PROMOTION AND DEVELOPMENT OF THE BIO-

ENERGETIC LAW

POINT REFERENCE

At August 2005, the Sub-commission of the Stockbreeding and Agriculture Commission responsible of the integration of the initiative, has a program of work to write down the law initiative, and has had work meetings with SEMARNAP, PEMEX, the Energy Institute of UNAM, the Institute of Legislative Investigations of the Senate of the Republic and civil organizations who have worked in the issue as e-Mision. The Subcomission of work obtain that the initiative was presented on November 2005.

PROMOTION AND DEVELOPMENT OF THE BIO-ENERGETIC LAW

• The past February 7th 2006, the Union Congress approved the Initiative of Promotion and Development of the Bio-Energetic Law. With 346 votes in favor and only 3 against.

• This was a huge achievement because this Initiative was approved almost for unanimity. This demonstrate the Bioenergy is acknowledge for the Federal Executive

THE LAW’S APPROBATION

• The next step in this project is the Law’s approval in the Senate.

• This Law was assigned to 5 Commissions in the Senate: Agriculture Commission, Energy Commission, Environment Commission, Constitutionals Points Commission and Legislative Practices Commission.

• These Commissions are in charge to study the Law and to do observations at it. This with the proposal to accept the Law in the vote.

SEMINARY OF BIOENERGY• With the principal objective to aware the Senators in the

Bioenergetics' subject, E Mision Foundation organized a Bioenergy Seminary, in the Four Seasons Hotel in Mexico City, on February 15th 2006.

• Some of the speakers in this Seminary was:• Jan Öhrvall of Sweden • Francesco Scipioni, Presidet of Uni-Systems• Mrs. Ewa Polano, Sweden Ambassador• Mr. Ivan Cannabrava, Brazil Ambassador• Isabel Gómez Macías, President of E Mision Foundation• And we have as a participants: Senators, Members of Parliament

and Media.• The seminary was successful and the Senators has a fast response

to the topic.

LOBBYING

• Now we lobby with the Senate with purpose of elaborate a final report for the Law as soon as possible, before this administration end.

• And we want that the PROMOTION AND DEVELOPMENT OF THE BIO-ENERGETIC LAW being a reality soon.

• As we can realize, Mexico has made a lot of advances in Bioenergy topic. Some few months ago, we just have a proposal of Law, now it’s almost a reality. And in this time, we obtain that the senator and Members of Parliament work together to reach the Bioenergetics Age in our Country.
