Project Rationale

The proposed project shall address the growing demand for residential condominium where urban

development and business are progressing due to the economic growth of the city in particular and the

country in general.

The project shall also generate revenue to the local and national government and shall similarly

generate employment.

Project Description

The Two (2) High-Rise Condominium Buildings Project with a Gross Floor Area equivalent to 157,473.29

is located in a 10,943.68 sq.m. lot area in Brgy. Ma-a, Talomo District, Davao City.

The 10,943 sqm. lot area is situated at Macarthur Highway cor. Ma-a Road, Brgy. Ma-a, Talomo District,

Davao City. Currently, the lot is covered under TCT Nos. T-351503 and T-331698.

2. Brief Summary of Project’s EIA Process

The EIA Study is in reference to the Revised Procedural Manual for DENR Administrative Order No. 30 Series of 2003 (DAO 03-30), the Implementing Rules and Regulations of PD 1586, establishing the Philippine Environmental Impact System and DAO 2017-15, Guidelines on Public Participation Process.

The technical information provided by DMCI - PROJECT DEVELOPERS, INC. (DMCI-PDI) was also made as reference in the study.

Secondary data gathered from l field sampling and data gathering were considered in the environmental assessment of the project site and the impact area.

The EIA Team is composed of the following: Linda A. Quiocson-Borre as a Team Leader/Environmental Engineer and a team of technical experts from the DMCI - PROJECT DEVELOPERS, INC. (DMCI-PDI)

The EIA Study took about three (3) months considering the Public Participation Process that was conducted to generate issues relative to the project.

The environmental study followed the methods prescribed in the Revised Procedural Manual.

The Team Leader was in constant communication with the project proponent and its Team of Experts to ensure that environmental concerns are considered during the conduct of the study and design preparations.

3. Summary of Baseline Characterization

The presentation below consists of secondary data and information derived from the Socio Economic Profile of Davao City, PAGASA, Philippine Statistics Office, DOH, including the water quality of the receiving stream that was derived from the EMB Monitoring Report and the air quality taken from the records of EMB-Reg XI. Davao City, reputedly the largest city in the world, has an area of 244,000 hectares, or 8% of the land

area of Southern Mindanao Region or Region XI. It is divided into 3 congressional districts and

furthermore divided into 11 administrative districts. Poblacion and Talomo Districts comprised District I,

meanwhile District II is composed of the following districts, namely: Agdao, Buhangin, Bunawan and

Paquibato, District III includes Toril, Tugbok, Calinan, Baguio and Marilog.

Geographical Location Davao City is located in the southeastern part of Mindanao, lying in the grid squares of 6 58’ to 7 34’ N latitude, and 125 14’ to 125 40’ E longitude. It is bounded on the north by Davao Province; on the east partly by Davao Province and Davao Gulf; on the South by Davao del Sur; and on the west by North Cotabato. Davao City Proper is approximately 946 aerial kilometers or 588 statute miles, southeast of Manila. Because of its strategic location, Davao City was developed as a regional trade center for Southern Mindanao; international trade center to the Southern Pacific; and Southern gateway more particularly to and from the neighboring countries like Indonesia, Malaysia, Brunei, Australia, among others. Climate Davao City enjoys a mild tropical climate. Compared with other parts of the Philippines in which there is a district hot and wet season. It enjoys the privilege of e climate where the days are always sunshiny and mild followed by nights of rain. The city is outside the typhoon belt and lacks major seasonal variations. The predominant wind direction is northward from the Davao Gulf where the cooler air of the sea replaces the warm air mass over the city. A surrounding mountain chain protects the city effectively from strong winds. Topography A substantial part of Davao City is mountainous characterized by extensive mountain ranges with uneven distribution of plateaus and lowlands. The mountain range that delimits the western boundary of the city extends as far down to South Cotabato. This mountain ranges nurse the highest peak in the Philippines, which is Mt. Apo located at the boundaries of North Cotabato, Davao del Sur and Davao City. Mt. Apo has an elevation of about 10.311 feet (3,144 meters) above sea level. It has been considered as semi-active volcano. The large, contiguous lowland areas of Davao City are coastal plains and valleys extending inland as greatly-rising valleys. These areas are found in the eastern part of the city in Paquibato district,

which is an extension of vast lowland at the head of Davao Gulf. The other substantial lowland located in the southeastern part of the city along the western coast of the Gulf, and is in the districts of Bunawan, Buhangin, Agdao, Poblacion, Talomo, and Toril. These lowland areas are level to nearly land with slopes ranging from 0 to 3 percent. These are generally composed of recent alluvium consisting of clay, slit and some sand and gravel. Topographically, along the southeast quarter is plain and slightly hilly along the entire coast and uplands north and westward to Calinan, with slopes generally below four to five degrees. The plains and valleys merged gradually into the uplands, and the uplands in turn into the mountains. Although the eastern part of the city is a broad lowland belt, its surface is enterprise by low hill and knobs. The entire land area of Davao is drained towards the Gulf Davao River and its numerous tributaries are the main drainage system of the city. Davao River originates from Davao Province, flows towards the south meandering along the central part and finally flows eastward emptying into the gulf at the southern periphery of the City Proper. The secondary drainage outlet of the city is the Talomo River which is the drainage outlets of the eastern slopes of Mt. Apo. There are other small rivers and streams that drain the area, but Davao and Talomo Rivers are the important river basins. Local Geology The dominant rock types that comprise the geology of the metropolitan Davao City are the interbedded clastic sedimentary rocks belonging to the Masuhi Formation and Mandog Sandstone, fossiliferous Bunawan Limestone and Tigatto Terrace Gravel. The larger portion of the Davao City proper, including the location of the proposed Verdon Parc Residences in Ecoland area, Matina is underlain by Quaternary Alluvium. The following description of different lithology was referenced mainly from Aurelio and Peña (2004 and 2010).

IV. ABANDONMENT PHASE The plan for this particular phase, if interpreted to be abandonment phase after the structural life of the project would

depend on the building regulation to be imposed by the local government, 50 years after this writing.

Although it should be pointed out that the project shall become a private property of different owners. Very likely though,

maintenance of the building shall be kept to sustain an extended life of the project as a legacy to the next generation.

If abandonment plan shall mean the stage after the construction and the start of the operation of the project, a Turn Over

compliance should be met by the contractor. This compliance shall include among others, clearing the area from

construction spoils and drainage canals to be free from wastes.

This scheme is not applicable to condominiums projects where the wastewater is domestic in character and shall be treated in its treatment facilities, and where the generator set shall only be used during power outages, where solid wastes are regulated by laws , and where EQPL is not prescribed.
