Still lookingforhelpsortingfoodandclean-ing up the store room at thechapter; if interested, call me,please.Attheboardmeetingthismonthweapprovedamotiontoallowthecommitteeofthe25thanniversary to lower the ticketcost for members to $10.00;please stay tuned for more tocome from the committee.Theboard also approved $5000 totheVietnamVeteransMemorialin Highland Park for the 10thanniversary as the major spon-sorof theevent.At thiswritingwewillbehavingour“VeteransHealthOutreach” at theGreeceTown mall on July 22. Thisevent, one of, I hope, many,willhaveVVAmembershipinfo,health care issues by the VA

According to the story, afterSteven Hackett’s son, Sgt. RyanHackett,waswoundedbyanimpro-visedexplosivedevicewhilepatrol-ling near Baghdad, Hackett want-ed to spend time with his son at

WalterReedArmyMedicalCenterin Washington, D.C. In order tomake it possible, his co-workers atHighFallsBrewingCo.raisedmorethan $900 for travel expenses anddonated more than nine weeks oftheir personal and vacation time.And additional brewery employeesarereadytogiveHackettmoretimeoffifneeded. OnJuly13,theDemocratandChronicle printed a letter fromChapter 20 president Ken Mooreresponding to the story.Onbehalfof Chapter 20, Moore extendedthanks to the High Falls BrewingCo. and its employees for showingsupport of our nation’s fighting

menandwomen. “Yoursupportofyouremployeeandhisson,RyanHackett,wound-edinIraq,showsagreatamountofpatriotism and dedication to youremployees,”Moorewrote. Moore quoted the foundingprinciple of Vietnam Veterans ofAmerica,“neveragainshallonegen-erationofveterans forgetanother.”“Youractionssupportthatprincipleandgiveushopethateveryoneelsewill also remember them,” Moorewrote. “Asveteranswesaluteyouandyour employees and thank you foryour support of the Hackett fam-ily.”

Asthisissuewasbeingprepared,I received word that, once again,Between the LineshaswontheVVANewsletter of the Year award forchapters of 200 or more members.ThisawardisafittingrecognitionofthemanypeoplewhoplayapartinmakingtheBTLwhatitis:theoffi-cersandcommitteechairswhowriteinformative reports month aftermonth; Pete Galle, who providesour “Virtual Vet” features; peoplelikeDaveHooker,JoannePeckandothers who keep us supplied withphotographsofChapterevents;andotherswho,fromtimetotime,sub-mit items or provide informationwhich is of interest to our readers.SpecialmentionshouldbemadeofKathyGleason,whoduringthepastyear has helped with editing andchecking the proofs, and who putsthe issues on the Chapter website.Andwemustnot forget thepeopleat AdNet who do layout, printing,andpreparingtheissuesformailing;

thosewhosupporttheBTLthroughpaid advertising; and Barb DiVico,who maintains the mailing list anddoesotherthingsfortheBTLwhichinvolvetheChapteroffice.IfIhaveforgottenanyone, Iapologize; thereare so many who have contributedinonewayoranother.TheBTL issuccessfulbecauseithasthesupportoftheentireChapter. Here it isAugust already.Thisisthelastmonthofthe2006paradeseason.TheUnithasafewparadesto attend this month. We havethe Hamlin Firemen’s, the WayneCounty Firemen’s, and the PhelpsSauerkraut Parade. I am glad toreport that as of this writing, ourparade attendance numbers are upagainforthisyear.IjusthopethatIhaven’tjinxedusbysayingthat. Attheconclusionofthisyear’sparade season, the Marching Unitwill once again hold their annualpicnic at Ira Jacobson.This picnicwill take place rain or shine. Wehave indoor accommodations if itshouldrain.Iaskthatallmembersof the Unit please R.S.V.P. to meas soon as you read this, so I canstartgettingacountforthepicnic.Hopefully this year’spicnicwillbeeven more fun than those in thepast. There will be a committeeworking together this year to tryand make sure that happens. Thedate of the picnic is on Saturday,August 26th. Hopefully many ofyouwillbeattendingthisyearandthepicnicisalsoopentothemem-bers’ immediate families. So bringthem along to join in the fun.Justremembertoincludeanyfam-ilymembers thatwill be attendingwhenyouturninyourcountforthepicnic. AsIstatedinlastmonth’sreport,members of the Honor Guardare busily preparing for the 10thAnnualtriptoWashington,DCforNational POW/MIA RecognitionDay in September. The weekendbefore we go there will be a can-dlelight vigil held at the VietnamVeterans Memorial in HighlandPark. Please see the POW/MIAreportinthismonth’sissueforfur-therdetails.

