Construction material criteria

Currently proposing to omit the ‘use of construction materials and

products complying with certain environmental criteria’

• Stakeholders favoured selection from whole building perspective

- Alignment with CEN/TC 350 (EN 15643)

- But very limited practical implementation by industry

• EPD option considered, comparison at component or product level

- Four mature EU EPD schemes

- But only benchmarking within schemes supports improvement

• Proposed within DG ENV Product Environmental Footprint pilot

- Attempt to standardise EPD methodology

- But timescale for implementation and limited coverage

- Potential for future convergance of EPD benchmarks

Different procurement routes imply different levels of client control

over the design, specification, management and LCC of the building

• Traditional contract (FIDIC* red book)

and traffic signs (2010)

Traffic signs

“The preparation and building of a road using

materials, including aggregate, bituminous

binders and additives that are used for the sub-

base, road-base and surfacing layers of the road”

Sign facings (containing the sign’s message)

A more comprehensive process

Inspiration from the 'Procuring Innovative and Sustainable

Construction. A guide for European Public Authorities' edited by SCI-

network, and the ongoing draft criteria and technical background

report for Wastewater (WWT) infrastructure works

The criteria would be set in the entire procurement process

(planning, design, construction and maintenance phases)

1. The raw materials phase

(manufacturing of materials for the road,

transport of materials to the construction

site etc.)

4. The use phase (largest potential environmental

impacts), to be considered at two different levels of

the road design:

- in the planning phase: the inclusion of the traffic has

great significance when various routes are investigated

- during the design and construction phases, the

use phase has to be considered in relationship to the

choice of construction materials able to reduce the

rolling resistance and hence to reduce the fuel

consumption of vehicles

Include in the scope

earth mounds = noise barriers of soil (integrated part of the earth works)

drainage and run off systems (as in current criteria)

Exclude in the scope

Road markings (included in the EU GPP criteria for paints and varnishes)

Street lighting and traffic signals (covered by EU GPP criteria for street lighting and

traffic signals)

Information systems (small amounts of energy compared to the energy consumption

through the full life cycle of a road)

Noise barriers requiring construction materials as metals, wood etc.

Foundations or lighting of traffic signs (as in the current criteria 2010)

Other types of road furniture (pedestrian walkways, bollards, overhead gantries and

central reservations, as in the current criteria 2010)

Literature

approximate influence of the traffic signs below 1% of the phases raw

materials extraction, construction, operation and maintenance

If the daily traffic is taken into account (including the fuel consumption of cars and

trucks), the traffic signs only contribute to less than approx. 0,1% of the total

potential environmental impacts during the full life cycle of a road

Traffic signs, because they are of minor importance to the total potential

environmental impacts in the whole life cycle of a road

Traffic signs are not taken into consideration in:

GPP criteria for the Sustainable Public

Procurement of Roads developed by the Dutch

Ministry of Housing, Spatial Planning and the

Environment in 2010

GPP criteria for road construction actually under

development by the Italian Environment Ministry
