This w i l l make p o s s ib le the estb a lish m en t o f one o f them in the South A t la n t ic S t a t e s , - - today, the very cen tre o f a p u ls in g throbbing p r o sp e r ity perhaps not eq u a lled in any other p art o f th e United S t a t e s .

You have no doubt noticed that National banks all over the country are signifying their intention of joining the Federal Reserve System. We are convinced that they are doing this out of motives of self interest as well as patriotism.
The Bill as it passed, gives to State banks equal rights as that accorded the National Banka, and leaves them free to enjoy such advantages as they may have under State charters.
The change in the Bill before final passage leaving it optional with the organization board as to the number of banks to be established, makes it highly important that the banks in the SOUTHEAST get together for the location of one of the Regional Banks within this section.
In view of fact that Atlanta is the geographical, and, therefore, the logical center of the section referred to, it is both fitting and desirable that Atlanta should have the cooperation of the banks in this section in her efforts to bring the new bank here. We ask YOUR serious interest and active support in this undertaking.
Owing to the fact that our section is largely an agricultural one, there are more state banks in this territory than national banks, and in order that we may show to the organization board a necessity for the bank in the SOUTHEAST, the otate banks for the same motives as the national banks can materially

In order to facilitate matters we respectfully urge the following questions upon your attention:
(a) Has your bank signified its intention of joining the Federal Bank under the new system and notified the Secretary of the Treasury tothat effect? 0 *

ithe Bankers to do more business, and when the borrowers find./ that this will not be the case , there will be quite some disappointment. However 1 can see considerable good in the new law, mainly the creating of an elastic currency to prevent panics*
I have had quite a number of letters from Savannah and I understand these letters have been sent to every Banker in the prospective district urging the selection of Savannah/ y* *.he eginal Bank for this immediate territory,and unless some agreement can be made between oavannah and your city I am afraid it will be themeans of it going to Birmingham. Although the Bankers of Savannah claim that they have assurances that w ith th e proper endorsements hi .would be selected.

I am in receipt of your circular letter of the 1st inst. relative to the subject of the Federal Reserve Act and the desire on the part of Atlanta to have one of these banks
- established there.
In answer to your questions A, B, and C,. will say that A and B can be answered in one. in that we have not applied for membership in the new_ system because a bank applying for membership from this town-wili have to have a capital of $100,000*00 or the same amount that the' national Banks have which have been organized since the population of Albany has gone beyond 6000*
However, we have had in mind the advisibility of increasing our capital and should we do so we will in all probability become members of the new Federal System*
We are glad to answer question C and to assure you of our willingness to cooperate in any way possible toward the and that Atlanta receives one of these banks. We believe that Atla.ita is the logical selection for the South-eastern terri
tory and owing to the importance as shown by postal receipts* Clearing house figures, and because it is already the established center of finance in the south, there is no doubt in our mind 1?ut what the system could be operated more satisfactorily from Atlanta than fror;. any other Southern City..

Tour kind letter of the 1st instant received. In
answer to this, we wish to say in reply that as yet our stock
holders and directors hare not taken action upon the question
of our bank joining the Federal Reserve System, and there
fore we canat answer you definitely as to this just yet.
As for Atlanta, Ga., securing one of these regional Bulks we wish to say that this is entirely acceptable to us, as
of course naturally speaking we would feel very much grat
ified to see Atlanta favored with one of these banks; and
candidly speaking we really and truly believe that Atlanta
is the logical center for the location of this bank; and by all
means our Southeastern states must be favored with one of ^
the banks.
Frankly speaking, what advantages can we hope to ob
tain in case our bank should conclude to join th is federal
Reserve System? We are operating, as you know, e n t ir e ly under
a State charger; and, as we understand it, in case we join
this Federal system our bank would be su b je c t not only to the

as we see it, for many reasons, we prefer to operate under a State charter, aa I really believe this meets the conditions in our immediate section better than a national charter would permit us; and incase we should conclude to join thes Federal reserve system, is it not true that our bank in this case would be practically carrying out the usual requirements demanded under a National charger? I have read the new Federal Reserve Law, and as I interpreted it,I believe this is about the intention of the Act,
in hand to impart along this line, as we are interested in having one of these regional banks located in Georgia; and as we see it Atlanta is unquestionably the logical place
for it.

