Rave party busted: 27 held

JAIPUR POLICE Tuesday busted arave party at the farmhouse ofKalbelia dancer Gulabo and ar-rested 27 people, includingGulabo’s son.

Drugs such as opium andmarijuana, alcohol, a sound sys-tem and a number of two-wheelers and four-wheelerswere seized from the venue inHarmada on the outskirts of the

city. “Following a tip-off, a raid

was conducted around 4 am atGulabo’s farmhouse nearNeedad village. Her son is amongthe 27 arrested,” said AdditionalDCP Karan Sharma, who led theraid.

According to the police, theparty was organised by Gulabo’sson Bhawani Sapera. Many high-profile people were associatedwith the party, so the raid wasconducted with a lot of prepara-tion, the police added.

Mumbai: The Bombay HighCourt dismissed on Tuesday apetition seeking direction to theCentre to expeditiously take adecision on declaring nuclearscientist Homi Bhabha’s bunga-

EIGHTPEOPLE were killed and 27injured as protests spilled over toa second day in Manipur’s tribalhill district ofChurachandpur af-ter the State Assembly passedthree bills, including clauses thatrelate to purchase ofland by non-Manipuris and fixing 1951 as thebase year to identify non-indige-nous people.

The houses ofHealth MinisterPhungzathang Tonsing and fiveother MLAs, as well as the vehi-cle of the deputy commissionerof Churachandpur, were set onfire by the protesters.

While the minister, the MLAsand their families were unhurt,an indefinite curfew has beenimposed in the area. Sources saidthe Minister and the MLAs weretargetted because they failed toprevent the bills from beingpassed.

On Monday, the Assemblyunanimously the Protection of

Manipur People Bill, 2015;Manipur Land Revenue andLand Reforms (7th Amendment)Bill, 2015; and Manipur Shopsand Establishments (2ndAmendment) Bill, 2015. Ofthese,the Protection of Manipur Peo-ple Bill, 2015, is a prototype oftheInner Line Permit (ILP) system.

The protesting tribal studentorganisations have claimed thatthe three bills overlap Article 371C of the Constitution and Ma-nipur Hill People AdministrationRegulation Act, 1947. Their pri-mary objection is to the ManipurLand Revenue and Land ReformAct (7th Amendment) Bill 2015.

“Our land is protected by the6th schedule. We believe thatthe Manipur government hasslyly introduced the LandReforms Bill under the garb ofILP. In any case, the tribals havenot been supporting the ILPmovement, it is primarily aMeitei demand. We feel that byintroducing the land Bill theManipur government and theMeiteis will try and grab ourland. The land in tribal hill areasis governed by customary lawsand held by the chieftans on be-halfofvillagers. With this Bill, theland will fall under the control ofthe deputy commissioners andthe Manipur government. Theywill try and take our land fromus,’’ said a member of theprotesting Kuki StudentsOrganisation (KSO).

For the first time in years, tra-ditional rivals Nagas and Kukishave come together to agitateagainst the Bill in the face of “acommon enemy’’. “The battle-lines have been drawn,’’ said theKSO member.

CONTRADICTING THE perceivedproximity to the Soviet Union inthe Cold War era, India under thethen Prime Minister Rajiv Gandhihad toyed with the idea of sup-porting anti-Russian civiliangroups in Pakistan if the then Ziaregime was thrown out byMoscow, a recent declassified CIAdocument has claimed.

According to CIA documentsof the era, which were recentlydeclassified and posted on theCIA website under the Freedomof Information Act (FOIA), whichis similar to India’s Right toInformation Act, Gandhi wantednon-interference from both theUnited States and the then USSR.

“Prime Minister Rajiv Gandhiwould like both the USSR and theUnited States to end their involve-ment in South Asia,” noted the31-page CIA document titled ‘TheSoviet Presence in Afghanistan:Implications for the RegionalPowers and the US’.

While taking note of the his-toric India-USSR relationship inparticular in the defence field, theCIA report of April 1985 notedthat India is likely to become in-creasingly concerned about long-range Soviet intentions in the re-gion and could find itselfmovingtowards confrontation with theSoviets ifPakistan was effectivelyneutralised. “New Delhi regardsPakistan as a strategic bufferagainst the USSR and would op-

pose Moscow’s effort to domi-nate Pakistan. New Delhi andMoscow would find themselvessupporting rival factions withinPakistan,” said the report, accord-ing to which Moscow had plansto change the regime in Pakistanand extend its influence beyondAfghanistan.

In that case, the report said,“The Indians would seek to signif-icantly reduce their dependenceon Moscow and re-order theirstrategic relationship with theUSSR, the United States and Chinaifthey perceived Soviet ambitionsas extending beyond Afghanistantoward the subcontinent.”

According to the report datedOctober 22, 1985, the Sovietstried to heighten India’s suspicionabout Pakistan’s intentions andits security relationship with theUS in order to foster Indo-Pakistani tensions and heightenNew Delhi’s dependence onMoscow. “In Soviet view, conflictbetween India and Pakistan

would work toward solvingMoscow’s Afghan problem andwould give Moscow opportuni-ties to strengthen its position inSouth Asia,” the report said. “If(Gen) Zia (Ul Haq) regime wereto fall, the Indians might try toprevent Soviet attempt to domi-nate Pakistan by supporting rivalPakistani political factions, Sovietmilitary moves against an alreadyneutralised Pakistan could evenresult in military confrontationwith India,” it added.

Six months later whenGandhi was planning to meetGeneral Zia on the sidelines oftheUN General Assembly meeting inNew York, the CIA analysed thatthe then Indian PM, despite hisstrong public views on Pakistan’snuclear weapons programme,was unlikely to push him hard onit. “Gandhi will probably at leastmention his continuing concern,”noted the CIA report.
