3. PURPOSE

a. This Explosives Site Plan (ESP) is required for the Remedial Investigation (RI) and Site Inspection (SI) at two Munitions Response Sites (MRSs) due to the intentional and expected physical contact with munitions and explosives of concern (MEC) during field activities.

b. The RI and SI is being performed under the Military Munitions Response (MMRP)

in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) and is part of the overall remedial action process. Subsequent removal responses may be dictated during the remainder of the remedial response process, as determined by action memoranda or other decision documents. If subsequent removal responses are determined to be necessary in the full remedial process, an Explosive Safety Submission will be prepared and submitted for review and approval as necessary to support that response.

c. This ESP details the explosives safety criteria that will be used during the performance of field investigation activities.

4. SITE BACKGROUND AND CURRENT CONDITIONS

a. Site Description: Camp Withycombe is an Oregon Military Department (OMD) facility located east of Interstate 205 and north of Oregon Highway 212 at 10101 SE Clackamas Road, Clackamas, Oregon (Figure 1). Camp Withycombe has been an active training site since approximately 1909 and comprises 234 acres. The OMD transferred ownership of 156 acres of the property to the Oregon Department of Transportation (ODOT) for inclusion in the proposed Sunrise Corridor right-of-way. However, the OMD maintains administrative control of the entire 234-acre parcel under a lease agreement with ODOT. Camp Withycombe,

originally known as the Clackamas Firing Range consisted of 100 acres, leased by the federal government in 1909 and purchased in 1910 on behalf of the Oregon National Guard “for the purposes of constructing a rifle range thereon and for the use of a campground”. By 1934, the Clackamas Firing Range was designated a federal military reservation and renamed Camp Withycombe. Camp Withycombe was Department of Defense (DoD) Property until 9 November 1956, when the land was transferred to the OMD by a quitclaim deed. The Department of Army released reversionary interest in the 156-acre ODOT Property through the United States Congress in 1989. The Department of Army maintains reversionary interest in the OMD Property.

b. Site Background – West MRS: The West MRS is approximately 137 acres and consists of the developed portion of the Camp Withycombe installation, including former rangeland and open fields, over 80 buildings and ancillary structures, storage yards, and improved roads. The MRS may have included mortar and artillery firing locations. MEC and munitions debris (MD) have been identified within the West MRS. In addition, the West MRS includes the flat portion at the base of the hillside. This portion of the West MRS (approximately 59 acres) is being developed as part of the ODOT Sunrise Highway Corridor, a project currently planned for 2013-2015.

c. Site Background – East MRS: The East MRS is approximately 97 acres and consists of the forested slopes and hilltop of the former Impact Area within Camp Withycombe, including the access roads, disposal areas, artillery impact areas, and military training areas. The East MRS contains several undocumented waste disposal areas, which are suspected to contain discarded military munitions (DMM), munitions constituents (MC), and potentially other contaminants. The Impact Area within the East MRS was used as a backstop for small arms, mortar, and artillery training.

d. Current Land Use: The West MRS is zoned light industrial and the East MRS is zoned low-density single family residential by Clackamas County. Activities conducted at Camp Withycombe currently consist of military training, maintenance and repair of equipment, and equipment storage at the West MRS. Additionally, civilian uses at Camp Withycombe include educational, museum, and law enforcement training areas. Local land use zoning indicates portions of the property could be used for residential purposes in the future.

e. Accessibility: The West MRS includes worker, civilian, and public access areas. The East MRS consists of undeveloped forest land and access is currently restricted; however, there is evidence that trespassers have gained access.

f. Recovered Munitions and Munitions Debris (MD):

i. M28A2 3.5-inch rockets with live base fuze;

ii. 37mm High Explosive (HE) projectiles;

iii. M49A2 60mm HE mortar; and

iv. M407A1 40mm Smoke Grenade.

v. Munitions debris (MD) recovered included:

vi. Three-inch (3”) Stokes practice (sand-filled) mortars;

vii. Components from M72 66mm Light Anti-Tank Weapon (LAW), and

viii. Components from 40mm HE grenades.

5. EXECUTING AGENCIES

a. US Army National Guard Directorate (ARNG): ARNG is responsible for managing the contract for environmental services.

b. Oregon Military Department (OMD): OMD represents Camp Withycombe’s interests and is responsible for coordinating access to Camp Withycombe; reviewing project work plans and documents, communicating with the news media and the public, and coordinating with state and local regulatory agencies.

