Accessibility Services
The library follows the guidelines of the Americans with Disabilities Act (ADA) and the EVC Disabilities Support Program (DSP) in providing access and accommodation to library resources. Accommodations include:
Reserved computer workstations with ZoomText, JAWS, Kurzweil, Dragon Speaking Naturally, Read & Write Gold, and FS Reader;
Reserved study room with priority given to DSP students;
Adjustable desks and tables;
A print-enlarger for students with limited vision to enable
Iren colored filters for readers with Irlen Syndrome, or “Scotopic Sensitivity”;
Headsets with microphones for use with adaptive software;
Email and online chat via http://www.evc.edu/library/ for providing general information and Reference services

Behavior Policy
Excessive noise of any kind is not permitted. Any conversation or other activity that
causes noise that is disturbing to others must be discontinued. Study rooms are
available for group study or extended discussion.
No cell phone calls are allowed. Students talking on their cell phones will be asked to
leave the Library.
Food and drink is not allowed. Only water in a sealable container is allowed. Students
entering the Library with food or drink will be asked to dispose or take their food or
drink outside.
Misuse of library furniture and materials is not tolerated. Defacement of books,
computers, furniture or any other part of the facility, is construed as vandalism, and is in
violation of California Penal Code Section 594.
Removal of library materials without checkout constitutes theft; Campus Police will be
notified.
Harassment, intimidation, or threatening of staff, or any other person, is not tolerated;
this includes physical, sexual, racial, or verbal abuse. Violators will be referred to
Campus Police.
Willful defiance or disrespectful behavior toward staff is not tolerated.
Disorderly, lewd, indecent, or obscene conduct or expressions, (including profanity), is
not allowed.
No gambling or solicitation of money is permitted.
Anyone who fails to comply with these behavior standards will be asked to exit the
Library.
EVERGREEN VALLEY COLLEGE LIBRARY COMMUNITY CARD POLICY
Community Borrower cards allow the adult community (18 years or older), including
alumni, retirees and current other non-student individuals, to borrow from the
Evergreen Valley College Library.
Retirees of the District are exempted from the annual fee.
Borrowers are limited to three items at any one time, except material reserved for
courses. PC Computers as available.
A current California Driver’s License or ID with current address and telephone number is
required to obtain a card.
A card can be purchased for an annual fee of $20.00 at the Library Circulation Counter.
(Application will be initiated by Technician).
This card is good for one year from the date it was purchased.
A receipt will be generated and given to patron when the ID card is brought to the
Library.
If the card is lost it is the responsibility of the card holder to report it. Cost for lost card
is $7.00, including Retirees.
Card can be used by card HOLDER only.
Complaint Procedure
The Library strives to provide a welcoming and productive environment for the EVC campus and
for the surrounding community. In the event that a Library user is dissatisfied with the service
received, a formal complaint may be made in the following manner:
Complaints must be made in writing; forms are available at the
Circulation Counter.
Complaints are submitted to the Librarian on duty.
The complainant will be contacted within a week to discuss/resolve the issue.
The Librarian on duty may direct the complaint to other campus administrators if necessary.
Computers and Internet Use
Library computers can be checked out by students who are enrolled in the current semester. The Library staff does not monitor computer use and is not responsible for content retrieved. They do not advocate, endorse, or otherwise approve of information accessed by computer. Procedures:
Computers are checked out at the Circulation Desk with an EVC student identification card, or a Community Borrower card.
The computers are checked out for a renewable two-hour time period, except during periods of heavy demand.
Students are assigned to the designated computer number indicated on the plastic computer card checked out at the Circulation Desk. This must returned or renewed before the due time, or fines will be accrued.
Rules of Conduct:
Computers are checked out to individuals, not groups. Group study is not permitted in the Computer Area. Groups of two or more students needing to use a computer can check out a laptop computer for use in a Group Study Room.
Late fee for computer plaque or cables is $.50 per hour (or partial hour).
No online chatting or computer games are allowed.
Children under the age of 18, (who are not enrolled at EVC), are not permitted to use computers.
Vandalism:
Tampering with equipment, software, hardware/computer configurations is not permitted.
The following actions are not permitted: copying programs, data or documents to the hard disk; deleting files from the hard drive, or changing the configurations.
Any destruction or change to the set-up of the hardware or software is subject to disciplinary action by the College.
Confidentiality, Privacy and the Patriot Act
The library safeguards each individual’s right to privacy through adherence to the
following policies:
All patrons’ records are confidential.
The Library does not divulge information that library patrons have sought or received,
nor material they have consulted, borrowed, acquired, or transmitted.
The library will not confirm/disclose a person’s presence in the library to anyone except
College Administrators or emergency personnel.
Any student who requests his or her own student id number must present a legal photo
id, such as a driver’s license.
The library requires the retention of minimal personal information regarding its users
for the sole purpose of carrying out its daily business.
The library safeguards the individual’s confidentiality and privacy by following guidelines
established by the American Library Association, specifically:
ALA Code of Ethics – “We protect each library user’s right to privacy and confidentiality with
respect to information sought or received and resources consulted, borrowed, acquired or
transmitted.”

