The seventh edition of the Pujiang Innovation Forum in Shanghai brought together high-level stakeholders in science, technology and innovation from China, Russia and many other nations to discuss coordinated innovation and development. The two-day event brings together worldwide experts from enterprises, universities, research institutes and hi-tech parks to off er an eff ective platform for debate, fostering the open exchange of experience and ideas.

networking and joining hands with people around the world to address common challenges facing humankind so as to realise the common development of all nations.

Xi Jinping then turned his attention to Russia, expressing how the country boasts a unique history and strength in scientifi c and technological innovation. He stated his belief that intensifying bilateral exchange and cooperation in science and technology, especially in hi-tech fi elds, is conducive to promoting economic and social development in both countries, allowing new and greater

The Dow Chemical Company connects chemistry and innovation to unlock the potential of the science and technology essential in overcoming global challenges such as clean water and improving the productivity of the agriculture sector. The company’s mission is to ‘passionately innovate’, drawing on the value found at the intersection between the chemical, physical and biological sciences. The 2014 Pujiang Innovation Forum saw Dow as a strategic partner and co-organiser of The Industry Forum – New Materials. Speaking on behalf of the company was Senior Vice President Jim McIlvenny, with Director of the Department of Public Aff airs, Helen Shi, chairing the panel discussion.

Dow also combined the Industry Forum with Dow’s Innovation Day. Established in 2009, this event acts as a platform to gather together leading fi gures in the industry to highlight the issues of cooperation and innovation.

Welcoming Changes: New Directions and New Situations in the Industrial Transformation and Upgrade

The materials industry is growing in importance in terms of national economic development, playing a decisive role in the transformation of traditional industries and the cultivation of strategic new ones. This session looked into ways to meet the market demands of

energy saving, environmental protection and new energy industries, exploring the development trends in multifunction, intelligent, low-cost and high-performance materials.

The Regional & Urban Forum

Seeking Quality: Upgrading the Quality of Urbanization through Innovation

As land-centred urban development evolves into a people-orientated urbanisation drive, multidimensional innovation encompassing technology, institutions and strategies is needed. The Regional & Urban Forum focused on major aspects of Chinese urbanisation, including population, land, capital and management; encouraging discussion over the impact of innovation on improving the quality of urbanisation; and facilitating the exchange of advanced ideas, methods and best practices, both at home and abroad.

PROVINCE OF HONOR 2014

Heilongjiang

The Province of Honor was initiated in 2012 for the promotion of regional innovation and to support the development of Chinese provinces. Beij ing and Sichuan were bestowed the Honor in 2012 and 2013, respectively, in the fi fth and sixth editions of the Pujiang Innovation Forum. Following on from the success of the two previous awards, the 2014 Province of Honour went to Heilongjiang. Within this capacity, Heilongjiang representatives planned the Regional & Urban Forum on ‘Seeking Quality: Upgrading the Quality of Urbanization through Innovation’.

The northeastern province is situated at the highest latitudes and the northernmost end of the country, neighbouring Russia across the Heilongjiang and Wusuli rivers. It covers an area of approximately 454,000 km2, and roughly 4.7 per cent of China’s population resides there. Traditionally, Heilongjiang has been important as a source for food crops, lumbar and oil, as well as coal, gold and graphite. However, the province’s signifi cant potential for wind power and position as a gateway to Russia have been recognised through the establishment of a hi-tech district within the city of Harbin and involvement in various national technology research projects. As Heilongjiang continues to explore technological and economic advances, it is sure to gain substantially from its appointment as 2014 Province of Honor.

The Industry Forum – Advanced Manufacturing Welcoming Changes: New Directions and New Situations in the Industrial Transformation and Upgrade

This session explored how China can accelerate a transition from products ‘Made in China’ to ‘Created in China’. How to combine elements like machines, knowledge, management and skills with information, whilst reducing the cost of production and the period of new product development, will be key. Challenges include new demands from the advanced manufacturing industry, such as intelligent production systems and processes, network distributive production facilities, logistic management in enterprise production, as well as applications of human-machine interactive technologies to industrial production.

The Enterprise Forum

Open Innovation: Enterprises in Global Perspective

Enterprises that seek and use innovation resources worldwide and are in close connection and open cooperation with other enterprises, research institutes and universities will benefi t most from the complementary nature of their technological advantages and the rise of their innovation effi ciency. Disussion during this session centred on issues like how to allocate innovation resources globally around the industry chain and value chain; how to create new international cooperation modes in R&D; and how to attract venture capital to support innovation activities.

The Culture Forum

Trust: Social Networks and Innovation Partnerships

Key questions this session sought to answer were: what kinds of infl uence can trust exert on the eff ect of innovation? How do national and cultural diff erences aff ect mutual trust and eventually aff ect the eff ect of innovation? How do we coordinate the distribution of innovation benefi t? How can we form a common-interest community? And how can we build an innovation culture and take incentive measures to enhance the motivation of coordinated innovation?

The Future Science Forum

Exploring the Frontiers of Knowledge

Some of the most intriguing topics in today’s scientifi c research were showcased in this session, with communication, computer technology, the internet, nuclear energy and genetic engineering all discussed, and the scale of science explored ranging from the vast macroscopic Universe to the microscopic ‘mysterious’ fi eld defi ned by quantum mechanics.

The fi fth Pujiang Innovation Forum saw the fi rst ever Country of Honor title fall to Germany in 2012, with focus being drawn on the close partnership between China and Germany’s science and technology industry. In 2013, Finland became the second country to be awarded the title. At the sixth instalment of the event, a symposium was hosted by Finland on the theme of ‘Innovation Economy: Competitiveness Through Innovation’ and featured in-depth discussions conducted by government, academia and business participants from both China and Finland regarding investing in knowledge and talent as well as innovative business models.

The seventh Pujiang Innovation Forum saw Russia take the mantle of Country of Honor. The most comprehensively engaged recipients of the award so far, Russia’s Ministry of Education and Science established an organising committee dedicated to enhancing the coordinating power of the event and sent a large delegation of high-profi le Russian Government offi cials. In light of the theme this year – Coordinated Innovation and Sharing Opportunities – Russia hosted a forum entitled ‘Enhance the Collaborations between Russia and China in the Field of Science & Innovation’, which discussed hot topics and issues in the fi eld of innovation strategies, system revolution and technology cooperation.

Presenting opening remarks during the Country of Honor Forum and speaking in the opening ceremony was Liudmila Ogorodova, Deputy Minister of Education and Science of the Russian Federation, accompanied by the Chinese Deputy Minister of Science and Technology Cao Jianlin. From the Russian delegation, Alexander Suvorinov, Counsellor to the Deputy Minister of Education and Science of the Russian Federation, co-Chaired the session with Deputy Director M A Linying from the Department of International Cooperation, Ministry of Science and Technology.

Following on from the signing ceremonies between Russia and China, the afternoon featured a variety of speeches conducted by both Russian and Chinese infl uential political, academic and industrial fi gures, including Oleg Fomichev, Deputy Minister of Economic Development of the Russian Federation and Ji Chengjian, Chairman, Zhejiang Xinan Chemical Industrial Group Co. Ltd (Wynca Group).
