"An Insane act," is what the murderof Simeon Wharton was In tho opinionof Dr. J. T. McDonald as his first an-
swer to tho hypothetical question putto him this afternoon by Attorney Har-
rison. Further, the doctor said that ho
could see absolutely no motive for thecrime and ho was therefore disposed to

The question was read to McDonaldby Harrison, with a number of objec-
tions to specific portions of AttorneyGeneral Peters. Dr. McDomld's imme-
diate reply was that the act' was an In-
sane one, because no motive whatevercould be found. "Considering his de-
fective mentality," said tho doctor, "Iwould havo grave doubts to his sanity."
Harrison asked what would be thoeffects of drink In the case of tho hy-pothetical (person described. "Longcontinued habits of drinking on tho '
part of a man of his mental caimrowould render him disposed to attacksof mania," tho doctor said. Ho de- -
clined to give an opinion as to ho.w longeuch attacks wore likely to last.
(Tho doctor's stated that his opinionwas based largely on the facts set forthregarding the killing of tho boy. Inthe hypothetical question he could seeabsolutely no motive, and this led himto doubt the subject's sanity.

Of the olllclal tinctures only twoworo found near enough tho stundardto be classed as good quality. Cham-ber Drug Co's sample Is considerablyin excoss of the standard and HobronDrug Co., Holllster Drug Co., Ishl DrugStore and Maklnn Drug Co. are con-siderably below standard.

Paclc's Esau report on the subject of increase of salaries withoutIhe knowledge of the Hoard caused a little breeze of excitement atthe meeting of the supervisors last night. Supervisor Cox stood inthe breach, as it were, and supported the report, but Paclc who hadmade the report maintained a strong silence of approval of Cox's ejo-duen-
and did not participate in the debate. Hut the other super-visors did and poor Cox had to stand alone in his fight.
The report which was from the committee on expenditures was tak-en up in the regular order of business. Lucas moved action be indefin-iatel- y
postponed. Cox then sprang to the support of the report, whichhad recommended that the salary of Manley Hopkins, a clerk inTreasurer Trent's office, be increased to $150 a month, the report al-
leging that there had been raises of salaries in other departmentswithout the consent or knowledge of the supervisors. Cox said thatit was only right to grant the request for the increase to Hopkins, asthe young man kept longer hours and had a great deal of money tohandle. Cox protested against such treatment of the report.
Chairman Smith stated that there were very grave charges in theteport against the Hoard, and he thought that the matter should beconsidered. He said that he found that in the road department duringihe months of January and February there had been increases in salary
$125 to $150 a month and in the electric light department therehad been several increases from $10 to $15 a month, an increase in a.salary at Kapiolani Park making an aggregate of $155. All of theseincreases had been made with the knowledge and consent of the Board.They had been regularly made' on the pay rolls.
"Nothing was ever mentioned to me about the increases in the elec-tee light department," said Cox, "and 1, signed the pay roll thinkingthat it was the same that it had been before. Whenever any salariesarc advanced in departments the fact should be brought before theHoard, so that the public can know about it." Cox said he wanted thepress to know these things too.
Moore, as the other member of the electric light department com-mittee, said that he had thought that the increases had been perfectlyr'ght as a matter of law. The increases were made up from the savingof expenses in the department. It had been simply an act of justiceto pay the men the same money that they had been receiving beforethe County took hold of the electric light department. The bills hadall been passed regularly before the Board of Supervisors and he Madnot thought it necessary for him to call Cox's attention to the mat-ter for the increases had been apparent from the bills themselves which(."ox had signed.
Adams here said that the whole trouble lay in the conduct of cer-tain members of the board failing to pay any attention whatever towhat they signed. Me called attention to the action of Paelc of thecommittee on public expenditures. "Mr. Paele," said Adams, "gen-- trally conies late to the meetings of the Hoard and pays no attention
to the bills that he signs. The result is that Paele does not know whatlias been done."
Moore inquired why Hopkin's increase in salary had been madeout without its first previously having been called to the attention ofthe Hoard.
Cox reiterated his claims that as other departments were doingihe same it would be all right to do it with Hopkins.
Lucas' motion, seconded by Adams, then carried, all voting aye cx-le- pt

