EXECUTIVE SUMMARY

Waikato District Health Board serves a population of over 400,000 people and also provides tertiary-level

services to the Midland Region, with a population of over 840,000. Waikato DHB has the fifth largest of the

country's DHBs by population. The principal Iwi (Māori tribal groups) in the Waikato DHB district are Hauraki,

Ngāti Maniapoto, Ngāti Raukawa, and Waikato-Tainui. Ngāti Tūwharetoa and Whanganui iwi groups also

reside within the district and a significant number of Māori living here affiliate to iwi outside the district.

There are 10 territorial local authorities within Waikato DHB boundaries – Hamilton City, Hauraki,

Matamata-Piako, Otorohanga, (part of) Ruapehu, South Waikato, Thames-Coromandel, Waikato, Waipa, and

Waitomo.

The DHB provides direct hospital and healthcare services to the district at:

• five hospital sites including a tertiary teaching hospital (Waikato Hospital in Hamilton), a secondary

hospital in Thames, and three rural hospitals in Tokoroa, Te Kuiti and Taumarunui

• two continuing care facilities

• one mental health inpatient facility

• community based services

• population health services

The DHB also works in partnership with non-government organisations (NGOs), primary health care

organisations (PHOs), pharmacies and laboratories to provide community and support services.

The role of Executive Director Māori, Equity and Health Improvement, Waikato DHB is a real opportunity to

lead and deliver organisational objectives that will result in improved Māori and Pacific health and wellbeing.

The primary function of the role is to strategically design and deliver services that improve Māori and Pacific

health with the objective of reducing or eliminating health inequities.

Māori Health Services, Population Health and Pacific Health Services fall under the jurisdiction of the

Executive Director Māori, Equity and Health Improvement. The primary responsibilities of which are:

• to improve Māori health and to address the Māori health inequities

• to deliver a proportion of Māori health programmes directly

• to deliver public health services in line with the Ministry of Health service specification

• to imprve Pacific health and address Pacific health inequities

Reporting to the Chief Executive, the Executive Director Māori, Equity and Health Improvement will be a

strategic member of the Executive Leadership Team responsible for delivering the organisations strategic

objectives with specific accountability for all Māori, equity and health improvement.

To be successful in this role the candidate must demonstrate capabilities in developing key stakeholder

Waikato District Health Board (Waikato DHB)

provides health services to the communities of the

Waikato district, with a combined population of

over 400,000 people, and tertiary-level services to

the Midland Region, with a population of over

RECENT ORGANISATIONAL CHANGE

A refresh of Waikato DHB’s strategic plan was carried out in 2016 to ensure the Waikato DHB’s values and

priorities reflect Waikato DHB’s strategic direction and align to day-to-day operations. The first pre-requisite

to the success of this strategy will be strong and unambiguous leadership.

Previously, Waikato DHB was governed by a board of up to 11 members. In May 2019 the Health Minister

replaced the Board with a Commissioner to oversee developments in governance, financial planning and

performance. The Commissioner, Deputy Commissioners and the newly appointed Chief Executive will return

stability to the District Health Board and enable changes needed to ensure that the DHB is delivering high

quality services to the people of the Waikato and improving the health of the population, while managing

finances.

In late 2018 an external review was commissioned to identify opportunities for improvement while continuing

to provide excellent patient care. The review report containing the recommendations for the DHB can be

found here.

In this process the Waikato DHB has developed the ‘Commissioning Koru’, a model that reflects the approach

and priorities taken in Commissioning process. See model below that comes from the Waikato DHB Annual

Plan 2019-20.

EXECUTIVE DIRECTOR MĀORI, EQUITY AND HEALTH IMPROVEMENT

POSITION PURPOSE

The purpose of Māori, Equity and Health Improvement is to provide leadership to the Waikato DHB in

developing and achieving clinical service objectives that improve Māori and Pacific health and reduce or

eliminate Māori and Pacific health inequities.

The Māori, Equity and Health Improvement team has the following functions;

• Māori Health Services

• Population Health

• Pacific Health Services

Māori Health Services covers Māori health and addressing Māori health inequities as well as delivering some

programmes directly

Population Health is responsible for delivery of public health services in line with the Ministry of Health service

specification.

Pacific Health Services is concerned with improving Pacific health and addressing Pacific health inequities.

KEY DUTIES AND RESPONSIBILITIES

The Executive Director Māori, Equity and Health Improvement will:

• partner with the Chief Executive Officer and Executive leadership team (ELT) in the delivery of

organisational strategic objectives with specific accountability for all Māori, Equity and Health

Improvement

• participate in the Waikato DHB Executive Leadership Team and proactively contribute to strategy,

capability and overall performance of the wider organisation. This includes providing visible

leadership across the health system.

