EUROPA 1984, GREEK BOOKLET -Below is the cover and the strip of 41984 Greek Europa stamps that were inthe booklet.

EUROPA 1967, COVER WITHFRENCH FRANKING - This cover isfranked with the complete set ofFrance’s 1967 Europa set. The addi-tional French franking of 0.05 francsmakes a total of 0.95 francs. This is ana i r m a i l c o v e r s e n t f r o mFrance to Canada. I do not know if thisrate is correct for an airmail cover in1967. Can anyone help?

EUROPA 1988, CYPRUS SPECI-MENS - These Cyprus Europa stampsare all overprinted diagonally with theword “specimen.”

50TH ANNIVERSARY OF THEFIRST EUROPA STAMPS - For thisanniversary, Mongolia issued a set of 6souvenir sheets. All of the sheets areperforated and each contains two stamps.In the figure below, there is an overlapof the sheets in each group of two.

EUROPA 1956, ITALIAN FDC -While surfing through EBay, I saw thisitem. It is a first day cover franked withboth values of Italy’s 1956 Europa set.There was some interest in this covereven though the bidding was not due toclose for a while. Note also that the ca-chet depicts a map of Europe highlight-ing the 6 European Coal & Steel Com-munity countries.

EUROPA 1986, GREAT BRITAINGUTTER PAIRS - Figure 6 in the nextcolumn is a set of 4 Europa stamps is-sued in 1986 by . Great Britain. Of noteis the fact that all four stamps are in ver-tical gutter pairs. Because they are gut-ter pairs, they far less common the indi-vidual stamps themselves, even whenthey are in vertical pairs. Accordingly,the stamps as gutter pairs command agood premium over the regular stamps.

YOU AND EUROPA, SERBIA - In2009 Serbia issued a single stamp on thetheme of “You and Europe.” Does any-one know what the “You and Europe”theme is? Does it have to do anythingwith the Yugoslavian “Joy of Europe”issues of the past?

The stamp that got the most votes in part1 was the one from Liechtenstein.

From part 2 it was Cyprus.

From part 3 it was the Ukraine. Now theblog will have a final poll to determinethe best of the best.LIGHTHOUSE SUPPLEMENTS -

The data in the table at figure 9 belowand in the next column, comes from arecently-received Lighthouse brochure.

EUROPA 1966, TURKISH VARIE-TIES - Turkey issued a set of twostamps in 1966 using the common de-sign for that year. See figure 10.

Seen recently on EBay are the following“varieties” of the stamps in the Turkishset. The EBay seller was asking manyhundreds of dollars for these items. Thisfirst item is the 50 Kurus stamp wit thedark blue and black missing.

This next item is the 130 Kurus stampwith the dark purple and black colorsmissing.

This item is also the 130 Kurus stamp.All of the colors are present but thestamp was printed in light and dark or-ange rather that in the light and darkpurple.

And finally, here is that same variety in ablock of four and also in a vertical gutterpair. Are these items worth hundreds ofdollars? Can anyone let us know if theyare authentic.

ATA ANNOUNCES PERSONNELCHANGES - The American TopicalAssociation (ATA) has announced thatwell-known philatelic journalist WayneYoungblood is the new editor of its jour-nal Topical Time. Also a new position ofAdvertising Manager has been createdfor Topical Time. Robert (Bob) Sazama,Ph.D., recently assumed the position.

INTERESTING COVERS - I am al-ways on the lookout for covers frankedwith Europa stamps. I am a firm be-liever that Europa stamps are issued for apurpose - e.g., to carry the mail. Theyare not issued to line postal administra-tion pockets at the expense of stampcollectors. Below are a few examples ofcovers I enjoyed seeing.

50TH ANNIVERSARY OF EUROPASTAMPS - Figure 14 shows two imper-forate souvenir sheets commemoratingthe 50th anniversary of Europa stamps.The top sheet is from Cuba and the bot-tom sheet is from Mozambique.

