Mr. Klobušník (energy consultant of ECCB) gave large and informative speech about the possibilities of biomass use and about energy concepts in general. According to him, a main barrier for the biomass use development is virtually the non-existence of biofuel market. There are no sufficient legislative and economic steps for the biomass use implementation. Mr. Klobušník showed some statistic tables as for the RES and the fuel shares in the South Bohemia. South Bohemia is not self-sufficient in the fuel supply and energy production and it has to import all the fuels and energies except the biomass and water energy. He also emphasized that the use of biofuels brings new opportunities to the countryside inhabitants. Then he spoke at large about the pellets and their use. The second half of speech was about the support of RES use and about the energy concepts of towns and cities with their various aspects in the Czech Republic. The State Energy Inspectorate was represented at the workshop by Mr. Ing. Winkler and Mr. Ing. Kuchaík. Mr. Ing. Winkler spoke about the financial aspects of heat and power production based on biomass and gave anonymous, yet concrete examples of several heating plants and their financial policy. Mr. Ing. Kuchaík presented basic issues and strategies of the territorial energy concepts of cities and villages. Mrs. Ing. Božáková then told to the participants about the experiences of Trhové Sviny town with the district heating based on biomass and Mr. Štojdl briefly introduced their heating plant and future project of CHP plant consisting of second boiler (biomass use) and CHP unit (this project is described in detail in the company level of Phase 1 of this OPET cluster). His speech was followed with discussion. The final part of event was the excursion to heating plant, which was guided by the manager of plant, Mr. Štojdl. The participants had chance to see all the premises of plant from its biomass loading mechanism over the boiler at work to the control room. All the participants had a real interest for the biomass use subject and have the intensions to implement similar projects in their towns or villages. Energy Centre eské Budjovice is in the contact with them and keeps monitoring of their activities.
