Royal Docks Service Station, Thames Road, London Borough of Newham CEC prepared a Transport Assessment, Travel Plan and Flood Risk Assessment to support an application for circa 300 residential dwellings on the site of a former Esso petrol filling station. Kensal Road, Royal Borough of Kensington and Chelsea CEC prepared a Transport Assessment, Flood Risk Assessment and Travel Plan to support an application for circa 7,500sqm of B1 office accommodation. The proposals included an on- street lay-by servicing solution which required considerable negotiation with Royal Borough of Kensington and Chelsea as their strong preference and policy position was for an on-site arrangement. Former Honda Garage, Merrick Road, Southall CEC prepared a Transport Assessment, Travel Plan and Flood Risk Assessment to support a planning application for 170 residential units on the site of a former car showroom. Peruvian Wharf, London Borough ofNewhamCEC prepared a Transport Assessment, Flood RiskAssessment, Travel Plan, and provided input to anEnvironmental Statement for a proposeddevelopment comprising 946 residential units andcommercial space at Peruvian Wharf, WestSilvertown, London Borough of Newham.

The key technical issues addressed by CEC relatedto public transport and highway impacts,vehicular access to the safeguarded wharf,sustainable drainage, resident access to safeground in case of flood, and ensuring that theproposals were compliant with the requirementsof the Environment Agency and Newham Council.

Former Ogilby Housing Site, WellingtonStreet, Royal Borough of GreenwichCEC prepared a Transport Assessment, Travel Planand Flood Risk Assessment to support anapplication for 110 residential units on the site ofan existing run-down housing development.  Theapplication required significant negotiations withRBG and TfL officers regarding the servicingstrategy and disabled parking provision, and CECwere successfully able to secure approval for alower level of disabled parking than required byLondon Plan policy.  In relation to the Flood RiskAssessment, there is an existing Thames Watersewer beneath the site which CEC had tonegotiate with Thames Water to divert to enablethe development to proceed.

Upton Park, London Borough ofNewhamCEC provided a Transport Assessment, TravelPlan, and Flood Risk Assessment, in addition tothe preparation of the Transportation andHydrology Chapters for an EnvironmentalStatement to support a planning application forthe redevelopment of West Ham United FC’sformer stadium site at Upton Park, Newham toprovide circa 850 residential dwellings andcommercial space.

CEC’s involvement included extensive liaison withthe design team with respect to transportationand drainage matters, including car and cycleparking provision, internal highway layout, sweptpath analysis, car club provision, vehicular accesslocations, and a surface water drainage schemeincorporating Sustainable Urban Drainage Systems(SUDS).  CEC also liaised with Thames Water inregards to foul water drainage to ensuredevelopment proposals could be incorporatedwithout having a detrimental impact on theexisting sewerage network.  CEC attended variousmeetings throughout the project with officers ofNewham Council, the Greater London Authority,and Transport for London, as well as attendanceat design team meetings.

Orchard Wharf Service Station, SilvoceaWay, London Borough of Tower HamletsCEC prepared a Transport Assessment, Travel Planand Flood Risk Assessment to support anapplication for circa 330 residential dwellings onthe site of a former Esso petrol filling station.

Chiswick Curve, Chiswick Roundabout,London Borough of HounslowCEC prepared a Transport Assessment, TravelPlan, Flood Risk Assessment, and provided inputto an Environmental Statement to support anapplication for a tower development comprisingcirca 320 residential units and 5,000sqm of B1office space on a site adjacent to the ChiswickRoundabout.

The proposals incorporated a 3 level basement toprovide an adequate level of onsite car parking,with the use of a Car Stacker system in order toachieve the required amount of parking.  CEChelped achieve an efficient drainage solutionincorporating SUDS (tanked storage) within a verycompact masterplan and tight space constraints.

Marine Wharf East, LewishamCEC prepared a Flood Risk Assessment to supportan outline planning application for a mixeddevelopment proposal to redevelop a brownfieldsite to provide 183 residential dwellings,commercial floorspace and below ground parkingareas. The site is located within Defended FloodZone 3 associated with the River Thames; CECworked closely with the Environment Agency priorto the submission of the planning application toagree flood risk mitigation measures to beincorporated within the scheme and wasinstrumental in achieving no flood risk relatedobjection to the planning application

The scheme also involved limiting surface waterdischarge into the adjacent public combinedwater sewer, requiring CEC’s expertise to devisea suitable on-site attenuation system withoutcompromising the developable area of the site. Sustainable Urban Drainage Systems (SUDS) in theform of ‘green roofs’ and below groundattenuation storage were incorporated within thesite design to manage and reduce surface waterrunoff.

