Summary of issues (including benefits to customers/service users):

Much of the work of the Council is dependent on effective formal and informal partnership working. This report provides a register of significant partnerships which forms part of the Council’s Partnership Governance Framework. It contributes to the Council’s Annual Statement of Governance.

Recommendation(s):

1 To note the attached register of significant partnerships which are of strategic, reputational or financial importance to the Council. As this is the first register under the Partnership Governance Framework approved in May 2009, the preparatory work has included partnerships that have been in place for some years and those which are at various stages of development.

2 The lead officer/responsible Corporate Director for each significant partnership to ensure that an annual health check is completed and that any key areas for improvement be identified, the first health check to be completed by July 2010.

3 To note that, following the preparation of the Nottingham Plan to 2020, the One Nottingham governance review and a number of other proposed developments, the partnership “landscape” is changing and the role (and in some cases the existence) of some partnerships is under review. These developments will be reflected in future reports and recommendations to the Executive Board.

1 BACKGROUND

1.1 A Partnership Governance Framework for City Council was approved by the Executive

Board (Commissioning) Sub Committee on 13 May 2009. Use of the Framework will enable the Council to have confidence that benefits and risks for involvement in significant partnerships are clarified and that the Council has a transparent means for reviewing the effectiveness of its significant partnerships.

1.2 It will also provide information for Councillors and colleagues across the Council and

One Nottingham about the role of significant partnerships and will contribute to the Council’s Annual Statement of Governance to the Audit Commission.

1.3 The Framework was developed in consultation with key Council colleagues, including

Internal Audit, Corporate Risk Manager and Partnerships Policy Team.

1.4 The Partnership Governance cycle within the Framework comprises 4 key stages:

1.5 The Executive Board (Commissioning) Sub Committee agreed that the Framework

should be applied to significant partnerships where the Council is making decisions that have potential strategic, reputational or financial importance with its partners.

1.6 The Framework does not apply to highly regulated partnerships eg Private Finance

Initiatives, Public Private Partnerships. 2 REASONS FOR RECOMMENDATIONS (INCLUDING OUTCOMES OF CONSULTATION)

2.1 The register (attached as Appendices 1 and 2) is the first stage in the Framework’s

Partnership Governance cycle, ensuring that the Council is in a position to review and manage its participation in significant partnerships effectively, including (when appropriate) recommending changes.

2.2 The lead officer for each significant partnership has worked through a process of

identifying how the significant partnership contributes to key strategies and targets and the costs, benefits and risks. Full details are available from Partnerships. The register summarises this information.

2.3 The register provides a clear overview of the significant partnerships the Council is

involved in. The Framework requires colleagues to regularly and systematically review the rationale for the Council’s continued involvement.

3 OTHER OPTIONS CONSIDERED IN MAKING RECOMMENDATIONS

3.1 None. This report is the first stage in implementing the Framework as approved by the

5 RISK MANAGEMENT ISSUES (INCLUDING LEGAL IMPLICATIONS, CRIME AND DISORDER ACT IMPLICATIONS AND EQUALITY AND DIVERSITY IMPLICATIONS)

5.1 The Framework is intended to enable a more systematic assessment of risks to the Council that arise as a result of working with significant partnerships.

5.2 The next stage of implementing the Framework (the “health check”) will look at these

issues in detail. This will be done at the same time as the review of performance in relation to the Nottingham Plan and forms part of the Nottingham Plan Performance and Evaluation Framework and Local Area Agreement.

Aims/focus To improve services for children, young people and families in Nottingham, achieve Every Child Matters vision and goals and carry out the role of the Children’s Trust for Nottingham City, overseeing all services for children, young people and families in the city. • To achieve the promotion and improvement of the economic well-being of Nottingham and Nottinghamshire, its people and businesses through local authorities and key partners working together at a strategic level.

• The Joint Leadership Board has been established in response to Government’s proposals from its Sub-National Review of Economic Development (SNR) and subsequently introduced in the Local Democracy, Economic Development and Construction Act, 2009.

• The 2009 Act also places a statutory duty upon metropolitan, county and unitary authorities to assess the economic conditions of an area to inform the Single Regional Strategy and local economic development priorities. These economic assessments must reflect functional economic areas and not purely administrative boundaries. These governance arrangements aim to provide an effective governance structure for the economic assessment.

• The Nottingham Plan – The Joint Leadership Board will support the priorities of the World Class Implementation Plan, in particular:
