To carry out the functions of the Executive Committee,Chairman.shall utilize the facilities and expertise ofof:,:the government agencies ahd instrumentalities andpromulgate rules and regulations to govern the opera-of the Executive Committee. .SECTION 3. The NSC shall be the lead agency of the ~~;,for coordinating the formulation of pol icies, ~:;,to or with implications on the national security.SECTION 4. The President shall preside over the meet-'of th,e NSC and the Executive Committee: PROVIDED, thathis/her absence, he/she may designate a member of theto so preside in his/her stead.SECTION 5. The Council shall have a permanept Secret-which shall be under the supervision and control of the;Security Director. The National Security Dir~ctorbe assisted by a Deputy who, like the National 5-ecurityshall be. appointed by, and serve at the pleasure of,President. Th~ National Security Director shall attendparticipate in meetings of the Cabinet and have the pri-of a member thereof. -SECTION 6. The National Secucrity Director, in con-with the Minister of Budget and Management, isauthorized to organize the Secretariat, prepare its -.staff and personnel. Th~ National Securityshall likewise promulgate the rules and regulationsgovern the o~eration of both the Council and the Secret-PROVIDED, that the said budget and staffing pattern.the rules and regulations shall be effective only uponapproval by the President.SECTION 7. Among other duties, the National Securityshall advise the President on matters pertainingnational security and, whenever directed by the President,to the implementation of decisions and policies adoptedthe President and/or the National Security Council 'Nhich
