1. Background

Sanitation covers inter alia: • Safe collection, storage, treatment and disposal (re-use &

recycling) of human excreta . • Management of solid wastes. • Drainage and disposal of household wastewater • Drainage of storm water; treatment and disposal of

sewage effluents. • Collection and management of industrial waste products

and • Management of hazardous wastes (hospital , chemical,

radioactive and other dangerous waste & substances). • Fight against vectors and mosquitoes, snails, rodents,&

other disease carriers. • Fight against air pollution- dust, smoke, gases, & odors • Safe handling of food

• $1 invested in water/sanitation = $7 Productive activity.

• Sanitation related Diseases 12% of national health budgets. 50% of hospital beds occupancy. 70% of Disease Burden NIGERIA Access to improved sanitation facilities :37% (1990) 32% (2008) • 22% OPEN DEAFEACATION(33 Million people)

• Insanitary waste disposal methods: 87% • Budgetary Expenditure :2008/2009 = (ZERO) 2010 =(<10M) • 2011 =(ZERO) 2012= (25M)

2. Multi-Sectoral Partnership Aim and Goal

• Attainment of MDG 7 and other related Goals by 2015 (MDG’s 1,4,5,6 & 8).

• ½ pers. without access to Sanitation/Water

Specific Objectives & Benefits:

• To align actions around National Priorities.

• To harmonise and integrate individual programmes from different sectors and actors

• Jointly develop /Implement one National Plan.

• Improved Funding /Reduce waste

• Enhance accountability/Greater efficiency in resource usage.

• To enhance effectiveness and impact

2. Multi-Sectoral Partnership cont`d Initiatives : National Level

Sanitary Inspectors Programme in the 60s.. FGN Circular No.EC(99) 96 & 97 transferred Sanitation function

from MDA,s to FMENV National Environmental Policy (2005) by Federal Ministry of

Environment. National Environmental Sanitation Action Plan (2005) by

Federal Ministry of Environment. Several Policy Guidelines developed (2005) by Federal

Ministry of Environment. Revived (2007) National Task Group on Water Sanitation

(NTGS) by Federal Ministry of Water Resources in collaboration with UNICEF and WaterAid.

FMENV & ICD MOU towards a Multi-Sector National Partnership on Sanitation & Hygiene.

2. Multi-Sectoral Partnership Initiatives Cont’d: National Level FGN Circular No.EC(99) 96 & 97 led MDA’s to transfer the

following Sanitation Units to the FMENV (1999).

(Aid Effectiveness; Ownership; Harmonisation; Alignment; Results; and Accountability)

Accra Agenda for Action (2008) call for Country Ownership and engagement

of parliament and civil society organisations (CSOs); and Building more effective Partnerships.

eThekwini Declaration (2008)- Ministers @ Durban SA & AU Head Of State

in Egypt commit to 0.5% of GDP Investment into Sanitation. Coordination +Leadership.

FMENV & ICD MOU on partnership for Sanitation & Hygiene(2010)

HLF 4(2011) Busan Korea - Assess delivery on Donor Commitments; Measure

Progress made on Set Targets & Impact of Aid; Generate new momentum towards progress; and Examine Options (Demand instead of Supply driven Aid)

3. Strategy: One National Plan

Setting up of Structure for the Partnership thus:

- A CONGRESS (all stakeholders & chaired by FMENV) Policy ,Plans, Budget,& Oversight.

- A PROJECT MANAGEMENT UNIT (PMU)- Elected by Congress: Executive Arm

- A SECRETARIAT (Initiative for Community Development): Support Services.