MALFEASANCE AND MALADMINISTRATION AGAINSTKOOLAU DEPUTY SERIOUS CHARGES PRESENTEDAGAINST THE OFFICER WHO WILL HAVE TO STANDTRIAL NEXT MONDAY NIGHT.
Serious charges against Deputy Sheriff Kckauoha of Koolauloawere presented to the Hoard of Supervisors last night. The deputysheriff was charged with malfeasance and maladministration of office,and his removal was requested in formal charges which were laid he-fo- re
the Board. The charges hore the signatures of thirty-seve- n Koo-la- u
residents.The first charges against Kckauoha that were read were those
made by Wade Warren Thayer, the attorney. Those charges had al-
ready been read some month's ago to the Board, but as the communi-cation from Thayer had come in the form of a statement of facts andnot in the form of any formal charge against Kckauoha, no actionwas then taken. Thayer's statement went to show that the officerhad acted in a very questionable manner, to say the least, in the hand-ling of certain Chinese defendants of Thayer.
The other charges were even more serious. The evidence in thosecharges was contained in three affidavits by parties Hying at or nearLaie. The second charges were in the Ah Kin case. Kckau-oha was accused of having demanded $250 "for the government," asiie put it, before he would allow the prosecution of Ah Kin to be drop-ped. The Chinese Ah Kin was arrested on March 17 of this year atLaiewai and charged with having had sexual intercourse with a na-li- ve
girl. The mother of the girl stated in the affidavit which was readto the Board, that after the Chinese had been arrested it was suggestedto her that the man marry the girl and the Chinese said he was willingto do this. The woman stated that Kekauoha had demanded that $250be paid to him for the government before he would permit the caseagainst the Chinese to be dropped. A similar charge was made by theChinese. In the affidavit of the girl she stated that she had heard hermother say that the case against the Chinese would not be droppedunless Kekauoha had been paid $250. The girl also stated in her affi-
davit that Kekauoha had told her to state that the Chinese had beenthe first person who had had intercourse with her, when she knewthat this was untrue and had said so.
The evidence of charges of maladministration against Kckauohacame in the form of three affidavits, from Sheriff A. M. Brown, Ches-ter A. Doyle and Officer J. Leal, and dealt with the conduct of Ke-kauoha in the recent Kahuktt murder. The affidavits of the three offi-
cers dealt at some length with the details of Kckauoha's apparentlywillful neglect of the interests of the Territory in working up the evi-
dence in the murden case."Well, if all of those statements are true, he is a peach, that's all,"
jaculated Chairman Smith.The chairman then called attention to the section of the county
law which provided for the supervisors to sit as an impeachment boardand asked when such meeting should be held when the evidenceagainst Kekauoha could be heard and the accused man defend him-self, It was finally decided to have the impeachment oii Monday night,April 16, at 7.30 o'clock. Chairman Smith stated that copies' of thevarious affidavits should be forwarded to the accused so that he wouldhave the opportunity of preparing a defense. The chair stated thatthe county attorney would be requested to be present at the s.

County Attorney Douthitt slated that while there were a numberuf charges against Kckauoha, he would prefer that some formal chargebe drawn up against the accused officer, the matter read to the Boardbad consisted of the evidence. After some discussion it was decidedby the chair, upon the suggestion of Moore and Archer, that the firstcommunication signed by the residents of Koolau formally chargedthe accused.
Then a discussion ensued as to the manner of conducting the inves-tigation, and what the expenses of bringing tile witnesses to the citywould be. Adams said that the Board ought to be certain that theMgnaturcs-o-n the charges were genuine. Lucas thought so too. Therewas some discussion as to whether all of those whose names had ap-peared on the charges should be required to attend the trial of theofficer. Adams said that it was expected that they should come forthey had made the charges. Archer suggested that it would be wiserfor the Board to go to the other side of the island to hear the case.But the matter was finally ended by deciding to have the trial held at
next Monday night. It will be the first trial of the kind inthe history of county government in Oahu.

For a political principle' overwhich there has been such recent
I controversy and which thexXt Of Widespread reference, the
't AtWnrq Doctrine is probably less1 understood than any other political
document ever issued in the his-tory of the American nation. Few people have ever read the docu-ment, much less studied the causes of its announcement. This ignor-ance of the essence of the Monroe Doctrine has led the masses tomake a very incorrect interpretation of the principle as enunciated byMonroe. This ignorance of the essence of what has now become ftnational policy does not exist alone in the United States, but it ex-ists among political leaders in other countries. A striking illustrationof this fact is found in a recent issue of The Nation. less an au-thority than the Canadian, Minister of Militia, Sir Frederick Borden,in opposing the Dominion contributing toward the support of the Im-perial British Navy, said that under the Monroe Doctrine Canada vir-tually commanded protection of the United Stales Navy as againstall European nations.
The statement of Sir Frederick Borden arc based upon an entirelyincorrect premise. His conception of the Monroe Doctrine is so er-roneous as to lead to conclusion that he never read that very im-
portant document, and if he did, he certainly failed to grasp its basis,principles and purposes.
The Monroe Doctrine was first proclaimed in 1823 by Monroe inlas seventh message to Congress. At that time the indications in in-
ternational diplomacy were that the so-call- "Holy Alliance" mightintervene to assist Spain to reconquer her lost colonies in the Ameri-can hemisphere. In his message to Congress Monroe gave noticethat such intervention .would not be considered friendly to the UnitedStates and that the American hemisphere was no longer to be con-sidered a field for colonization.
The Holy" Alliance was the outgrowth of the overthrow of Napo-leon and France in 181 5. The sovereigns of Russia, Austria and Prus-sia formed a compact, agreeing "to regulate their conduct by the pre-cepts of the Gospel." But from their subsequent conduct this com-pact was for the purpose of aiding one another in suppressing theprinciples of liberty aroused by the French Revolution and represent-ed on the continent of Europe by the French nation. Of all the na-
tions of Europe France stood paramount in the political affections ofthe United States at the time of Monroe. The two nations, Franceand the United States, represented then the highest ideals of politicalliberty known to modern times. Such an alliance as the compact be-
tween Austria, Russia and Prussia could not therefore be regardedby the United States, which at that time was not the gigantic worldpower that she is today, with other than apprehension. When the in-
dications pointed to intervention by that tripartite alliance in behalf ofSpain to reconquer her colonial possessions in the American conti-nent, President Monroe uttered the principle that has become so fam-ous andiyc't is so' misunderstood.
The Monroe Doctrine was directed primarily against Spain andmembers of the Holy Alliance, for those four nations represented poli-tical thoughts that were abhorrent to the freedom for which the peo-ple of the young republic, the United States, had fought and suffered.The security which Canada may feel in the possibility of the MonroeDoctrine being applied to her is absolutely without the slightest basis.The document itself, expressly states so. The doctrine states that theUnited States wll construe as an uiffricndly act any attempt on thepart of European powers to attempt the subjugation of any free andindependent nations in the American hemisphere, that the UnitedStates may have recognized. Canada is in no way to be consideredas a government that has declared and maintained its independence,therefore it is not within' the pale of the Monroe Doctrine.