6. SCOPE OF INVESTIGATION

a. Remedial Investigation (RI) at the West MRS. The 137-acre West MRS is divided into the Camp Withycombe Area and the Sunrise Highway Corridor Area (Figure 2).

i. Camp Withycombe Area: The Camp Withycombe Area is a relatively flat 78-acre area primarily covered with buildings, paved roads, and paved parking areas. Many of the buildings, roads, and paved parking areas have existed since the 1930s. The remaining undeveloped portions in the Camp Withycombe Area are limited to approximately 5 acres. A Digital Geophysical Mapping (DGM) geophysical investigation, supplemented with analog instrument-assisted visual surveys (AVS), is planned for the 5 acres of undeveloped land. Geophysical investigation is not planned for the approximately 73 acres of developed portions of the Camp Withycombe Area because: 1) Neither DGM nor AVS would be effective in identifying

MEC-like geophysical anomalies under the infrastructure items; 2) Risk of MEC exposure is effectively mitigated by the presence of the infrastructure, which acts to isolate any MEC from human contact; and 3) Potential exposure can be effectively mitigated using institutional controls and MEC construction support. All anomalies exceeding the minimum anomaly millivolt threshold selected for the project will be intrusively investigated in areas where DGM is conducted. All anomalies will be intrusively investigated in areas where AVS is conducted. All intrusive work will be conducted manually.

ii. Sunrise Highway Corridor Area: DGM or AVS will be conducted throughout the entire 59-acre Sunrise Highway Corridor Area. After a thorough review of the data, fifty, 50’ x 50’ grids will be selected for intrusive investigation of subsurface anomalies to characterize the Sunrise Highway Corridor Area. All intrusive work will be conducted manually.

b. Site Inspection (SI) at the East MRS. An SI will be conducted at the East MRS (Figure 3) to confirm the presence or absence of MEC throughout the East MRS. The presence of MEC has previously been confirmed at the lower portions of the hillside slope at the East MRS. The geophysical site characterization strategy at the East MRS is designed to evaluate the presence or absence of MEC up the hillside. Reacquisition and intrusive investigation of anomalies will not be conducted because MEC is already known to be present; however, in the event MEC is encountered on the ground surface, disposal operations will take place to eliminate the hazards. To ensure the safety of all field personnel, the surveys will be conducted following explosive safety procedures outlined in Engineer Regulation (ER) 385-1-95, Safety and Health Requirements for Munitions and Explosives of Concern (MEC) Operations, and Engineer Manual (EM) 385-1-97, Explosives Safety and Health Requirements Manual.

7. SAFETY CRITERIA

a. The MEC associated with the Camp Withycombe MRS were determined from the results of the Conceptual Site Model, reports from construction activities, and reports from previous investigations. The 3.5 inch rocket, the M28A2, was determined to be the Munition with the Greatest Fragmentation Distance (MGFD) for the RI and SI activities. However, during a previous investigation, one M49A2 60mm HE mortar round was recovered. The 3.5-inch rocket has the greater fragmentation distances for the HFD and K40 distances for unintentional detonations and K328 for intentional detonation, and the 60mm HE round has the greater distance for the maximum fragmentation distance-horizontal (MFD-H) for intentional detonations. Therefore, the MFD for the 60mm HE mortar round (1,322

feet) will be used to increase safety. During the course of this RI and SI, if MEC with a greater fragmentation distance is encountered, the munitions site minimum separation distance (MSD) will be adjusted in accordance with the Department of Defense Explosives Safety Board (DDESB) Technical Paper 16 (DDESB 2005). Operations will continue, and an amendment to this ESP will be expeditiously submitted for approval. See Attachment B for Fragmentation Data Sheets on the M28A2 3.5 inch HE rocket and the M49A2 60mm HE mortar round. The MSDs are presented in Table 7.1. Explosive Safety Quantity Distance (ESQD) Arcs are shown in Figures 2, 3, and 4.

b. All UXO personnel will be qualified in accordance with DDESB TP 18, Minimum Qualifications for Unexploded Ordnance Technicians and Personnel (DDESB, 2004).