As of this writing there areapproximately 30 people planningon attending this year’s services attheWallandatArlingtonNationalCemetery. By the time we leavein September there may be evenmore to add to the list. This isthe first year that we have had somany people planning on attend-ingandgoingon the tripwithus.There are three couples comingfrom Pennsylvania alone.They aremembersof theVVAChapter thatMarlinPlymettebelongs tonow. Ihave still had no response of anykind from any of the four electedofficialsthatIinvitedtomeetusattheWall. Itwasover amonth agothatIsentinvitationstotheofficesofSenatorsSchumerandClintonaswell as Congress people Slaughterand Reynolds. I find this hard tobelieve. Isn’t it an electionyear forsomeofthesepeople? The Honor Guard will notmeetagainuntiltheOctobermem-bershipmeeting.Ifanyoneisinter-ested in joining the Honor Guardor the Marching Unit, just get intouchwithmeor anyothermem-berof theUnit and theywill steeryoutomeandwe’llgetyousetup.Until next month…………..ATEASE!!!!!!

Ihavebeenre-typingthelistofPOW-MIAs for our reading at theCandlelightVigilonSaturday,Sep-tember9th,at7:00PMattheOver-lookoftheMemorial.Thiswillbeinconjunctionwiththe10thAnniver-saryCelebrationoftheVietnamVet-eransMemorialinHighlandPark. IwillneednamereadersandbellringersfortheVigil.So,checkyourscheduleandletmeknowifyouareavailable.This is always a verywellattended event and I expect that,

duetotheanniversary,itwillbeevenmoreso. I was surprised to find that ofthe 1,805 names listed by the Na-tionalLeagueofPOW-MIAFamiliesquiteafewwerenotAmericanSer-vicemen.Iamincludingtheminthenewlist,butattheendinagroupforCanada, United Kingdom, Philip-pines,Panamaandtheciviliansfromalmosteverystate. The THANK YOU letters arereally getting out there. They aresent to houses and businesses thatflyboththePOW/MIAandAmeri-canflag.But,IknowtherehastobemorePOW-MIAandAmericanflagsflyingoutthere.Keepyoureyesopenandletmeknowthehousenumber,streetandtownthatitisin.Infact,Nick DeLeo works with someonewhoreceivedonesuchletterandhewaspleasedtoreceiveathankyou. Don’t forgettoenteryournamefor the drawing of the POW/MIAandAmericanflagatourmembershipmeeting.Theonlystipulationsare:1.Youmusthaveaplacetoflyit—itdoesnothingforawarenessbeinginadrawer—itmustbeflown.2. Front and CenterAVVAKathy Gleason, Liaison It’s been a hectic few monthssince the election as I attempt tolearn the communication processanddutiesofthisposition.I’vegot-tentoknowmanyofyoubetterandfeel truly blessed to be in this ex-tendedfamily.Oneoftheinitiativesofournewregimeistofocusonourextendedfamilyandbringeveryonetogether as often as possible. It oc-curred tome thatmostof the timewegettogether it’s forworkand/ormeetings.I’velistenedtomanyrecalleventsofthepastanddiscoveredatthe July membership meeting thatthere was substantial interest inbringing back the Halloween partysomanyremember.WatchthenextBTLandwebsiteformoreinforma-tiononthis—itshouldbegreatfun!Anothereventintheplanningphasewill be a combination euchre tour-nament/chilicookoffinFebruaryorMarch.Ifanyonewishestohelpco-ordinatetheseevents,pleasecontactme.