open exchange of knowledge and information where individuals may exercise freedom of
inquiring as well as a right to privacy in regards to information sought. Privacy is essential to the
exercise of free speech, free thought, and free association; and, in a library, the subject of
users’ interests should not be examined or scrutinized by others. Libraries do cooperate with
law enforcement when presented with a lawful court order to obtain specific information about
specific patrons.

Wireless access
A wireless network option is available throughout the library.
Library staff is not permitted to work on students’ laptops. They do not assist in making changes to laptop settings to enable connection to the wireless system.
Protect Your Privacy!
It is the student’s responsibility to protect personal information by logging off the computer. Directions are attached to each monitor.
Staff gives limited assistance with computer applications.
COTOP: Collection of Outstanding Debts - State Chancellor's Office Tax Offset Program The library makes every effort to contact individuals with delinquent materials. The following procedure is followed:
• Three email notices, (including a bill), are sent to borrowers who have not returned materials. The notices are sent to the most current email available on the library’s records.
If materials are still not returned after a year, the borrower’s name is sent to the State Chancellor’s Office in order to garnish funds from the borrower’s state income tax return.
Library fee of $50 and more are not paid after a year, the individual’s name is sent to the State Chancellor’s Office in order to garnish funds from the individual’s state income tax return.
• After a student’s name is sent to the State Chancellor’s Office, the library is unable to
waive any charges.
• In matters of dispute, the individual is referred to the Circulation Librarian. For further information regarding COTOP, please contact the Circulation Senior Technician
Donations
The library welcomes donations of books, CDs, DVDs, and other materials. The following guidelines apply to their acceptance and final disposal: Donations are accepted at the Circulation Counter. (Please consult the Circulation Staff before donating a large number of items.) If a tax deduction is desired a Circulation Staff member will mail a letter of acknowledgement as proof of donation to the address provided to us. The library does not assign monetary value to the donated items The librarians apply the same selection standards to donated items as are applied to purchase items. Donated items that do not meet these criteria will be sold, given away, or otherwise disposed of. The Library does not accept: Encyclopedias Magazines Record albums Materials in poor condition
For Faculty Only Reserves
To place materials on Reserve for your class bring the materials to the Library Circulation desk and complete a Course Reserve Form for each course. You can also print and fill out this Reserve materials form and bring to library with materials you wish to have placed on reserve. You may choose a 2 hour, 1 day, or 3 day loan period for each item. Instructional Sessions
Book a Library orientation for your class by call the reference desk at x6661 or come in to the library. A librarian will schedule the visit and discuss any details of the current assignment. Please make arrangements at least one week in advance. You may also schedule an instructional session by sending an email to [email protected]. You have the option to print an Instructional Session form and send to the library. You will be notified of the Instructional Session confirmation and the name of the Librarian instructing via email. To request materials for purchase contact your division Library liaison or Shelley Blackman, Technical Services Librarian. Research Resources
Locate and retrieve articles from scholarly journals, magazines, and reference sources from