c. Prior to any MEC operation, the MSD Exclusion Zone (EZ) must be clear of all non-essential personnel. Inhabited buildings and public roads are within the minimum separation distance of 157feet for unintentional detonations; therefore, evacuation may be necessary in connection with intrusive investigations. Non-essential personnel will not be allowed back into the MSD EZ until all MEC activities within that area are complete. Every effort will be made to minimize the disruption to local personnel consistent with safety concerns. Once established, the EZ will remain in effect until all MEC activities within the EZ boundaries have been completed for the day. Once MEC activities within the EZ have been concluded, the UXO Quality Control Specialist (QCS) and the Senior UXO Supervisor (SUXOS) will direct closure of the EZ, re-opening the area to normal activities.

d. All improved and unimproved roads entering the EZ will be blocked during intrusive investigation and during explosive disposal operations to ensure that unsuspecting individuals are not placed in jeopardy. The SUXOS will assure the area is clear of unauthorized personnel and equipment prior to permitting intrusive investigation or MEC disposal activities. An observer will be stationed at a location where there is an unobstructed view of the air and surface approaches to the site. It will be the responsibility of the observer to notify the SUXOS to suspend intrusive activities if any aircraft, vehicles, or personnel are sighted approaching the site. Traffic observers will be stationed at locations along affected roads where there is a good view of the air and surface approaches to the demolition site. Reflective high-visibility barricades will be used at checkpoints along roads, which are to be closed. These will be manned by traffic observers in constant radio contact with the SUXOS and UXO Safety Officer (UXOSO). It will be the responsibility of the traffic observers to notify the SUXOS by hand-held radio to suspend operations if any aircraft, vehicles, or personnel are sighted approaching the EZ.

8. METHODS OF DISPOSAL

a. Demolition activities will be conducted by AMEC Earth & Environment, Inc. (AMEC) UXO personnel under the supervision of a Demolition Supervisor. All UXO personnel will be qualified in accordance with DDESB TP18. Materials potentially presenting an explosive hazard (MPPEH), MEC and/or donor explosives will be destroyed on the day found. In the event that MEC/MPPEH cannot be destroyed on the same day found due to weather, explosive delivery, or base activities, then the items will be guarded and/or secured by the installation until the following workday. Demolition operations will be coordinated with the ARNG and/or OMD onsite representative. Explosives will be delivered to the project on an “On-Call” basis, the day the explosives are required. In the event donor charges cannot be used the day of delivery due to inclement weather and/or other delays, they will be returned to the explosives vendor and not stored at Camp Withycombe. All material potentially presenting an explosive hazard (MPPEH) will be inspected, certified, verified, and disposed of in accordance with Department of Defense (DoD) Instruction 4140.62, Management and Disposition of MPPEH (DoD 2008), and Engineering Manual (EM) 1110-1-4009, Military Munitions Response Actions.

b. If disposal activities are required, they will be performed by AMEC in accordance with USACE guidance documents and procedures and the approved Work Plan for the project. Notification will be provided prior to initiating demolition operations.

c. The MSD for intentional detonations are shown in Table 7-1. Maximum Fragmentation Range (MFR) arcs for both intentional and unintentional detonations are shown for Camp Withycombe on Figure 2, 3, and 4. All explosive

operations will follow the procedures outlined in TM 60A-1-1-31, Explosive Ordnance Disposal Procedures and EM 385-1-97, Explosives Safety and Health Requirements Manual. Demolition operations will be performed daily, or items will be properly secured until demolition operations can be conducted.

d. Only the SUXOS and/or the UXOSO with concurrence of the USACE Ordnance and Explosives Safety Specialist (OESS), if onsite, have the authority to determine if MEC is acceptable to move to a collection point for a consolidated shot. Due to the close proximity of inhabited buildings and other structure surrounding the investigation areas, a designated Consolidation Site for demolition will be sited to provide optimum protections to human health and property. The Consolidation Site proposed, as shown on Figure 4, will have established engineering controls in place (sandbag walls and overhead) to facilitate the mitigation of the explosive effects. In the absence of any one of these personnel, the two remaining individuals shall concur on a determination to move a MEC item. Collection points within the grid will be established to temporarily accumulate MEC and MPPEH pending destruction at the end of the day using consolidated shots. MEC items at collection points must be laid out as shown in US Army Engineering Support Center Huntsville (USAESCH) Procedures for Demolition of Multiple Rounds (Consolidated Shots) on Ordnance and Explosives (OE) Sites. The maximum net explosive weight (NEW) at a collection point will be limited such that the K328 overpressure distance for the total NEW (including donor charges) does not exceed the MSD (425 feet) for intentional detonations in the area. Consolidating multiple MEC items smaller than the MGFD is anticipated for this project; however, the NEW including the donor charge will not exceed the established MSD of 425 feet. The MEC contractor will assume custody of the MEC/MPPEH and be responsible for identifying a MEC staging and venting location within a grid, as necessary.