IattendedthelastStateCouncilmeetingandmetanumberofotherAVVA reps from around the State.After our brief meeting I sat in ontheVVAStateCouncilmeetingandlistened to others communicate theinvolvement of their chapters. LotsofgreatthingsarehappeningaroundtheState. I intend tobecontactingsome of the other Upstate AVVAreps to see if perhaps we can worktogetheronaprojectortwo.Manyhandsmakelightwork,right? Things are not all fun, how-ever. I learned just aweek ago thatNational AVVA voted to increasetheduesforourincarceratedAVVAmembersfromthetoken$1peryeartothesame$20annuallythatevery-onepays.Unfortunately,bythetimethisinformationwascommunicatedit had already been passed by theBoard. I have agreed to work withRonTrovato andothers to seehowwe can help those wishing to joinorthosewhowishtocontinuetheirmembership.Ifanyonehasthoughts,pleaseletmeknow. They have continued tohave monthly general membershipmeetings and the group donated$210 for phone cards forwoundedAmerican troops and donated 300phone cards worth $2000 through“Operation Mom” for our soldiersinIraq.Theirnextfoodsaleistenta-tivelyscheduledforSeptemberandIwanttothankJeffLangneseforthegroup photo of the veterans at SanQuentin. Chapter 603 at the GrovelandCorrectional Facility has a new ex-ecutive board and we thank newchapter president Wayne Cottrellforkeeping in touchwithus.Theyaretryingtobuildupchaptermem-bership there and they developedan informational letter for veteranscomingintothefacility.Thechapteris sellingmugsandwaterbottles toraisefundsandtheirMemorialDayservice was well received and com-pletewithcolorguard.ThechapterisalsodevelopinganewsletterwhichwehopewillbeupandrunningsoonandweextendaspecialthankyoutoGail Bologna-Melens who donateda POW/MIA flag for the guys atGroveland.

Afterthoughts on the UnknownsBy Erin Bassegio OnJune24-26,2006,myeighthgradeclassmatesandIwentonourschool’s annual trip toWashingtonD.C. On our last day we wentto Arlington National Cemetery,whichIwasespecially looking for-ward to because I had won theprivilege of laying the wreath ontheTomboftheUnknownSoldier.Ireceivedthishonorbywritinganessay on what being an Americanmeanstome.Iwasveryproudthatoutofthe84studentsattendingthetrip my essay was one of the fourselected. When we arrived at the cem-etery a rush of gratitude wentthroughmybodyasIrealizedthatallofthesemenandwomenburiedbeneath me had fought for me, aswellasourcountry.Wewalkedthesidewalkashortwaywhenacaissonpassedwithsixhorsespullingit.Asthe coffin came into view, I knewinside was a soldier that had beenkilled in Iraq and that soldier hadalsofoughtforthelivesoftheIraqicitizensandtheirfreedom. WhenwemadeittotheTomboftheUnknownSoldierthenervesstartedtosetinastheguardbroughtout the wreath we would be lay-ing. We walked up to the top ofthe stairs of the Tomb along withthe Guard. I realized then that noother civilians but the ones layingthewreathon theTombwere everallowed down on the Plaza, onlytheHonorGuards.TheGuardgaveusourdirectionsandaswewalkeddown the marble steps, each stepI took I thought about how I wasrepresenting our school, our cityand our state to the country. Wereached the bottom of the stairsand another girl from my classand Iwerehanded thewreathandwe held on to it with both of our

handsandcarefullyplaceditontheTomb.MyheartbeatwithprideasIwalkedbacktooneoftheGuardsandplacedmyrighthandovermyheart.Thentheyplayedtapsonthebugle. This song almost broughttears to my eyes as in my head Isangalong:

“Dayisdone,gonethesun,fromthelakesfromthehillsfromthesky,

alliswell,safely,rest,

Godisnear.Fadinglight,

Dimsthesight,Andastargemsthesky

Gleamingbright,Fromafar,

Drawingnear,Fallsthenight.

