Ensuring the compliance of domestically-produced rolling-stock with the current and future requirements of Russia’s urban transport systems
Timeliness of the systematisation and regulatory underpinning of development plans for urban rail transport
Virtually all Russian regions are exhibiting demand for the construction of integrated urban rail-
transport systems, although municipalities are hesitant to proceed with implementation due to a
lack of financing. As a result, high-performance and potentially-profitable trams are being
squeezed out by chaotic fixed-route transport. What mechanisms and economic instruments
should be adopted in order to fix the situation? The Coordination Council for Transport Machine-
Building at the Russian Ministry of Industry and Trade is inviting federal authorities, municipalities,
carriers and equipment producers to engage in direct and open dialogue. It is anticipated that the
discussion will make it possible to adjust current approaches to arranging legislative and
investment support for urban rail transport.