The Strand, WestminsterCEC provided a Transport Assessment to support aplanning application for the conversion of anexisting office building on The Strand to provide a106 bedroom hotel.  The Transport Assessmentsuccessfully demonstrated that the existing officebuilding would generate significantly more tripsthan the proposed hotel, paving the way for apositive consultation response from WestminsterCity Council Highways.

Trident House, HayesCEC provided a Transport Assessment, ResidentialTravel Plan, and Proof of Evidence to support anoffice to residential change of use application for98 residential units.  Following refusal of an initialapplication by Hillingdon Council on highwaymatters relating to parking provision and servicingarrangements, CEC then provided a Proof ofEvidence to support our client’s appeal againstthe decision.  The appeal was allowed by theInspector, having agreed with all of the findingsof the Evidence submitted by CEC, enabling ourclient to proceed with the development.

Old Queen Street, WestminsterCEC provided a Transport Statement and FloodRisk Assessment to support an office to residentialchange of use application for 23 car-freeresidential units.  The Transport Statementsuccessfully demonstrated that the developmentcould be accommodated without causing undueimpact on the surrounding on-street parkingavailability, despite the site being located withinan area of high parking stress as defined byWestminster City Council.

The site was within Flood Zone 3 (High Risk) fromthe River Thames, and protected by the Thamesflood defences.  The site was also within an areaof ‘moderate flood hazard’ in the event of surfacewater flooding.  Cole Easdon advised the clientwith regard to the layout of the basementapartments to reduce flood risk and satisfy therequirements of the planning authority.  CECdemonstrated that the development would passthe Sequential Test and the Exception Test, inorder to allow the development to proceedwithout increasing flood risk elsewhere. The FloodRisk Assessment demonstrated that thedevelopment would be safe, subject to layoutchanges and flood resilient constructionmeasures.  A Flood Warning and Evacuation planwas also prepared as part of the Flood RiskAssessment.

Edgwarebury Cemetery, BarnetCEC provided multi-disciplinary services for theproposed extension to this existing Jewishcemetery. A Groundwater Contamination & FloodRisk Assessment was produced which, as well asconsidering flood risk, highlighted potentialcontamination issues and provided appropriatemitigation in order to ensure there was noobjection from the Environment Agency. CEC alsoprepared a Transport Statement relating to thedevelopment proposal.

City of Westminster College,WestminsterCEC produced the Transport Assessment andTravel Plan relating to the change of use of anoffice building for student accommodation.

Seager Distillery, Deptford, LewishamCEC prepared a Transport Statement in support ofa planning application for a proposed 92 bedroomhotel (in place of some 3,500m² of alreadyconsented B1 office space) on the former SeagerDistillery site in Deptford.

We were able to demonstrate that the proposedhotel would have a lesser impact on the localtransport network than the already consentedoffice space through use of the TRAVL database.The site already had consent for a large mixed-usedevelopment including residential andcommercial uses. CEC were also instructed todischarge a number of the transport-relatedplanning conditions attached to the widerconsent. These included Residential andCommercial Travel Plans, as well as Parking andServicing Management Plans. CEC also providedvehicle tracking input for the basement car parkramp and parking bays.

Edmonton, EnfieldCEC prepared a Transport Statement examiningthe transport impacts of a proposal to extend anexisting youth centre to provide improvedlearning & training facilities, as well as acommunity facility.

Sustainable travel associated with the existingfacility, where 87.5% of visitors arrived by a non-car mode, helped CEC to justify the proposedextension to the highway officers without theneed for any on-site car parking provision. TheTransport Statement provided practicalsuggestions as to how sustainable travel by bothstaff and visitors could be further improved.

562 Mile End Road, Tower HamletsCEC provided a Transport Statement to support anapplication for the redevelopment of a sitecomprising office accommodation, retail, andnight club to provide 47 residential units.