• support Waikato DHB and wider health system by providing support and advice in regard to all aspects

and functions of the role enabling culture change and continuous improvement.

• provide leadership and direction to the development of strategy, design, delivery and maintenance of

effective Māori, Equity and Health Improvement goals that enable performance within Waikato DHB.

• be accountable for strategy and the delivery of these strategies in partnership with key stakeholders

and clinical leaders.

• play a leading role in enabling Waikato DHB to transform the culture and capability of the organisation

to deliver better health outcomes

Specific programmes of work that relate to the Executive Director Māori, Equity and Health Improvement

include:

Whare Ora (Healthy Homes)

• Support whanau to create healthier homes that are warmer, drier, and safer for whanau.

• Partner with public health nurses and Māori providers to do healthy home assessments with whānau.

• Work with whanau to confirm action plans and way forward with eligibility for ceiling & floor

insulation, heating devices, thermal curtains, draught stoppers, Mould kits, blankets and pillows.

Puna Waiora:

• To pipeline rangatahi Māori into the health workforce. The programme targets rangatahi Māori either

attending a wharekura / secondary school within the Waikato DHB catchment; or enrolled in a health

related programme with a tertiary provider.

• Run the Te Tomokanga (Māori Gateway) to help inspire and widen their eyes to the world of health.

10 week programme where students get to visit various services from cardiac physiologists, allied

health, and time with Māori Doctors, a tour at the Westpac Chopper pad, explore the world of nursing

and experience what it’s like in areas such as our attendants group and Sterile Services.

Harti Hauora:

• Health Research Council funded research project aims to assess the effectiveness of the Harti Hauora

Tamariki tool at reducing hospital readmission rates and improving outcomes for tamariki in the

WDHB.

• The purpose of the tool is to improve the health and wellbeing of tamariki and their whānau by

identifying health, wellbeing and social needs for tamariki and whānau and address unmet needs.

• This project was funded for 3 years and will be completed October 2020.

Hapu Wananga:

• Kaupapa Māori antenatal wānanga for all pregnant mums and their whānau.

• Programme includes pregnancy changes, stages of labour, birthing, pain relief, medical intervention,

immunisation, family planning, oral health, healthy homes, parenting, safe sleep and breastfeeding.

Te Whare Taurima

Short term, low cost accommodation service for whānau/family available for all ethnic groups but is managed under a kaupapa Māori philosophy with respect to Tikanga Māori practices.

SELECTION CRITERIA The Executive Director Māori, Equity and Health Improvement will demonstrate skill and knowledge in the

following criteria:

Experience:

• Extensive experience working in the public sector - at least 5 years in health.

• A proven track record in managing across a range of public organisations to deliver change.

• Knowledge and understanding of the NZ health system, legislation and Government imperatives that

govern health care delivery.

• Extensive experience with budget management.

• Demonstrated ability to analyse and think conceptually and have a history of effective decision

making.

• Managing multiple tasks and demands in a timely manner, can marshal resources (people, funding,

material, support) and establishes clear directions.

Business and technical skills:

• Strategic thinker – able to articulate a compelling and inspired vision, anticipate future consequences,

and create competitive and breakthrough strategies.

• Superior communication skills, written and oral, with a proven ability to build effective and positive

relationships.

• Proven track record of working at a strategic level, leading complex, politically sensitive, contentious

and high-profile transformational changes in a large organisation and across organisations.

• A strong commitment to the delivery of a quality customer focused service.

• Previous experience in a senior leadership role.

PURPOSE OF THE POSITION

▪ This position partners with the Chief Executive Officer and Executive leadership team (ELT)

▪ The ED provides monitoring and guidance on addressing Health Equity for Maori, Pacific and disadvantaged populations.

▪ The ED provides support and guidance to address institutional racism within Waikato DHB and the wider health system

▪ The ED is accountable for developing and delivering strategy in partnership with key stakeholders and clinical leaders.

▪ The ED is responsible for the delivery of the public health function in accordance with the contract agreed annually with the Ministry of Health

▪ The ED Māori, Equity and Health Improvement will play a leading role in enabling Waikato DHB to transform the culture and capability of the organisation to deliver better health outcomes and in particular to respect Maori culture

▪ This position actively interfaces regionally and nationally with other DHB’s, key stakeholders and the Ministry of Health to ensure operational and strategic initiatives are progressed
