Badging for the 21st Century Workforce: Introductory Web Design with HTML5/CSS and WordPress Microcredentials Project Summary: This project is a collaboration amongst the following three SIUE departments: Mass Communications, Office of Educational Outreach, and University Marketing and Communications. Through the Excellence in Undergraduate Education (EUE) grant, the project team will develop a course program that results in two digital badges. The course is intended to address skills needed among current students at SIUE as well as professionals and post-traditional learners in the metro east region. The project tackles this year’s EUE priorities in development of digital badges and incorporation of experiential high-impact practices into the curriculum. The proposed special topics 8-week course - MC471 is designed for 16 students who want to learn web design skills in a fast-paced, hands-on environment with the opportunity to earn two associated digital badges to demonstrate their skills to future employers. The two digital badges use different technologies to create multimedia websites. The first one focuses on Hypertext Markup Language (HTML5) and Cascading Style Sheets (CSS) using Adobe Dreamweaver. The second focuses on the WordPress content management system. At the end of the course, students will receive a grade upon successful assessment of skills, up to two digital badges certified by SIUE Office of Educational Outreach. The project budget includes a faculty salary to allow for time to develop the course and compensate effort, as well as funding for assessment activities by students, and support for marketing and logistics of digital badging. The EUE funding will only go towards undergraduate education, including waiving any fees associated with the issuance of digital badges. Non-credit participants will be charged on a fee structure to be developed in partnership with the Office of Educational Outreach. After EUE support ends, modest fees for digital badge assessment will be charged to undergraduate students in accordance with University policy, with non-credit cohorts offered at a sustainable cost for both the course and the digital badge assessment.

a. CurrentSituation:
Thisprojectseekstobetteridentify,alignandamplifykeyemploymentcompetenciessoughtin
MassCommunicationsgraduateswiththeskillsimpartedthroughtheirundergraduatecoursework.For
example,webdesignandwebdevelopmentskillsareoften-soughtskillsinMassCommunications
graduates.AsTable1inthenextsectionillustrates,employersareseekingtechnicalskillssuchas
“searchengineoptimization,”“analytics,”“HTML,”“contentmanagement,”and“activedirectory”from
masscommunicationsgraduates,reflectingthedigitalnatureofthe21stcenturyworkplace.Unlike
computerscienceorcomputermanagementinformationsystemsgraduates,communicationsstudents
mightbelesslikelytohighlighttheseskillsontheirresumeoreventoseektodeveloptheskillsinthe
firstplacebyenrollinginanelectivecourse.Byconnectinganundergraduatecoursetoadditional,
employment-drivencredentials,studentswillbemorelikelytobothgainthecompetenciestaughtinthe
classandpromotethemontheirresume.
Theproposedcourse(MC471)isdesignedfor16studentswhowanttolearnwebdesignskillsin
afast-paced,hands-onenvironmentwiththeopportunitytoearntwoassociateddigitalbadgesto
demonstratetheirskillstofutureemployers.ThefirstdigitalbadgefocusesonHypertextMarkup
Language(HTML5)andCascadingStyleSheets(CSS)usingAdobeDreamweaver.Theseconddigital
badgefocusesontheWordPresscontentmanagementsystem.Attheendofthecourse,studentswill
receiveagradeasperattachedrubricsand,uponsuccessfulassessmentofskills,uptotwodigital
badgescertifiedbySIUEEducationalOutreach.
Thetargetstudentisanybodylookingtoupskilltoacareerintothefollowingcreativeand
technicalareasidentifiedbyEMSI:webdesign;webprogramminganddevelopmentwhichrequires
ecommercecompetencies.Thecourseanddigitalbadgesarealsoidealfor:newbusinessowners

lookingtogetonlinequicklyandeasily;digitalmarketers;projectmanagers;webandintranet
custodianswhoneedtoworkandmanageinsideoftheWordPressapplication.AccordingtotheEMSI
JobPostingAnalyticsforMarch2019inIllinoisandMissouri,webdesignerswithbasicskillsin
HTML5/CSSandWordPressareemployedinArts,Design,Entertainment,SportsandMedia.Themedian
postingdurationis35days.Thisdemonstratesthattheseskillshighlysoughtafter.
Theproposedcoursewillbeheld6to9p.m.onceaweekinthenewintegratedmultimedialab
in1014DunhamHall.Thecoursewilllast8weeks,with4weekspermicrocredential.Toaccommodate
theneedsofbothtraditionalundergraduatesandcommunityorbusinesspartnersseekingtogainthe
skillstaughtinthecoursewithoutseekingafulldegree,thecoursewilleitherbetaughtintwocohorts
forcreditandnon-creditstudents,orpermissionwillbesoughttoenrollbothcreditandnon-credit
studentsinthesamecourse.Non-creditstudentsmayseektoenrollinoneorbothofthesessions,
basedontheirinterestsandneeds.
ThisprojectiscloselyalignedwithSIUE’scomprehensiveapproachtobadging,ledbytheOffice
ofEducationalOutreachinpartnershipwithseveralunitsincludingMarketingandCommunications,
InformationTechnologyServices,andmore.AsoutlinedintheLetterofSupportfromco-investigator
andInterimDirectoroftheOfficeofEducationalOutreachMaryEttling,thedigitalbadgesproposed
throughthisgrantwillbedeveloped,issued,andmaintainedwithaneyetowardsustainability,
employeralignment,andmaintainingSIUE’sreputationforacademicexcellence.
EUEsupportwillbeutilizedonlytowardundergraduateeducation,includingwaivinganyfees
associatedwiththeissuanceofdigitalbadges.Non-creditparticipantswillbechargedonafeestructure
developedinpartnershipwiththeOfficeofEducationalOutreach.AfterEUEsupportends,modestfees
fordigitalbadgeassessmentwillbechargedtoundergraduatestudentsinaccordancewithUniversity
policy,withnon-creditcohortsofferedatasustainablecostforboththecourseandthedigitalbadge
assessment.

