Network of Maritime Centres of Excellence for Maritime Tranining
The Strategic goals and recommendations for the EU’s maritime transport Policy until 2018 aiming inter alia in:
Promoting cooperation between European maritime training institutions for upgrading seafarers’ competences and adapting requirements to the prerequisites of today’s shopping industry;
Working in partnership with training institutions and the industry towards establishing ‘maritime certificates of excellence’ (European maritime postgraduate courses) that may well go further than STCW requirements. In that context, the creation of a network of centres of excellence for maritime training in Europe could be considered.
The European Union Strategy for the Baltic Sea Region (EUBSR) which proposes (Inter alia) to:
“Create a network of centres of excellence for maritime training” and “Jointly develop high standards of training, drills and exercises” to provide young people attractive prospects for a life-long career in maritime enterprises / professions and facilitate mobility between sea and land based jobs.

Conferences and seminars
Minutes of the International Seminar Create a Network of Centres of Excellence for Maritime Training:
The Seminar took place on 1st October 2010 at Maritime University of Szczecin; Poland.
Representatives of maritime education institutions, maritime industry and maritime authorities from following countries attended the Seminar: Germany, Denmark, Sweden, Finland, Estonia, Lithuania, Spain, Slovenia, Cyprus and Poland. The Seminar was also attended by:

Mr. Haitze Siemers – DG MARE; European Commission;
Mrs. Liselot Marinus – DG MARE; European Commission;
Mrs. Anne Devouche – DG MARE; European Commission;

Mrs. Theresa Crossley – EMSA.

General comments
• Recruitment of proper candidates for the seafarers’ profession is important selection before education.
• Really qualified teachers and assessors are needed – comprising experience, service on board and scientific background.
• Sources of the budget for creating the network and cost effectiveness are needed.
• The goal of the network is unclear at the moment in the relation to national accreditation and certification.
• Harmonization and unification versus university independence should be analyzed.
• The first network of centres of excellence is expected in Baltic Sea Region and Slovenia, Slovakia, Spain, Cyprus – next can be expanded to other European regions.
• EMSA may assist in establishing of the centres of excellence.

Aims of the network
After the discussion the Seminar defined following strategic goals of the future network:
Increase of safety of navigation within European waters.
• Develop standards of European excellent institution of maritime education, training and assessment - including curricula for different levels, teachers’ and assessors’ qualifications, aids for education (simulators, laboratories, libraries, etc.), assessment methods etc.
• Establish European standards for examination of the seafarers.
• Issue “Maritime Certificate of Excellence” for maritime educational centres basing on above standards.
• Facilitate continuous professional development of seafarers including distance learning related to Long Life Career.
• Facilitate the exchange of teachers and students, including practices onboard training ships.
• Create and disseminate the best teaching practices, teaching materials and methods.
• Promote maritime sector and to attract young European generation to maritime industry.
• Create the basis for constant improvements of the maritime education and training in European Union.

The Network can establish basic rules for development of maritime jobs and:
1. Develop standards for maritime education on European level
2. Develop system for validation of qualifications
3. Develop system for certification
4. Develop model for maritime career paths
5. Provide an overview of European maritime education system
6. Utilize existing best practices/programs/courses
