Listed below are the public realm sites that are presently available for temporary events and activations subject to meeting the standards set out in the Outdoor Events Policy 2017 and this manual:

This guide provides an overview of the variety of spaces available for hire. For more information on holding an event in our precincts, please refer to the Outdoor Events Manual 2018.

General conditions of outdoor venue hire
The below conditions apply to all venues across our precincts:
) Access times are restricted and no access is permitted outside 6am to 10pm without Development Application approval
) Approved turf protection must be used for all vehicle movements on grassed areas
) No pegs can be used on grassed areas
) Infrastructure cannot be attached to trees or fencing
) All infrastructure must be set back 1.5 metres from public footpaths and 1.5 metres from trees
) Pedestrian access must be maintained on all paths
) Large scale events may require hostile vehicle management in coordination with NSW Police and precinct security
) No vehicle movements permitted on timber decking areas without consultation with PMNSW
) A speed limit of 5km/h (walking pace) applies, using hazard lights, on all PMNSW sites.

Event sites in The Rocks and Circular Quay

The Rocks
The Rocks is one of Australia’s most significant heritage precincts, reflecting layers of Sydney’s history from 1788 through to the present.
The Rocks is one of Sydney’s primary visitor destinations with a strong relationship to the harbour and Circular Quay. It boasts a sweeping view including Sydney Opera House and Sydney Harbour Bridge. The distinct character is created by the small, intimate scale of buildings and spaces, exposed sandstone cliffs and outcrops and harbour views. The Rocks is a mixed-use area comprising residential, retail and commercial uses, located close to the CBD and the Circular Quay transport interchange.
Public sites in The Rocks (e.g. open spaces, parks, footpaths and promenades) receive considerable footfall from visitors, both local and international, residents, workers and commuters and in order to protect The Rocks’ special qualities, additional development such as temporary uses/events in the public realm must be carefully managed.
Circular QuayThe Circular Quay precinct incorporates the eastern, central and western foreshore paved promenades surrounding Sydney Cove.
The Circular Quay foreshore promenade connects The Rocks precinct to the west and to the east connects with the Royal Botanic Gardens, Sydney Opera House and East Circular Quay.
The Circular Quay promenade provides stunning views of Sydney Harbour, the Sydney Harbour Bridge and the Opera House from multiple angles.
Circular Quay is an intensive and highly pedestrianised area, in particular during morning and afternoon peak travel periods, lunch times and weekends.
It acts as a public transport interchange for workers and visitors (ferries, trains and buses connecting the suburbs with the city centre). Circular Quay also caters as the principal public thoroughfare to surrounding key CBD commercial, visitor and public destinations.

2.1 First Fleet Park
First Fleet Park is a grassed open space in The Rocks, and is frequently used for passive leisure by visitors and workers. First Fleet Park is situated between the Museum of Contemporary Art (MCA) building and the Circular Quay transport interchange and adjoins the waterfront promenade along the edge of West Circular Quay.
This public space contains both paved and grassed areas and includes pedestrian north-south and east-west links, which offer panoramic views of the Sydney Opera House, the Sydney Harbour Bridge and Circular Quay.

In addition to general standards/criteria, the proposed event must:
) Be set back 1.5 metres from public footpaths
) Remain clear of the pit covers in the northeast corner of the park at all times
) Use approved turf protection for all vehicle movements
) Not use pegs or stakes to secure items on the grassed area.

Vehicle access: Limited access through George Street South. Access via George Street and Circular Quay West is coordinated with the Port Authority of NSW in conjunction with the cruise ship schedule

2.2 Tallawoladah Lawn
The Tallawoladah Lawn is situated in front of the Museum of Contemporary Art (MCA) adjacent to West Circular Quay.
This public realm site offers panoramic views of Circular Quay, Sydney Opera House and the Sydney Harbour Bridge.

2.2 TALLAWOLADAH LAWN

Access to the lawn is limited. Activities that conflict with MCA sponsors or events, or impact on the amenity of the MCA building, may not be permitted.
In addition to general standards/criteria, the proposed event must:

2.3 Bligh & Barney Reserve
Bligh & Barney Reserve is a small passive local park situated between the George Street footpath and the Overseas Passenger Terminal southern forecourt, and adjoins Cadman’s Cottage (managed by the Office of Environment and Heritage).
The park features a statue of William Bligh. The park is well landscaped and is frequented by local residents and businesses.

2.4 Hickson Road Reserve
Hickson Road Reserve is a grassy open space in The Rocks, set against the backdrop of Dawes Point and the Sydney Harbour Bridge.
It is a part of the waterfront promenade that links land-based activities along the edge of the harbour including Walsh Bay, Campbell’s Cove and the Overseas Passenger Terminal.

) Set up and pull down shall generally be restricted to the hours of 10am to 10pm, unless otherwise authorised by PMNSW

2.5 Dawes Point Park (Tar-ra)
Located at the northern tip of The Rocks, and beneath the southern approach to the Sydney Harbour Bridge.
Dawes Point Park is a heritage listed site which contains archaeological remains and relics, including cannons, a guard house, officer’s quarters and underground store rooms at the former Dawes Point Battery.
The park offers unparalleled views across Sydney Cove.

2.6 Playfair Street, Atherden Street and The Rocks Square
Playfair Street, Atherden Street and The Rocks Square are located at the heart of The Rocks.
The cobblestoned streets and recently renovated Square give this area a unique character.
The Rocks Market is held at these locations on Fridays and weekends.

Jack Mundey Place is located on Argyle Street between George Street and Harrington Street.
Jack Mundey Place is a mixed use area comprising pedestrian thoroughfare, retail trade outs, The Rocks Markets and special events.

) Protect the amenity of public realm users and adjoining properties (e.g. Orient Hotel) in terms of noise, lighting and environmental impacts.

2.8 George Street NorthGeorge Street in the main thoroughfare and heart of Sydney’s historic quarter, The Rocks. Site specific requirements
In addition to general standards/criteria, the proposed event must:
) Maintain a 1.5 metre set back from the footpath and foreshore edge to maintain pedestrian access
) Protect the amenity of public realm users and adjoining residents, in terms of event orientation, noise, lighting and environmental impacts
) Bump in and out shall generally be restricted to between the hours of 9am and 7pm, unless otherwise authorised by PMNSW. The hours will be subject to variation dependent on the nature of the event
) Events shall generally be staged within the park’s operating hours of sunrise to sunset
) Use approved turf protection for all vehicle movements
) Not use pegs or stakes to secure items on the grassed area.

Surface: Predominantly grass turf and gravel with concrete pathways
Toilets: Two amenities blocks
Access (including accessible): Wharf Road for upper levels or Yeend Street for lower levels
Vehicle access: Along Ballast Point Road as well as Yeend Street
Parking: Metered street parking managed by the Inner West Council
Power: None
Water: None