Fines and Fees GENERAL COLLECTION • Fines for overdue materials: $.25 per item, per day. FINES FOR OVERDUE MATERIALS
• Unpaid fines of $5.00 or more and/or items overdue by more than two weeks will result in the loss of library privileges.
• The Library sends three notices, including a bill, for delinquent materials. After the 2nd
notice, a block is placed on the student’s record. This block prevents students from receiving grades or registering for classes. In addition, it will block library privileges.
PAYMENT FOR LOST OR DAMAGED MATERIALS
• Cost of the item and a $10.00 non-refundable replacement fee are charged. These charges will remain on the student record until all payments have been made.
• If charges for lost or damaged items are not paid, a letter will be sent to the State
Chancellor’s Office in Sacramento to garnish student California State income tax returns. (SEE COTOP Policy).
REFUNDS FOR LOST & PAID MATERIALS
• Refunds can be received for lost & paid items. The original item and the library lost & paid receipt must be presented to obtain the refund.
• Students are still responsible for any fines or processing fees incurred.
REPLACEMENT OF LOST OR DAMAGED MATERIALS
• Replacement (rather than payment) for lost or damaged items is permitted for some materials.
• Students may purchase a new copy of the lost or damaged item and submit it to the
library as a replacement; it must be the same edition as the original.
• Students are still responsible for any fines due and a $10 non-refundable processing fee.
REFUNDS FOR REPLACEMENT OF LOST MATERIALS
• Refunds for replaced items are made only if the original item is found and returned within one calendar year.
• A replacement payment receipt must be presented with the item in order to receive a
refund. GENERAL REPLACMENT COSTS (non-reserve items) Replacement charges are based on the current market prices. FINES FOR OVERDUE RESERVE MATERIALS
• 2-hour, overnight, and 24-hour are $.50/hour, per item.
1 day, 3 days, week, and semester are $1 a day per item.
• Maximum fines can equal the cost of the material, plus a non-refundable $50.00 processing fee.
REPLACEMENT OF LOST OR DAMAGED MATERIALS
• Replacements of instructor’s personal copies are accepted at the discretion of the instructor.
• Replacements of reserve items owned by the library are accepted at the discretion of
the Technical Services Librarian.
• Students are responsible for any fines/fees due. REFUNDS FOR REPLACEMENT OF LOST OR DAMAGED RESERVE MATERIALS
• Replacement of instructor’s personal copies will only be accepted at the discretion of
the Instructor.
• Replacement of reserve items that are owned by the library will be accepted at the
discretion of the Technical Service Librarian.

WAIVER OF FINES/PROCESSING FEES (all items)
• A request for a waiver of fines/fees may be considered in case of illness or hospitalization. Documentation, such as a doctor’s letter or a hospital bill, must accompany the request.
• Any other request for waiver must be submitted in writing to the Circulation Librarian
who will direct the request to Campus Administration.
Group Study Room
Group study rooms are available for a two-hour time period for groups of two or more students. A current student identification card is needed to check-out a key from the Circulation Counter. Study rooms are not to be used for individual study. Two or more people must be present at the Circulation Counter to check-out a room and must be present in the room at all times. Rooms can be renewed for an additional two-hour period, if there is no waiting. If there is groups waiting you are expected to give up the room after their two-hour period is over. The room must be occupied by at least two people at all times. Leaving the room unattended for any period of time constitutes forfeiture of the room. An individual cannot “hold” a room, if group members leave for any reason. The remaining student must vacate the room, and turn in the key. All rooms must be vacated ten minutes before closing time. Rules for a group study room: 1. No eating or drinking. 2. Cell phones may not be used in the room. 3. The room must be occupied by at least two people at all times. If group members leave for any reason, the remaining student must vacate the room, and turn in the key. 3. Possessions must not be left unattended in the room. 4. Upon exiting, the room should be clean; the white board wiped off. 6. The door must be locked when the room is vacated. NOTE: A late fee will be charged if key is not returned to the Circulation Counter on time. The fee is .50 cents for each late hour (or partial hour). Failure to follow these Rules and Procedures will result in loss of privileges.
Evergreen Valley College Library Laptop Checkout and Use Policy
Qualifications for Borrowing Laptops
You must be a currently registered EVC or SJCC student
You must obtain an EVC Student or SJCC ID Card
You must sign an Evergreen Valley College Library Laptop Computer Checkout
Agreement to be kept on file in the Library. All terms of the agreement are in
force for every checkout
Availability & Time Limits
Laptops are available on a first come, first served basis. Laptops cannot be
reserved ahead of time
If you have a Library fine, you will not be able to check out a Laptop until the fine
is cleared
Checkout is for 2 hours for use within the Library.
Laptops must be returned to and checked-in by Library Circulation staff; never
return a laptop in a Book Drop
Checkout is limited to one (1) Laptop per student at a time
Laptops must be returned to the Circulation Desk 1 hour before the Library
closes
Library staff is not responsible for instruction in the use of Laptops. It is assumed
that if you check out a Laptop you can operate it without help
Personal software may not be loaded onto the Laptop. All user files will be
deleted from the hard drive
Fines & Liability
You are responsible for the Laptop and its accessories until it is returned to and
checked in by Library Circulation staff.
Overdue fines are $5.00 per hour
You will be billed for any missing internal software or external components or
accessories
You will be charged if you tamper with security seals on the Laptop
Damaged components will incur the cost of replacement parts plus labor costs
Replacement cost of a lost or stolen Laptop computer will be
o No less than $1200.00
o And accessories if any
o Plus the accrued overdue fine
o And $130.00 processing charge
Check out of Laptops implies agreement with the following statement:
“I agree to pay all costs associated with damage to this Laptop computer
or its associated peripheral equipment or its replacement costs should it
be lost or stolen. I understand that the replacement cost for this Laptop
computer will be no less than $1200.00 and accessories if any, plus the
accrued overdue fine and a $130.00 processing charge.”

