Key benefits of eDelivery pilot

1. Reach. Pilot countries connected to the global Peppol eDelivery Network, which enables the exchange of

procurement data with any member of the Network. Currently, there are members from more than 30 countries

worldwide

2. Interoperability. Tested the enablement of interoperability across borders

3. Applicability. eDelivery Building block can be a trusted and secure channel for data exchange in any sector.

Therefore, the obtained knowledge on the solution can be reused and applied in other domains as well (e.g. Justice,

Public & Governmental, etc.)

Way forward with eDelivery

Next steps:

1. Most of the Eastern partner countries already expressed their readiness and willingness to test & implement

eDelivery (completed)

2. It is foreseen that in the coming month European Commission will issue an official recommendation to rollout

eDelivery as a successfully tested concept for data exchange

3. Further, based on willingness the discussion between EU Delegations and interested Eastern partner countries

will be initiated to discuss next steps and potential support opportunities

4. In a long run, it is aimed that the eDelivery Access points are established in all Eastern partner countries for the

procurement data exchange (e.g. invoices, catalogues, orders, etc.)

5. Further, the use of eDelivery could be considered in other domains and possibilities to introduce additional CEF

Building Blocks to Eastern partner countries could be explored

Examples of potential eDelivery use cases:

1. Electronic Exchange of Social Security Information system (data on illness, pensions, unemployment, etc.)

2. Online Dispute Resolution (platform to exchange data and solve issues between consumers and traders)

Examples of other Building Blocks: Big Data Test Infrastructure (BDTI), European Blockchain Services Infrastructure

(EBSI), eArchiving, etc.

Current progress

EU-EaP pilot: Belarus and Lithuania

Overview: facilitated customs-to-customs data exchange and introduced more advanced customs risk management

processes

Scope of functionalities selected and piloted:

• Scenario 1: Empty Trucks (freight means of transport)

• Scenario 2: Exchange of exit data from export declarations (limited data set)

• Scenario 3: Full declaration data set from the export declarations for volunteers

Needs covered for:

• Secure and automated links for structured real-time exchange of customs-related information to verify accuracy

of information and match data on the spot (at BCP) in order to identify inconsistencies

• Reliable and timely information for improved risk management and assessment

• improved handling of high traffic flow

Discussions regarding the inter-EaP eCustoms pilot pair is still ongoing and decision hasn‘t been made yet

Upcoming activities

1. Ongoing eCustoms pilot between Belarus and Lithuania is being finalized and recommendations

on further enablement of data exchange via SEED solution will be prepared by July 2021

2. After the completion of the pilot activity the tested SEED solution will be transferred for the further

use and development of the pilot countries

3. Discussion on inter-EaP pilot pair is ongoing and once confirmed, the preparatory activities for

pilot implementation will be initiated

4. Further, the possibilities to rollout the use of the SEED solution in all Eastern partner countries

to enable efficient exchange of customs data across borders will be considered

Digital Transport Corridor (DTC) concept in EU4Digital

6. Connected with the EU; no central platform development is planned in EU MSs (i.e. Lithuania), the connection is

planned with existing government or private systems.

1. Established as a federated network of platforms in the Eastern partner countries. It should support information

exchange among participating countries while providing different types of services.

2. Developed on the planned extensions of TEN-T to Eastern partner countries. The EU4Digital concept for a corridor

between the Baltic Sea – Black Sea complements the extension of North Sea – Baltic TEN-T corridor.

3. Built in accordance with the EU existing requirements (DTLF, eFTI) and ongoingly adapted based on new

specifications.

4. Built on National eLogistics Systems (NeLS) as core components. NeLS are central national platforms facilitating

provision of information for authorities and cross-border exchange. NeLS shall perform as eFTI platforms in the long term.

5. Established and tested through multiple Living Labs initiated based on priority logistic documents in Eastern partner

countries (data not documents to be exchanged).

Pilot tests a digital solution supporting retailers, marketplaces, delivery operators and customs to place

products for sale abroad and complete cross-border delivery

eCommerce pilot

Overview: set up national virtual warehouses as standardised digital catalogues of local goods, which

facilitate automated exchange of information about sales, delivery and customs

Countries covered: Armenia, Azerbaijan, Georgia, Germany + 192 countries of the UPU

Impact: helping to place goods for sales abroad, strengthening eCommerce ecosystem and increasing

eCommerce volumes

Participating sellers:

▪ AZ: ISAR Group (handcrafted wooden accessories), supported by

national marketplace Azexport

▪ GE: women-led businesses RKO (children’s clothing) and Funduki

(eco-friendly housewarming gifts)

▪ AM: Zeal Socks (socks), supported by the national post

eCommerce pilot: virtual warehouse – what is it?

Pain points for sellers

• Lack of knowledge and resources to sell online, especially cross-border.

• High cost to enter cross-border markets – adjust to different requirements of marketplaces, delivery services.

• Need to input additional data for different actors for complicated export procedures.

Key benefits of the eCommerce virtual warehouse

1. List products on different marketplaces at the same time.

2. Manage product data in one place.

3. Facilitate the exchange of product data between eCommerce actors creating a seamless and

standardised data exchange process.

4. Faster delivery as the exchange of product data is instant.

5. Eliminate intermediaries along the product placing and delivery process as all the necessary data is

exchanged directly between the actors.

Way forward with eCommerce pilot

By June 2021 by EU4Digital Facility:

▪ Conclude the final recommendations to adopt the piloted solution in production as well as scale-up.

▪ Handover the solution and the technical documentation to the beneficiaries.

How the Eastern partner countries can implement the piloted solution technically?

▪ EU4Digital with the pilot countries raised awareness of the new ways of digital eCommerce as we

tested with an MVP in real environment how the solution supports digital exchange of eCommerce data

from technical and organisational perspectives.

▪ After the pilot, EU4Digital will issue technical documentation and recommendations on how the solution

should be installed and enhanced to be used full-scale for eCommerce facilitation.

▪ Eastern partner countries should consider taking proactive actions to initiate implementation and scale

up of the solution.

▪ The next steps to support the countries after the pilot are to be discussed and considered on a bilateral

level.