b. ProposedProject:
Microcredentialssuchasdigitalbadgesareaninnovativewaytodemonstratethatacandidate
possessestheactualskillsneededforaspecifictask.Forexample,employerspostjobsforWordPress
applicationsmanagers.Therefore,thejobcandidatemustdemonstratethebasicsofhowthe
applicationworks.TobuildaWordPresswebsitefromscratch,thestudentmustdesignpagesand
administercontentsuchastext,imagesandvideos;beabletosellonline;andanalyzecustomers’
behaviorinordertotailorsalesordigitalmarketingstrategies.Similarly,forHTML5/CSS,aparticipant
mustdemonstratethattheycancreatearesponsivewebsitefromscratch–withmultimediasuchas
text,imagesandvideos;purchaseadomainname;purchaseahostingpackageandlastly,knowhowto
usefiletransferprotocols.
Table1demonstrateshowthesecompetenciesarerankedinhardskillssoughtbyIllinoisand
MissouriemployersasreflectedbyMarch2019datafromEMSIAnalyst.

**EMSIAnalystreportfromMarch2019showinghardskillslistedinIllinoisandMissourijobpostingsseekingfull-timeemployeesforfour-yeargraduationswithadegreeinMassCommunications. Employer-aligneddigitalbadgessuchasthoseproposedherewillidentify,outline,andevaluate
studentsonthesespecificcompetenciestomakecleartoemployerswhatskillsthedigitalbadge
representsandhowthoseskillswereassessed.ThroughCredlyAcclaim,thebadgingplatformutilizedby

SIUE,eachdigitalbadgewillfeatureathoroughdescriptionoftheseskillsandevidenceofcompletion-
inthiscase,alinktothestudent’scustomwebsitebuiltthroughthecourse.
Asdescribedpreviously,communicationsstudentsmaybelesslikelytoseektheseskillsor
highlightthemontheirresumebecausetheydon’trecognizetheconnectionbetweentheircurriculum
andfutureemployment.Thisapproachtoconnectingundergraduateeducationwithworkplace
competencieshelpsenhancethevalueofexistingeducation,whilemeetingagrowingworkforcetrend
ofindustry-drivecredentialsandprofessionalcertifications.Accordingtodatafromthe“Bridgingthe
TalentGapEmployerCommunityReport”bytheGraduateNetwork!andtheSt.LouisRegional
Chamber,industry/professionalassociationcredentialsarethesecond-highesteducationneed
anticipatedbyemployersoverthenextfiveyears.Bachelor’sdegrees(42%)topthelist,followedby
Industry/ProfessionalAssociationCredentials(31%),AdvancedDegrees(30%),andPost-Secondary
Certificates(27%)1.
InadditiontobenefitingSIUEundergraduates(thetargetaudienceforthispilotproject),this
courseandcredentialcombinationhasstrongimplicationsforcommunitymemberswhomaybenefit
fromtheseskills.Whetheranentrepreneurseekingtobuildouttheirbusinessoranemployeeseeking
additionalskillstomoveupintheirorganization,webdevelopmentcompetenciessuchasthosetaught
inthecoursehavevaluetomultipleaudiences.TheSIUESmallBusinessDevelopmentCenterisanearly
stakeholderandsupporterofthisproject,duetothewebdevelopmentneedsofitsclients.TheSBDC
willbeengagedthroughoutthedevelopmentanddeliveryofthisprojecttoensurethedigitalbadges
reflecttheneedsofentrepreneursandsmallbusinessesaswellastraditionalstudents.

students.Thisprojectincorporatescommonintellectualexperiences,oneoftenHIPsdescribedby
Murray(2015).Byestablishingacommonunderstandingofindustryrequirementsandstandards,and
howtheircourseexperienceswillleadtoworkplaceskills,studentsaremorelikelytoengagewithand
retaincoursematerialandapplyittowardtheirfuturecareers.

badgingopportunitiesintwoskillsareasrelatedtowebdesignandconstruction.Theproposaladdresses
EUEprioritiesindevelopmentofdigitalbadgesandincorporationofexperientialhigh-impactpracticesinto
thecurriculum.
Thebudgetincludesfacultysalarytoallowfortimetodevelopthecourseandcompensateeffort,aswellas
fundingforassessmentactivitiesbystudents,andsupportformarketingandlogisticsofdigitalbadging.