Ihopedfortheseunknownsoldiersto one day have their identities bediscoveredandfortheir familiestobe at peace in knowing that theirbabywasokay,andthathehasbeenwellcaredforandgreatlyhonored.IthankedthesesoldiersintheTomb

asagain Iwalkedup the stepsandreturnedtomyclassmates. This event was a once in alifetimeexperiencethatIwillneverforget. The gratitude, pride, andhonorIfeltforthosemomentscannotbedescribedbywords.Aslongas I live, Iwill remember thewalkdowntheTombsteps,thelayingofthewreath,andtheplayingoftaps.I will also remember the look ofintensity on every Honor Guard’sface that this was their duty, andthey would not let these soldiersdown, for they deserved as muchhonorasthenextsoldier,nomattertheir race, gender, rank, or branchofservice.Allthemenandwomeninthecemeterydeservethehonorofburialthereforthesesoldiershelpedwinwars,theyplannedbattles,theyfoughtinthefrontlines,theypilot-ed the planes, they captained thesubmarines; these everyday peoplerose to the call of the service withthecouragethatIcanonlyimagineandfoughtforthefreedomfornotonlyAmericansbutnationsallovertheworld.IleftArlingtonthatdaywithanewfoundloveofourcoun-tryandall themenandwomeninthe armed forces andhope that allthe soldiers can remember “This,we,know,Godisnear.”

Subsequent to theRevolution,theOrderofthePurpleHearthadfallenintodisuseandnofurtherawardsweremade.ByOrderofthePresidentoftheUnitedStates,thePurpleHeartwasrevivedonthe200thAnniversaryof George Washington’s birth, out ofrespect to his memory and militaryachievements, by War DepartmentGeneralOrdersNo.3,dated22Febru-

ary1932.ThecriteriawasannouncedinWarDepartmentCirculardated22February 1932 and authorized awardtosoldiers,upontheirrequest,whohadbeenawardedtheMeritoriousServiceCitationCertificateorwereauthorizedtowearwoundchevronssubsequentto5April1917.

d.DuringtheearlyperiodofWorldWarII (7Dec41to22Sep43), thePurple Heart was awarded both forwoundsreceivedinactionagainsttheenemy and for meritorious perfor-manceofduty.Withtheestablishmentof theLegionofMerit, by anAct ofCongress,thepracticeofawardingthe

Purple Heart for meritorious servicewasdiscontinued.ByExecutiveOrder9277, dated 3 December 1942, thedecoration was extended to be appli-cable to all services and theorder re-quiredthatregulationsoftheServicesbe uniform in application as far as

practicable. This executive order alsoauthorizedawardonlyforwoundsre-ceived.

e. Executive Order 10409, dated12 February 1952, revised authoriza-tionstoincludetheServiceSecretariessubjecttoapprovaloftheSecretaryofDefense.ExecutiveOrder11016,dat-ed25April1962,includedprovisionsfor posthumous award of the PurpleHeart.ExecutiveOrder12464,dated23 February 1984, authorized awardofthePurpleHeartasaresultofter-roristattacksorwhileservingaspartofapeacekeepingforcesubsequentto28March1973.

f.TheSenateapprovedanamend-ment to the 1985 Defense Authori-zation Bill on 13 June 1985, whichchanged theprecedent from immedi-atelyabovetheGoodConductMedaltoimmediatelyabovetheMeritoriousServiceMedals.PublicLaw99-145au-thorizedtheawardforwoundsreceivedasaresultof“friendlyfire”.PublicLaw104-106expandedtheeligibilitydate,authorizingawardofthePurpleHeartto a formerprisoner ofwarwhowaswoundedbefore25April1962.

g. The National DefenseAuthorization Act for FiscalYear1998 (Public Law 105-85) changed the criteria todeleteauthorizationforawardofthePurpleHeartMedaltoany civilian national of theUnited States while servingundercompetentauthorityinanycapacitywiththeArmedForces.Thischangewaseffec-tive18May1998.

Victoria Parham, a retired Army spouse and veteran, has recently

launched an Internet-based talk radio show called Military Spouse Talk

Radio, an upbeat 30 minute talk show segment designed to empower,

inspire, and educate all military spouses. A current project is a series

entitled, “Military Spouses Past and Present.” She is very interested in

interviewing military spouses of the Vietnam era who are open to sharing

their lives, their stories, their way. Topics of conversation for the interviews

center around family, career, self-empowerment, education, volunteerism,

and mentoring. Spouses of the past have worked and fought for many of

the spouse and family programs and changes in our modern day military

and she is eager to share these with her listeners. Interviews will take place

by telephone (or in-person for spouses located in the Virginia/DC/Maryland

area). These interviews are recorded and streamed from the Military Spouse

Talk Radio (www.militaryspousetalkradio.com) website.