2012 Olympics: Equestrian Events,Greenwich Park, GreenwichCole Easdon Consultants (CEC) prepared adetailed Transport Assessment outliningprojected spectator and Olympic Family modalsplits for travel to Greenwich Park, detailedanalysis of the existing public transportaccessibility of the site including spare capacitieson rail services (where 80% of spectators arepredicted to travel by train), identification ofpedestrian movement strategy from rail stationsto the venue, analysis of proposed temporarypedestrian crossing on Romney Road during theevents, analysis of 11 off-site junctions, accidentanalysis, and assessment of construction trafficmovements.

CEC also prepared the transport chapter for theEnvironmental Statement.

As part of the consultation work associated withthe planning application, CEC made apresentation to senior representatives of theEmergency Services to outline the key transportelements of the proposal, and what impact theywould have on access for the Emergency Servicesduring the events.

CEC engaged with officers from GreenwichCouncil throughout the project to ensure thatthere was no objection to the application fromthe Local Highway Authority (LHA). As aconsequence, there were no requests foradditional information from the LHA followingsubmission of the application, enabling planningconsent to be granted at the earliest opportunity.CEC’s input gave confidence to both GreenwichCouncil and the Emergency Services that theproposed spectator access strategy was robustand achievable.

Gatwick AirportCEC prepared a Flood Risk Assessment for a 630-bed Premier Inn hotel with associated parking.CEC's involvement was fundamental in achievingplanning permission for our client due to the floodrisk issues associated with the development sitebeing situated within medium risk Flood Zone 2.

Waltham Forest Pool and TrackCEC provided a Transport Assessment, Travel Planand Flood Risk Assessment for a replacement(larger) leisure centre on the existing WalthamForest Pool and Track site at Chingford Road.  TheTA provided a detailed analysis of the predicteduplift in trips to the site by all modes, andconsidered the vehicular impact of thedevelopment on the surrounding highwaynetwork.  The TA also provided a comprehensiveassessment of the site’s existing accessibility bysustainable modes of transport, and provided aframework Parking Management Plan to try andprevent use of the proposed car parking by nonleisure centre users.  CEC also provided input tothe masterplan including swept path analysis andadvice on car and cycle parking provision.  TheTravel Plan was prepared in accordance withTransport for London’s guidance document, andidentified a range of measures, targets andobjectives to discourage car usage and promotetravel by walking, cycling, and public transport.  Existing employee travel surveys were alsocarried out by CEC to inform the Travel Plan.

With regard to the Flood Risk Assessment, the siteis situated within a Critical Drainage Area forsurface water flooding, therefore, runoff from thesite was restricted to greenfield runoff rates.  Thiswas done by designing a network of slot drains andland drains, to divert runoff to tanked permeablepavement beneath the car park.  The runoff wasgradually discharged to a watercourse adjacent tothe site, which reduced runoff from the sitecompared with the existing situation, and reducedflood risk for the local area.

Wapping High Street, Tower HamletsCEC prepared a Transport Statement examiningtransport impacts of a proposal to redevelop anoffice building to provide a car-free residentialdevelopment of 60 luxury dwellings. Our workincluded a comparison of the vehicle tripgeneration of the existing office use with that ofthe proposed residential use, an assessment ofthe accessibility of the site by sustainable modesof transport (including consideration of the PublicTransport Accessibility Level [PTAL] rating for thesite), and a review of relevant local, regional andnational policy.

Timely completion of the Transport Statementenabled our client to submit the planningapplication at the earliest opportunity.

Frankie & Benny's, A21 FarnboroughWay, BromleyCEC prepared a Transport Statement to support aplanning application for a retail unit adjacent tothe existing Frankie & Benny's restaurant situatedoff the A21 Farnborough Way.

CEC proposed a strategy to rationalise the existingthree vehicular access arrangements down totwo, which improved highway safety and wasinstrumental in achieving no highway related ob-jections to the planning application.

Brighton Road, CroydonCEC prepared a Transport Assessment and FloodRisk Assessment to support the planningapplication for a development proposal toredevelop a car showroom/workshop andmultistorey car park to provide a residentialdevelopment of some 96 dwellings at BrightonRoad.

The development proposal included anunderground residents' car park, and CECprovided comprehensive design input to ensurethe proposed parking layout was safe andefficient, as well as meeting the necessary designstandards.

