DURING August, South Africa commemo-rates women’s history, highlighting thecontributions of women to events in historyand contemporary society. The peak of the celebrations was on 9

August, when the nation pays tribute to thethousands of women who marched to theUnion Buildings on 9 August 1956 in protestagainst the extension of the Pass Laws towomen. In recognition of the bravery of that

generation of women, a series of events isheld countrywide. The theme for this yearis Inspiring Change.Express Goldfields & Northern Free State

took to the streets of Welkom to interview afew of the current generation of women. This was to find out whether or not thereare prospective inspiring icons among themto look up to, who will follow in thefootsteps of the previous generation.Figures of the previous generation include

the likes of Nadine Gordimer, writer,

political activist and recipient of the 1991Nobel Prize in Literature; Charlotte Maxeke, founder of the Bantu Women’s Leaguewhich later became part of the AfricanNational Congress Women’s League; HelenJoseph, founder member of the Congress ofDemocrats, one of the leaders who read outclauses of the Freedom Charter at theCongress of the People in Kliptown in 1955and also a defendant at the 1956 TreasonTrial; as well as Winnie Mandela, freedomfighter who in the apartheid regime wasconfined to the town of Brandfort in theFree State during the 1980’s.Express Goldfields & NFS interviewed

over 20 young women to get their views. Some of these women believe among them

there are worthy women to look up to whowill take the baton from the aforementionedgeneration that sacrificed their lives toliberate South Africa. However, those who did not perceive

themselves capable of stimulating positivechange and tackling the socio-economicchallenges facing them, were in the majori-

ty.The pessimistic dared not support their

statements and objected against beingidentified.Makgotso Falatsa from Welkom believes

there are candidates around.“My sister Lizzy Falatsa is one of the

candidates to look up to,” she said.“She’s a woman in mining, has respect

for herself and has the qualities that makeher an inspirational person, despite the factthat she’s not in the limelight.“She’s a real woman and can identify a

real man.”Motshidisi Pholo from Thabong chose a

celebrity.“Connie Ferguson, former Generations

actor, is my ideal woman to look up to. Shehas achieved so much in her life.”When asked which qualities in Ferguson

she admired, Pholo answered: “Connie is agreat adviser from her personal experiencein life. She’s bold and can motivate otherwomen.”Pholo also had ideas on another way to

celebrate Women’s Day.“We should have seminars where young

women and older ones discuss womanhoodand the challenges women face – this canhelp to inspire one another.”Queen Modupe from Welkom also looks

up to a prominent figure in the community.“Seipati ‘Twasa’ Seoke, presenter of

Lesedi FM, spoke out strongly about womento fight the scourge of rape and encourageswomen. She also encourages people not todwell on their problems.”The qualities that Seoke possess which

Modupe admires, speaks of a woman to lookup to.“Qualities she possesses are compassion

and self-motivation and she manages tohandle her emotions and prosper.”Kefilwe Mafokane from Kroonstad is a

strong woman herself.“We do have inspiring women to look up

to and myself, I’m of them. I look after myfamily and now I’m about start my ownbusiness.“I’m confident, patience and ambitious.”

People have been making comments, mostly appreciating the recent faceliftat Matjhabeng. Yes, some have madecomments such as, “they play withour money and yet there is no servicedelivery”.

Let us not readmuch on the facelift, thisis just a cosmetic makeup in preparationfor bigger things to come.

The next step is to change servicedelivery levels, the attitude of employeestowards each other and towards the peoplethey service.

Teams have been formed to dealwith immediate problems affectingCommunities and Councillors.

TeamA is the team dealing with waterleaks and rapid response to problemsrelating to water and sewer.

Team B is electricity and roadinfrastructure. This team responds toelectricity supply issues including poorlighting in streets and disconnections. This teamwill alsohandlecomplaints

relating to roads (potholes, blocked drainsand any poor roads).

Team C is Revenue enhancementand protection. This is the team that willlook at our income to ensure that we meetour obligations to our creditors and tomembers of the public. The teams willensure that they investigate anything thatfrustrates revenue generation efforts of theMunicipality.

Team D – Fleet Security and AssetsTeam. This is the group that will ensurethat the assets of the Municipality are safeand used effectively.

The last team is Team E:Compliance Team. This team will lookat ensuring that all other teams andemployees as well as the Management ofthe Municipality comply with the laws, policies and regulationsbinding the

Municipality. This team will also beresponsible for investigating and takingaction to protect the interests of theMunicipality including legal action wherenecessary.

These teams are not independent ofthe normal structures in the Municipality, they are ad hoc in nature and they aretemporary measures meant to ensure thatthe Municipality regains its integrity as aservice orientated institution.

While these teams will be in action, other long term measures will be putin place to ensure that all systems arerunning to deliver Matjhabeng as aprosperous law abidinginstitution fromwhich

other municipalities can learn as it isreflected in our mission statement.

These teams will be in action as soonas negotiations and consultations havebeen completed with our unions and assoon as the Executive Mayor has givenHis blessings.

The unions are consulted because therecould be some labour matters arising outof the work of the teams as most peoplewill be expected to either domore over andabove their normal duties and reportinglines.

The teams will report directly tothe acting Municipal Manager duringhis acting period and to the Director:Corporate Support Services after hisacting period, unless advised otherwise bythe new Municipal Manager.

These measures are the real visibleand tangible changes that our Councillorswant. The Councillors raise issues withofficials but officials take their own timeto attend to the requests resulting in peoplelosing confidence in their elected leadersand yet the Councillors are not to blame.

These teams will report to theMunicipal Manager why services havenot been rendered and why requests ofCouncillors are not met on time. Theacting Municipal Manager as the ultimateaccounting officer will have to take action– Firstly to ensure that service is deliveredand secondly to ensure that those that failthe Councillors, and by extension failingthe community are called to account.

Matjhabeng is a City, we need Citylife, we deserve it and no one will bring itto us, we must do it ourselves.

Members of the public are thereforerequested to continue to consult thevarious constitutional structures such asWard Committees, CDWs and Councillorswho will accordingly transmit their wishesand requests to the Municipality.

It is only when we use lawfulconstitutional structures, will we realizeour dream of a decent City life.RE MMOHO, SISONKE!