ank* of larnesville, Ga* held Jany 1 3 th, 1914 the creation and'
location of the Jred-rafl Reserve .banks was fully discussed. All
of the stock holders were heartily in favor of this Act, and were
in cordial sympathy With the movement to place one of said Jfederal
-,eserve .Banks for the Southeast territory in Atlanta, Ga
"Thereupon the following resolution was offered and adopted.
'"HSHbiAS, The sixty-third Congress of the United States passed an act known as the"Fsderal Reserve Act", creating not less than eight nor more than twelve regional banks to be located in Federal Reserve Cities; and
WHEREAS, the location of these Regional Banks is left entirely with the Reserve hanking organization committed,which commit tee* ill naturely be guided largely hy the wishes of the banks

You have no doubt noticed that National hanks all over the country are signifying their intention of joining the Federal Reserve System, fe are convinced that they are doing this out of motives of self interest as well as patriotism.
The Bill as it passed, gives to State banks equal rights as that acoorded the National Banks, and leaves them free to enjoy such advantages as they may have under State charters.
The change in the Bill before final passage leaving it optional with the organisation board as to the number of banks to be established, makes it highly important that the banks in the SOUTHEAST get together for the location of one of the Regional Banks within this section*
In view of fact that Atlanta is the geographical, and, therefore, the logical center of the section referred to, it is both fitting and desirable that Atlanta should have the cooperation of the banks in this section in her efforts to bring the new bank here. We ask YOUR serious interest and active support in this undertaking.
Owing to the fact that our. section is largely an agricultural one, there are more state banks in this territory than national banks, and in order that we may show to the organization board a necessity for the bank in the SOUTHEAST, the state banks for the same motives as the national banks can materially

Iron motives of self-interest as well as of patriotism National Banka all over the country are signifying their intention of joining the federal Banking Bysten under the provisions of the new Currency B ill.
A further step most he taken at ones by the National Banks of the SOUTHEAST if they are to secure the fullest benefits of the new legislation. This step is the securing of one of. the Regional Banks for our inmediate territory.
In view of the faet that Atlanta is the geographical, and, therefore the logical, center of the section referred tov it is both fitting and desirable that Atlanta should have the co-operation of the bankers in this seatlon in her effort to bring the new bank here. Ve ask your serious interest and active support in this undertaking'*

You have no doubt noticed that National banks all over the country are signifying their intention of joining the Federal Reserve System. Ve are convinced that they are doing this out of motives of self interest as veil as patriotism.
The Bill as it passed, gives to State banks equal rights as that accorded the National Banka, and leaves them free to en.1 oy such ad van* tages as they may have under State charters.

The change in the Bill before final passage leaving it optional with the organization board as to the number of banks to be established9 makes it highly important that the banks in the SOUTHEAST get together for the location of one of the Regional Banks within this section.
In view of fact that Atlanta is the geographical, and, therefore, the logical center of the section referred to, it is both fitting and desirable that Atlanta should have the cooperation of the banks in this section in her efforts to bring the new bank here. We ask YOUR serious interest and active support in this undertaking.
Owing to the fact that our section is largely an agricultural one, there are more state banks in this territory than national toanks, and in order that we may show to the organization board a necessity for the bank in the* SOUTHEAST, the state banks for the same motives as the national banks can materially

-2-assist in securing this REGIONAL BANK by joining the system NOW.
In order to facilitate matters we respectfully urge the following questions upon your attentions
(a) Has your bank signified its intention of joining the Federal Bank under the new system and notified tbe Secretary of the Treasury to that effect?
(b) If not, will you take immediate action on the matter advising the Secretary of the Treasury and apprising tha undersigned of such action? W tP -(c) Ifety we count on your active co-opera- tion in securing a Regional Bank for your section, said bank to, be located in Atlanta?