EUROPA THEATER - I know that theitem at figure 15 on the next page hasnothing to do per se, with EuropeanUnity. However, I thought that youmight enjoy seeing it. It looks like anadvertisement for a play titled “Lorenzodi Medici” playing at London’s EuropaTheater.

EUROPA 1981, HUNGARY PROOFS- These two items are from Hungary.They are both proofs (in Hungarian theword “MINTA” means proof). Onesheet is perforated and the other is im-perforate. The sheets show a map ofEurope. I saw these proofs on EBaywith an opening bid of $75.

EUROPA 1963, ITALY SHEETCORNERS - The partial sheets belowand in the next column, are the upper leftsheet corners of both values of Italy’s1963 Europa stamps. The translation ofthe Italian indicates that it is a sheet of60 stamps with a value (for a completesheet) of 1,800 Lire (for the 30 Lirestamp) or 4,200 Lire (for the 70 Lirestamps).

EUROPA 1961, COMMODORESHIPPING COMPANY - The Commo-dore Shipping Company took mail toand from various small British Islandsnot serviced by the Royal Mail. Thecompany issued a set of carriage labelsthat could be affixed to stamps sentwithin the specific Island (in this caseSark). However, mail addressed to themainland of Great Britain or beyondrequired Royal Mail postage to the af-fixed.

NATO 1952, PORTUGAL ONCOVER- It is unusual to see eithervalue of Portugal’s set on a commercialcover. This is an example on the high-value stamp used to frank a commercialpiece of mail to Italy (Turin).

ITALIAN GUTTER PAIRS, EU-ROPA 1960, 1962 & 1963, EUROPAEXAMPLES OF ITALIAN - An EBayseller had these three Italian gutter pairs for sale. Iwas amazed at the opening bids of almost $30 forthe 1962 & 1963 pairs but very surprised at theopening bid of almost $80 for the 1960 pair.

EUROPA 2009, KOSOVO VARIETY- This souvenir sheet of one stampshows a variety. A light blue line hori-zontally across the top.

EUROPA 1984, NETHERLANDSVARIETY - The Netherlands issued aset of 2 stamps for Europa 1984. Thestamps come in two perforation varia-tions. These are 13 1/4 x 12 3/4 & 133/4 x 12 3/4. Since scanners producedifferent sizes, both varieties are norshown here.

EUROPA 1961, SAN MARINOSHEET - Collectors know that this sheetis one of the “keys” of Europa collect-ing. Its value in the Michael Catalogueis €500. I was surprized to see the sheetoffered on Ebay in M-NH codition withan opening bid of only $50.

EUROPA 1963, LIECHTENSTEINSHEETS - We all know that the valuesfor lots of Europa stamps have decreasedin recent years. While the 1960 sheet of20 stamps remains fairly strong, theprice of most other Liechtenstein sheetsof 20 stamps are selling for greatlyreduced prices. This exampe from 1963and others of the 1960 were seen onEbay with opening bids of around $1.50

EUROPEAN FREE TRADE ASSO-CIATION, 10TH ANNIVERSARY -Someone put together this souvenir ofthe 10th anniversary of the EuropeanFree Trade Association (EFTA - EWG).It contains canceled stamps from theNetherlands, Germany, Luxembourg,Belgium, France and Italy.

STAMP SHOW, EUROPASTAMP1962 - A special cancel was used onDecember 13, 1962 to commemorate theLondon Stamp Show titled “Eurostamp1962 London.” A special cancel, incor-porated the Europa 1962 common de-sign, was used to mark the occasion.

EUROPA 1956, ITALAIN COVER -This is a nice example of a single use ofa Europa stamp to pay a correct rate. Inthis case, we have a registered letter sentfrom the Garibaldi Street post office inTurin, to another address within the city.The “registered” receiving mark wasalso applied to the back of the cover.

EUROPA 1988, ITALIAN CO0VER -This registered cover is franked with six-800 Lire stamps making the rate. I can-not make out either the place of sending- somewhere in Italy, or the place towhich it is addressed. In any event, agood use of Europa stamps.

EUROPA 1963, NETHERLANDSCOVER - This cover is franked withboth vales of the Netherlands’ 1963 Eu-ropa set. The cover was sent to Austriaand does not bear a first day of issuecancel date.

