After the last Eurojam in 2005 in the United Kingdom, the European Jamboree returns to gather young people from all over Europe in Gdańsk, Poland to celebrate Scout and Guide values, strengthen our international community and provide young people in Europe with the opportunity to meet and learn from each other. LET’S KEEP THE SPARK BURNING!Dear Friends in Scouting and Guiding,

It’s been already four years since “Be the Spark” concept was formulated in The Polish Scouting and Guiding Association’s (Związek Harcerstwa Polskiego - ZHP) 2023 World Scout Jamboree Bid. The 41st World Scout Conference in Azerbaijan closed this very important chapter of ZHP’s work. At the same time, it opened a new story. On 18th of August 2017, many National Scout Organizations of the European Scout Region - in partnership with the European Scout Committee - expressed their willingness to participate in a European Scout Jamboree in the future. Almost 30 NSO from all over Europe decided to set off together for a new and exciting journey! With this Bulletin, we are extremely proud and happy to present the first information about that event!

PROGRAMME CONCEPT

EDUCATIONAL GOALS

The concept and the educational programme of the European Jamboree 2020 will be based on “Be the Spark” groundwork. But we will make a step forward to introduce a new concept that will take the European character of the event into account.

} Encourage Scouts and Guides to discover their potential of being changemaker,

} Raise Scouts’ and Guides’ awareness of challenges for Europe and for the world, as well as of their responsibility for their local communities,

} Gain knowledge on how to act as an active citizen of Europe and of the world,

} Build openness to the others to live in peace,

} Learn how to embrace challenges, develop self-reliance, build self-confidence and spark off the need for continuous self-improvement,

} Raise awareness, develop skills and shape attitudes to achieve the goals of the UN 2030 Agenda for Sustainable Development through creating a learning environment for the future young leaders of local communities,

} Give an opportunity to experience the amazing adventures on the Sobieszewo campsite.

The Jamboree will start with the Opening Ceremony on 27th July 2020 and will last until the Closing Ceremony on 6th August. The Educational Programme will contain: the main programme modules, Plaza activities, programme offered in Hubs and Subcamps, the International Day, the Inter-Religious Ceremony, Spiritual Development Zone and many more activities rooted in the life of the European Jamboree camp. Additionally, we are going to have a complementary programme designed for the International Service Team.

Our concept of the main programme modules includes 4 off-site modules and 6 on-site modules. Educational activities to be carried out as part of modules are supported by public benefit organizations, academic hubs and other NGOs supporting our objectives. Meanwhile, the off-site modules are to be supported by the local communities in order to give a positive impulse to the region and to let Scouts and Guides discover and explore the amazing history and culture of the Kashubian and Pomerania region, which will host the European Jamboree 2020.

LOCATIONThe European Jamboree venue is located on Sobieszewo Island in Gdansk, the City of Freedom, on the coast of the Baltic Sea in Northern Poland. The City of Gdansk is a city with a history of more than 1000 years, whoseidentity has been influenced by various cultures and religions, historical milestones and big events through the ages. Gdansk is also the birthplace of the Solidarity Movement led by a Nobel Peace Prize-winner Lech Wałęsa.

We are excited to think about how much joy Scouts and Guides will have while exploring the natural wonders of the Sobieszewo Island! Sobieszewo Island is surrounded by the sea and rivers, and a 20-minute drive from the historic centre of Gdansk. The island enjoys the status of an ecological island; its natural features and microclimate make it an ideal place for visiting during summer time. It offers various landscapes: the seaside forest, several kilometres of wide beach, picturesque open fields and farmland.

IST EXPERIENCE

All Scouts and Guides aged between 14 to 18 (Scouts and Guides must have been born between 26th of July 2002 and no later than in 2006) are welcome to participate in the European Jamboree 2020.

Both National Scouts Organisations of WOSM and/or Member Organisations of WAGGGS are eligible to register contingents for the European Jamboree 2020.

Scouts and Guides who are at least 18 years old on the first day of the Jamboree are welcome to join the International Service Team (IST). In our vision, the IST Experience is well-planned work, time for rest, personal development through the inspiring programme activities only for adults, and a new concept called “IST Adventure”!

IST members should be able to communicate in English, and be ready to perform any tasks necessary for the Jamboree. In addition, they must attend the Jamboree as part of a national contingent. Subsequent bulletins will include more information about the IST.

IST Adventure will enhance a concept of participation in the European Jamboree and give you an opportunity to explore Poland, experience Polish hospitality and make friends by working in international groups of adult Scouts and Guides from all over Europe.

PARTICIPATION FEEThe fees for participants of the European Jamboree 2020 will be calculated after receiving preliminary Contingents Registrations forms by the end of March 2018. As the European Jamboree is organised for the first time after 15 years of break, to present exact costs of the event the Jamboree Executive Team needs to know the estimated number of participants. The participation fee will be calculated and collected in Polish currency - Polish Zloty (PLN). At the moment we are able to estimate costs between 2 000 and 3 700 PLN (Polish Zloty).

However, the participation fees will be split into five categories. The categorisation of the countries will be based on the 2017 GDP figures from Eurostat. The fees for the International Service Team and the Contingent Management Team will be the same for all countries.

Each NSO and MO from the European Scout Region WOSM and Europe Region WAGGGS is invited to participate in the European Jamboree. For that reason, NSOs and MOs are welcome to register their National Contingents and appoint a Contingent Management Team (CMT). The CMT is responsible for its respective contingent and its participants. We ask NSOs and MOs to appoint a Head of Contingent and send back an Appointment of Head of Contingent Form by 31st March 2018.

NATIONAL CONTINGENTS REGISTRATION

HOC STUDY VISITThere will be several opportunities to visit the Jamboree Site before 2020. The first opportunity will be the ZHP National Scout & Guide Jamboree GDAŃSK 2018 that will take place from 6th to 16th August 2018. Additional details will be provided in future communications.

JAMBOREE EXECUTIVE TEAM & INTERNATIONAL SUPPORTThe European Jamboree 2020 is hosted by The Polish Scouting and Guiding Association and supported by the European Scout Region WOSM and Europe Region WAGGGS. In order to plan, prepare, deliver, run and evaluate the Jamboree, the Host Organisation has appointed the Jamboree Executive Team.

The Jamboree Executive Team is supported by representatives from WOSM and WAGGGS: Chip Veerle Haverhals – WOSM European Scout Region Committee Member and Lilit Chilingaryan – Europe Region WAGGGS Committee Member, as well as Christine Pollithy (German Guide and Scout Federation) and Jack Maxton (The Scout Association) - WOSM Jamboree Advisors, Radu Stinghe – Deputy Regional Director & Director of Educational Methods, WOSM European Scout Region.

The European Jamboree

ABOUT ZHPThe Polish Scouting and Guiding Association (Związek Harcerstwa Polskiego - ZHP) is registered as an independent legal entity in Poland providing dynamic, values-based, non-formal educational and leadership training programmes for girls and boys between the ages of 6 and 25. Its activities are open to all young people, regardless of origin, nationality, race or creed. It aims to provide a safe environment for young people to develop their fullest potential as responsible and active citizens who participate in their local, national and international communities and all areas of society. Currently the membership of ZHP is about 110 000 girls, boys and leaders. ZHP is the largest educational non-governmental youth organization in Poland. ZHP is a founding member of the World Association of Girl Guides and Girl Scouts (WAGGGS) and the World Organization of the Scout Movement (WOSM).