“I agree to pay all costs associated with damage to this Laptop computer or its associated peripheral equipment or its replacement costs should it be lost or stolen. I will witness the physical inspection of the Laptop computer and its components at all times during the semester and to assure all parts are present and appear to be functioning.
I do hereby verify that I have read and understand the Use and Liability Policy as it pertains to the loan of an Evergreen Valley College Laptop computer, and I agree to abide by these policies.
$5.00 per hour overdue fine.

Library Cards
The EVC Student Identification card functions as a library card.
It is required to check-out library materials and to take advantage of other library services.
The Student ID card is to be used only by the student to whom it was issued; it cannot be loaned
or borrowed for use by others.
The student must obtain a student identification card at Admission and Records. The temporary,
paper identification card is not valid for use in the library
Students are responsible for the return of all library materials borrowed with their cards.
In the event that a Student Identification card is lost or stolen, it is the student’s responsibility to
contact the library to report it lost.
Until then, the student is responsible for fines and lost or damaged items that were checked out
with his/her card.

Loan Periods and Item Limits
Books: 3 weeks - 20 items (4 per subject)
Audio/Music CDs: 3 weeks
Periodicals: 1 week
DVDs/Videos: 2 hours to 1 day
Computer: 2 hours
Laptops 2 hours
Reserve Items: 2 hours to 1 week
Renewal Policy:
All items except reserves can be renewed two times, unless a hold has been placed on the item.
Library outside Book Drop Returns:
Is located on the right wall of the Library entrance to the LETC building.
Lost and Found
The library is not responsible for the security of personal items brought into the building.
Personal possessions, (backpacks, purses, books, cell phone, laptop, etc.) should not be left
unattended.
It is advised that students keep valuables within eyesight at all times.
Lost items are turned into the Circulation Counter where they are kept for one week.
After one week, the items are taken to Campus Police.
If an item is not found at the Circulation Counter, the student should immediately contact the
Campus Police.
Paging of Library Patrons
Library staff does not page, take messages, or assist in locating library patrons.
Library staff will not confirm the presence of an individual in the library, or elsewhere on
campus.
All emergency telephone calls, or any other request in locating a person, will be referred to the
Campus Police.
Photocopying Policy
The library offers basic photocopy services, and staff offers limited assistance.
If you require additional help, staff can refer you to a commercial copy center close to campus.
No double-sided printing.
Only standard 8 ½” x 11” white paper supplied by the library is to be used.
No refunds are given for any reason other than mechanical malfunction, e.g. unintentional
multiple copies; copy size adjustments, etc.
Students may be requested to limit the number of copies they are making when others are
waiting to use the machines.
Copyright – United States Law
The copyright law of the United States (Title 17 U.S. Code) governs the making of photocopies, or other
reproductions of copyrighted materials. The person using the equipment is liable for any infringement.
Reserve Materials
Reserve materials can be checked out at the Circulation Counter by students enrolled in the
current semester who have a valid EVC or SJCC Student ID card.
Most reserve materials belong to instructors, and the loan period is established by them.
Check-out periods range from 2 hours to 1 week and semester for Special Programs
Fines for Overdue Reserve Materials:
• 2-hour, overnight, and 24-hour are $.50/hour, per item.
1 day, 3 days, week, and semester are $1 a day per item.
Replacement of Lost or Damaged Reserve Materials:
• Replacement of instructor’s personal copies will only be accepted at the discretion of
the Instructor.
• Replacement of reserve items that are owned by the library will be accepted at the
discretion of the Technical Service Librarian.
• The student is still responsible for any fines due and a non-refundable processing fee.
Refunds for Replacement of Reserve Materials:
Refund for replacement of instructor’s personal copies is at the discretion of the instructor.
Refund for replacement of reserve items owned by the library is at the discretion of the Circulation Librarian.
• Overdue fines and any processing fees are non-refundable.
Replacement Costs
The library bases its replacement charges on the current market price of an item.
Information for Instructors:
• Infrequently used reserve items owned by library will be removed from reserve collection and returned to the general collection after one year.
• Infrequently used items that belong to instructors will be returned to the instructor
after one year.
• The library is not responsible for theft or damage to instructors’ materials.
Theft of Library Materials
The removal of any library materials without checkout constitutes theft. If the theft detection system sounds as a person exits, he/she must wait until a library staff member has granted permission to exit.
State law permits library staff to search purses, bags, parcels, briefcases, backpacks, and other packages.
To prevent the theft of books and library materials, state law authorizes the detention for a reasonable period of any person using the facilities who is suspected of committing library theft, (California Penal Code section 490.5).