EUROPA 2007, ALAND GUTTERPAIRS - Figure 27 shows a used hori-zontal gutter pair of Aland’s 2007 Eu-ropa stamp. It is not common to findEuropa gutter pairs, harder fromAland...and in used condition.

SHIP, CRUISE SHIP EUROPA - Thisitem is a piece of unused postal station-ery from St. Christopher, Nevis & An-guilla. The 30¢ indicia depicts the Ger-man Cruise Ship Europa.

ARTICLE - THE SERVICE STAMPS OF THE COUNCIL OF EUROPE (continued)

I covered in the initial installment of theCouncil of Europe service stamps, thosethat were issued through 1958. Thosestamps served the Council of Europeuntil 1963. At that time France had con-verted from old Francs (25Fr, 50Fr, etc.),to new Francs (0.20Fr, 0.25Fr, etc.). TheFrench conversion necessitated a changein the values of stamps for the Councilof Europe. So, on January 3, 1963, threenew stamps were issued. These stampsfollowed the same general design as the“flag” stamps previously issued. Thisset of three was denominated at 0.20Fr,0.25Fr & 0.50Fr as seen below.

The D’Urso Europa Catalogue lists thetechnical details for these stamps andrecords several varieties worthy of note.The stamps were designed and engravedby J. Decaris. They were printed on un-watermarked paper, perforates 13 x 13.The stamps were recess printed by theAtelier de Fabrication de Timbres-Poste,Paris, in sheets of 50 stamps.

As for varieties...all of the stamps comenormally on plain paper, but are knowon phosphor coated paper as well. All ofthe stamps are know imperforate, as de-luxe proofs and as collective deluxeproofs. All of the stamps are known onfirst day covers as well as maximumcards.

Now the plot thickens a bit. D’Urso liststhree different types of first day cancels.It seems that any of the cancels could beapplied to any of the stamps. A collectortrying to get all of the first day cancelson all of the stamps would be hardpressed to complete that part of a collec-tion. Taken from the D’Urso catalogueare the three types of first day cancels(listed as Type I, Type II and Type IIIfrom top to bottom. The arrows are in-tended to point out the subtle differencesin the cancel types.

Starting in 1965 through 1971, Franceissued a longer set of Council of Europeservice stamps. The technical detailsare the same as the 1963 set. There isone major change of note. The stars inthe flag are now in yellow rather than inwhite.

The listed varieties included: The 0.25,0.30 & 0.60Fr stamps come on regularand phosphor paper and on the 0.25 Fvalue, the letter “Q” has no tail. Theusual French philatelic items such asproofs, first day covers and maximumcards also exist for these stamps. Thecommon cancel, shown below was usedfor first day covers.

However, at least three other cancelsare known. These two are a machinecancel and a hand-stamp cancel below.

D’Urso indicates that this cancel, plusone other not illustrated were also usedto apply first day cancels to covers forthe 0.40 and 0.70Fr service stamps is-sued in 1969. To me, this information isnot correct. If the stamps were issued onMarch 22, 1969, that should be the dateof a first day cancel. As you can see,this cancel is dated April 25 (or 28),1969. I think it was for an event thatused the latest Council of Europe servicestamps...but not on the day of their issue.Can anyone help with additional data?

So from 1965 through 1971, an addi-tional 6 service stamps were issued forthe Council of Europe.

In 1975-1976 An additional four servicestamps were issued. While quite similarin design to earlier “flag” stamps, theinscription has been changed. In theprevious set, the inscription reads“Republique Francaise.” On these fourstamps, the inscription reads “France” inlarger letters.

With this set, the “flag” type stampsended. From then on, Council of Europeservice stamps were printed with a vari-ety of designs. As with other Frenchstamps, the usual array of philatelicitems are to be expected. Seen below isa set of four proofs that I saw for sale onthe Internet.

Finally, I’m going to end this article onthe service stamps of the Council ofEurope, with a small showing of covers.Each of them was available for sale onthe Internet. Enjoy!
