The Republic of Moldova ParliamentEnvironment and Climate Change Commission - examines and adopt lawson waste management The Republic of Moldova Government Ministry of Environment - develops and implements the state policy in wastemanagement and fulfills the functions of authorized body in controllingtransboundary movements of wastes and their disposal Ministry of Transport and Roads Infrastructure - is the authorityresponsible for ensuring transboundary movements of hazardous withtransportation certificates as required European agreement on international roadtraffic of dangerous goods (ADR), preparation and retraining of drivers and otherspecialists involved in the transport of hazardous waste. Ministry of Internal Affairs - exercises control over compliance with the roadtransport operators provisions on dangerous goods transport in Moldova Customs Department - Inserting and removing the waste from Moldova isallowed only by the crossing points of the state border established by the CustomsDepartment.

Government Decision no. 637 of 27.05.2003 on the control of transboundarywaste transportation and their disposal
Law no. 205 of 09.10.2008 for accepting an amendment to the BaselConvention on the control of transboundary movements of hazardous wastes andtheir disposal, including the Annex VII

THE IMPORT OF WASTE

Is prohibited the introduction into the country the wastes and residues of any kind in the raw state or processed over, except for paper processed waste and scrap of iron or steel and shards of glass for use as a secondary raw material for local companies existing for processing, storage temporary, storage, to spreading on the soil or in water, destruction by any means.
Customs and control authorities are responsible for applying the provisions of this Article, the importation and transportation of waste and residues of any kind in the republic.
CONTROL OF TRANSBOUNDARY TRANSPORT OF WASTE

Government Decision no. 637 of 27.05.2003 on the control oftransboundary waste transportation and their disposal approves:- categories of hazardous waste;- Regulation on the control of transboundary wastes and their
disposal, which defines a mechanism for the implementation ofthe Basel Convention to ensure compliance with environmentalprotection requirements to export, transit and wastemanagement.
For verifying of transboundary movements of waste is applied controlsystem which takes into account two lists:List A - the list of wastes characterized as hazardous;List B – the list of waste without dangerous characteristics.
The control of Transboundary Movements of the waste and disposalprocedure is based on written notification is given competentauthorities of the countries concerned regarding the transboundarymovement of waste and receiving their written agreement (permission)before the commencement transportation.
Transit of the waste included in the List B - the same can not betransited through Moldova without the prior written permission of thecentral authority for environmental and natural resources, which has theright to refuse any such transit through their territory, arguing theirreasons.

disposal, which defines a mechanism for the implementation ofthe Basel Convention to ensure compliance with environmentalprotection requirements to export, transit and wastemanagement.
This Regulation establishes the mechanism for implementing the Basel Convention provisions meant to ensure compliance with the requirements on environmental safety in the export, transit and disposal.
The provisions of this Regulation are obligatory for the all operators of any legal form, both local as well as foreign, engaged in activities management and disposal of waste, including those transiting the territory of Moldova.
From 01.01.2016, in accordance with Regulation (EC) No. 1013/2006 ofthe European Parliament and of the Council of 14 June 2006 on shipmentsof waste, as amended and supplemented, the transfer of the waste withAnnex III (green list waste, Part I and Part II) in order to capitalize, infacilities approved by Romania, is performed according to art. 18- Waste tobe accompanied by certain information, each accompanied by Annex VIItransfer and a contract between the person arranging the shipment underthe jurisdiction of the country of dispatch and recipient of waste.
For the Republic of Moldova remaining in force Moldova GovernmentDecision no. 637 of 27.05.2003 on the control of transboundary wastetransportation and disposal, and its regulations.
In such situation many economic agents consider that does not require theconsent of transboundary transport from the Ministry of Environment, whichmakes them returned by Customs Departments.
Experiences on waste shipment inspections and illegal waste transport
Giurgiulesti International Free Port (GIFP) has the status of a free economic zone until 2030. Due to its location on the Lower Danube with available water depths of up to 7m GIFP is capable of receiving both vessels, and ships. GIFP is only point river-sea transshipment and distribution direct to / from Moldova a regional logistics hub at the EU border with access to road, rail, river, sea, and an excellent location for business development, because of its strategic location, tri-modal transport infrastructure, low cost environment and unique customs and tax regime.
Ecological inspection shall be made in port just approved by the Ministry of Economy.
So far have not been carried exports or imports of waste through this port.