The Transport Assessment successfullydemonstrated a net reduction in vehiclemovements to and from the site when comparedto the existing permitted use. This enabled CECto ensure there was no requirement for off-sitehighway improvement works or contributions as aresult of the development proposal.

The site is situated adjacent to Brighton Road,which is an overland flow path for surface waterduring extreme rainfall events. As part of theFlood Risk Assessment, CEC designed a suitabledrainage strategy to mitigate the risk of floodingto new residents. This strategy included raisedslab levels to protect the individual dwellings, aswell as measures to protect the basement carpark from flood. Green roofs were also incorpo-rated into the proposals, to reduce the amount ofrainfall runoff post-development.

Valley Park, CroydonCEC assisted Scottish Widows and the LondonBorough of Croydon with a proposal to provide asecondary access arrangement to the Valley RetailPark and adjacent Ikea store.  This involved theupgrading of the existing Latham Way corridorwhich was to have consequent diversion effectson vehicle movements.

CEC commissioned appropriate traffic counts andevaluated the likely diversion scenarios.Consulting with Transport for London (TfL)throughout, capacity analysis of an existing signalcontrolled junction was undertaken by CEC usingthe TRANSYT junction capacity software package.Our analysis, demonstrating the impact of theproposal, was completed to the satisfaction of TfL.

Charlton Athletic Football Club,GreenwichCEC produced the Travel Plan for the new NorthStand and The Valley. CEC subsequentlyundertook a Travel Plan review and monitoringexercise to secure a 3,500-seat East Stand, as wellas producing transportation advice for the newTraining Academy facilities at a separate site.

Turk Launches, Richmond upon ThamesCole Easdon were commissioned to produce aFlood Risk Assessment on behalf of Turk Launchesfor their proposed residential boats, moored onthe River Thames. This interesting Flood RiskAssessment concentrated on ensuring safe egressfrom the boats during times of extreme riverlevels, and ensured that the company signed up tothe available flood warning scheme in the area.

Heathrow AirportCEC prepared a Flood Risk Assessment for a 300-bed Premier Inn hotel with associated parking.CEC's involvement was fundamental in achievingplanning permission for our client due to the floodrisk issues associated with the development sitebeing situated within medium risk Flood Zone 2.

120 Moorgate, City of LondonCEC produced a Servicing Report and preparedstopping up plans for this mixed-use developmentin the City of London comprising 10,000m² ofoffice space and 3,000m² of retail space.

The Servicing Report explained the deliverymanagement strategy for the site and addressedconcerns specifically raised by the highwayofficers representing the Local Highway Authority.

Lion Plaza, Threadneedle Street, Cityof LondonCEC undertook a traffic management appraisal forthis mixed-use development comprising 22,000m²of office floor space, together with retail andrestaurant uses. The traffic managementappraisal detailed how all proposed uses would beserviced on this restricted site in the heart of thecity.

Due to the need to maximise land use as far aspossible, two HGV hydraulic lifts were proposedwithin the service area in order to minimise thesize of the ground floor service yard, by providingfor goods loading/offloading at various floorlevels.

Shacklegate Lane, Teddington, Rich-mond upon ThamesCole Easdon were commissioned to negotiate thevehicular access for a proposed residentialdevelopment. Our appointment resulted from ourclient receiving a highway objection relating tojunction visibility splays which were obscured bystreet furniture and existing mature trees.

CEC liaised with the Local Highway Authority anddemonstrated through technical drawings and anappropriate evidence base that the site could beaccessed in a safe and efficient manner.

Raynes Park, MertonCEC undertook detailed engineering designassociated with highways and drainage for this60-unit residential development. The schemeinvolved limited surface water discharge into theadjacent public storm sewer, requiring CEC'sexpertise to devise a suitable on-site attenuationsystem without compromising the developablearea of the site.

CEC also negotiated permission for a temporarysite access onto the adjacent busy A298 (BusheyRoad), which involved the preparation of a RoadSafety Audit prior to permission being granted.

CEC prepared the Transport Assessment for theredevelopment of an existing 1960's shoppingcentre to revitalise and regenerate the area.

Proposals included 44 residential units overexisting retail units together with 2,000m² of newretail space adjacent to a large Morrisonfoodstore. CEC provided expertise relating toparking assessment, traffic management, analysisof the vehicular impact of the proposals onsurrounding highway network, as well as assessingthe implications of re-routing local bus services.
