higher pay I grade pay under theMACP Scher le

Benefit of pa/ fixation available at the time of regular promotion shall also be allowedat the time cf financial upgradation under the MACP Schem6. Therefore, the payshall be raisiid by 3% of the total pay in the pay band and the grade pay drawnbefore such vgradation. There shall, however, be no further fixation of pay at thetime of regular promotion if it is in the same grade pay as granted under MACPScheme.

With regard t ) fixation of this pay on grant of promotion / financial upgradation underMACP Scher le, a Government servant has an option under FR 22(I)(a)(1) to get hispay fixed in the higher post grade pay either from the date of his promotion Iupgradation or from the date of his next increment viz. 1 st July of the year. The payand the date of increment would be fixed in accordance with clarification no. 2 ofDepartment c f Expenditure's O.M. No.1/1/208-1C dated 13.09.2008.

(vii) Pay drawn it the pay band and the grade pay allowed under the MACP Schemeshall be taken as the basis for determining the terminal benefits in respect of theretiring employee.

The above )rder is based upon the assumption that the officer is not undersuspension 2nd there is no vigilance / non-vigilance case pending against the officerneither office is under going penalty. Further, he / she is not under suspension andnot covered py any of the three conditions mentioned in DOPT, New Delhi's 0.MNo,2201110491-Estt (A) dated 14.09.92. The concerned D.D.O.s may kindly ensurethat this concition is satisfied before grant of MACP.. In , respect of officers, where thiscondition is rot satisfied, the order is deemed to not have been issued. Such casesshould be brought to the notice of this office immediately.

Before grant ng MACP benefit, the period of suspension of officers if any, mayplease be exeluded.

Financial upgradation has been allowed due to stagnation and the employeessubsequently refuse the promotion, it shall not be a ground to withdraw the financialupgradation. He shall, however, not be eligible to be considered for further financialupgradation t II he agrees to be considered for promotion again and the next financialupgradation ehall also be deferred to the extent of period of debarment due to therefusal.

3. Financial Upgradation under the MACP Scheme granted to the above officers issubject to inter-alia, the following conditions;

The MACP Scheme contemplates merely placement on personal basis in theimmediate higher Grade Pay / Grant of financial benefits only and shall not amountto actual / functional promotion of the employees concerned.

The residency period. (regular service for grant of benefits under MACP Schemeshall be counted from the grade in Which an employee was appointed as DirectRecruit.

On grant of financial upgradation, there shall be no change in the designationclassification or higher status. However, financial and certain other benefits whichare linked to the pay/ grade pay drawn by an employee such as NBA, allotment ofGovernment accommodation shall be permitted.

Financial upgradation under the MACP Scheme shall be purely personal to theemployee and shall have no relevance to his / her seniority position. As such, thereshall be no additional financial upgradation for the senior employees on the groundthat the junior employee in the grade has got higher pay / grade pay under theMACP Scheme

Benefit of pay fixation available at the time of regular promotion shall also be allowedat the time of financial upgradation under the MACP Scheme. Therefore, the payshall be raised by 3% of the total pay in the pay band and the grade pay drawnbefore such upgradation. There shall, however, be no further fixation of pay at thetime of regular promotion if it is in the same grade pay as granted under MACPScheme.

With regard to fixation of this pay on grant of promotion I financial upgradation underMACP Scheme, a Government servant has an option under FR 22(I)(a)(1) to get hispay fixed in the higher post / grade pay either from the date of his promotion /upgradation or from the date of his next increment viz. 1 st July of the year. The payand the date of increment would be fixed in accordance with clarification no. 2 ofDepartment of Expenditure's O.M. No.1/1/208-1C dated 13.09.2008.Pay drawn in the pay band and the grade pay allowed under the MACP Schemeshall be taken as the basis for determining the terminal benefits in respect of theretiring employee.

The above order is based upon the assumption that the officer is not undersuspension and there is no vigilance / non-vigilance case pending against the officerneither officer is undergoing penalty. Further, he / she is not under suspension andnot covered by any of the three conditions mentioned in DOPT, New Delhi's O.M.No.22011/04/91-Estt (A) dated 14.09.92. The concerned D.D.O.s may kindly ensurethat this condition is satisfied before grant of MACP. In respect of officers, where thiscondition is not satisfied, the order is deemed to not have been issued. Such casesshould be brought to the notice of this office immediately.

Before granting MACP benefit, the period of suspension of officers if any, mayplease be excluded.

Financial upgradation has been allowed due to stagnation and the employeessubsequently refuse the promotion, it shall not be a ground to withdraw the financialupgradation. He shall, however, not be eligible to be considered for further financialupgradation till he agrees to be considered for promotion again and the next financialupgradation shall also be deferred to the extent of period of debarment due to therefusal.
