Title I Programs for the Disadvantaged and the Program for Homeless Children

Negative budget proposals: the fiscal year 2019 budget request includes appropriations language that would increase from 3 percent to 5 percent the

maximum amount that States are permitted to reserve for Direct Student Services under section 1003A of the ESEA. The Department's rationale: increasing

this amount would provide States and LEAs with greater flexibility to support innovative services for students and enhance public school choice options,

including ensuring that disadvantaged students trapped in low-performing schools have the opportunity to transfer to other, higher-performing schools. In

addition, the budget request proposes a new Open Enrollment Grants program where States and districts would have opportunities to leverage funding from

Title I grants to support public school choice.

Proposed funding, FY 2019: increases funding for charter schools grants by $158 million (+46%) compared to FY 2017

Budget proposal: the request would support an estimated 475 new or expanded charter schools serving 190,000 students, and is a central element of the

Administration’s efforts to empower States and communities to increase the number of high-quality educational options available to meet the varied needs of

students and their families. The request includes appropriations language that would override both the authorized fiscal year 2019 funding level and the

ESEA’s within-program funding allocations and allow the Department to use funds as follows: not less than $250 million for State Entity grants; up to $100

million for facilities grants; and up to $150 million for Developer grants, Charter Management Organization grants, and national activities, of which up to $25

million may be used for national activities.

Opportunity Grants (proposed legislation)

Negative budget proposal: according to the Administration, the Opportunity Grants program would significantly increase options that empower families to

choose a private or public school that meets the unique needs of their children, with a priority for grantees serving low-income students and students enrolled

in low-performing schools identified for improvement under the ESEA. The program would include two components: Scholarships for Private Schools

(SPS) and Open Enrollment Grants (OEG). SPS would make competitive grants for up to 5 years to State-based entities or non-profit organizations

currently operating private school voucher programs in order to scale up and validate private school choice as a strategy for expanding school choice,

improving educational outcomes, and increasing competition in order to improve the quality and performance of all schools. SPS grantees would have

considerable flexibility to integrate grant activities with existing private school choice programs, including vouchers, tax-credit scholarships and Education

Savings Accounts used for private school tuition. OEG would make competitive awards to local educational agencies approved to operate Flexibility for

Equitable PerPupil Funding pilots authorized by Part E of Title I of the ESEA that agree to combine the funding flexibility in Title I, Part E with an open

enrollment policy to enhance public school choice.

/a In response to the two-year budget agreement that raised the spending cap for non-defense discretionary programs for fiscal year 2019, the Administration submitted an addendum to its 2019 budget request that included additional funding for a limited

/a The Secretary must use not less than 95 percent of the available amount to award grants competitively for the Promise Neighborhoods and Full-Service Community Schools programs. For each fiscal year, the Secretary must award not fewer than 3 grants

under Promise Neighborhoods, and not fewer than 10 grants under Full-Service Community Schools.

Proposed funding, FY 2019: maintains funding for magnet schools grants compared to FY 2017, but eliminates funding for promise

neighborhoods and full-service community schools. The Department's rationale for elimination: the programs are duplicative, have

limited impact, and are more appropriately supported through other Federal, State, local, and private funds.

Budget proposal, magnet schools: the request includes appropriations language that would override a decades-old general provision in the

Department’s appropriations acts that prohibits the use of funds on transporting students to overcome a racial imbalance or carry out a racial desegregation

plan. This prohibition conflicts with the reauthorization of the Magnet Schools program, which explicitly allows program funds to be used for transportation.

Education Innovation and Research Program

Budget proposal: the fiscal year 2019 budget request includes appropriations language that would focus all funds on a competition to promote innovation

and reform in science, technology, engineering, and mathematics (STEM) education, including computer science; and represents $180 million of the

Presidential Memorandum on STEM education to direct at least $200 million to STEM education across a broad range of activities that could include, for

example, teacher professional development, personalized learning, and hands-on, project-based curricula. (Note: the remaining $20 million to fulfill the

commitment of the Presidential Memorandum on STEM education is being requested by the Department through the career and technical education national

activities program.)

/a In response to the two-year budget agreement that raised the spending cap for non-defense discretionary programs for fiscal year 2019, the Administration submitted an addendum to its 2019 budget request that included additional funding for a limited

number of education programs. The addendum included an additional $525.2 million for Basic Support Payments to restore the cut initially proposed in the budget request for 2019. The Department's rationale for the initial cut in funding: to meet the

President’s overall goal of increasing support for national security and public safety without adding to the Federal budget deficit.