e. If MEC is fuzed, or determined unsafe to move by the SUXOS and/or the UXOSO with concurrence of the USACE OESS, if onsite, blow-in-place (BIP) procedures will be followed. Sandbag mitigation, as described in HNC-ED-CS-S-98-7, will be used for disposal of single munitions to reduce the exclusion zone area and to mitigate the explosive effects of blast, fragmentation and overpressure. A copy of the HNC-ED-CS-S-98-7 report Use of Sandbags for Mitigation of Fragmentation and Blast Effects due to Intentional Detonation of Munitions will be available on-site. The MSD for intentional detonations using appropriate engineering controls will be reduced to 200 feet.

f. A Glass Hazard Analysis was conducted to address the selected area where consolidated demolition shots will be conducted at Camp Withycombe. A K88

distance of 104 feet will be used for the intentional detonation of a single 3.5 inch M28A2 rocket, the munition with the greatest fragmentation distance (MGFD), plus a 19 gram perforator donor charge as shown on Figure 4. The NEW of 1.88 lbs was used for calculation of the K88 distance, which is two times the overpressure Inhabited Building Distance of 52 feet (2 X 52’ = 104 feet). It should be noted that engineering controls (sandbag mitigation) will be employed to further mitigate the explosive effects of blast, noise, fragmentation, and overpressure.

g. Explosives used to destroy recovered MEC will not be stored onsite by the MEC contractor. A local explosives vendor will be subcontracted to deliver the explosive donor charges to the site on an “on-call” basis. Arrival of the explosives will be coordinated so they are delivered immediately prior to scheduled demolition operations.

h. Any MD encountered during the RI or SI will be inspected, certified, verified, and disposed of in accordance with DoD Instruction 4140.62, Management and Disposition of MPPEH (DoD, 2008), and EM 1110-1-4009, Military Munitions Response Actions (USACE, 2007). During field operations, the UXO contractor will recover, inspect and dispose of MPPEH. MPPEH must be managed to prevent transfer or release prior to being fully documented as having an explosive status of safe as specified in the above guidance. MPPEH is assumed to present an explosive hazard until it is visually inspected and/or processed and certified as material documented as safe (MDAS) or material documented as an explosive hazard (MDEH) in accordance with DoD Instruction 4140.62. Certification by visual means requires a 100% inspection by one fully qualified UXO Technician (UXOTII or higher) followed by an independent 100% re-inspection by a second fully qualified UXO Technician III or higher. All MPPEH classified as MDEH will be counter charged to expose any internal cavities to confirm that explosive filler is not present and/or consume any explosive residue that may be present on its surfaces.

i. MDAS processing and storage areas must be secure and designated as restricted areas. MDEH that is safe to transport and store, must be stored in designated storage areas sited and designated as restricted and additionally, must be placarded. Positive control measures shall be in place to prevent comingling of MDAS that is awaiting documentation and disposal with material that has been certified as MDEH awaiting treatment and/or demilitarization. Lockable containers, (55-gallon drums) clearly marked as to their contents will be used to maintain positive control of MDAS. The UXOQCS will conduct random sampling of all MDAS to ensure no MDEH items were comingled with MDAS.

j. MDAS will be documented using a Disposal Turn-in Document, DD Form 1348-1 series. The SUXOS and the UXOQCS will sign the DD Form 1348-1 with their name and position legibly printed along with the company’s name and address and telephone number. Each container will be sealed to prevent tampering and will have a unique seal identification number to maintain tracking during shipment to a certified recycler. The UXO Contractor will track all documentation from cradle to grave and will include all documentation in the completion report. The 1348-1 will include the following statement:
